PRESIDENT TINUBU SEEKS EXPEDITED PACE OF PROGRESS IN DIALOGUE AS ISLAMIC ULAMAS PREPARE TO CONTINUE TALKS WITH MILITARY JUNTA

The Chairman of the ECOWAS Authority of Heads of State and Government, President Bola Tinubu has implored a delegation of Islamic scholars (Ulamas), who were previously engaged in discussions to facilitate the restoration of constitutional democratic governance in Niger Republic, to expedite progress in their ongoing dialogue with the military junta.

The President received a comprehensive briefing on Thursday at the State House in Abuja, from the Ulamas, who were led into the meeting by Sheikh Bala Lau. The briefing followed the Ulamas’ two most recent visits to Niger Republic.

The Islamic leaders had informed the President that the military junta was open to deepening dialogue with ECOWAS as more steps are being taken to forestall armed conflict with a more detailed acceptance of the ECOWAS position by Niger military council officials.

Responding to the delegation of Ulamas, against the backdrop of ethnic rumors peddled by domestic political figures inside and outside of the country, President Tinubu emphasized that he is at the forefront of a peaceful resolution of the crisis, even in the midst of more hawkish individuals urging swifter intervention.

“I am managing a very serious situation. If you take ECOWAS aside, other people will react, those who are outside of our control. I am the one holding those sides back. I am the one holding back ECOWAS,” he disclosed.

Addressing the urgency of the situation, the president added:

”Even as at this morning, I have been inundated with phone calls on the readiness of countries with their military force and contributions. However, I told them to wait. I am meeting with the Ulamas and I will get back to you.”

President Tinubu told the Islamic delegation that the military junta must be held accountable for putting the entire people of Niger Republic in jeopardy.

”They cannot use the gun given to them to protect the sovereignty of the country and turn it against the people of the country,” he said.

President Tinubu pledged that ECOWAS will remain steadfast in its commitment to diplomatically engage with all stakeholders and seek a peaceful resolution to the impasse in Niger Republic.

“I will draw a line in the sand and ask you to make arrangements to go back to Niger Republic,” he stated.

On the request by the Islamic scholars for the Federal Government to monitor the distribution of palliatives to States, the President promised that more palliatives are coming for Micro, Small and Medium Enterprises (MSMEs) nationwide.

He also appealed to State governments to ensure transparency and accountability in the distribution and management of these palliatives.

“The people reside in the States. Even if I set up a panel, I will have to go through the governors and the local governments. We will continue to talk to the governors. Nigerians must hold them accountable,” he continued.

“It’s unheard of that in a constitutional democracy, a president will sit here and give orders to States. I can only appeal to them to implement. The people reside in the states, and if the Governor is not doing well, the people must vote them out,” he concluded.

NFF President, Ibrahim Gusau is taking us for granted – Reps Committee

Summons Gusau over non-payment of Super Falcons allowance

The ad hoc committee investigating the face-off between Super Falcons and Officials of the Nigerian Football Federation (NFF) has once again summoned Ibrahim Gusau, the president of the federation.

Blessing Onu, the Chairman of the ad hoc committee investigating the face off, re-invited Gusau after he failed to appear on Tuesday.

Re-inviting the NFF president, Onu said the sitting of the committee was not to witch-hunt anyone but to discharge its functions in line with the mandate of the House.

Onu, who issued the notice, frowned at the NFF President’s deliberate refusal to honour the invitation of the Ad hoc committee.

According to her, the NFF president was supposed to appear before the ad hoc committee on August 17 , the reasons the NFF president gave were not as important as the work of this ad hoc committee.

“Nigerians are interested, Nigerians are watching. The girls did extremely well and they made Nigerians proud, so we shouldn’t take this investigative hearing lightly.

“We gave an opportunity for the president of NFF to appear before this Ad hoc committee, I will say invariably he is the one summoning us.

“He came up with an excuse that it is not as important as what we have. The allowances and the dues that were supposed to be paid to the female footballers, the Super Falcons and he turned it down.

“What is more important is for him to attend the FIFA Women Convention or to appear before this committee.

