SERAP sues Akpabio ‘over failure to recall Ningi, refer N3.7trn budget padding to EFCC, ICPC’

 

Socio-Economic Rights and Accountability Project (SERAP) has filed a lawsuit against the Senate President, Mr Godswill Akpabio over “the failure to refer the alleged N3.7 trillion budget padding to appropriate anti-corruption agencies for investigation and prosecution, and to recall Senator Abdul Ningi who blew the whistle on the allegations.”

Mr Akpabio is sued for himself and on behalf of all members of Nigeria’s Senate.

It would be recalled that whistleblower Ningi last month was suspended for three months over his allegations that the 2024 budget was padded by over N3 trillion and that the country is operating two budgets.

In the suit number FHC/ABJ/CS/452/2024 filed last Friday at the Federal High Court, Abuja, SERAP is seeking: “an order of mandamus to direct and compel Mr Akpabio to refer the alleged N3.7 trillion budget padding to appropriate anti-corruption agencies for investigation and prosecution of suspected perpetrators.”

SERAP is also seeking: “an order of mandamus to direct and compel Mr Akpabio to immediately take steps to ensure the reinstatement of whistleblower Abdul Ningi who was suspended from the Senate over his allegations that the lawmakers padded the 2024 budget by irregularly inserting projects worth N3.7 trillion.”

SERAP is also seeking: “an order of mandamus to direct and compel Mr Akpabio to put in place transparency and accountability mechanisms to ensure that the trillions of Naira budgeted for constituency projects are not embezzled, misappropriated or diverted into private pockets.”

In the suit, SERAP is arguing that: “Granting this application would serve the public interest, encourage whistleblowers to speak up, improve public services, and ensure transparency and accountability in the management of public resources.”

SERAP is arguing that, “Directing Mr Akpabio to refer these allegations to appropriate anticorruption agencies and to reinstate whistleblower Abdul Ningi would be entirely consistent and compatible with the letter and spirit of the Nigerian Constitution 1999 [as amended] and the country’s international obligations.”

SERAP is also arguing that, “The allegations by Senator Ningi amount to public interest disclosures and can contribute to strengthening transparency and democratic accountability in the Senate in particular and the country as a whole.”

According to SERAP, “Suspension of Senator Ningi by the Senate followed a seriously flawed process and it amounts to retaliation.”

SERAP is also arguing that, “Senator Ningi’s status as a whistleblower is not diminished even if the perceived threat to the public interest has not materialised, since he would seem to have reasonable grounds to believe in the accuracy of the allegations of budget padding and corruption in the Senate.”

The suit filed on behalf of SERAP by its lawyers, Kolawole Oluwadare and Mrs Adelanke Aremo, read in part: “It is in the public interest and the interest of justice to grant this application. No whistleblower should ever be penalised simply for making a public interest disclosure.”

“Directing Mr Akpabio to refer the allegations to appropriate anticorruption agencies would help to address the lingering problem of budget padding and corruption in the implementation of constituency projects.”

“Directing Mr Akpabio to refer the allegations to the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and Economic and Financial Crimes Commission (EFCC) would also ensure probity and accountability in the budget process.”

“Investigating and prosecuting the allegations of budget padding and corruption would end the impunity of perpetrators. It would build trust in democratic institutions with the ultimate aim of strengthening the rule of law.”

“Years of allegations of budget padding and corruption in the implementation of constituency projects have contributed to widespread poverty, underdevelopment and lack of access to public goods and services.”

“Allegations of budget padding and corruption in the implementation of constituency projects have also continued to have negative impacts on the fundamental interests of the citizens in several communities and the public interest.”

“Combating budget padding would improve access of Nigerians to basic public goods and services, and enhance the ability of ministries, departments and agencies to effectively and efficiently discharge their constitutional and statutory responsibilities.”

“Section 15(5) of the Nigerian Constitution requires public institutions to abolish all corrupt practices and abuse of power.”

“Section 16(2) of the Nigerian Constitution further provides that, ‘the material resources of the nation are harnessed and distributed as best as possible to serve the common good.’”

“Section 13 of the Nigerian Constitution imposes clear responsibility on the National Assembly including the Senate to conform to, observe and apply the provisions of Chapter 2 of the constitution.”

“Section 81 of the Nigerian Constitution and sections 13 and 18 of the Fiscal Responsibility Act constrain the ability of the National Assembly to unilaterally insert its own allocations in the budget without following the due process of law.”

