Okowa attributes Nigeria’s problems to politics without integrity

Okowa raises alarm, says it is not well with Nigeria

State-of-the-Nation: Convoke national dialogue, Okowa urges FG

Delta Governor, Senator Ifeanyi Okowa, has called on the Federal Government to create avenue for a national dialogue to dissect and seek panacea to various challenges facing the country.

Okowa made the call at an interdenominational thanksgiving service to mark the 30th anniversary of the creation of Delta State held at St. Peters Anglican Cathedral, Asaba, on Friday.

He said that there were too many voices of anger calling for justice, fairness and equity in the affairs of the nation and urged the Federal Government to take steps to listen to the voices.

According to him, if is not well with the nation, it will not be well with the component parts.

The governor cautioned that the country should not be built for the elite and the rich, saying “the rich and the elite will not live peacefully in a country where there are many poor people.

“We are still in a nation where so much power rests at the centre, with the Federal Government and I believe that it is not right and it is time for more powers to be devolved to the states and more money and resources given to the states.

“Nigeria will be better for it if we restructure but the greatest challenge we have is as a result of insecurity and it is pushing many people more into the poverty line.

“As a country, we are troubled and there are so many ethno-religious crises but it’s time for us to sit down and talk otherwise we may not be able to continue as a nation

“In staying as a nation, we must find solutions to the voices of anger and we must dispassionately look for the opinion leaders in the different parts of Nigeria and speak truth to ourselves.”

He congratulated Deltans on the 30th anniversary of the creation of the state and noted that the state had come thus far because God’s presence had been with it.

Okowa recalled that when the state was created in 1991, it was greeted with cautious optimism but thanked God that, 30 years after, Deltans had become more united as a people.

He paid tribute to past leaders of the state for laying a solid foundation for its development, saying “we have come to realise that we are one people though with different ethnic groups and we have come to realise that we can only do better if we work together as one state.

“I thank our past leaders for laying a solid foundation for the development of the state which we have been building upon.

“We thank God because that foundation is truly strong. Today in Delta we can look round and find that there are many growing towns in the state unlike most states.

“We have several growing cities in Delta State and when you take a tour to many states, you will find out that God has truly blessed us in Delta.

“We are growing at our own pace; we may not all be able to grow at the same pace and we must realise this as a nation,” he stated.

Bishop of Anglican Diocese of Asaba, Rt. Rev’d Justus Mogekwu, in his sermon said that Delta was a microcosm of Nigeria because of the diverse ethnic groups in the state, but stated that in spite of the diversity, the people had lived together in unity, love and peace.

He commended Deltans for their resolve to work and live together in the overall interest of the state, adding that a state where bigotry, bloodshed, bitterness, intolerance among other vices existed could hardly make any progress.

Quoting from the Bible, Mogekwu said that the future was bright for the state as long as Deltans continued to put their trust in God in all their ways.

He pointed out that politics without integrity was the bane of Nigeria’s development and urged politicians to stop cross-carpeting from one political party to another.

The thanksgiving service was attended by wife of the Governor, Dame Edith Okowa, Deputy Governor, Mr Kingsley Otuaro; former governor of the state, Chief James Ibori; his former deputy, Sir Benjamin Elue and former military administrator of the state, Navy Captain Walter Feghabo (retd).

Others include Minority Leader of House of Representatives, Chief Ndudi Elumelu; Senator James Manager, Speaker of Delta House of Assembly, Rt. Hon. Sheriff Oborevwori; Chief Judge of the state, Justice Theresa Diai; President, Customary Court of Appeal, Justice Patience Elumeze and Chairman of Peoples Democratic Party (PDP) in the state, Chief Kingsley Esiso.

STATEMENT CONCERNING SAMUEL ORTOM, THE GOVERNOR OF BENUE STATE

Governor Samuel Ortom has few political principles. We can see this from the fact that he has changed political party five times during his undistinguished career.

Every time he feels the wind may be blowing in a certain direction, he follows it.

Unfortunately, for the good citizens of Benue State, the most dangerous direction he blows in today is that of sectarianism and ethnicity.

In an attempt to boost his sinking political fortunes, Ortom takes the cheapest and lowest route possible by playing on ethnic themes – and in doing so knowingly causes deaths of innocent Nigerians by inciting farmers against herders, and Christians against Muslims.

Specifically, Ortom stirs up hatred by targeting one single ethnic group in Nigeria – using language reminiscent of the Rwandan genocide.

As was the case in Rwanda where the then Hutu leaders of the country incited their countrymen against each other, claiming there was a “secret Tutsi agenda” over the Hutu, Ortom claims there is a “secret Fulanization agenda” over other ethnic groups in his state and in Nigeria. This is a copy of the language of Hutu Power – which falsely, and intentionally, accused the Rwandan Tutsi of plans to dominate the country.

This wicked talk is aimed at giving cover to his so-called “policy” on the Ranches Establishment Law – which in reality is purely an act of denial of the law – intended to withhold rights and freedoms from one ethnic group alone, whilst inciting race hatred against them amongst all others.

These are not the actions of a man who should be trusted with running public services or holding public office.

For the governor of a major state in Nigeria to be politically driven by ethnic hatred is a stain on our country.

The good, and fair-minded people of Benue State deserve more than this, and we look forward to the next elections when they have an opportunity to restore its greatness.

IMPERATIVES FOR A UNITED NIGERIA BY IFEANYI OKOWA

KEYNOTE SPEECH DELIVERED BY HIS EXCELLENCY, SEN. DR. IFEANYI OKOWA, GOVERNOR OF DELTA STATE, AT THE 2021 ANNUAL LECTURE AND SYMPOSIUM ORGANIZED BY RIPPLES CENTRE FOR DATA AND INVESTIGATIVE JOURNALISM (RCDIJ), AUGUST 25, 2021, AT SHERATON LAGOS HOTEL, IKEJA, LAGOS.

PREAMBLE

I begin my address by appreciating the strong commitment of the Ripples Centre for Data and Investigative Journalism (RCDIJ) to the Nigerian Project, which is apparent in its sustained exploration of the theme, Rebuilding Trust in a Divided Nigeria: Advancing the Conversation. I recall that RCDIJ’s maiden exploration of this theme was in 2018, when our Nobel Laureate, Prof. Wole Soyinka, delivered a luminous keynote speech, the relevance of which still endures.

  1. I am thankful for the invitation – and honour–to be the Chairman and Keynote Speaker of this year’s event. Indeed, I welcome the opportunity to contribute to the library of thought and information on the subject of nation building. As you may be aware, Deltans are right in the middle of a weeklong celebration of the 30th anniversary of the creation of Delta State. The activities began on Monday this week and will climax on Friday, August 27, 2021, with an Award and Gala Night. It is, therefore, as a result of my high regard for the organisers of this event and the premium I place on the prospects of today’s conversation that I had to put all other responsibilities aside in order to be here today.

INTRODUCTION

3.The theme for today’s dialogue, “Rebuilding Trust in a Divided Nigeria: Advancing the Conversation,” could not have come at a more appropriate time. It is not debatable that Nigeria is passing through perilous times. Aside from during the Civil War (1967-1970), at no time in the chequered history of our beloved country have we been as divided as we are today or witnessed such magnitude of mistrust of ourselves and of our nation.

4.The theme presupposes that trust and unity once existed among the peoples of Nigeria. But was this truly the case? Indeed, there was a time we happily sang “Though tribe and tongue may differ/In brotherhood we stand”, but was that a reality or an aspiration?

5.On the first thought, it would seem like a reality. For, at one time, Nigerians lived freely and effectuated themselves among ethnic groups other than theirs. For example, late Mallam Umaru Altine, a Fulani from Sokoto, was elected the first Mayor of Enugu, the heartland of Igbo nation, in 1952; the Fulani herdsman reared his cattle all over Nigeria, bearing just a stick and not an AK47; the NCNC, led by Nnamdi Azikiwe, an Igbo, in the 1951 elections, won all the five seats in Lagos and seven of the eight seats in Ibadan; and nationalists from the three regions of the country, namely, Nnamdi Azikiwe (East), Tafawa Balewa (North) and Obafemi Awolowo (West) were united in the struggle for the independence of Nigeria from British colonial rule.

  1. On the other hand, our history shows that about that same time and beyond, Nigeria generally battled with the issues of mutual distrust, suspicion, prejudice, with the various ethnic nationalities locked in battles for supremacy or minority rights. The early attempts to break up Nigeria derived from the above issues.

7.According to Bayo Ogunmupe, in “The Chequered History of Secession in Nigeria” (https://guardian.ng/opinion/ the-chequered-history-of-secession-in-nigeria/ – retrieved 6/8/2021), the first attempt dates back to 1950 at the Ibadan Constitutional Conference where the ratio of representation was fixed at “44:33:33 for the North, West and East [respectively]. Northern politicians rejected it and the Emir of Zaria said their share must be 50 percent of the seats or they will secede from Nigeria”.

  1. Then in February, 1964, “a member of the United Middle Belt Congress (UMBC) in the Northern House of Assembly, Isaac Shaahu, declared that the Tiv people felt unwanted and [would] pull out of the North and the federation as a whole”. Next was Eastern Nigeria, led by its Premier, Dr. Michael Okpara. In December 1964, they threatened to secede, “following disagreements over census and the 1964 general election”.

  1. All the above threats to secede eventually petered out, following negotiations and amicable resolutions of contentious issues. But apparently, Nigeria soon lost the capacity, sincerity and trustworthiness to negotiate and resolve contentious issues without resorting to violence. So, in 1966 and 1967, threats transited to actual secession. On February 23, 1966, “Isaac Adaka Boro decided he was not ready to live in a Nigeria ruled by the Igbo [General Ironsi was Head of State then] and [Adaka Boro] declared the independence of the Niger Delta Peoples Republic”. In May, 1967, Col. Chukwuemeka Odumegwu Ojukwu declared the Republic of Biafra. In these two instances, the secessionists had lost trust that Nigeria could offer them security, justice and welfare.

10.Chukwudi Ukonne, in The Republic, seems to summarize the situation at that time as follows:

The leaders of the various regions and tribes… came together briefly to push for independence from British colonial rule. But having achieved this goal in October 1960, the regions had no real common ambition to galvanize their unity. Although many of the leaders of newly independent Nigeria were committed to the pan-Nigerian ideal, [this commitment was] abandoned at the first sign of tension and gave way to the parochial and tribal sentiments which had existed before independence….This post-independence state of affairs is partly to blame for the decimation of Nigeria’s First Republic (1963-1966) at the hands of the Nigerian military, who would go on to rule the country for over 30 years. (https://republic.com.ng › – retrieved 5/8/21).

11.Major-General Johnson Aguiyi-Ironsi’s Unification Decree No 34 of 1966 was a desperate attempt to forge a sense of unity among the component parts of a deeply fractured country. In a nutshell, the Decree imposed a unitary system of government as Aguiyi-Ironsi sought to replace the regions with a strong federal government that he hoped will unify all sections of the country. This has proved to be counter-productive, as it is the root of the unitarism in governance and has become a political albatross. It was also an exercise in futility as the seeds of discord, sowed by the first coup, produced a counter coup that ousted Aguiyi-Ironsi months later.

12.It is, therefore, fair to say that, since her creation, Nigeria has been searching for ways and means to forge a common identity. The Unity Schools, the Federal Character principle and Quota System, enshrined in the Constitution since 1979, and the National Youth Service Corps Scheme are some of the initiatives that were introduced to elicit better understanding, foster cooperation, engender a sense of belonging, and create a sense of oneness among the component parts of the Federation.

THE STATE OF NIGERIA TODAY

  1. Despite the above initiatives and legislation, a huge trust deficit and sharp divisiveness still prevail in the Nigerian polity. The common index of these is the various agitations for secession from different parts of the country.

  1. Other manifestations of lack of trust in the system and the state of a divided Nigeria are:

– the unusually large number and the high frequency of demonstrations and protests, the most prominent of which was the 2020 #EndSARS nation-wide protests;

– labour discontent and frequent strikes often due to Government’s failure to implement negotiated and duly signed agreements;

– persistent calls for restructuring, fiscal federalism and devolution of powers to the States;

– insurgency, banditry, kidnapping, etc, leading to barbaric destruction of lives and property. The Nigerian Security Tracker of the New York-based Council on Foreign Relations reports that 54,362 were killed from 1st January 2015 to 2nd August 2021(https://www.cfr.org/nigeria/nigeria-security-racker/p29483 –retrieved 5/8/21).

  1. Still other manifestations of mistrust and disunity are:

– the proliferation of zonal security outfits and ethnic militias because, apparently, the Federal Security Agencies have become either ill-equipped, poorly funded or incapable to protect all citizens;

– increasing number of non-governmental organizations for the protection of human and child’s rights;

– increase in unemployment- and poverty-induced crimes, such as cybercrimes, human trafficking and international prostitution.

  1. All of these derive from general discontent with the quality of governance, frustration and disappointment of the citizenry who feel betrayed by those they elected into power, and anger, raw anger, at the deplorable state of the nation.

CAUSES OF DISUNITY

  1. The crux of the matter is that the absence of a national ideology that all the component parts of the country subscribe to is why we are yet to forge that sense of oneness and unity. In the absence of a shared national vision or aspiration, primordial loyalties and sentiments largely hold sway among the citizens.