” And even at that, he has the effrontery to send his SA that he won’t be able to make it, it simply means he is taking us for granted, he is taking us for a ride and we will not tolerate it, we will not,” she said

Speaking earlier, the NFF Secretary General, Dr Mohammed Sanusi, said the NFF President could not attend the investigative hearing because of his ill-health.

The ad hoc committee, however, walked out the Secretary-General and his team who came to represent the NFF president.

Meanwhile, some concerned members of the committee who did not want their names mentioned at the sideline of the investigative hearing, alleged that the NFF President was asked not to appear before the committee.

 

 

LIRS reiterates renewed efforts in using technology, advocacy to shore up revenue

 

 

The Lagos State Internal Revenue Service, LIRS, has reaffirmed its renewed efforts in leveraging cutting-edge technology and effective advocacy to significantly enhance the state’s revenue generation.

 

The Executive Chairman, LIRS, Mr Ayodele Subair, made this known while speaking in an interview on The Tax Talk, a newly launched 30-minute public enlightenment television programme on taxation, monitored on Channels Television recently.

 

The Tax Talk, an LIRS production, is broadcast every week on TVC, Channels, LTV and WAP TV.

 

While speaking on the programme, Subair noted that the use of technology has helped the agency in optimizing its operations while also enhancing revenue generation for the state.

 

He lauded President Bola Ahmed Tinubu for introducing the use of technology in the generation of the state revenue during his tenure as the state governor.

 

According to him, past governors such as Babatunde Fashola, Akinwunmi Ambode, and the current governor Babajide Sanwo-Olu also made efforts in upholding the autonomy of LIRS, which has led to a notable level of effectiveness.

 

Subair noted, “One of the first things we did was to look at the market, the taxpayers and then we did some element of market segmentation, recognizing that there are some players in the market who work in an unstructured environment, some work in a structured environment, formal and informal. We looked at the situation where we have high net worth individuals, and then we set up shop to make sure that we plan to cater for the different needs of the different segments of taxpayers. So having done that, we looked at our processes, did a lot of process reengineering, and looked at removing all the things that would make our jobs longer or more difficult. We also looked at the staffing arrangements, we looked at human resources and designed a whole set of training programs to ensure that everybody is up to the task.”

 

Speaking further, he said;  “We looked at the applications that we had in place in terms of the software. How efficient were they? How easy was it for members of the public to access and also to understand? So, we came up with the e-tax application, which is an end-to-end tax administrative solution. It runs through the whole process, right from registration to raising of assessments, up to the filing of tax returns, making payments through the various payment channels, the ability to print out the receipts, and of course, at the end of the day, generate tax clearance certificates. So, with that in place, it’s gone a long way.

 

According to him, “If we did not introduce technology, no, doubt, we’re going to have very, very limited success. We have our e-tax and we also have our IBILE hub software to take care of the informal sector. One of the key features of the IBILE hub software is that it allows instalment payments from members of the sector.

 

“With the e-tax solution, people no longer have to troop and come to LIRS offices. From the comfort of their homes, they can carry out all their tax business, all the things that had issues in the past, that had problems, that created tension between the public and members of the organization, all these have been taken out completely. And there’s the ease of doing business. So, with this, move in that direction, we expect to move the revenue upwards continually. We’re quite confident that we will get there.

 

“We’re exploring constantly and bringing initiatives on how we can leverage fully on technology. We intend to set up some research unit that will delve more into technology to see how it can be relevant to our operations and of course, to the benefit of taxpayers. We’re constantly looking at how we can make tax experience very easy for members of the public.”

 

The LIRS chairman said the use of advocacy has also played a big role in its tax administration, as the agency makes it a priority to always engage taxpayers and stakeholders.

 

“The key thing in tax administration is for you to be positive all the time. You should never have a cannot do spirit. So, we were quite optimistic. All we have to do is continue to improve on advocacy and remind residents of Lagos that there’s a social contract. They expect so many things from the government, the government also expects them to carry out their civic duties. So, we expect that members of the public who come and file, not just file their return, they file honestly and pay the appropriate taxes when the tax is due. One thing that drives this is there’s a certain level of mistrust between the people and the government.