“Nigeria has made legally binding commitments under the UN Convention against Corruption to ensure accountability in the management of public resources.”

“Articles 5 and 9 of the UN Convention against Corruption also impose legal obligations on the National Assembly including the Senate to ensure proper management of public affairs and public funds.”

“Article 33 of the Convention requires government institutions including the Senate to ensure the protection of whistleblowers against any unjustified treatment. Granting this application would ensure that these commitments are fully upheld and respected.”

“Senator Ningi is a whistleblower, who is protected under article 33 of the UN Convention against Corruption to which Nigeria is a state party. Senator Ningi is a whistleblower because of his public interest disclosures on alleged budget padding and corruption in the Senate in the context of carrying out his work as Senator.”

“According to our information, Senator Abdul Ningi, the former Chairperson of the Northern Senators Forum (NSF), recently told BBC Hausa that the lawmakers sought the service of a private auditor and discovered irregularities in the budget.”

“Senator Ningi reportedly said, ‘For example, we had a budget of N28 trillion but after our thorough checks, we found out that it was a budget of N25 trillion. How and where did we get the additional N3 trillion from, what are we spending it for?.’”

“According to BudgIT, a total of 7,447 projects culminating in N2.24tn were indiscriminately inserted in the 2024 budget by the National Assembly. 281 projects worth N491bn, and 3,706 projects within the range of N100–500m, worth 759bn were inserted in the budget.”

No date has been fixed for the hearing of the suit.

President Bola Tinubu has called on Gavi, the Vaccine Alliance, to collaborate with potential Nigerian vaccine manufacturers to ensure equitable access to life-saving vaccines for children and adults.

Speaking at a meeting with a delegation of GAVI led by its Chief Executive Officer, Dr. Sania Nishtar, at the State House, on Thursday, President Tinubu said partnership on local vaccine production has become necessary owing to the challenges faced by developing countries, especially during the COVID-19 pandemic and other infectious disease outbreaks.

”We have capable and talented people who can make the necessary contributions to the production of vaccines in Nigeria and the rest of Africa,’’ the President told the visiting CEO, who assumed office on March 18, 2024, and has embarked on visits to some African countries.

The President assured GAVI CEO of Nigeria’s commitment to fulfilling its outstanding counterpart contributions for routine vaccines for the year 2023.

He directed the Coordinating Minister of Health and Social Welfare, Professor Muhammad Ali Pate, to work with the Coordinating Minister of the Economy and Minister of Finance to ensure the release of necessary funds for vaccine procurement.

”We intend to contribute to the development of our healthcare programme, and we are committed to partnering with GAVI,” the President said.

The President stated that his administration is focused on ensuring that no child is left behind when it comes to vaccination against preventable childhood diseases.

”GAVI’s commitment to humanity is recognized throughout the world. Thank you for the impactful commitment to humanity, and we welcome the collaboration to save our children from preventable diseases.

”We as a nation are committed to your values, and we believe that no child should be left unprotected,” he said.

President Tinubu acknowledged the invaluable perspective shared by the GAVI CEO, who hails from a developing country, Pakistan, and emphasized the importance of leveraging her experience for the benefit of children’s health.

Commending Dr. Nishtar for her visit to Nigeria and support for the administration’s health-sector initiatives, the President pledged to prioritize investments in health sector renewal, noting the importance of coordination and collaboration among federal, state, and local governments.

In her remarks, the GAVI CEO congratulated the Nigerian government on its innovative health-sector initiatives, including increasing budgetary allocations to health to 4.6 percent and commitment to providing HPV vaccines for adolescent girls, among others.

She expressed readiness to collaborate with the Federal Ministry of Health and Social Welfare to leverage policy instruments and technical expertise to advance health outcomes.

Dr. Nishtar announced GAVI’s commitment to providing $250 million grant support to Nigeria, as well as its dedication to addressing vaccine inequity in Africa through initiatives like the African Vaccine Manufacturing Accelerator, which has earmarked $1 billion to support the sustainable growth of Africa’s manufacturing base for vaccine production.

”Nigeria is a very special country. It is a very special country in Africa. It is a special country in the world and it is a very special country for us in GAVI. There is a dictum in GAVI that says, ‘there is no success for GAVI without success in Nigeria’,” she said.

The GAVI CEO also informed the President that the GAVI Board will be meeting in the coming weeks to decide on policy decisions that will impact the way in which Nigeria receives support from the organization, beyond 2028, and that her visit to the country was for discussions with Nigeria’s health managers.