18.It is not a secret that during elections most people vote along sectional lines, be it religion or ethnicity. In the corporate world, the academia and other sectors of our national life, our default mode is to queue behind someone from our ethnic group or who shares our religious beliefs. Even the war against corruption is subjected to all manner of scrutiny based on our ethnic affiliations and religious persuasions. The sad reality is that we seem to derive more comfort, protection and security from our ethnic identity. The concept of one Nigeria is still just that – a concept.

19.The Americans have the American Dream, the British, Rule Britannia, while, in recent times, the United Arab Emirate has developed a vision to be the biggest and the best in everything she does. What can we point to as Nigeria’s overarching vision that motivates the average citizen or that everyone aspires to actualize? How can we have and pursue an overarching vision when we think Fulani or Hausa or Yoruba or Igbo instead of Nigeria?

20.Bad governance at different levels of government is a major contributory factor to disunity in the country. Bad governance is what results when (a) a State, “based on the principles of democracy and social justice” (as Nigeria is described in Section 14 (1) of the 1999 Constitution as amended), fails to uphold, in all its operations, “the principles of democracy and social justice”; and (b) when a Government fails to fulfill its “primary purpose” which, according to Section 14 (2) (b) of the 1999 Constitution is to provide “the security and welfare of the people”.

21.Indices of bad governance in Nigeria are legion, viz;

-ethnicity or tribalism and nepotism – it is regrettable that over the years, we have had leaders who chose to exploit the ethnic and religious fault lines in the country to advance their selfish political interests;

-lopsidedness in power sharing (marginalization of some sections of the country);

-corruption, lack of accountability and unproductivity, all resulting in poor economic growth;

-religious bigotry and intolerance;

-inequality and inequitable distribution of wealth;

-insecurity – personal, economic and food insecurity – inflicted on the country largely by criminal herdsmen and bandits;

-unemployment (the rate in Nigeria in 2020 was 32.5%);

-poverty (the rate in Nigeria in 2021 is 40%, which translates to 80 million citizens and it is estimated to be 45% or 90 million citizens in 2022);

22.Another factor responsible for our current disunity is the lack of political will to devise a constitution that supports true federalism. The 1999 Constitution (as amended) centralizes political and economic powers in the Federal Government and emasculates the States by denying them powers to secure their own territories and control their natural resources for the development of their territories and people.

23.Take allocations from the federation account, for instance. While the federal government takes 52.68%, the 36 States and 774 Local Governments that carry most of the burden of development get 26.72% and 20.60%, respectively! This does not augur well for effective grassroots development, inclusive economic growth and social cohesion.

  1. Also anti-true federalism is the provision of the 1999 Constitution (as amended) regarding the creation of Local Government Areas, which is the empowerment of the National Assembly and the Presidency to ratify such creation by states. A true federal structure recognizes the autonomy of the federating units in connection with powers devolved to them. It is, therefore, aberrant for the State to create Local Government Areas and submit same to the Federal Government for approval!

  1. The disenchantment and alienation of our teeming population of youths is another disuniting factor. They feel hard done by Nigeria’s current climate of hopelessness, massive unemployment, insecurity of lives and property, poor quality disruption-ridden educational system, inaccessibility to quality health care, rising cost of living, and a ruling class living extravagantly in the face of the widening gulf between the rich and poor.

26.Truth be told, many of our youths see no future for themselves in this country. This was why the EndSARS protest of 2020, which began as a protest against police brutality, quickly snowballed into a mass movement against a country that has failed them. Many parents here can testify that our youths would rather migrate, even illegally, to greener pastures in other countries and, where migration isn’t possible, resort to anti-social behavior inimical to the unity, peace and progress of the country.

27.The last cause of disunity in Nigeria which I want to mention is the growing lack of faith in the electoral process. The great desideratum of modern democracy is that it must be participatory and undergirded by some non-negotiable fundamentals, notably the power of the people to choose their leaders as well as majority rule and minority rights. These must be in place for a country to be seen as free and democratic.

28.The current lack of faith in the electoral process by the Nigerian electorate has resulted in the massive apathy and self-disenfranchisement prevalent during elections. The people feel that their votes do not count and have, therefore, sunk into disillusionment, resentment and resignation.

BUILDING TRUST IN A UNITED NIGERIA: RECOMMENDATIONS

29.While I empathize with people who lament the current state of affairs in Nigeria, I do not believe that the solution is to balkanize the country. I strongly believe that we are better and stronger together, and that, with appropriate, visionary leadership and good governance, we can turn our diversity into a great source of strength and a springboard to build a strong multi-ethnic and multi-religious country that will be the envy of other nations.

30.Leadership is key. As 2023 approaches, the focus should be on electing a pan Nigerian as president, a person with the capacity and charisma to cast a vision for Nigeria and rally all Nigerians behind it. We need a selfless, sacrificial, sincere, broadminded, caring and capable president that will inspire hope and confidence in the country; a leader who values merit over mediocrity, competence over cronyism, while upholding the fundamental principles of fairness, equity and justice. This country brims with immense human and natural resources, which cry to be effectively and efficiently harnessed by a responsive – and – responsible leadership for the socio-economic development of the country.

31.The experience of some balkanized countries, such as Yugoslavia, which was balkanized into seven states, shows that, until the fundamental issues of good governance – justice, socio-economic equality, mutual ethnic and religious tolerance, inclusiveness, etc. – are effectively addressed in the mother nation, each new country will be bedeviled by the same divisive problems already in their genes. So, why not tackle the problems in the mother nation that would make a greater impact on the world unlike the tinier new nations?

  1. The Federal Government should frontally and transparently tackle insurgency, banditry, kidnapping, criminal herdsmen operations and all purveyors of insecurity in a way to obviate the popular impression that they are executors of a pre-planned genocide. The war against terror is seriously undermined when ransom is paid to these criminal elements.

33.Aside from a modern security architecture anchored on technology, we must muster the political will to deal decisively with criminals, regardless of their ethnic groups, religions or status. In America and other developed countries of the world, that is what makes their institutions stronger than individuals and keeps even the poorest in the society confident of getting justice before the law. For democracy to be sustained and the goodwill of the populace retained, impunity must not have even a toehold in our body polity. Our security agencies must be well funded and equipped; training of personnel to build capacity and collaboration between agencies is key. Furthermore, directives must be clear and goals unambiguous.

34.Similarly, to help restore faith in the electoral process, there should be stiff penalties for electoral violence and other malpractices, regardless of which party is culpable. Election results should also be transmitted electronically at the point of counting the votes at the poling units to remove the opportunities for later alterations of figures. It goes without saying that the refusal by the National Assembly to include a mandatory electronic transmission of election results in the Electoral Act has deepened the distrust that the public has for politicians and the ruling class.

  1. It should be clear to everyone by now that glib, official declarations like “The unity of Nigeria is non-negotiable” or “The unity of Nigeria is sacrosanct” cannot diffuse the tension, resentment, anger and sectarianism prevalent in the country today. Only conscious, consensual action to remove the causes of mistrust and disunity identified above can.

  1. I also think it is time we embrace the idea of a Truth and Reconciliation Commission with membership drawn from the six geo-political zones. I do not canvass for a Commission that will dig into history to apportion blames and pass judgment on political leaders. Rather, I envisage a Commission that will freely discuss the current state of the nation, debate the things that bind or divide us, proffer strategies to reconcile our differences, and recommend a sustainable path to true nationhood based on good governance. I think this is important in the light of all that the country is going through right now.

37.Nigeria can only grow if ethnic, religious and tribal divides dissolve, and a pan-Nigeria goal is truly desired and pursued by all. Despite its challenges and leadership defects and the circumstances of its birth in 1914, we have come to be a nation. We must unite and make it work for all. We had declared in our National Anthem (composed in 1960) – “Though Tribe and Tongue may differ, in brotherhood we stand”. The political class, religious/community leaders and elite must sign up to this, and our leaders must begin to act the pan-Nigerian dream into reality.

  1. The governance system at all levels particularly at the federal must be just, fair, equitable and seen to be inclusive. There is too much power at the centre, and this needs to be devolved to the federating units for greater effectiveness and efficiency. The devolution of powers and resources to the subnational governments, and the guaranteeing of a constitution that allows equity, justice for all and inclusiveness in governance such that none is left out or oppressed is imperative. Urgent steps need to be taken to ensure fairness in resource allocation, taking into cognizance the degradation of the environment by the Oil and Gas resources and the impact on the health and livelihood of Niger-Deltans.

39.Inter-faith dialogue and building of networks should be institutionalized. Different religious identities need to seek mutual understanding, respect and tolerance, which allows each faith to live, appreciate and cooperate with one another. Government and faith-based organisations must, through advocacy, seek for the common good, and put processes in place for prevention of conflicts, peacemaking and post-conflict rebuilding.

40.The herdsmen/farmers conflict is fast becoming the greatest threat to our nation’s unity and economic well-being. The nomadic Muslim Fulani pastoralists and the largely Christian farmers of various ethnicities have continued to clash resulting in loss of economic crops, cattle and life. This threat to our country’s stability and unity needs to be addressed urgently by our federation. It is my opinion that ranching and cattle colonies with support by the federal Government is a way out of this challenge. The Federal Government of Nigeria must urgently tackle this challenge to reduce the level of insecurity and to ensure food security. Criminal herdsmen must be dealt with within our Laws and Internally Displaced Persons need to be quickly resettled in their homes.

41.The media must come to the rescue. Government at various levels should, as a matter of exigency, enlist the support and cooperation of the media in advocating for peaceful coexistence and national unity. Generally, I think the media should be more discerning and restrained in giving voice to violent extremists and criminals in our nation. Giving undue recognition to these elements has the potential to fuel ethnic conflict, electoral violence, and exacerbate the divisions among us.

  1. We must also, through persuasion and advocacy, empower the media to play a defining role in building and promoting non-violent, credible elections. The independence of the media is critical for credible journalism. We must, therefore, not stifle them under any guise.

  1. Too many Nigerians are falling into the poverty bracket daily, and the percentage of the unemployed and underemployed is worrisome. This is becoming increasingly compounded by insecurity and our rising population. Hence, we need to aggressively begin to re-tool our youths with entrepreneurship development programmes. Also, a voice of strength and policy to space out births and control our population will help. Poverty in itself creates resentment to governance structures and unemployment heightens insecurity.

  1. Ladies and gentlemen, I have not made recommendations that are not implementable. Delta State, of which, by the grace of God, I am Governor, is a microcosm of Nigeria because she is peopled by different ethnic nationalities. She has had inter-ethnic conflicts/clashes, fatal boundary disputes, especially over oil-bearing land, and political tensions. She has had high unemployment and poverty rates. Luckily, successive governments of the State have tackled the issues in different ways, and I am building on the foundation they laid. And the ruling People’s Democratic Party in the State has a policy of rotating the governorship among the three Senatorial Districts of the State for the purposes of equity and inclusiveness.

  1. My administration has followed on the above trajectories through equitable distribution of appointments and projects across the three Senatorial Districts. We have erected structures for conflict resolution and peace building. They include the Office of the Special Adviser on Conflict Resolution and Peace Building and the Delta State Advisory and Peace Building Council with a membership of 42 (forty-two) respected men and women in various fields drawn from every local government area of the State. These structures have proactively prevented crises by promptly and effectively resolving disputes.

46.We also have a deliberate policy to tackle youth unemployment through skills training and entrepreneurship development programmes. I believe that the way out of the unemployment quagmire is to equip the youth with the technical know-how, vocational skills, values and resources to become self-employed, as distinct from one-off empowerment. This is what my administration has done by instituting various skills training and entrepreneurship development programmes, which include:

– Skills Training and Entrepreneurship Programme(STEP);

– Youth Agricultural Entrepreneurs Programme(YAGEP);

– Graduate Employment Enhancement Programme(GEEP);

– Rural Youth Skills Acquisition Programme(RYSA);

– Girls Entrepreneurship Skills Training (GEST); and

– Women Entrepreneurship Skills Acquisition Programme (WESAP).

  1. These programmes are trainee-centred and service-oriented. The sectors and activities covered include agriculture, agricultural value chain services, vocational skills-based microenterprises and cottage enterprises. Furthermore, the training and mentoring processes aim beyond raising entrepreneurs to producing leaders and managers that have high levels of personal responsibility and effectiveness. I am pleased to let you know that after six years of faithful implementation of these programmes, we have trained and given business support packages to several thousands of youths.

ATTACK ON NDA WON’T DAMPEN RESOLVE OF OUR MILITARY TO BRING DECISIVE END TO CRIMINALITY, PRESIDENT BUHARI VOWS

The attack launched on the facility of the Nigerian Defence Academy (NDA) on Tuesday, rather than throw a dampener into the morale of our Armed Forces as it is intended to, will buoy their determination to make a decisive end of criminality in the country, President Muhammadu Buhari has said.

Noting that the attack, which led to loss of lives, came at a time that the military had put insurgents, bandits, kidnappers, and other types of criminals on the retreat, the President says the heinous action would accelerate the total uprooting of evil in the polity, which members of the Armed Forces are solidly resolved to accomplish in the shortest possible time.