 

“Part of our duty is to try and bridge that gap and remove all the elements of distrust from members of the public because where members of the public start to trust the government in place, that is what is helping Lagos to drive revenue. People come to Lagos; they can see the level of development; they can see the level of growth in the system. You can also see that members of the public get highly qualitative, social utilities to use and social services like schools, hospitals, and all the expectations. So, we might not exactly be where we want to be. But we are certainly moving in that direction. And if you compare Lagos state with all the other states in Nigeria, the difference is very clear. So, we’re very optimistic that we will continue to push continue to improve on advocacy,” he submitted.

NDDC MANAGEMENT, SECURITY WORKERS FIGHT DIRTY OVER NON-PAYMENT OF SIX MONTH SALARIES

The Niger Delta Development Commission (NDDC) has dismissed allegations that it was owing its security workers six months salaries.

Its Director of Corporate Affairs, Dr Pius Ughakpoteni, reacted to the claim in a statement issued in Port Harcourt on Wednesday.

Security workers attached to the commission on Tuesday threatened to carry out a peaceful protest over non-payment of their salaries.

Ughakpoteni said that NDDC was not directly responsible for the payment of salaries to its security workers, and explained that it was the duty of contractors hired by the commission.

“We are aware of the reports in the media claiming that our security workers were threatening to protest non-payment of their monthly salaries.

“We wish to state that the commission engages security companies, who in turn employ and pay security guards to work at our various offices, to safeguard our facilities.

“These service providers are certainly not being owed for six months as alleged in the media reports,” he said.

He said the security companies hired by NDDC in Delta and Rivers states had informed the commission in its report that the security personnel had been paid as of August 22.

“There is no basis for the companies to owe their workers arrears of salaries especially as the contract they signed with NDDC addresses that.

“The clause states that the company must have the capacity to pay their staff for at least two months in the event of any delay from the commission.

“So, we want to assure the security workers that monies meant for payment of their salaries were not diverted to other businesses as alleged,” he added.

Ughakpoteni said the commission has a zero-tolerance policy for corrupt practices and urged members of the public with evidence of such illicit practices to reach out to NDDC for prompt action.

He said the threat by the security officials to protest at the commission’s headquarters in Port Harcourt was no longer acceptable but through peaceful means.

According to him, the Samuel Ogbuku-led NDDC has laid the foundation for rapid economic development and sustainable governance structure for effective operations of the commission.

“We restated that entrenching the tenets of accountability and transparency in our activities forms part of the thrust of the new NDDC management.

“We assure our stakeholders and members of the public that the NDDC management will not be distracted in its resolve to do things differently in developing the Niger Delta,” he stated.

An aide to former vice president, Atiku Abubakar, on Tuesday reminded Minister of the Federal Capital Territory, Mr Nyesom Wike the basis needs of the residents of the nation’s capital.

 

“The basic needs of the residents of the FCT are; affordable healthcare facilities; access to good education facilities, clean sports and recreational centers, affordable transport services system, efficient and workable street light in the city Centre and the suburbs; and finally, security’’ Atiku’s Aide, Bwala Daniel said in a social media post

.

He advised the former Rivers State governor not to create chaos in the city.

 

‘’You came with a bullish and vendetta spirit venting fire and brimstone about demolition and revocation of titles. Abuja is not Port Harcourt. If you create chaos in the city, you will jeopardize your principal’s interests and he will be forced to sacrifice your job’’ the aide to the People’s Democratic Party presidential candidate, Atiku Abubakar, said.

President Bola Tinubu directs the commencement of 90-day pre-retirement leave for the Director-General/CEO of the National Identity Management Commission (NIMC), Engr. Aliyu Abubakar Aziz, with effect from August 24, 2023, leading to his eventual retirement from service on November 24, 2023.

The President approves the appointment of Engr. Bisoye Coker-Odusote to serve as the Acting Director-General/CEO of the National Identity Management Commission (NIMC) for a 90-day period, with effect from August 24, 2023, after which, a full term of four years will begin as the substantive NIMC Director-General/CEO, beginning on November 24, 2023.