President Bola Tinubu says Nigeria’s economy is at a turning point and will require the steadfast support of the private sector for sustained growth and prosperity.

Speaking during Iftar on Thursday in Abuja with members of the Nigerian business community, the President expressed gratitude for their support and pledged to engage with them more frequently.

”I would have summoned you before now, not during Ramadan, because you are a very valuable part of my constituency.

”There is no driver of the economy that is bigger than the private sector. If the private sector is not flourishing, there is no growth, no prosperity, no employment or development. No matter how flowery the speeches are, not even a mushroom will grow.

”Thank you for persevering. We are at a turning point in our economy. I do not have to do a quadratic equation to illustrate all of that to you. I just want to appreciate you for your endurance and perseverance,’’ the President said.

Sharing insights from his visit to the New York Stock Exchange in 2023, President Tinubu noted Nigeria’s self-belief and determination to drive economic transformation from within.

”At the New York Stock Exchange, I appealed to foreign investors to consider Nigeria as a prime investment destination.

“At the end of my remarks, I told them we only want them to show their face and diversify Nigeria’s economy not as if we cannot do it ourselves.

“Tony Elumelu walked up to me and thanked me for making that statement. We can do it. Nigeria is a self-believer and can always deliver on its own. We know our first name and our last name. Our first name is: Spirit, and our last name is: Can do.”

President Tinubu reiterated his commitment to fulfilling his mandate, emphasizing that he cannot afford to underperform, given the trust placed in him by the electorate.

“I have no reason to underperform as the elected President of the country because I campaigned for the job.

“I cannot complain about the job. I appreciate the gesture, and what you have told me this evening is very inspiring. Cut the costs. Fix the bends. Summon courage. Save the money, but push the economy. We will be there.There are some countries that have failed. There are some countries that have succeeded. In our time, in my time, all of us must work together to succeed. Thank you very much,’’ the President concluded.

In separate remarks at the Ramadan dinner, industrialists, bank executives, and entrepreneurs pledged their support towards the success of the administration’s economic programmes.

Mr. Tony Elumelu, Chairman of Heirs Holdings, assured the President that the Organized Private Sector (OPS) in the country is solidly behind him.

‘‘Your transformation journey to turn around the economy and businesses are very appropriate for the country.

‘‘We appreciate what you are doing. We know the journey will not be smooth, but given the will, we will get to the Promised Land.

‘‘We admire your decisiveness, and we appreciate what you are doing. You are extremely passionate about taking Nigeria to the Promised Land. 

‘‘On behalf of the OPS, we want to assure you that we are 100 percent with you. We have engaged with your ministers and associates; we share ideas, and we support them. We know that under your leadership, you have the ability to heal Nigeria permanently,’’ Mr. Elumelu said.

Vice President Kashim Shettima has hailed the pivotal role of youths and creativity in shaping Nigeria’s future, declaring that innovation is the driving force behind the nation’s manufacturing sector and its boundless potential.

The Vice President pledged federal government’s support for youth aspirations and entrepreneurship, commending the financial institutions’ backing of the creative sector.

 

In her remarks, leader of the delegation and Founder of the Interior Designers Association of Nigeria (IDAN), Titi Ogufere, announced plans by IDAN and the Design Innovation Hub of Nigeria, in collaboration with the Federal Ministry of Arts, Culture, and Creative Economy to train one million youths in furniture, product and industrial design.

 

This initiative which aims to equip aspiring creatives with the necessary skills and access to training will feature design competitions and workshops where participants can showcase their prototypes and work with top Nigerian manufacturers like Julius Berger’s AFP, among others, she said.

Lagos State Governor, Mr. Babajide Sanwo-Olu, has congratulated President Bola Tinubu on his 72nd birthday, describing him as a courageous, audacious, and passionate leader who is committed to the progress, growth, and development of Nigeria.

He said President Tinubu is worth celebrating for his contribution to national development, noting that the President, since he assumed office on May 29, 2023, has demonstrated unparalleled patriotism, integrity, honesty, and courage in the task of steering the ship of Nigeria in the right direction.

Governor Sanwo-Olu, in a statement issued on Thursday by his Special Adviser, Media and Publicity, Mr. Gboyega Akosile, said President Tinubu has provided honest and transparent leadership in Nigeria by taking bold decisions to address challenges militating against the prosperity of Nigeria and Nigerians.