Commiserating with the families who lost their loved ones, and praying God to comfort them, President Buhari vowed that the deceased would not die in vain, as the degenerate act would have consequences that will eventually clean the country of vermin, and emancipate the polity from deliberate, targeted and contrived atrocious acts.

The President thanks all Nigerians who value and appreciate the efforts of our military, and urges those playing hateful politics with the dastardly act to desist, noting that rather than recriminations, this is the time for all patriots and people of goodwill to support and encourage those who are in the vanguard of the battle against wickedness in the land.

Okowa tasks IGP on police-citizens relations

Delta Governor, Sen. (Dr) Ifeanyi Okowa, on Monday, called on the Inspector-General of Police (IGP), Mr Alkali Baba, to strive toward bridging the gap in the relationship between the police and citizens of the country.

Okowa made the call when he received the IGP on courtesy visit at Government House, Asaba, and pointed out that growing lack of trust between the police and the people resulted from poor relationship.

He advised that the IGP should interact more with different stakeholders with a view to bridging the gap between the Police Force and the people, adding that community policing could only work better with the cooperation of citizens.

According to Okowa, lack of citizens’ trust in the police requires that your office interact more with different stakeholders with a view to bridging the gap between the Nigeria police and the people.

He remarked that tour of various police commands and formations across the country by the police boss would help to bridge such gap.

“With your infectious personality, I have no doubt that you will be able to attract more people to support your policing vision of enhancing police primacy in protection of lives and property.

“It is our prayer that you will continue to work hard and partner other sister security agencies to ensure that Nigeria gets more and more peaceful in the days ahead,” he said.

The governor said that there was a need for joint effort to tackle security challenges in the country, and explained that “in Delta, we are thankful that the collaboration is real and it’s helping us to achieve results, and we hope it continues”.

He said that there was need for proper funding of the police with logistics and equipment to enable the force to be more confident in its work, especially when combating criminal elements.

“If we are able to fund the police to provide for more data and extensive intelligence-gathering, the more likely we are going to achieve faster result.

“Community policing can only work better with the cooperation of the people, and in Delta, we are in the process of completing the enactment of a law that will establish Community Security Corps to work in partnership with the police for effective crime prevention,’’ Okowa stated.

On herders-farmers clashes, he said the state had been able to manage it with the structures put in place to ensure that the clashes were minimised.

“Whatever you can do to strengthen the police command in Delta, we urge you not to hesitate in providing such support,” the governor assured, adding that the state government would continue to support and cooperate with the police within available resources.

Earlier, the IGP had said that he was in Delta as part of his familiarisation tour of state police commands and formations across the country to intimate them on his vision for the force under his leadership.

He appreciated the governor for continued assistance to Delta command, adding that it had remained one of the best that had added value to policing in terms of strengthening the force with creation of new area commands and establishment of security outfits to compliment the police.

“I am here on a facility tour of the Delta State Command as part of my visit to police formations in each state to interact with the officers and men on my vision for the force.

“To improve crime prevention in the state and country, the Police have adopted the community policing strategy as model for bringing police nearer to the people and we seek the support of stakeholders for the implementation,” Baba stated.

“I almost passed out.” Funke Akindele discusses producing highest-grossing movie Omo Ghetto, work ethic and her plans for the future

Going from being arraigned for breaking the COVID-19 precautionary rule to becoming the highest-grossing actress, producer and director, Funke Akindele has become a legend in Nigeria’s entertainment industry. On this week’s episode of #WithChude, the multiple award-winning producer, director, screenwriter, and actress discussed the work behind the production of her blockbuster movie Omo Ghetto, her work ethics and more with host and co-founder Joy Inc., Chude Jideonwo.

Talking about the process that went into the making of Omo Ghetto, Funke Akindele said, “I became the PA, makeup assistant, wardrobe manager. I styled the movie, designed the production, because this is what I live for. I gave everything to Omo Ghetto: The Saga. I had sleepless nights, swollen eyes.”

Playing multiple roles paid off but it took a toll on the actress. She revealed that shuffling in between roles required her learning new things and constantly going beyond her capacity. She said, “I trained for a month for all the fight sequences. I had to fight for a month with everybody. I had to jog. I had to shed weight. I had to be in the picture. I was directing, acting- at some point, I almost passed out. They had to bring ice and put all over me.”

However, this did not stop the actress’ pursuit of making the now blockbuster movie. She told Chude about how she kept pushing and giving her team the motivation they needed to keep going. The result was the highest-grossing movie in Nigeria entertainment history.

This phenomenal feat was accomplished a year after she was dragged in the mud for allegedly breaking the COVID-19 rule. Funke disclosed that that period was so tough for her that at some point she considered death.

“When I was told to write my statement, I said, ‘I wish I could just die. I didn’t do anything wrong. Let me just die so it will cover the whole thing”, she said.

She further revealed that she had spent a lot of time crying and wondering what she could have done differently. Her mom and husband, however, helped her get through it with words of encouragement.

Today, Funke Akindele is a household name in the movie industry and continues to support other upcoming actors and actresses.

LAGOS STATE GOVERNMENT

OFFICE OF THE CHIEF PRESS SECRETARY TO THE GOVERNOR

PRESS RELEASE

COVID-19: WE’VE RECORDED 135 DEATHS IN THIRD WAVE, AS PANDEMIC CASES RISE IN LAGOS – SANWO-OLU

  • ‘Distribution of Moderna Vaccine Starts Wednesday’ – Governor

Lagos State Governor, Mr Babajide Sanwo-Olu has confirmed the record of 135 fatalities in the current third wave of the pandemic, highlighting the havoc being wreaked by deadly strains of the virus spreading in the country.

The Governor during a briefing on Monday at the State house, Ikeja revealed that the State has taken the delivery of Moderna vaccine from the Federal Government.

Sanwo-Olu disclosed the State received a little above 300,000 doses of Moderna vaccine to boost the State drive towards achieving herd immunity.

The test positivity rate, the Governor added, has also increased to 12.1 per cent in the past weeks, compared to seven per cent recorded at the end of July, 2021. This, he said, resulted from non-adherence to the laid-down health protocols designed to stop the spread of the pandemic.

Sanwo-Olu said the situation called for more responsibility, urging the residents to adhere to the preventive protocols put in place by the Government.

He said: “We are now clearly in the middle of third wave of the COVID-19 pandemic and Lagos has remained the epicenter of the disease in Nigeria. Test positivity rate currently stands at 12.1 per cent, compared to 1.1 per cent at the end of June, and seven per cent at end of July. As at August 21, 4,387 positive cases are currently being managed actively in-community.

“Over the course of managing the COVID-19 pandemic, about 5,551 patients have been admitted into our various COVID-19 care centres in Lagos, with 506 registered fatalities. Of these deaths, 135 have sadly, happened in this current third wave. I commiserate with all residents who have lost loved ones to the pandemic. We share in your pain and grief. As a society and as a Government, it is for us to redouble our efforts to defeat this devastating pandemic.”

The increment in positive cases, Sanwo-Olu said, has also shot up oxygen demand at the Government-controlled isolation centres, with the State supplying 400 cylinders daily to patients with severe cases.

At the beginning of the third wave, it was learnt that 75 cylinders were consumed per day at the isolation centres.

Sanwo-Olu said the State would be ramping up its oxygen plants in the coming days, as he projected that the demand for oxygen may shoot up in the next few weeks.

From next Wednesday, the Governor said Lagos would start the distribution of the first dose of Moderna vaccine across 150 centres set up in the State for the exercise. Increasing vaccination, the Governor said, will stem cases of fatalities, urging residents to get the vaccine.

He said: “In terms of treatment of severe cases, we have seen a gradual increase in the uptake of oxygen during the current wave. Utilization has increased from 75 cylinders per day at the beginning of this third wave, to over 400 cylinders per day, currently. With our modelling suggesting that we may be requiring even more oxygen supply over the next few weeks, we are exploring several ways of increasing our oxygen capacity.

“One of the major pillars of our mitigation strategy for the third wave is vaccination. We are seeing that countries that have vaccinated a large percentage of their population are recording drastic reductions in the numbers of COVID-19 related deaths. This is one of the reasons why we have not spared any cost to ensure that the vaccines that have been provided by the Federal Government are made available to every resident that meets the requirements for the vaccination programme.”

As part of the strategy to stem the cases, Sanwo-Olu said the State Government identified 5,998 Persons of Interest and had successfully isolated 4,500 of them, most of whom arrived from red-listed countries.

SERAP sues Buhari, others over ‘missing N106bn in 149 MDAs’

Socio-Economic Rights and Accountability Project (SERAP) has filed a lawsuit against President Muhammadu Buhari “over his failure to probe allegations that N106bn of public funds are missing from 149 ministries, departments and agencies (MDAs), and to ensure the prosecution of those suspected to be responsible, and the recovery of any missing public funds.”

The suit followed the grim allegations by the Office of the Auditor-General of the Federation in his 2018 annual audited report that N105,662,350,077.46 of public funds are missing, misappropriated or unaccounted for across 149 MDAs.

In the suit number FHC/ABJ/CS/903/2021 filed last week at the Federal High Court in Abuja, SERAP is seeking: “an order of mandamus to direct and compel President Buhari to promptly investigate the alleged missing N106bn of public funds, ensure prosecution of anyone suspected to be responsible, and the full recovery of any missing public money.”

In the suit, SERAP is arguing that: “Recovering the alleged missing public funds would reduce the pressure on the Federal Government to borrow more money to fund the budget, enable the authorities to meet the country’s constitutional and international obligations, and reduce the growing level of public debts.”

According to SERAP: “Directing and compelling President Buhari to ensure the investigation and prosecution of the alleged grand corruption documented by the Auditor-General would be entirely consistent with the government’s own commitment to fight corruption, improve the integrity of MDAs, and serve the public interest.”

SERAP is also arguing that, “The alleged missing public funds have hampered the ability of the indicted MDAs to meet the needs of average citizens, as the missing funds could have helped the government to invest in key public goods and services, and to improve access of Nigerians to these goods and services.”

Joined in the suit as Respondents are Mr Abubakar Malami, SAN, Minister of Justice and Attorney General of the Federation; and Mrs Zainab Ahmed, Minister of Finance, Budget and National Planning.

SERAP is arguing that, “It is in the interest of justice to grant this application, as it would improve respect for the rights of Nigerians, and improve their access to essential public goods and services. The suit is in keeping with the requirements of the Nigerian Constitution 1999 [as amended]; anti-corruption legislation, and the country’s international obligations including under the UN Convention against Corruption; and the African Union Convention on Preventing and Combating Corruption to which Nigeria is a state party.”

SERAP is also seeking an order to compel the president “to publish full details of the yearly budgets of all MDAs, and issue regular updates that detail their expenditures, including by making any such information easily accessible in a form that can be understood by the public.”

The suit filed on behalf of SERAP by its lawyers Kolawole Oluwadare and Ms Joke Fekumo, read in part: “The failure to investigate the allegations of grand corruption in the 2018 annual audited report constitutes a grave violation of the duty placed on the Nigerian government to take appropriate measures to promote transparency and accountability in the management of public finances.”

“President Buhari’s constitutional responsibility to ensure the investigation and prosecution of allegations of corruption, as well as recovery of any missing public funds is contained in Section 15[5] of the Nigerian Constitution, which provides that ‘the State shall abolish all corrupt practices and abuse of power’, and in the Oath of Office in the Seventh Schedule of the Constitution.”

“The Oath of Office of the President is considered of such importance that section 140 of the 1999 Constitution provides that the President cannot perform his or her respective official functions as President without taking the oath of office.”

No date has been fixed for the hearing of the suit.

PRESIDENT BUHARI PREACHES UNITY AS BICHI EMIR RECEIVES STAFF OF OFFICE

President Muhammadu Buhari, on Saturday in Bichi, Kano State called on emerging leaders in the country to rid the nation of divisiveness and unite the people.

In an address to the Emir of Bichi, Nasiru Ado Bayero and his people at his inaugural ceremony read on his behalf by Professor Ibrahim Gambari, the Chief of Staff, the President said the prevailing circumstances of the nation impose a demand on leaders to “display their qualities and work earnestly for continued peace and unity.”

The President said:

“Your turbanning at a providential time like this in the history of our country when the prevailing social and socioeconomic conditions have created an opportunity for emerging leaders to display their qualities and work earnestly for continued peace and unity.

‘‘Your father, my friend the late Emir of Kano, Ado Bayero, was a symbol of unity, not only within his Kingdom but also within Northern Nigeria and the whole country.”

Going down the memory lane, President Buhari said when we remember Ado Bayero, we remember unity, we remember simplicity and good leadership, a leader who devoted his life to unify the nation.

“I remember with nostalgia, the passion and commitment he always exhibited in the pursuit of anything he believed in, a distinctive character that almost cost him his life prematurely on 19th January, 2013 because of his vociferous stand against the Boko Haram terrorists.”

President Buhari expressed optimism that the new Emir will exhibit similar qualities and “even much more, as he has begun to exhibit” within the few months of his reign.

The President, who extended his “deep and wholehearted congratulations”, said he will continue to pray for the success of the Emir and looks forward to his contributions ‘‘to uplifting the people of his emirate and Nigerians in general.”