Furthermore, President Tinubu approved the appointment of Hon. Yusuf Buba Yakub to serve as the Director/CEO of the Directorate of Technical Aid Corps (DTAC).

This follows the recent expiration of tenure of the former DTAC Director/CEO, Dr. Pius Osunyikanmi.

This appointment takes immediate effect.

Governor Sheriff Oborevwori of Delta State has approved the assignment of portfolios to newly sworn-in Commissioners in the state.

 

The approval for the assignment of portfolios was contained in a statement signed by the Secretary to the State Government, Dr Kingsley Emu on Tuesday evening.

 

The statement listed the Commissioners and their portfolios as follows:

“SERVE NIGERIA, NOT REGIONS OR STATES,” PRESIDENT TINUBU DIRECTS AS MINISTERS-DESIGNATE ARE SWORN-IN TO OFFICE

President Bola Tinubu on Monday charged the 45 newly inaugurated Ministers of the Federal Republic to prioritize the interests and welfare of the entire nation and its diverse population, above any regional or state-specific considerations.

Speaking at the inauguration of new members of the Federal Executive Council (FEC) at the State House Conference Centre, the President underscored the immense responsibility the ministers now bear in shaping policies that will significantly influence the lives of hundreds of millions of Nigerians.

“You are not a minister of a particular state, colony, region, or ethnic nationality. You are a minister of the Federal Republic of Nigeria,” President Tinubu declared, setting the tone for his directive to the new ministers.

“This is all about the cohesion and work of a great team, and I believe we now have it. It is an honour to be chosen to serve as a minister in the Federal Executive Council, and such a high honour comes with tremendous responsibility. In this moment of abundant promise and peril in equal measure, all of you that have been sworn in have been called to distinguish yourselves. Nigerians are highly expectant of excellence in service delivery, accountability, and transparency,” he said.

The President also reminded the new ministers that they can not disappoint Nigerians, who expect them to serve with integrity, dignity and competence to actualize the Renewed Hope manifesto of the administration—failing which he will not hesitate to take necessary remedial measures.

“As your country honours you today, you must each work to make yourselves worthy in the eyes of God and our entire nation’s people. Your highest obligation is to restore public faith in government so that our people can once again believe that government can be a positive force for transformation and a vehicle for collective progress of all citizens of this great country,” President Tinubu said, while congratulating each of the ministers and welcoming them to “the Administration of Renewed Hope.”

He further affirmed that the newly appointed ministers were selected based on their track records of excellence in both the public and private sectors, noting their effective representation of the rich diversity present within Nigeria.

Expressing his wishes for the success of the cabinet members in the discharge of their duties, the President invoked a metaphor of a journey, in which he is the driver of a vehicle, along with all Nigerians as passengers.

“In this new assignment, we are in this boat together, even if it is a vehicle, I am the driver. The entire nation sits watchful, as you and I navigate this vehicle. We must hold each other responsible. We have to do the job to meet the expectations of all Nigerians. God be with you, and God bless the Federal Republic of Nigeria.”

The Federal Ministry of Youth is to be re-assigned to a Minister-Designate soon.

The Ministers-Designate allocated to the Federal Ministries of Transportation, Interior, and Marine & Blue Economy have been reshuffled as follows:

(A) H.E. Adegboyega Oyetola is redeployed as the Honourable Minister of Marine & Blue Economy

(B) Hon. Bunmi Tunji-Ojo is redeployed as the Honourable Minister of Interior

(C) Hon. Sa’idu Alkali is redeployed as the Honourable Minister of Transportation

Furthermore, both Ministers of State in the Oil & Gas sector are now domiciled in the Federal Ministry of Petroleum Resources with the following designations:

(i) Sen. Heineken Lokpobiri is the Hon. Minister of State (Oil), Petroleum Resources

(ii) Hon. Ekperipe Ekpo is the Hon. Minister of State (Gas), Petroleum Resources

The President approves the renaming of the Federal Ministry of Environment and Ecological Management as the Federal Ministry of Environment.