Sanwo-Olu further described the President as a visionary and master strategist whose democratic credentials are scholarly materials for study in political economy.

He said: “On behalf of my family, the government, the people of Lagos State,  members of the Governance Advisory Council (GAC), leaders, and members of the ruling All Progressives Congress (APC) in Lagos State, I congratulate our leader, President Bola Tinubu, on the occasion of his 72nd birthday.

Rivers State Governor, Sir Siminalayi Fubara has expressed his satisfaction with the progress of work on the ongoing Port Harcourt Ring Road project assuring the people that in 36 months the project which he described as a Signature project of his administration will be delivered.

 

He spoke at the end of his inspection visit to the project site to assess the extent of work that has been achieved just as the Managing Director of Nigeria’s foremost engineering construction company, Julius Berger Nigeria Plc, Engr. Dr. Lars Richter revealed that appreciable progress has been made on the project and that the company will meet agreed completion deadline.

 

Speaking to news men at the end of the inspection, Governor Fubara explained that the contract for the Port Harcourt Ring Road project was the first of such agreement that he signed with the driving objective of making sure that it is delivered to Rivers people. The Governor whose convoy drove on the stretch of the road from Airport road access through Jesuit Memorial School down to Rumuosi and Uzoba Communities before terminating the inspection tour at UTC junction said, “I think we are good considering the understanding that we have with Julius Berger.”

 

 

 

Gov Fubara continued: “We signed off that in 36 months this project will be done and delivered, and with what we are seeing here today, they are meeting up with that target. I am satisfied. Although we have few issues. The price rate at that time and current one is not the same. However, whatever it is, I have assured them that we will give them all the necessary support to make sure that they deliver. You know this project is very important to us; it’s one of the first projects that I signed off when I came in as Governor of this State. Whichever way anybody wants to look at it, for me, it is a signature project. We signed up for it and we are paying dearly for it. Also, it is one of the objectives of this administration to make sure that we deliver it to our people. Thank you.”

 

 

 

In his remarks the Managing Director of Julius Berger Nigeria Plc, Engr. Dr. Lars Richter, who conducted the Governor round the project site said work has advanced after piling and laying of beams on the first flyover, which started on January 15, 2024, and accomplished two months after.

 

 

 

Richter who explained that why they have intensified work on the second Flyover with beams ready to be laid, significant strides have been achieved in laying down the road and the drains for accelerated construction.

 

 

 

“As we drove along the project route, we saw several spots where we are working; on the road construction and even on the two flyovers. Just after the Easter break we will start the laying of the first beams of one of the flyovers, on the other flyover we will finish drilling,” Richter said.

 

 

 

He continued; “We are using two drilling rigs to complete the piling; and then we are moving to the third flyover already. So you can see the fist flyover we started on the 15th of January, two months later, we are already laying the beam. So we are on track; we are on schedule as we promised his Excellency. I am really satisfied with the work, and with my team of course. And also, I am very satisfied with his Excellency for his support and the fact that we had the opportunity today to inspect together and to discuss the challenges for example compensation, allocation. He assured me that everything will be done as soon as possible and that he will assist us to meet our timeline.  All I can say is that I am really happy and satisfied with the work done here.”

 

 

 

All along the route of the inspection visit ecstatic residents of communities on the project corridor hailed and sang praises of the Governor and Julius Berger Nigeria Plc shouting, “na good collabo“ which means the collaboration between the Governor and the company is for the good of all.

 

On Julius Berger’s Team at the working visit were; Managing Director, Engr. Emulate Otti, obey court judgment stopping pensions to ex-govs, SERAP tells Tinubu

 

 

 

Socio-Economic Rights and Accountability Project (SERAP) has urged President Bola Tinubu “to emulate the good example of governor Alex Otti of Abia State by immediately obeying the judgment ordering the Federal Government to recover pensions collected by former governors, and to challenge the legality of states’ pension laws permitting those involved to collect such outrageous pensions.”

 

 

 

The judgment, dated 26 November, 2019 was delivered by Honourable Justice Oluremi Oguntoyinbo following a suit by SERAP.

 

 

 

Mr Otti last week signed into law the bill to repeal ‘The Abia State Governors and Deputy Governors Pensions Law No 4 of 2001’, following the passing by the house of assembly. Under the repealed law, former governors and deputy governors in the state were paid lifetime salaries and got houses in Abia and Abuja.