The leader of the Presidential delegation, Professor Gambari, who is an uncle of the Emir, Nasiru Ado Bayero from his mother’s side, reaffirmed his loyalty and affinity to the Emir.

Gambari described the recreation of Kano’s additional four emirates by the Abdullahi Umar Ganduje administration as ‘‘wonderful, historic and innovative.”

Other members of the Presidential delegation are the Ministers of Defence, Maj Gen Bashir Salihi Magashi (rtd), Agriculture, Alhaji Sabo Nanono, Aviation, Senator Hadi Sirika and Water Resources, Engr. Suleiman Hussein Adamu as well as the Senior Special Assistant to the President (Media and Publicity), Garba Shehu.

2023: PDP Accuses APC of Using EFCC To Hound Opposition, Dissenting Voices

The Peoples Democratic Party (PDP) alerts that the President Muhammadu Buhari-led All Progressives Congress (APC) administration is using security agencies, particularly the Economic and Financial Crimes Commission (EFCC), to hound and harass PDP leaders in a renewed move to cow and weaken opposition formation ahead of the 2023 general elections.

Our party however states that no amount of intimidation, harassment and use of anti-graft agencies to clampdown on its leaders on trump up corruption charges, can cow or make the PDP to surrender or abdicate the mandate already given to it by Nigerians to lead in the effort to rescue our nation, come 2023.

The APC knows that it has been rejected by Nigerians having failed woefully and that there is no way it can win elections under any condition.

As such, it seeks to use the state apparatus of power to decimate and muzzle opposition and dissenting voices and foist an anti-democratic situation on Nigerians.

Part of this heinous plot by the APC is to use the EFCC to bully, harass and hound PDP leaders, who are rallying Nigerians for the task ahead, with a view to coercing them to abdicate the mandate of the people and join the APC.

This explains why the EFCC and other security agencies have been harassing PDP leaders such as former Senate President Bukola Saraki, former PDP state governors, including the former governor of Abia state, Senator Theodore Orji, former governor of Bayelsa State, Seriake Dickson, his Kano State counterpart, Senator Rabiu Kwankwaso and other key PDP leaders, on trump up charges, while their counterparts in the APC with similar allegations as well as others who had defected to the APC are moving around freely.

Even corrupt officials of the APC administration, who are looting our national treasury, are doing so freely, under Buhari’s watch.

Furthermore, our party has been made aware of plots by the APC administration to use the EFCC to further harass outspoken PDP chieftains in a bid to muzzle our party, force a one-party state and deny Nigerians a voice to challenge the atrocities of the APC and its administration.

We alert Nigerians of how many of our leaders are being harassed by emissaries of the APC in a bid to get them to compromise their stand against the corrupt and inept APC administration.

If the APC had done well; if it had not devastated Nigerians and brought so much pain to the people; if the APC had managed our national resources well instead of engaging in unbridled treasury looting, stealing over N15 trillion naira and turning our nation into poverty capital of the world; if APC had not compromised our national security and threw our nation open to bandits, insurgents and terrorists, would it not be celebrating by now instead of this plot to force the people to submission?

In all, the APC should know that their evil enterprise cannot bend our leaders or sway Nigerians to jettison their determination to oust the APC from office at all levels across the country, come 2023.

Nigerians already know that they are saddled with a “failed President” and his “failed APC” for the remaining of his second and final term which will end in 2023.

However, the PDP calls on the EFCC Chairman to quickly insulate the commission from APC’s manipulative enterprise, which ruined the former leadership of the commission, especially as this clampdown cannot save the APC in 2023.

Osinbajo said the late Pa Okowa was an outstanding teacher, pioneer educationist and committed public servant.

He noted that the story of educational development of many communities in Delta and Edo States cannot be told without the mention of Pa Okowa.

According to him, a good man leaves an inheritance for his children’s children, adding there was no doubt that Pa Okowa left an inheritance for his children’s children, his community and the state.

“I am honoured to join so many from all over the country and the rest of the world to celebrate the life and times of an outstanding pioneer educationist and a committed public servant, Pa Arthur Okowa.

“He was also a great politician with the UPN under the leadership of the late sage, Chief Obafemi Awolowo,” he said.

The Vice President said the legacies left behind by the deceased would last forever.

“There is no guarantee that material wealth can last a generation but a legacy of character and faith in God lasts forever.

“The nation and the state benefited and still benefit from the contributions of Pa Okowa with his son becoming Governor of Delta.

“The Owa-Alero community, Delta and Nigeria has been blessed with the life and times of Pa Arthur Okowa,” Osinbajo added.

Chief mourner and Governor of Delta, Senator Ifeanyi Okowa said his father would have been 89 years today, but he passed on January 28.

He said his father was a great teacher, politician and community leader whose disciplinary actions contributed immensely to the success of his children in life.

“We give thanks to the Lord our God for showing him mercy to have lived up to 88 years.

“I thank Vice President ,Yemi Osinbajo, my dear brother governors and distinguished guests for coming to celebrate the life and times of our great father.

“Our father lived a worthy life and we thank God for his life. He was a teacher and many people know him to be a great disciplinarian and that discipline impacted greatly in our lives.

“He played his part to educate people in this country particularly in this part of the world. He was also a great politician and am grateful that he guided me through difficult and turbulent times in politics.

“He worked very hard for the creation and growth of the Ika Diocese of the Anglican Communion. He retired home at 80 and rose to become Okpara-Uku of Idumebo Quarters, Owa-Alero.

“He lived a good life of truth and discipline and as his children, we are happy that we went through his disciplinary measures.

“On behalf of our entire family we thank you for coming to celebrate the life and times of our great father,” Okowa stated.

Archbishop Metropolitan and Primate of the Church of Nigeria Anglican Communion, Most Rev’d Henry Ndukuba in a sermon titled “Seek ye the Lord with the prevailing faith” said the faith that prevails is the one that is anchored in the name of God.

The Primate said the late Pa Okowa left a great legacy as an astute teacher and community leader and urged the children to work hard in preserving the legacy left behind by their great patriarch.

He urged Christians to repent from their evil ways as there is no repentance in death.

He noted that sin, sickness, lust, death and judgement were the lonely roads that Christians must pass through in the course of life but urged them to remain strong in faith because God will be with those that are in faith.

“Sinners are alone when they thread the path of sin, sickness, lust, death and judgment, but those who are in faith will go through the challenges successfully.

“The excellency of power belongs to God because when you get power through false means you will require doing evil things to maintain such powers, but when you seek power through right means, the one who owns the power will preserve it for you,” he said

Press Statement

You are already a failure, PDP Mocks Buhari

…Says Lame Attempt At Damage Control Can’t Help APC

The Peoples Democratic Party (PDP) has told President Muhammadu Buhari that he is already a failure in governance and will leave a failure, adding that his attempt at political damage control cannot help his fizzling All Progressives Congress (APC).

The PDP describes the statement by President Buhari that he will not leave office as a failure as “medicine after death” noting that as long as he is a product of the corrupt, inept, directionless and anti-people APC, he will leave as a failed leader.

The party asserts that President Buhari’s veiled admission of failure, which smacks as a tactic to exonerate the APC, is an exercise in futility as the APC, which now only exists on paper, will soon fizzle from our political firmament, having shown itself as perverted platform that cannot be entrusted with governance at any level in our country.

President Buhari and his APC have failed in their three-pronged promises of security, anti-corruption and economic development.

They have instead wrecked all sectors of our nation life with no hope in sight.

What explanation can the Buhari Presidency and the APC offer for failing to decisively tackle terrorists, insurgents and bandits, who are daily ravaging our communities, killing and maiming our compatriots in various states across the country, despite the huge resources at their disposal?

How do President Buhari and APC leaders sleep at night when they know that due to their incompetence and compromises, hundreds of Nigerians, including school children are languishing in kidnappers’ den at the mercies of their assailants and the elements?

President Buhari has so failed as a Commander-in-Chief that non-state actors have taken over, with regions now resorting to their own security outfits while state governors, including his home, Katsina state governor, Aminu Bello Masari, telling helpless victims of terror attacks to defend themselves.

On the economy front, President Buhari has only succeeded in ruining the once robust economy handed over to him by the PDP administration in 2015 and turned Nigeria into the poverty capital of the world, where over 82.9 million once thriving Nigerians can no longer afford their daily meals and other necessities of life.

Moreover, the Buhari Presidency cannot point to any landmark project it conceptualized, started and completed in the last six years.

All it can boast of is the mortgaging of the future of our nation with accumulated N33.107 trillion debt with nothing to show and no clear repayment plan.

More atrocious is that Mr. President is seeking to borrow additional N5.62 trillion, when he knows that he has less than two years in office.

Rather than fighting corruption, the APC-led Buhari administration has become the citadel of corruption where over N15 trillion naira have reportedly been stolen by APC leaders from various agencies under the cover of government.

Nigerians can recall how the PDP recently held a strategic meeting where suggestions on how to entrench unity, reduce tension, fight insurgency, curb corruption and restore our nation to the path of economic progress, were placed at the behest of Mr. President and how he failed to listen to the voice of reason.

What is expected of Mr. President and the APC at this point is for them to end their media orchestrations, apologize for their failure and allow Nigerians to chart a fresh course as they rally with the PDP to salvage our dear nation.

HIS SERVICES TO NIGERIA WERE IMMEASURABLE, NEVER ASKED ME FOR ANY FAVOURS, PRESIDENT BUHARI EULOGISES AHMED JODA IN YOLA

President Muhammadu Buhari on Friday in Yola described the services of the late Ahmed Joda to Nigeria as immeasurable, saying that all the years he knew the revered public administrator, he never requested any favours from him.

The President spoke at the palace of Lamido Adamawa, Alhaji Muhammadu Barkindo Musdafa during a condolence visit to the families of three elder statesmen and prominent sons of Adamawa State who passed recently.

The families are those of Ahmed Joda, a former Permanent Secretary and Chairman of the transition committee that ushered in President Buhari’s administration in 2015; Dr Mahmoud Tukur, former Minister of Commerce and Industry during his military administration and Abdullahi Danburam Jada, Minister of Animal Health and Northern Cameroons Affairs in the defunct Northern Region Government.

President Buhari, who was accompanied by Governor Ahmadu Fintiri of Adamawa State, recounted his personal relationships with the deceased, noting that at various points, they played very supportive roles in his public service.

On the late Joda, he said: ‘‘Since I became Governor of North East, under General Olusegun Obasanjo and later Minister, Ahmed Joda was part of those who assisted me, until his transition.

‘‘He was very supportive each time I called on him as governor, Minister and President and he never demanded any favours from me, either in cash or any form of gratification.’’

On the late Dr Mahmoud, the President said: ‘‘He was a bosom friend to my brother and they studied together in Europe. He also contributed much during my military administration and did well in his assignment.’’

President Buhari noted that from the antecedents of his close working relationship with the people of Adamawa and how they have distinguished themselves, he appointed one of their sons the Minister of FCT, a very important position.

‘‘I gave an Adamawa indigene, Mohammed Bello, a huge and complicated assignment as FCT Minister. Although he is young, he is performing very well with the fear of God,’’ the President said.

Commiserating with the Government, people and the Lamido of Adamawa on the demise of their illustrious sons, President Buhari prayed for the repose of the souls of the departed and divine comfort for their families.

In his remarks, Governor Fintiri thanked the President for the condolence visit, saying ‘‘given your closeness to the deceased we should have been the one travelling to Abuja to commiserate with you.’’

The Governor commended the President for taking out time off his busy schedule to visit Adamawa, on the same day his son, Yusuf, is getting married to Zahra Bayero, the daughter of Nasiru Ado Bayero, the Emir of Bichi in Kano.

The Royal father, Lamido Adamawa also conveyed the Emirate’s appreciation to President Buhari and his entourage, pronouncing blessings for safe travels and success in the President’s engagement in Kano for his son’s wedding.

LAGOS STATE GOVERNMENT

PRESS RELEASE

FOOD SECURITY: LAGOS APPEALS PROJECT SUPPORTS OFADA RICE FARMERS ON MASS PRODUCTION

  • Farmers Laud Project’s 500 Hectares Rice Farm Technology Intervention

Lagos State Agro-Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project has charged farmers and investors to invest in agriculture, especially mass production of Ofada Rice to improve productivity for food security in Lagos State and Nigeria in general.

Speaking during a Field Day for Rice Seed Outgrower Scheme to farmers supported by APPEALS Project in Epe and Lekki areas of Lagos, the State Project Coordinator of APPEALS, Mrs. Oluranti Sagoe-Oviebo, said APPEALS Project sponsored by Lagos State Government in conjunction with the Federal Government and World Bank is supporting and building farmers’ productivity in rice value chain with technology for food security.

She said since inception, Lagos APPEALS Project has supported 20 clusters of Ofada rice farmers with modern technology and necessary supports to improve farming, noting that a cluster comprise about five to 10 groups of 10 individual farmers.

Sagoe-Oviebo who was accompanied by top officials of Lagos APPEALS Project, African Rice and farmers, during a visit to beneficiaries of the Project Rice Seed Outgrower Scheme at Origanringan, Epe and Okegelu in Lekki areas of the State, said the Project has supported rice farmers with modern technology to increase mass production of pure strain of Ofada Rice for consumption in Nigeria and export to foreign countries.