All aforementioned changes take immediate effect by these directives of the President.

Gbajabiamila pledges FG’s commitment to South East development

The Chief of Staff (CoS) to President Bola Tinubu, Hon. Femi Gbajabiamila has urged stakeholders of All Progressives Congress (APC) in Abia State to embrace peace and unity to entrench the party in the state and the southeast in general.

This was contained in a statement signed by the Chief Press Secretary to the Deputy Speaker, Levinus Nwabughiogu in Abuja.

Gbajabiamila spoke on Saturday, when he received Abia APC stakeholders in his house on a thank-you visit on the election of Hon. Benjamin Kalu as the deputy speaker of the 10th House of Representatives and other Abia indigenes which included Hon. Nkiruka Onyejiocha, the incoming minister of State for Labour and Employment and Hon. Sam Onuigbo who was appointed a member of the North East Development Commission (NEDC) by President Tinubu.

According to Gbajabiamila, unity was a sine qua non to achieving the lofty ideals of the party in the south East as he assured that the doors of the federal government under President Tinubu were open to them at all times.

He however enjoined the stakeholders to work assiduously to make APC the number one party in the south east, assuring that it will boost the fortunes of the region in no small measures.

Earlier in their separate remarks, the stakeholders through their leaders, Senator Adighije, Senator Nkechi Nwogu, the former minister of Labour and Productivity, Chief Emeka Nwogu and a member of APC National Caucus, Chief Sam Nkire expressed gratitude to Gbajabiamila for facilitating Kalu’s election, the appointment of Onyejiocha and Onuigbo amongst others.

While applauding Gbajabiamila for mentoring Kalu, the leaders recalled with nostalgia that the mentorship started in the early days of 9th House of Representatives when the Chief of Staff as the then speaker gave Kalu the opportunity to move the first motion on during the plenary session.

They said it was no surprise that Gbajabiamila later appointed Kalu the spokesman of the House, a position, they said prepared him for his current office.

The leaders also appealed to the chief of staff to use his good office to attract more appointments for both the state and the region, pledging their loyalty to the Tinubu led government.

ISESE DAY 2023 – Elegushi praises government’s recognition 

 

The traditional ruler of Ikate Kingdom, Oba Saheed Ademola Elegushi has praised the Lagos State Government and other state governors who accorded recognition to the traditional festival celebration, Isese Day, saying that such recognition will promote inclusion and equality.

 

Oba Elegushi, who was speaking at the celebration of the day in his palace, said the recognition was long due, as traditional worshipers, are part of the society, they belong to the same community as other faiths and it is only appropriate they get their own holiday as a mark of respect to their beliefs as it is with Christianity and Islam.

 

Special Assistant on Public Affairs to the traditonal ruler, Temitope Oyefeso, quoted the king as saying he his happy that after years of making the calls to the government, the date is now on the calendar and recognized by the Lagos state government and some other governors in the south west.

 

The king also appealed to the federal government to ensure that the date becomes a national holiday, adding that believers who are not of the two known faith, also contribute to the peace and progress of the country.

 

Isese day, a day set aside to recognize and celebrate traditional religion worhisp is celebrated annually on the 20th of August.

ARE MUSLIMS SHORTCHANGED IN SANWO-OLU’S CABINET LIST?

 

We, concerned Lagosians, have watched in the past few days with keen interest the unfortunate attempts by some groups of individuals, Muslim clerics and organizations to discredit the list of Cabinet nominees of Governor Babajide Sanwo-Olu of Lagos State.

 

The aforementioned interests have criticized the proposed cabinet composition, alleging marginalization of Muslims. The clerics have resorted to various rough tactics to malign the image of the Governor by dangerously using the media with indiscretion to paint him in the colour of what Mr Governor is not.

 

It is of note that in the true spirit of a true leader and a genuine “omoluabi”, Mr Babajide Sanwo-Olu has displayed remarkable calmness and confidence in the face of all this provocation, knowing well that the peace, progress and prosperity of Lagos are his primary focus.