 

 

 

In the letter dated 23 March 2024 and signed by SERAP deputy director Kolawole Oluwadare, the organisation said: “We urge you to emulate the good example of governor Otti by urgently obeying the judgment, something which former president Muhammadu Buhari blatantly failed to do.”

 

 

 

SERAP said, “Unless the judgment is immediately obeyed, former governors and their deputies including those now serving as ministers in your administration and members of the National Assembly who receive pensions would continue to evade justice for their actions.”

 

 

 

The letter, read in part: “SERAP agrees with former president Olusegun Obasanjo’s conclusion that states’ pension laws are ‘acts of daylight robbery’, and his call for such laws to be abolished by other state governors.”

 

 

 

“Immediately obeying the judgment would show the sovereignty of the rule of law in Nigeria and go a long way in protecting the integrity of the country’s legal system.”

 

 

 

“Obeying the judgment would also show you as a defender of the Nigerian Constitution of 1999 (as amended), the rule of law, and public interest within government.”

 

 

 

“Nigeria’s democracy needs courts so that public officials and private actors including former governors and their deputies collecting life pensions, exotic cars and other allowances from their states can be held accountable for any infraction of Nigerian laws.”

 

 

 

“Mr Buhari turned a blind eye to the judgment. State governors have failed to provide names of former governors and their deputies who have collected and continue to collect pensions from their states and the amount so far spent on these ex-officials.”

 

 

 

“Constitutionalism and the rule of law are not in conflict with democracy; rather, they are essential to it. Justice Oguntoyinbo’s judgment has pointed the way for your government to provide the leadership to ensure the reform of pension laws allowing former governors and their deputies to collect lifetime salaries and allowances. It is now time for your government to restore the rule of law systemically.”

 

 

 

“Like pension laws of several states, the repealed Abia state pension law stipulated that former Abia governors and deputies are entitled to 100 percent of the annual basic salaries of the incumbent governor and deputy; their cooks, stewards, drivers, and gardeners are to be paid by the state; and are entitled to three police officers and two operatives of the Department of State Services (DSS).”

 

 

 

“Justice Oguntoyinbo in her judgment granted ‘AN ORDER of mandamus compelling and directing the Attorney General to urgently identify former governors and their deputies collecting pensions from their states and to seek full recovery of public funds from those involved.’”

 

 

 

“Justice Oguntoyinbo also granted ‘AN ORDER of mandamus compelling and directing the Attorney General to urgently institute appropriate legal actions to challenge the legality of states’ laws permitting former governors, serving as senators and ministers to enjoy governors’ emoluments while drawing normal salaries and allowances in their new political offices.’”

 

 

 

“Justice Oguntoyinbo also indicated that double emoluments for former governors are unacceptable, unconstitutional and illegal.”

 

 

 

“SERAP also notes that former president Olusegun Obasanjo this week correctly asked state governors to emulate governor Alex Otti in repealing laws supporting the payment of pensions to former governors and deputies in their states. Mr Obasanjo described life pension laws as ‘rascality’ and ‘acts of daylight robbery’”

 

 

 

“Over N40 billion have reportedly been collected by former governors serving as ministers and members of the National Assembly.”

 

 

 

“Justice Oguntoyinbo who recently retired from the bench expressed ‘regret’ during a valedictory court session held in her honour that the judgment has not been obeyed.”

 

 

 

“Justice Oguntoyinbo stated: ‘I remember with pride my landmark judgment in SERAP vs. The Attorney-General. Regrettably, that order is yet to be obeyed. I find it very disappointing that Court orders are often not obeyed. If there’s anything I wish to change, it is the impunity towards judicial decisions and the disrespect for the bench.”

 

 

 

“Immediately obeying the judgment would demonstrate your oft-repeated commitment to the rule of law, and respect for the judiciary as the guardian of justice in this country. A democratic state based on the rule of law cannot exist or function, if the government routinely ignores and/or fails to abide by court orders.”

 

 

 

“Many of the former governors serving as ministers in your administration and as members of the National Assembly are reportedly enjoying pensions from their states while drawing normal salaries and allowances in their new political offices.”

 

 

 

“SERAP is concerned that while many Nigerian workers and pensioners have not been paid by state governors for several months and struggle to make ends meet, former governors continue to collect double emoluments and enjoy opulent lifestyles.”

 

 

 

“According to our information, those who are reportedly receiving double emoluments and large severance benefits from their states include: Godswill Akpabio (Akwa Ibom); Rabiu Musa Kwankwaso (Kano); Kabiru Gaya (Kano); Theodore Orji (Abia).”