She said Lagos State Governor, Mr. Babajide Sanwo-Olu has keen interest in agriculture and that was why the State Government is fully supporting APPEALS Project to empower farmers, especially youths and women with necessary technology for productivity, improved livelihood and food security.

“Lagos APPEALS Project wants to increase the productivity of rice farmers in Lagos State. We want to ensure that Ofada Rice gets to foreign countries.

“Our rice is better than foreign rice. It is more nutritious than the imported rice. So, I want to implore farmers to invest more in farming activities, especially in the rice value chain.

“We are using this opportunity to call on investors and entrepreneurs to invest in agriculture for food security. If there is no food, there is no guarantee that there would be security in the State or in any country. So, it is high time investors came on board and invest in agriculture. The gap of food demand cannot be overemphasised,” she said.

Also speaking, a rice seed expert from African Rice Center, International Institute of Tropical Agriculture (IITA), Dr. Abraham Shaibu, said the Center has supported farmers in Lagos to produce good quality of Ofada rice by assisting them with technology to improve their productivity.

He said African Rice has identified and produced pure strain of Ofada rice seed with high yield for Lagos APPEALS Project farmers, adding that the seed has been successfully cultivated by the Lagos APPEALS Project outgrower and a willing off-taker is available to take it up and sell to rice producer.

Speaking during the visits to their farms, representatives of different clusters expressed gratitude to Governor Sanwo-Olu’s administration and Lagos APPEALS Project for having the interest of farmers at heart by investing and empowering them with quality Ofada rice strain as well as providing necessary supports and technology to improve their productivity.

A rice farmer at Origanringan in Epe, Mr. Segun Omotayo, who has been in rice farming business for close to 20 years, said the assistance provided by Lagos APPEALS Project has helped to increase their productivity from about 1.5 tonnes to three tonnes per hectare based on rice seeds given to them by the Project.

Mr. Giwa Adeolu, a rice farmer, who is coordinating clusters of Ofada Rice farmers farming on 500 hectares of land at Okegelu in Lekki, said the technology provided by Lagos APPEALS Project has contributed positively to the rice farm, which according to him is an investment that is worth N350million.

He said they are expecting nothing less than 2.5 to 3 tonnes per hectare by the time they harvest their produce in next two months.

“We really appreciate Lagos APPEALS Project for their support. They empowered us and gave us adequate support to the extent that presently we have five clusters and we cultivated over 500 hectares of land in the same place. This (pointing to the 500 hectares of the rice farm) is demonstration of what Lagos APPEALS Project did.

“They gave us nets to cover our plants to chase away the picker birds, which is a major challenge of rice farmers all over the world. This initiative sound so loud that more farmers are coming out now to benefit from what Lagos APPEALS Project is doing for rice farmers in the State,” he said.

PRESS RELEASE

LEAVE AMAECHI FROM YOUR SINKING PARTY, EZE TO AKAWOR… Thinking Amaechi’ll return to PDP is a sick, wild fantasy… Amaechi didn’t join APC to Ouster Jonathan, but was forced out by PDP hawks and Idle political Jobbers within PDP…Counsels Governor Wike to start preparing his handover note come 2023 for enthronement of an APC Led Government

Erstwhile National Publicity Secretary of the defunct New People’s Democratic Party (nPDP) and chieftain of the All Progressives Congress, Chief Eze Chukwuemeka Eze, has trashed claims by the Rivers State Chairman of the People’s Democratic Party, Ambassador Desmond Akawor, that former Rivers Governor, Chibuike Amaechi, will soon return to the People’s Democratic Party.

Recall that Akawor, had during a sparse gathering of members of the PDP in Ikwerre Local Government Area, announced to his audience that the Minister of Transportation and South-South Leader of the APC, Rt. Hon. Chibuike Amaechi, would make a comeback to the People’s Democratic Party any time soon.

An excerpt from the very deceptive and widely publicized opinion reads “One day, Rt. Hon. Chibuike Amaechi, your son, will come back to his family, which is PDP. He has to come back because he was a speaker. Where he went, he went for a reason. He went to remove President Jonathan. Jonathan has gone, so he should come back to his party. I am saying it again. My brother, my friend, the bosom friend of our Governor, Nyesom Wike, Rt. Hon. Rotimi Amaechi, come back home.”

In a statement made available to media houses in Port Harcourt, Chief Eze counseled Akawo and those who share in his wildest imagination to quickly seek the service of health professionals for medical examinations to ascertain their health status and subject themselves to treatment where necessary, because according to him, only young men with sophisticated health issues, defective sensory neurons and blurred reasoning will share in such a blunt view.

“While I lack the power to stop Ambassador Akwaor from dreaming of the Super Minister and Minister of the Decade, Rt. Hon. Chibuike Rotimi Amaechi, erstwhile Governor of Rivers State and incumbent Minister of Transportation returning to the sinking Peoples Democratic Party, I wish to counsel him to try to treat himself of malaria as nothing will cause the Minister to return to a party that did everything to destroy his political feats and personality.”

The Party Chief said Chief Akawor, who earned his Ambassadorial appointment on the footing of his roles in the satanic collaboration among the Jonathans,Wike, Obua, and others, which led to forceful exit of Amaechi from the PDP, may just be  scamping alongside

others, for the return of Amaechi, in order to give credibility to the party already destroyed by Governor Wike and his inklings.

It is unfortunate and in fact pricking on the conscience for Akawor, whose inputs in the broad day robbery that tore the Rivers PDP in pieces, to say Amaechi’s motive for leaving the party was chiefly to remove President Jonathan, and having succeeded, he should return to the PDP.

For avoidance of doubt and in straightening the records, Chief Eze said Rt. Hon. Chibuike Rotimi Amaechi has nothing to do with the ouster of Dr. Goodluck Jonathan as the President of Nigeria but was forced out of the PDP by those he described as party hawks and jobbers who felt Amaechi was a threat to their undemocratic antecedents.

The famous statement “We’ll arrest Amaechi by next year – Wike” credited to Chief Nyesom Wike, then a junior Minister in the administration of Dr. Jonathan Goodluck by 2014 still suffices and speaks more on the ploy to trick the then Governor to swim in  muddy waters.

Then Supervisory Minister of Education had said that Chibuike Rotimi Amaechi will be arrested after President Goodluck Jonathan’s declaration as winner of the 2015 presidential election.

“Once INEC announces the victory of President Jonathan, we will immediately shut down the Port Harcourt International Airport and all land and sea borders in Rivers State to prevent Governor Amaechi from escaping. Does he think we don’t know that he is planning to run away? But he and his cohorts will not succeed.

All they can do thereafter is to lock themselves in the government house and at the appropriate time we will go there and pick them up one after the other. Believe me, governor Amaechi will surely account for all our monies that he is frittering away now”.

The Deputy National Chairman of the PDP then Prince Uche Secondus, who also spoke at the event said that Governor Amaechi is a temporary occupant in government house and that PDP will not allow him to choose his successor in 2015 because Rivers State is for PDP. He has taken all our money to Lagos to develop APC.

With this type of threat by the over ambitious and deadly Wike, one maybe forced to ask, “is Amaechi a stone or a tree that is been threatened to be cut but stood still without running. Amaechi has to find a way to survive this unwarranted onslaught, so he left.

Eze recalled with nostalgia how the hawks running the administration of Dr. Jonathan kicked Amaechi out of PDP.

Let me state that the obvious desperation of the PDP leadership to completely destroy Amaechi led to his departure, alongside five other PDP governors, to form the New PDP, with five of them later joining the mega opposition political party, the All Progressives Congress.

The Factors that forced Amaechi out of PDP are thus under listed:

1.

When the PDP national leadership undemocratically decided to suspend Governor Amaechi from the party without any sound reason on May 27, 2013 and was to follow it up with expulsion, Amaechi the victim resorted to the courts, once again, to stop them from taking any further step on his case until he decided to join APC. The suspension of Amaechi from the party was agreed during an unscheduled and unusually early morning meeting of the National Working Committee (NWC) of the party at the residence of the then National Chairman, Alhaji Bamanga Tukur. The meeting commenced at 8:00 am and came two days ahead of the regular meeting of the NWC, which normally holds on Wednesdays. It was also three days after Amaechi beat the odds with his re-election as chairman of the Nigeria Governors’ Forum. He had been allegedly opposed by the PDP Governors’ Forum (PDP-GF) ahead of the election.

It was this suspension of Governor Amaechi from PDP, not minding all that he did to uplift the party that started the decimation of PDP and its reduction from a ruling national political party to an opposition regional political party.

It is said that during the intervening days, many interventions were made to save the crisis and resolve the matter. Important national leaders including Retired General Yakubu Gowon tried to stop the departure of Amaechi knowing it was the only way to stop the exodus. But the more such efforts were made, the harder those who did not want Amaechi in the party worked to push him out.

For the education of Ambassador Akwaor and his misguided fellows, let me call on Amaechi to explain by himself why he joined APC.

Explaining why he joined APC, Governor Amaechi said: “Unfortunately, recent events within the PDP have given me reason to reconsider our collective interest as people of the South-South and, indeed as Rivers people. At various times, as the one whom you gave your mandate, I had cause to complain about the marginalization of our state and our people, despite our huge contribution to the national coffers and our unflinching commitment and support for the ruling PDP. While the political and economic importance of Rivers State cannot be contested, we continue to hold the shorter end of the stick.

“A few instances may suffice: Our demand that the Federal Government return oil wells belonging to Rivers State to us has gone unheeded and been treated with levity under this administration. Rather, our oil wells have been ceded to Bayelsa, Abia and Akwa Ibom states. Even after we got a judgment that the oil wells were wrongly ceded to Akwa Ibom State and should be returned to us; only dry wells that were no longer producing oil were returned.

“In the specific case of the Soku oil wells, despite a decision reached that the monies should remain in an escrow account till all matters concerning it are resolved, the Federal government continues to pay neighbouring Bayelsa State the revenues meant for Rivers State in a classic case of robbing Peter to pay Paul. It is indeed noteworthy that we have made several representations formally and informally on this matter.

“A second instance is the total absence of federal presence in Rivers State. The ‘National Good Governance Tour’ provided a good opportunity for the Federal Government to showcase its presence in Rivers State. The tour, if nothing else, proved that there was not much to show in a state that is the cash cow of the federation. The East-West Road remains abandoned, work has been deliberately slow on the Port Harcourt International Airport, the third busiest airport in the country, while all airports started along with it have long been completed and commissioned. The Bonny-Bomu Road that leads to the only functional liquefied natural gas project remains uncompleted. In the midst of all these, our administration went ahead to fix federal roads to the tune of N103 billion. Several representations and letters after, not one kobo has been repaid. The Federal Government is actively discouraging investments in Rivers State.”

Amaechi at another forum stated, “They have become so desperate that they have gone to hire Joseph Mbu to serve as the political wing of the PDP in Rivers State. I pray to God to save Rivers State so that those thieves will not come to power and steal your money. We want to confront the Nigerian Police. When you hear impunity, it is because you allow it. There is no revolution without blood. From now till election, we should mobilize and confront the Nigerian police. If they say they are ready for debate, tell them I am ready. They should go to the National Assembly and summon me.”

Other instances that made the departure of Amaechi from PDP imperative are the following:

Posting and encouraging the excesses of the tyrannical Police Commissioner Joseph Mbu, during these inglorious days in the state.

Supporting every unimaginable act of impunity in the state, including the plot by five State Assembly members to impeach the speaker in a House of 31 members, with the hope of impeaching Amaechi thereafter. This led to the closure of the courts but they turned around to blame the victim, Amaechi.

Seizing and grounding the planes belonging the state for no just cause. Shutting down the robust security architecture that was to save the region and oil facilities.

Harassing and intimidating the duly elected Governor of Rivers State for no just cause, and even supporting the splitting of the Governors Forum into two, to ensure that Governor Amaechi, who was duly elected by his colleagues, does not have an easy reign as the chairman of the forum.

Other factors are:

  1. Refusal to refund to the state government over N130 billion used in the dualisation of Ikwerre-Owerri Road, approved by late President Yar’Adua, and other federal roads in the state executed by the state to ease the suffering of the people of Rivers State. It took the APC controlled FG and President Muhammadu Buhari to refund at least N79BN of it which fell into the laps of the same man who did everything against such payments to the state. What an irony.

  1. Ceding of oil wells belonging to Rivers to Bayelsa, Akwa Ibom and Abia states, to ensure that the revenue accruing to the state is reduced. To this day, this has pushed Rivers State to the third state in the Niger Delta behind Delta and Akwa Ibom, but not far ahead of Bayelsa State that was far below Rivers State.

  1. Abandoned construction of the Port Harcourt International Airport after completing other airports started at the same time with it. The airport thus became an eyesore and declared as one of the worst airports in the entire world. Pictures of the state of the airport attached then explained the level of hatred President Jonathan had for Rivers State and her people.

  1. Posting and encouraging the excesses of the tyrannical Police Commissioner Joseph Mbu, during his inglorious days in the state.