 

We view all the actions so far, including a protest march on the House of Assembly, as uncharacteristic of the progressive people of Lagos, whose major preoccupation is peaceful cohabitation, growth and development.

 

For the records, Mr. Babajide Sanwo-Olu is a completely detribalised individual and a man with an open heart whose religion is humanity. He has run Lagos for over four years now without any form of discrimination whatsoever.

 

Specifically, the claim by these groups of persons and interests about the number of Muslims in the proposed cabinet is not correct. It has no backing in facts; nor in logic. It is all sentiments and emotions that are unworthy of all we stand for as Lagosians. We will never be proud of such potentially destructive and divisive tendencies.

 

The claim, obviously out of ignorance, in many media reports is that there are only 8 Muslims among the 39 nominees. This is FALSE. There are 16 Muslims on that list, which is out there for anyone to check.

 

For the records, of the 7 Special Advisers (non-Cabinet) recently appointed, four are Muslims and 3 are Christians.

The newly composed Lagos State Universal Basic Education Board has seven members; six of them are Muslims and one a Christian. There are three Distinguished Senators from Lagos State, all of whom are Muslims. Of our House of Representatives members, the majority are Muslims, same with the House of Assembly and the Local Government Chairmen.

 

The truth is that to achieve the excellence that Lagos is famous for, the government, in our view, looks out for competence. The task of running a mega city like Lagos State deserves more from the driver’s seat than religion and other divisive and destructive tendencies.

If such retrogressive seeds are sown and allowed to grow and blossom in our dear state, we will lose our vision and leadership in the comity of states.

 

Imagine traditional worshippers with all their special groups, such as Ifa, Ogun and Obatala adherents, also protesting that they are excluded!

 

We would like to appeal to all Lagosians, especially some sections of the Muslim community, who are pushing the discrimination narrative, to allow the State to continue to enjoy the peaceful coexistence of  all religious groups and not sow any seed of discord among  residents who only crave for service, not minding the religious affiliation of whoever renders such service.

 

To those who feel genuinely aggrieved (without checking the facts), we implore them to show deep understanding; that is what these times require.

 

We are making history everyday. Those who want to plunge our peaceful and cosmopolitan state into a religious crisis should retrace their steps. It is uncivilized and dangerous. Lagos and Lagosians will not join such an empty campaign.

ECOWAS Vs Niger Republic: Is peace the opposite of War?  (Part Two)

The events we saw from the first, second and ongoing Cold War suggest that war is ingrained in all of us, yes, there may be no scientific proof or empirical evidence, but it is not the case that when science speaks, the truth comes out! One scientific theory, after clinical trials and proof of evidence, which suggests that all swans are black, is no longer valid. At least there are now brown swans found in Igbotako, Ondo state! It is not the case that War is new to any continent or the entire human generation in the geocentric system.
Still, it confirmed that those born after 1967 (the Biafra War) have never experienced war and have been taking caution in the narrative left for them by their parents. Yes, more stories of war every day and Fresh narratives of human insecurity also come from the Manchuria crisis (1931) and the Abyssinia crisis (1935) case of Iraq’s (1991) intervention for national security: the cases of Bosnia (1995) and Afghanistan’s (2001) intervention for human security: the case of Kosovo (1995) intervention after R2P: the case of Darfur (2008). Again, the case of Russia in Ukraine. If we are looking for peace in those countries, it is also the case that those wars have not led to peace, and if we are to end the war in those countries, it is not the case that absolute peace has now returned! That may be why war is an unavoidable part of human existence.
 A Harvard psychologist Stephen Pinker saw not too clear a picture when he said, “If the idea that war is part of human nature is not scientifically supported, alternative futures open. If more people work for prevention, the eventual eradication of war is a definite theoretical possibility.” What is impossible is that those who want peace think they do not need war! Those who think we can stay in a world full of peace for as long as we keep praying, the good lord will grant us that much desire for peace is not only psychologically playing, for at least they are theorising!
It will certainly not be possible to prevent ECOWAS from military action in Niger Republic because war is ingrained in everyone, and most soldiers and officers recruited for the military actions were born post-1967! The desire and expectations are high let’s not argue the political celebration of winning for now. Still, at least in the classical days, hegemonic leaders who fought and won wars were celebrated, and it is not the case that these feelings have left us.
ECOWAS may create peace in Niger Republic starting with War, but perhaps not in the short run. It could be argued that never again will there be a Military overthrown of a democratically elected government, at least in the eye of the democrats, if the military action succeeds. But is ECOWAS going to the Niger Republic to fight a war? We are asking because of democratic peace theory (apologies to Immanuel Kent). Liberals and Republicans will not go to war with another liberal. They will hesitate to engage in Armed conflict. It could also be the case that democratic peace theory dies with Immanuel Kent!
To ECOWAS, whatever the pains of intervention, the need for community alliance is imperative to human security, and the military junta cannot provide that much top level of security in the value stick of the apparatus of Government in the Niger Republic in contemporary times. States are considered most secure when war is unthinkable between them. Interestingly, the term unthinkable appears in policy discourse with nearly the opposite meaning, referring to wars that are eminently possible but horrifying to contemplate, such as war with a nuclear Iran. I only hope there is no nuclear weapon coming from anywhere in this community affairs, or is Russia holding meetings? For ECOWAS, it is a matter of “we-feeling” on the part of the participating countries or an imperativeness for security alliance! ECOWAS is addressing dependable expectations of peaceful change!
Those who do not support the military action argued that intervention violates Article 2 (4) non-use of force and, more specifically, Article 2 (7) of the UN constitution for non-intervention in the internal affairs of another country to which all ECOWAS countries are members. The challenge here is to ask whether the UN security council, by Article 51, have not transferred her power to ECOWAS concerning regional peace to ‘prevent and punish’ where there is genocide and breach of international peace. The question to ECOWAS is, do we have such in Niger Republic? ECOWAS will breach those chapters as the US did in Iraq! Again, one may ask the UN what became of resolution ES‑11/4 concerning Ukraine, passed in March 2022 and adopted on 7th April 2022, with overwhelming votes of 143 in favour and five against 35 abstaining, demanding that Russia withdraw its forces from Ukraine. The intention is to give way to resolving emerging crises. The resolution demanded “immediately, completely and unconditionally withdraw” The council considered the invasion a violation of Ukraine’s territorial integrity and sovereignty. The question remains “Is the Niger Republic a sovereign State such that military action is made impossible?

Stop Wike, Umahi, others from collecting life pensions or face legal action, SERAP tells Tinubu

 

Socio-Economic Rights and Accountability Project (SERAP) has urged President Bola Tinubu to “publicly instruct the former governors who are now serving as ministers in your administration to stop collecting life pensions, exotic cars and other allowances from their states while they serve as ministers.”

 

SERAP urged him to “instruct the former governors to immediately return any pension and allowances that they may have collected since leaving office to the public treasury.”

 

The following former governors are now ministers in the Tinubu administration: Badaru Abubakar; Nyesom Wike; Bello Matawalle; Adegboyega Oyetola; and David Umahi. Others are: Simon Lalong; Atiku Bagudu; and Ibrahim Geidam.

 

In the letter dated 19 August 2023 and signed by SERAP deputy director Kolawole Oluwadare, the organisation said: “The appointment of former governors who collect life pensions while serving as ministers is implicitly forbidden by the Nigerian Constitution 1999 [as amended] and the country’s international legal obligations.”

 

SERAP said, “You would be acting in the public interest by stopping former governors now serving as ministers in your government from collecting life pensions, especially given the current grave economic realities in the country.”

 

The letter, read in part: “If the ministers that the president appoints are those who collect life pensions rather than serve the public interest, then that may show little about the conduct and integrity of the ministers, but speak volumes about the exercise of presidential power of appointment.”

 

“Nigerians will judge you in part by the conduct, integrity and honesty of the ministers that you appoint to work in your government. Ultimately, the success of your government would depend on the conduct of the ministers that you appoint.”

 

“While many pensioners are not paid their pensions, former governors serving as ministers get paid huge severance benefits upon leaving office, and are poised to enjoy double emoluments on top of the opulence of political office holders.”