  1. Supporting or remaining silent over the impunity of daily killing, maiming of members of Rivers APC by the PDP and their agents’ killer squads.

  1. President Jonathan released all N25 billion that accrued from the principle of derivation from the five Soku oil wells that rightly belong to Rivers State and kept in reserve for Rivers State and Bayelsa State, to Bayelsa, his home state.

Eze further highlighted that the world maybe astounded to learn that not minding all that Amaechi went through in the hands of Jonathan, he ensured that a slot in the State Executive Council was given to Jonathan through out his eight years tenure as the Governor of Rivers State.

In conclusion, Chief Eze said contrary to the defective reasoning of Ambassador Akwaor and those sponsoring him, Amaechi never joined APC in order to ouster Jonathan and his administration from the centre but undemocratic elements like Chief Nyesom Wike were the architects of his ouster after forcing and imposing on Amaechi all his actions in 2014 in order to join progressive forces to rescue Nigeria from the hands of the likes of Wike.

If there is anybody to blame over the exit of Dr. Jonathan from Government, it is Wike and his fellow hawks who, for the pursuit of selfish goals, plotted and ruined the administration of Jonathan, relegating him to the background and keeping him at bay on current happenings in the polity.

Finally, Eze counsels Akwaor to stop deceiving Governor Wike and help him to start preparing his handover note for an APC led Government come 2023 as Rivers State and her people are totally tired of the confused PDP Government in the State.

Mele Kolo Kyari: A Daniel Has Come To Judgement

By Erasmus Ikhide

Crude oil was discovered in commercial quantity in Nigeria in Oloibiri

in present day Bayelsa State in 1956; four years before the British

granted us political independence. A school of thought believes that

if the discovery had been made earlier, the Caucasians would never

have fully departed the country and we would have had White Nigerians

in a similar manner like what obtains in South Africa.

The black gold as it is fondly called has been tragically more of a

curse as it has elevated a culture of sloth and lack of innovation

which has done nothing but greatly impoverish us. Who could have

believed that the revolutionary strides undertaken by the late sage

Chief Obafemi Awolowo while he held sway as Western Region Premier

between 1952 and 1959 was from the proceeds of cocoa and other

agricultural produce?

The Nigerian National Petroleum Corporation (NNPC) was established on

April 1, 1977 by the military government of the then General Olusegun

Obasanjo but since then it has been involved in an endless cobweb of

corruption and cesspit of ineptitude.

Mele Kolo Kyari was appointed as the 19th Managing Director of the

Corporation on July 8, 2019. Many critics of the Buhari led government

criticized him to the High Heavens as another northern appointment and

opted to throw away the baby with the bath water.

Days after his appointment, he unveiled Transparency, Accountability

and Performance Excellence (TAPE), a five-step strategic roadmap for

NNPC’s attainment of efficiency and global excellence.

According to a report done by Premium Times, He said the five steps

for realizing the objectives of TAPE were to ensure:

1.NNPC opened up its systems to public scrutiny;

  1. Its operational processes were made transparent and accountable to

the Nigerian people and the government;

3.The new system would operate along with well-defined operational

processes, benchmarked against established global best practices by

world-class oil and gas companies;

  1. Set the right operational cost structure, to guarantee

value-addition towards NNPC’s sustained profitability, and

  1. Set achievable goals, priorities and performance standards and

criteria, by developing suitable governance structures for its

strategic business units, and the entrenchment of team-spirit, work

ethic and collaboration with all key stakeholders to achieve set

corporate goals.

So far the objectives of TAPE have been met.

He initiated bold minded reforms in the upstream sector. His

creativity saw an alternative financing deal for the Nigerian

Petroleum Development Company (NPDC). Within the last one year, Kyari

ensured the execution of a funding and technical services agreement

(FTSA) as well as a alternative financing deal for NPDC’s OML 13

valued at about $3.15 billion and OML 65 for $876 million. These

agreements resulted is a 32% and 21% incremental production output in

OMLs 40 and 30.

Also, 14 companies participated in the auction for the financing and

redevelopment of OML 119 operated by the NPDC. The twin offshore block

made up of Okono and Okpoho fields located approximately 50 kilometres

offshore south-eastern Niger Delta operated by ExxonMobil.

Kyari described OML 119 as one of NNPC’s critical projects, which

aligns with the Federal Government’s aspiration to boost the country’s

crude oil and gas production, growing reserves, and monetizing the

nation’s enormous gas resources.

He has also revised the unit costs for joint ventures (JV) and

production sharing contracts (PSC).

He has also been able to save costs for the government through NNPC’s

revision of joint venture and production sharing contract (PSC)

operators’ unit costs, down to $19 per barrel and $18.3 per barrel,

from the initial $31 per barrel and $24.3 per barrel respectively.

Concerned about the impact of high oil production cost on the

government revenue, Kyari has, in the last one year, demonstrated

commitment to achieving the industry target of reducing oil production

cost to an average of $10 per barrel by 2021.

Under Kyari’s management in the last one year, the NPDC also acquired

four new oil acreages (OMLs 11, 24, 116 and 98, while recovering debts

for gas supplies totaling about N16.64 billion and $3.55 million.

There has also been sustainable average oil output under his pragmatic

leadership. Despite the challenges in the oil and gas industry, Kyari

was able to ensure the NNPC subsidiary in charge of the government

investment interests in the oil industry joint venture projects, the

National

Petroleum Investment Management Services (NAPIMS), was able to achieve

an average oil production capacity of 1.8 million barrels per day

prior to the recent decision by the Organization of Petroleum

Exporting Countries (OPEC) to cut its members’ output to boost crude

oil prices and stabilize the oil market.

Kyari has also supported NAPIMS to secure external funding for the

SPDC’s Santolina 3 projects expected to deliver an average production

of 16,300 barrels of oil per day, while also superintending over the

resolution of the Escravos gas-to-liquids (EGTL) cost dispute with

Chevron Nigeria Limited (CNL).

Nigeria LNG Train 7 FID

For almost two years, the final investment decision (FID) for the

construction of Train 7 of the Nigeria LNG project was delayed. The

NNPC and other partners in the project could not come together to

commit to the development of the project.

The outbreak of the coronavirus last year worsened the problem as the

global economy came to a virtual standstill. But, Kyari did not allow

all the crises to rob Nigeria of all the benefits derivable from the

execution of the project.

At the height of the global pandemic, Kyari ensured the NNPC and its

JV partners, including Shell, Total, and ENI, came together to execute

the NLNG T7 FID on December 27, 2019. He went ahead to mobilize for

the signing of the engineering, procurement and construction (EPC)

contract for the project awarded to the Saipem, Chiyoda and Daewoo

(SCD) JV Consortium.

The signing of the contract signaled the commencement of EPC

activities for NLNG T7 Project. On completion, the production capacity

of the six-train plant would expand exponentially by 35 per cent, from

the extant 22 million tonnes per annum (MTPA) to 30 MTPA, and boost

Nigeria’s competitiveness in the global LNG market.

The project has the prospects of further attracting foreign direct

investment (FDI) in excess of $10 billion to Nigeria.

The AKK Pipeline Project

Just as Nigerians were jubilating at the milestone on the Nigeria LNG

project, Kyari ensured President Muhammadu Buhari launched the EPC

activities on the 614 kilometers-long Ajaokuta–Kaduna–Kano (AKK)

pipeline project by NNPC last week.

Considered to be at the heart of the country’s economic growth, Kyari

has pursued the execution of the project with single-minded commitment

to see that it is completed on schedule in 2023.

The pipeline project represents phase one of the 1,300 kilometre-long

Trans-Nigerian Gas Pipeline (TNGP) project being developed as part of

Nigeria’s Gas Master Plan to utilize the country’s surplus gas

resources for power generation as well as for consumption by domestic

customers.

The TNGP project also forms part of the proposed 4,401 kilometre-long

Trans-Saharan Gas Pipeline (TSGP) to export natural gas to customers

in Europe.

Uninterrupted Fuel Supply

Prior to his appointment, hiccups in the supply of petroleum products

were a common feature in the Nigerian economy. The incessant

disruptions in fuel supply affected Nigerians’ ability to plan

effectively. They could not predict when the next fuel scarcity would

hit the country and send families to spend days and nights in long

fuel queues at filling stations.

Kyari leveraged on the existing Direct-Sales-Direct-Purchase (DSDP)

product supply arrangement he started and sustained while in office as

the GGM COMD of the NNPC, to guarantee energy security for Nigerians.

2020 crude oil lifting contracts

In August 2019, a few weeks after his inauguration, Kyari announced

the issuance of fresh crude oil lifting contracts to 15 local and

international oil marketing and trading consortia/companies under the

2020 DSDP scheme.

With the country’s four refineries still operating far below their

installed capacities, and unable to produce enough to meet the

country’s daily national consumption need for petroleum products, the

15 contractors were to utilize the 445,000 barrels per day crude oil

allocation for local refining to bring into the country petroleum

products for domestic consumers.

But, Kyari said the difference in the latest issuance of the oil

lifting contracts was that this would be the first time since the DSDP

programme began in 2016 that the NNPC would officially be making

public the list of all the contract winners.

Kyari said revealing the names of the beneficiaries to the public was

a new normal for NNPC as part of the policy direction, pledge and

commitment of his management to transparency and accountability in

NNPC’s operations going forward.

To sustain the era of uninterrupted supply of petroleum products,

Kyari assured that his management would continue to revamp downstream

infrastructure to guarantee availability of 90 per cent pipeline for

fuel distribution; ensure automation of the fuel distribution system,

and grow NNPC Retail’s market share to 30 per cent.

“Operation White”

To build on the success of the DSDP programme, entrench energy

security and deepen transparency in petroleum products supply and

distribution, Kyari, in collaboration with the Minister of State for

Petroleum Resources, Timipre Sylva, initiated an innovative programme,

“Operation White”, to curb products diversion and smuggling, and

ensure that the entire country was kept continuously wet with

petroleum products.

Under the initiative, a team of 89 officials drawn from various

government agencies involved in the petroleum products supply process

was inaugurated, tasked with the responsibility of monitoring and

tracking fuel distribution and consumption throughout the country.

The team included representatives from the NNPC, Department of

Petroleum Resources (DPR), Petroleum Products Pricing Regulatory

Agency (PPPRA), Petroleum Equalization Fund (PEF) as well as the

Department of State Security (DSS).

Under the initiative, Kyari ensured actual volumes of petroleum

products imported and consumed in the country were authenticated. The

NNPC now has a customer express solution and online marketers’ portal,

which is live for oil majors and Depot and Petroleum Products

Marketers Association of Nigeria (DAPPMAN) to monitor loading and

lifting of petroleum products from NNPC depots. Plans are on course

for the system to go live for members of the Independent Petroleum

Products Marketers Association of Nigeria (IPMAN) by the end of the

second quarter of 2020.

These achievements are by no means all that can be credited to the Lee

Kuan Yee like visionary leadership of Kyari and we in the media have

the duty to praise our public officials when they do well so that we don’t become permanent Rottweilers.

ABUJA ABUJA NOW ASO ROCK BUSINESS BUSINESS NEWS GOVERNMENT News NIGER DELTA NEWS NNPC OIL AND GAS PETROLEUM SOUTH-SOUTH TODAY TODAY NEWS

NIGERIA LOST ESTIMATED $50BN WORTH OF INVESTMENTS IN 10 YEARS DUE TO STAGNATION, UNCERTAINTY OVER PETROLEUM INDUSTRY, SAYS PRESIDENT BUHARI

President Muhammadu Buhari Wednesday in Abuja said Nigeria lost an estimated $50billion worth of investments in ten years, created by the uncertainty of non-passage of the Petroleum Industry Bill (PIB), lack of progress and stagnation in the petroleum industry.

In his remarks at a ceremony on passage of the PIA, which preceded the Federal Executive Council (FEC) meeting, the President said the stagnation affected growth of the economy, citing lack of political will on the part of past administrations to actualize the needed transformation.

President Buhari said assent of the Petroleum Industry Bill on August 16, 2021, marks the end of decades of uncertainty and under-investment in the petroleum industry.

“We are all aware that past Administrations have identified the need to further align the industry for global competitiveness, but there was lack of political will to actualize this needed transformation.

“This lack of progress has stagnated the growth of the industry and the prosperity of our economy. In the past ten years, Nigeria has lost an estimated US$50billion worth of investments due to uncertainty created by the non-passage of the PIB.

“This administration believes that the timely passage of the Petroleum Industry Bill will help our country attract investments across the oil and gas value chain.

“In view of the value our Nation and investors will derive from a stable fiscal framework for the oil and gas industry, our Administration has found it necessary to work with the two Chambers of the National Assembly to ensure the passage of the PIB, ’’ he said.

President Buhari noted that signing of the bill was part of the administration’s commitment to building a competitive and resilient petroleum industry that will attract investment, improve our revenue base, create jobs and support our economic diversification agenda.

The President said as a “nation that depends on oil resources for the development of other sectors, Nigeria runs a Petroleum Industry that is governed largely by laws enacted over 50 years ago such as the principal legislation; the Petroleum Act of 1969 and other obsolete legislations.’’