 

“We would be grateful if the recommended measures are taken within 7 days of the receipt and/or publication of this letter. If we have not heard from you by then, SERAP shall consider appropriate legal actions to compel your government to comply with our request in the public interest.”

 

“The exercise of your power of appointment ought to reflect ethical and constitutional safeguards and requirements, and the fundamental principles of integrity and honesty.”

 

“Stopping the former governors from collecting double emoluments would be entirely consistent with the proper exercise of your constitutional power to appoint ministers.”

 

“Stopping the former governors from collecting life pensions would ensure that the country’s wealth and resources are used for the common good and benefit of the socially and economically vulnerable Nigerians rather than to satisfy the opulent lifestyle of a few politicians.”

 

“Instructing the former governors now serving as ministers in your government to stop collecting life pensions from their states would also improve public confidence in the integrity and honesty of your government.”

 

“Constitutional oath of office requires public officials to abstain from all improper acts, including collecting life pensions, that are inconsistent with the public trust and the overall objectives of the Constitution. A false oath lacks truth and justice. The oath statements require the oath takers to commit to uphold and defend the Constitution.”

 

“According to our information, the following former governors are now ministers in your administration: Badaru Abubakar (former governor of Jigawa State and Minister of Defence); and Nyesom Wike (former governor of River State and FCT Minister).”

 

“Others include: Bello Matawalle (former governor of Zamfara State and Minister of State for Defence); Adegboyega Isiaka Oyetola (former governor of Osun State and Minister of Transportation); and David Umahi (Minister of Works).”

 

“Others are Simon Bako Lalong (former governor of Plateau State and Minister of Labour and Employment); Atiku Bagudu (former governor of Kebbi State and Minister of Budget and Economic Planning); Ibrahim Geidam (former governor of Yole State and Minister of Police of Affairs.”

 

“The states currently implementing life pensions for former governors reportedly include Jigawa, Kebbi, Jigawa, Ebonyi, Yobe, and Rivers. Many of these states owe workers’ salaries and remain the poorest in the country.”

 

“Several of the pension laws in these states include provisions for six cars every three years, a house in Lagos worth N750 million, and another in Abuja worth N1 billion, unrestricted access to medical attention, and pensionable cooks, stewards, and gardeners.”

 

“Other provisions 100 per cent annual salaries of the incumbent governor, security operatives and police officers permanently assigned to former governors.”

 

“SERAP notes that in your inaugural speech as president you promised that your administration will be guided by ‘the principle of the rule of law, a shared sense of fairness and equity’, and that ‘Nigeria will be impartially governed according to the constitution.’”

 

“These commitments are consistent with your constitutional duties under sections 5, 130 and 147, and oath of office, under the Seventh Schedule to the Constitution of Nigeria 1999 (as amended).”

 

“By the combined reading of these provisions, your government has a legal obligation to appoint as ministers former governors whose conduct is entirely consistent and compatible with constitutional and international legal requirements.”

 

“These constitutional provisions also require you to instruct the former governors to stop collecting life pensions and to return any pensions collected to the public treasury.”

 

“The country’s international legal obligations especially under the UN Convention against Corruption also impose a legal commitment on public officials to discharge a public duty truthfully and faithfully.”

 

“Life pensions for former governors serving as ministers are entirely inconsistent and incompatible with the Nigerian Constitution and the country’s obligations under the UN Convention against Corruption.”

 

“The convention specifically in paragraph 1 of article 8 requires you and your government to promote integrity, honesty and responsibility in the management of public resources.”

 

“Furthermore, Justice Oluremi Oguntoyinbo in a judgment dated 26 November, 2019 also indicated that double emoluments for former governors are unacceptable, unconstitutional and illegal. Indeed, former governors collecting life pensions while serving as ministers would clearly amount to taking advantage of entrusted public positions.”

 

“‘Public function’ means activities in the public interest, not against it. The alleged collection of life pensions by former governors now serving as ministers amount to private self-interest or self-dealing. It is also detrimental to the public interest.”