He said the Presidential assent of the bill to “Petroleum Industry Act 2021” marked the beginning of the journey towards a competitive and resilient petroleum industry that will attract investments to support the nation’s Economic Recovery and Growth Plan.

“The “Petroleum Industry Act 2021” creates a regulatory environment that would ensure efficiency and accountability across the oil and gas value chain and reposition NNPC to a commercially driven National Petroleum Company that is accountable to the Federation.

“The Act also provides for a direct benefit framework that will enable sustainable development of Host Communities. I appeal to the host communities to look carefully at the contents of the Bill which in the implementation will bring real and lasting benefits to them.

“Furthermore, the Act provides for deliberate end to gas flaring which would facilitate the attainment of Nigeria’s Nationally Determined Contributions of the Paris Agreement through a funding mechanism to support gas flare out project in host communities,’’ he added.

President Buhari said the administration believes that the timely passage of the Petroleum Industry Bill will help our country attract investments across the oil and gas value chain.

While directing immediate implementation of the framework for the Petroleum Industry Act (PIA), he urged all relevant stakeholders to comply and reposition for full activation within 12 months.

The President said the Minister of State for Petroleum Resources, Timipre Sylva, will head the implementation team, urging all Ministries, Departments and Agencies (MDA) to adjust to the transition, designed to reposition the economy.

“To consolidate the commitment of this administration to delivering the value proposition of this law, I have approved an implementation framework commencing immediately to ensure the industry envisaged in the new law begins to take shape.

“The implementation process to be headed by the Hon Minister of State, Petroleum Resources is hereby tasked with the completion of the implementation of this act within 12 months. I am therefore directing all relevant Ministries, Departments and Agencies of government to fully cooperate in ensuring the successful and timely implementation of this law,’’ he said.

President Buhari commended leadership of the 9th Assembly for their continued pursuit of national aspiration and demonstration of mutual harmony with the Executive in the pursuit of patriotic outcome in passage of PIB.

“I also commend the entire team in the executive that worked tirelessly to ensure the delivery of this strategic legislation for our country. I thank Nigerians and other industry stakeholders for their contributions and support in achieving this historic landmark,’’ he said.

The ceremony was attended by the Senate President, Dr. Ahmed Lawan, Deputy Senate President, Ovie Omo-Agege, Deputy Speaker Hon. Ahmed Idris Wase and other lawmakers, members of the Federal Executive Council (FEC) and Group Managing Director of the NNPC, Mele Kyari.

Press Statement

Sanusi’s Exposé on Buhari, APC, Vindicates Us -PDP

…Calls on More Nigerians to Speak Out

The Peoples Democratic Party (PDP) says that the exposé by former Governor of the Central Bank of Nigeria (CBN), Sanusi Lamido Sanusi, that the gains made by Nigeria in 35 years were wiped out in the last five years, vindicates our stance that President Muhammadu Buhari-led All Progressives Congress (APC) administration has wrecked our nation.

The PDP asserts that the declaration by Sanusi Lamido directly reflects the position of majority of Nigerians across the country.

Noting that the dire situation is now beyond politics, the PDP calls on more stakeholders to speak out irrespective of ethnicity, creed and political party affiliations, so as to save the nation from a total collapse.

The Buhari Presidency and the APC have in the last six years, only succeeded in destroying every sector of our national life with their manifest incompetence, unbridled corruption, treasury looting, impunity, exclusionist and restrictive economic policies that have brought our nation to her knees.

Nigerians can recall that the PDP handed over a robust economy, rated the largest hub in Africa and one of the fastest growing in the world with Fitch B+ rating and Gross Domestic Produce (GDP) of $574 billion to President Buhari and the APC in May 2015.

Sadly, in the last six years, Buhari-led APC administration has reduced our productive sectors to a complete wreckage with alarming 33.3 percent unemployment and 17.38% inflation rates; over 60 million hitherto flourishing businesses folded up and the naira crashing from N167 to a dollar in 2015 to N512 under the APC corrupt and directionless watch.

More depressing is that the corrupt APC administration has practically erased all the gained of the debt repayment achieved by the PDP, returned our nation to a beggar state and mortgaged the sovereignty of our country with reckless borrowing and accumulated N33.107 trillion.

Life has become so unbearable in Nigeria under President Buhari and the APC, that more than 82.9 million Nigerians are no longer able to afford their daily meals and other necessities of life, with our nation now ranking as poverty capital of the world and 98th out of 107 in Global Hunger Index.

Today, under the APC, a liter of fuel which sold for N87 under the PDP now sells for N165, a bag of rice which sold for N8,000 now sells for N30,000, a measure of garri and beans which sold for N150 and N250 now sell for N600 and N800 respectively; a measure of maize and guinea corn which sold for about N150 now sells for N400, a kilo of meat which sold for about N800 now sells for about N2,300 while a 12.5 kg of cooking gas which sold for N3,000 now sells for over N6,000, all thanks to the incompetence and corruption of the Buhari-led APC administration.

Furthermore, the compromises of the APC administration have led to the escalation of terrorist activities, banditry, kidnapping, killings, bloody agitations as well as other acts of violence that have turned our nation into a large funeral palour, with no hope in sight.

Indeed, this is not the way our nation should go. The PDP therefore urges more Nigerians to speak out to rescue our nation from this fast descent to a failed state.

Anambra State Congratulates Air Peace, likens Chairman Onyema’s Patriotism to Zik’s

Anambra State has praised Nigeria’s leading air carrier, Air Peace, for its new “No City Left Behind” strategy which has seen it open operations in different parts of the country in the last few months with rapidity.

The latest operations were opened in Gombe and Ibadan, Oyo State, within a space of three days.

In a statement in Awka, Anambra State capital, the state government said that “it is proud of the development record, the pan-African vision and commitment of the airline’s leadership, particularly its chairman, Chief Allen Onyema, a worthy son of our great state”.

In the statement signed by the Commissioner for Information and Public Enlightenment, Mr C. Don Adinuba, the government commended “the carrier for an aggressive route development programme when airlines across the globe are managing to remain afloat as a result of the Coronavirus pandemic which dealt a serious blow to not just the aviation sector but also the entire tourism industry”.

It is delightful, according to the Anambra State government, that while some other airlines are acquiring refurbished aircraft, Air Peace “has been purchasing a large number of brand new and state of the art equipment and deploying them on Nigerian domestic routes for the safety and comfort of our people.

“The use of Embraer 195, known for an excellent safety record, is most welcome.

“What is more, we are delighted to hear from people like Governor Seyi Makinde of Oyo State that the Air Peace operation in Ibadan has resulted in the crash of air tariffs in certain places, which is pleasant news to Nigerian travellers”.

The government asked other airlines to borrow a leaf from Air Peace by developing routes like Ibadan-Port Harcourt and Enugu-Kano to deepen national integration rather than continue with traditional flying from Abuja into Lagos and flying into other cities from these places.

“Chief Onyema’s commitment to national unity and economic integration is reminiscent of Dr Nnamdi Azikiwe’s promotion of Nigeria’s unity as well as nationalism through journalism by establishing newspapers in places like Kano, Zaria, Lagos, Onitsha, Port Harcourt and others and by forging solid friendships with individuals and by building enduring alliances with different groups throughout the nation”.

Governor Willie Obiano of Anambra State, according to Commissioner Adinuba, has already called Chief Onyema on the phone to congratulate him on the new route development programme which he described as capital intensive and time consuming, recalling how two aircraft from the Air Peace fleet flew into Anambra International Cargo and Passenger Airport under construction on Friday, April 30, on demonstration flights.

“Governor Obiano”, stated Adinuba, “also thanked the Air Peace chairman for his support for working closely with the Anambra State Government to build a hanger at the state airport for the repair and maintenance of aircraft”, revealing that the airport will be commissioned soon.

He added: “We are also delighted that Air Peace is working hard to see if the Embraer aviation company of Brazil can establish its African service centre in the state.

“There is a lot other wealthy enterpreneurs from our country can learn from Chief Onyema”.

PRESS STATEMENT

OGUN Workers:

CDWR Demands Immediate Payments of All Outstanding Salaries and Deductions to Workers and Reinstatement of all Victimised Workers

We Call on NLC and TUC to declare a 48-Hour Warning Strike in support of workers

The Campaign for Democratic and Workers’ Rights (CDWR), Ogun state chapter calls on the state leaderships of both the  NLC and TUC to end their criminal silence in the face of increasing attacks on the democratic rights and living conditions of workers and the poor masses in the state by Dapo Abiodun-led APC government.

CDWR condemns in all ramifications the unceasing attacks on workers’ democratic rights and demands the immediate payment of the 17 months unpaid cooperative deductions to workers; reinstatement of all victimized and unjustly sacked workers at TASCE and OOUTH; payment of the outstanding four(4) months salaries and allowances to the lecturers in MAPOLY; acceding to  demands of the judiciary workers currently on strike and honouring the agreement voluntarily signed with the union; and the conclusion of all pending promotion exercises; and meeting of all other legitimate demands of workers across the state by the government without delay.

The non-remittance of salary deductions to workers’ cooperative union for 17 months is the latest in the series of unending attacks on democratic rights and the working conditions of workers by the Dapo Abiodun government.

Monthly, workers who are members of the Ogun State Salary Earners’ Co-operative Thrift and Credit Union Limited, save a percentage of their salaries with the union, which the state government is expected to remit to the Co-operative. But the Dapo Abiodun government has refused to remit these monies running into billions of Naira since his assumption of office in 2019 to date!

According to newspaper reports, the cooperative union President, Bodude Tanimola and the General Manager, Sunday Ajayi, said that the refusal of the Dapo Abiodun government to pay the 17 months’ salary deductions to the workers, despite their numerous appeals through letters and emissaries are now hindering them from meeting their responsibilities. These include but are not limited to their inability to pay children school fees, preventing them from accessing loans to augment the miserly monthly salaries by the government; and worst of all, the unwarranted/avoidable deaths of members from common and curable ailments, due to the non-payment of their entitlements. It is instructive to note that the Dapo Abiodun government didn’t inherit any outstanding remittance to the workers cooperative on the assumption of office!

On their part, the state judiciary workers under the Judiciary Staff Union of Nigeria (JUSUN) are presently on strike over the non-payment of salaries and allowances to members and the reneging by the governor on agreements he voluntarily signed with the workers.

Education workers in schools like MAPOLY and TASCE have not fared better. The MAPOLY lecturers are owed four (4) unpaid salaries and allowances while the TASCE workers have NEVER received full salary payments since the inception of this administration. To make the matter worse, the workers are attacked for daring to demand their legitimate rights! These orgies of agony of unpaid salaries and allowances, victimization and sacking of workers who dare to speak up including Aisha Ajibola of the Olabisi Onabanjo University Teaching Hospital (OOUTH) is not just a one-off. Rather, they are the permanent features of the Dapo Abiodun’s government which is fast becoming notorious for attacking the living and working conditions of workers with flagrant disregard to their democratic rights.

Contrary to his flattering and flowery speech at this year’s May Day celebration, wherein he promised to pay all cooperative deductions and meet workers’ demands, it is clear that Governor Dapo Abiodun would not voluntarily pay nor meet workers legitimate demands, unless the workers are themselves prepared to wage determined struggles to force the government.

Therefore, the CDWR is proposing to the state leadership of NLC and TUC to call a joint 48-hour warning strike and peaceful mass protest and begin immediate mass mobilization, as the first step, over the demands and plights of Ogun state workers. These include a halt to the increasing attacks on democratic rights of workers by the Dapo Abiodun-led, the immediate payment of all outstanding salaries and allowances, including cooperative deductions, and the reinstatement of the unjustly sacked workers across the state including TASCE and OOUTH, and other legitimate demands of workers.

We call on pro-labour organisations, trade union activists and socialists to solidarise with Ogun state workers and also support our call on the NLC and TUC to call a warning strike to press home the demands of workers.

The nonchalant attitude of Ogun state government towards the condition, welfare and rights of workers further underscore why trade union leaders organized under NLC and TUC have to reverse their misplaced policy of collaborationism/compromise under the guise of industrial harmony. Rather they should begin to consistently fight for better conditions and improved welfare of workers and also uncompromisingly defend their interests and rights.

PRESS RELEASE

PDP CRISIS: STOP USING RIVERS MONEY TO DESTROY RIVERS TOP SONS – EZE TELLS WIKE….LEAVE SECONDUS ALONE; PDP GOVERNORS DEFECTED BECAUSE OF YOUR OVERBEARING ATTITUDE…LAUDS PDP BOT, GOVERNORS FOR STANDING AGAINST WIKE AND RESCUING THE PARTY FROM HIS DRACONIAN CLAWS

Chieftain of the All Progressives Congress and erstwhile National Publicity Secretary of the People’s Democratic Party (nPDP), Chief Eze Chukwuemeka Eze, has called out Gov. Nyesom Wike, as the real Jonah onboard the ship of the People’s Democratic Party, absolving the party’s national Chair, Prince Uche Secondus, of any wrong-doing.

In a statement made available to Media Houses in Port Harcourt, the party Chief said there was need to put certain records in proper perspective and inform Nigerians accordingly.

“Categorically, I wish to reiterate that I am neither a fan of Prince Uche Secondus nor a sympathetic observer of the present confused and pitiable state of the PDP, but as a concerned and patriotic Nigerian who has followed and participated in the politics of the party from the fons et origo, I am compelled to put some records straight, particularly as regarding the current rift between Governor Nyesom Wike of Rivers State and Prince Uche Secondus, the National Chairman of the umbrella party and also a Rivers man.”

According to him, it is remarkably unfortunate to observe that the People’s Democratic Party has continued to be enmeshed in layers of raging crisis that threaten her existence and throw her off the line of reasonably playing the Chief roles of a responsible opposition to the ruling party and government at the center.

Eze regrets the inability of the People’s Democratic Party and her leaders  to effectively take up and play the roles of a good opposition party, wondering why the party has totally snubbed her place, retreating to slumberland.

“For those of us in the All Progressives Congress, we need a virile, focus-driven and strong opposition to tackle and checkmate the activities of public servants and constructively tackle the policies and programs of government that seem not to produce good yields to the people. Not only will that put us on check, it will enable the party and government at the centre give out the best to Nigeria and Nigerians.”

Not withstanding the satanic schemes of Uche Secondus who collaborated with others to plunge Rivers state into her current unbefitting state, the party chief said he vividly recalls the all-important and defining role of Rt. Hon. Chibuike Rotimi Amaechi to the rise of Secondus in national politics.

“Amaechi then as Governor of Rivers State had for very valid reasons, challenged the Peoples Democratic Party, over the Appointment of Secondus as a Deputy National Organising Secretary of the party, describing it as unbefitting.  His bold stance resulted to the rise of Secondus as the then National Organising Secretary of the PDP and in appreciation, Secondus exclaimed before an audience during a Thanksgiving Service in Andoni that Amaechi is the “Ogbuagu” (Lion Killer) of Nigeria politics, a title Amaechi vehemently declined on the simple ground that Dr. Peter Odili) goes with the sobriquet and it would be disrespectful for him to go by same title with his own boss.”

When it was time to payback good, Secondus conspired with Wike and others to dismantle the leadership of the party in Rivers State headed then by the late Chief G. U. Ake as Chairman. They installed Brother Felix Obuah, who neither contested the position nor participated in any Congress, as the State Chairman, to replace Chief Ake. All these they did with the overbearing influence of Dr. Goodluck Jonathan and his wife Patience, in a bid to whittle down the influence of Amaechi in the politics of Rivers State.

Eze highlighted that he is very much aware that the bickering and political hustling of both Governor Wike and Prince Secondus are geared towards producing a Northern Presidential candidate for the PDP in the 2023 elections, but however stated that such scheming is unsupported as it remains inimical to the unity and peaceful coexistence of Nigeria.

The APC stalwart expressed angst over Gov. Wike’s planned-forceful takeover of the party noting that billions of Rivers money has been wasted already and more have been earmarked for his takeover bid, all at the detriment of Rivers people whose common patrimony has again earned the Governor another sobriquet, “Father Christmas”.

Although Wike plans to box Secondus out from office by all means and with Rivers money, the Governor has suddenly forgotten that at the time Secondus was the Chairman of Rivers State PDP, he was a mere Local Government Chairman and can never be more politically conscious than the man we all know as Total Chair.

“All these notwithstanding and coupled with the fact that I and Secondus belong to the Open Heaven Parish of RCCG, Old GRA Port Harcourt, I can not be said to be his fan or supporter, however, seeing the dangerous techniques deployed by Governor Nyesom Wike in his plot to rubbish and decimate the impacts of Prince Uche Secondus in the politics of PDP as well as his acts of sabotage against his mentor and benefactor, Rt. Hon. Chibuike Rotimi Amaechi, whom he served as Chief of Staff during his reign as Governor of Rivers State, all aimed at ensuring that he (Wike) stands as the only politician in Rivers State, one needs to raise the alarm timeously.”

Today, the major desire of Governor Nyesom Wike in the politics of Rivers State is to ensure that nobody stands politically except him. Those he cannot destroy he cage into what is now addressed as Wike’s Cathedral of spent political forces without any job description but following him to functions and clapping for him. His efforts to destroy the political legacies and personality of Rt. Hon. Chibuike Rotimi Amaechi, is in the public domain and his recent to pull down Secondus is trending.

Nobody is disputing the inputs of Wike in mobilising for the election of Prince Uche Secondus as the National Chairman of PDP but to turn around without waiting for the Convention of PDP, to say he has the power to remove a national officer of a party, is not only undemocratic, selfish and devious, but also unfortunate and unacceptable.

Eze reiterated that Governor Nyesom Wike should desist from deploying the scarce funds of Rivers State to fight, and decimate Rivers Political Leaders, just to curry favour for the advancement of his own political fortune.

Civil Servants in Rivers State are gnashing their teeth, no salary; Pensioners are lamenting, no pension, no gratuity; Business owners are crying their eyes out, the Governor is acquiring business areas and demolishing; market women are counting their loses on daily basis, they cannot afford not to sell on credit because workers are broke and in all these, Father Christmas, POS Africa or whatever name he goes by, cannot just stop lavishing Rivers money on trivial things.

The party Chief however commended the PDP BOT members and Governors for standing against the devious plots to disgrace Secondus out of office as National Chairman and urged them to endeavor to sustain the unity of the party, stressing that the All Progressives Congress is begging for a vibrant and virile opposition to contribute and criticize constructively towards national good.

Speaking on the movement of PDP Governors to the APC, Chief Eze counseled the BOT members and other stakeholders of the party to critically and carefully investigate inwards the root causes of why the Governors and other key members of the party are moving over to APC.

He urged the PDP to beam her light brighter, assuring that they must discover Wike as the root cause of the woes of the party and he has instigated more people to leave the PDP before the end of 2021.

The party can only know peace when Gov. Wike learns how to respect his colleagues and desist from handling issues pertaining to the party as personal, as no one man own the party.

“Let me conclude by quoting one of the Rivers State sound minds and enfant terribles who resides in the United Kingdom, Mr. Kingsley Kem Eben who stated and I quote, “Chief Eze, I pity Wike that he underrated Secondus that the man knows how to play party politics, the only option he has is shouting like a town CRIER whilst Secondus is busy rallying those that matter under him for safety. Wike should be very careful with Secondus otherwise he will end up not having any platform or party for his Rivers Governorship candidate in 2023. It’s unfortunate Rivers Treasury is being wasted to fight and remove our own son to take over PDP. And this present RSHA is the worst representatives that can happen to the state or any state in a democracy. Rivers People are in trouble for the remaining two years not knowing  what will be left of our treasury if at all any. God help us.”

Let me conclude finally by urging us all to use our tongue to count our teeth and rally round and save Rivers State come 2023.

The EFCC Collaborative Strategy

By Erasmus Ikhide

THE scourge of corruption is one of the reasons why Nigeria is not

living up to its ‘Giant of Africa’ Shibboleth and has continued to

crawl on her knees in adult diapers to the chagrin of her countrymen

both at home and in the Diaspora. Since Independence, billions of

dollars has been lost to corruption according to the global

anti-corruption watch dog, Transparency International (TI).

On hindsight, it was commendable of former President Olusegun Obasanjo

to have established the Economic and Financial Crimes Commission

(EFCC) in 2003 to effectively tackle graft and corruption. That nearly

twenty year old vision has yielded fruits as the agency is making

sturdy strides in the gargantuan war against the malaise.

Corruption is too huge to be fought alone by the EFCC and we commend

the EFCC for forging strategic partnerships with other agencies in the

country to make corruption minimal. We recall during the heady days of

the sinister apartheid regime in South Africa that the liberation

fighters most notably Nelson Mandela, Thabo Mbeki, Desmond Tutu,

Winnie Mandela etc didn’t take the Boer regime headlong alone.

They sought collaboration among many nations like Nigeria, Ghana,

Zimbabwe, Kenya etc for financial, technical and ideological support.

Many South Africans in exile who were fighting the cause from abroad

successfully lobbied the then Margaret Thatcher led administration to

impose sanctions on the regime of the then Pieter Willem Botha led

government. Mbeki, then based in London played a key role in the

negotiations that led to the release of Mandela from incarceration

after 27 years behind bars. The American War of Independence from

Britain which led to the latter defeating the army of King George III

had the backing of France. Noble causes are never fought alone. This

piece will critically examine how the EFCC has partnered with Nigerian

agencies to wage war against the hydra headed monster of corruption.

The EFCC has gone into a partnership with the Nigerian Content

Development and Monitoring Board (NCDMB) in 2020 for speedy

investigation of infractions committed by oil companies in Nigeria.

This is a step in the right direction as the oil sector – the goose

that lays the golden egg for the Nigerian economy is bedeviled by many

irregularities allegedly committed by the big players in it especially

the International Oil Companies (IOC’s). Popular businessman and

politician, Barrister Jimoh Ibrahim told the world that he made his

fortune as a tax consultant to the Federal Government by ensuring the

government got billions of dollars in taxes from the IOC’s. Nigerians

deserve a better deal from the black gold and this partnership is

designed to bring home the bacon to the doorsteps of Nigerians.

In 2021, the EFCC and the Nigeria Extractive Industries Transparency

Initiative (NEITI) have gone into a partnership to ensure that the

revenues due to the government in the oil and gas sector is remitted

to the government and to also fight corruption in the sector. The

Vanguard Newspaper on April 23,  reported that the EFCC Helmsman,

Abdulrasheed Bawa was quoted to have said when he received the NEITI

Boss at the EFCC’s Headquarters in Jabi Abuja where he said “We have

developed expertise in oil and gas investigation. We did oil subsidy

investigation, we did oil swap investigation, we did OML and OPL

investigations, which came with billions of naira recovered. We can

work together to ensure that what rightly belongs to Nigeria is ours”.

He urged the Agency to take advantage of the Extractive Industries

Fraud Section of the Commission, which was created exclusively to

tackle fraud in the extractive sector.

“In 2012, the EFCC set up a special team for petroleum subsidy which I

was part of, and at the end of our assignment, it was changed into a

permanent section in the EFCC. It was changed from special team for

petroleum subsidy to Extractive Industry Fraud Section, and the EFCC

did not stop at that. We ensured that every Zone of the Commission

have that section.”

The Thisday Newspapers reported on December 16, 2020 that the EFCC and

the Department for State Services(DSS) have partnered to effectively

tackle graft in Nigeria. A statement issued by EFCC said the Ilorin

Zonal Head of the EFCC, Oseni Oluwasina Kazeem, made the disclosure

Tuesday while playing host to the State Director, DSS, Patrick

Ikenweine, at the commission’s office in Ilorin.

Kazeem, who decried the rate at which corruption had permeated every

sector of Nigeria system noted that the cankerworm could only be tamed

through collaborative efforts of all stakeholders, including the DSS.

He commended the DSS for being a good partner in the fight and called

for more robust working relationship between the two agencies.

Earlier, the Director DSS, Ikenweine stated the essence of his visit

which he said was to familiarise with critical stakeholders in the

State.

“I’m here to familiarise with you in a bid towards building on the

existing cordial relationship with your agency.

“The DSS and EFCC have a record of good working relationship, which I

hope should be sustained,” he said.

The EFCC and the Federal Inland Revenue Service (FIRS) went into a

partnership during the Chairmanship of Babatunde Fowler to fight tax

evasion in the country. This collaboration, according to the FIRS

Executive Chairman, Tunde Fowler, will ensure Nigeria’s financial

security and independence, which he said are key to national

development.

Fowler made this known in Abuja at the opening of International

Conference and Capacity Building Workshop on the Use of Beneficial

Ownership Information and The Recovery of Assets in Africa. He

beckoned on Nigerians and the international community to collaborate

in the fight against “any illegality”.

“Corruption is anything illegal. Whether it is money laundering, tax

fraud, tax evasion or other illegalities. We must collaborate to fight

them. When you are fighting corruption, you are taking back from the

corrupt people, what they erroneously think belongs to them. That is

why they resist the fight against corruption”, Fowler said.

The EFCC and the Presidential Artisanal Gold Mining Development

Initiative (PAGMI) on August 3, 2021 reiterated the need for

continuous education and enlightenment of artisanal gold miners and

gold sellers in view of their vulnerability in being used to

perpetrate sinister acts of money laundering.

A few days ago the EFCC encouraged the members of the National Youth

Service Corps (NYSC) to embrace financial crimes in the country.  “Add

your voice to mine, because the fight against economic and financial

crimes involves you and I. I will play my part, you will play yours.”

The EFCC chairman stated this in a sensitization lecture on the Role

of Youth in Curbing Cybercrimes presented on his behalf by officials

of the Commission at various Orientation camps of the Batch B stream 1

set of corps members.

“Embrace hard work and shun crime, Yahoo-Yahoo is not a sustainable

way of life. As dynamic young men and women, our desire is to harness

your intelligence and energy for greater public good in your areas of

primary assignments”, Mr. Bawa said.

The EFCC is extremely pragmatic in its strategic partnerships with

other Nigerian agencies as they cannot win the anti-corruption war

alone. We urge the EFCC to forge more partnerships especially with the

media, religious bodies and the Civil Rights groups as the

collaborative efforts will greatly reduce the scourge of graft and set

Nigeria on the path to greatness which may dwarf the achievements of

the Asian Tigers.