 

 

 

“Others are Abdullahi Adamu (Nasarawa); Sam Egwu (Ebonyi); Shaaba Lafiagi (Kwara); Joshua Dariye (Plateau), and Jonah Jang (Plateau).”

 

 

 

“At least 22 states starting from Lagos State have reportedly passed life pensions laws for former governors and other ex-public officials. Other states include Akwa Ibom; Edo; Delta; Ekiti; Kano; Gombe; Yobe; Borno; Bauchi; Abia; Imo; Bayelsa; Oyo; Osun; Kwara; Ondo; Ebonyi; Rivers; Niger; Kogi; and Katsina.”

 

 

 

“The 20-page judgment in suit no: FHC/L/CS/1497/2017 signed by Honourable Justice Oluremi Oguntoyinbo reads in part: ‘The Attorney General has argued that the States’ laws duly passed cannot be challenged. With respect, I do not agree with this line of argument by the Attorney General that he cannot challenge the States’ pension laws for former governors.’”

 

 

 

“In my humble view, the Attorney General should be interested in the legality or validity of any law in Nigeria and how such laws affect or will affect Nigerians, being the Chief Law Officer of the Federation.”

CAMPAIGN OF CALUMNY AGAINST THE PERSON AND THRONE OF ELEGUSHI OF IKATE KINGDOM

 

 

 

The Palace of His Royal Majesty, Oba Saheed Ademola Elegushi of Ikate-Elegushi Kingdom, has watched with embarrassment, various posts on social media by all manner of characters, in an attempt to tarnish the image of His Royal Majesty and bring the throne to disrepute.

 

 

 

Ordinarily, we have remained silent as we find it ridiculous joining issues with these reckless individuals, firstly, because the Police are continuing in its investigation into the death of Ilerioluwa Aloba, (Mohbad) and also out of respect for the bereaved family.  It is our belief that the rights of the family should be respected, even as they come to terms with the painful death of their son.

 

 

 

However, these individuals continue to go on various platforms to link Mohbad’s death to the palace and His Royal Majesty, using unprintable words against the person and stool of Oba Saheed Ademola Elegushi, even when there was no record of any meeting or relationship between the palace and late singer or any member of his family, including his wife, Wunmi

 

 

 

Our lawyers have been briefed in Nigeria and overseas, and they are working with law enforcement agents, locally and internationally, to invite these individuals to come and substantiate their allegations against the stool and the person of Oba Saheed Elegushi.

 

 

 

Let’s not be mistaken, no one will be victimized or harassed; we have the names and contacts of many of these individuals, who continue to hide behind their phone cameras to spread wide allegations and cause unimaginable embarrassment to the palace and traditional ruler. They will be invited in the next few days to substantiate their claims and assist the police in their on-going investigation.

 

 

 

On behalf of His Royal Majesty, we want to thank all those who have reached out to us to express their solidarity and also urge us to take necessary action in seeking redress against this cyber attacks and bullying.

A group of leaders of the North-East geo-political zone on Sunday described the Senate President, Chief Godswill Akpabio, as an exceptional leader and a protector of the pillars of justice, democracy and integrity.

‘’Senator Godswill Akpabio is intelligent, straight talking, cordial and committed to the unity of Nigeria. He is working in good faith with President Bola Tinubu and his colleagues to keep the country moving forward.’’

They also praised him for serving the country’s strategic interests, advancing fundamental values and accelerating job and income growth.

At a meeting in Jalingo, capital of Taraba State, the notable elders described the alleged N3 trillion budget padding story as absurd and empty.

‘’Senator Godswill Akpabio is a moral force in Nigerian politics. He remains credible on public issues.’’

 

 

 

They hailed Akpabio for the country’s financial plan, strategy for fighting terror, genuine commitment to bringing economic opportunity to all, steadfast commitment to peace and openness to new ideas from all quarters.’’

Moments after the meeting, the prominent elders who are indignant at the contempt shown for the Senate President, his office and for the National Assembly in a statement applauded Akpabio for his sensibility, kindly manner and unpretentious nature.

The statement by the Chairman of North-East Elders Forum (NEEF), Alhaji Ibrahim Zakari, advised Akpabio’s critics to weigh their words more carefully to make sure that they do not encourage division and violence in the country.

The elders urged haters and extremists to reassess their own words and attitudes toward the senate leadership.

The appealing, able and engaging men and women scolded detractors for bad-mouthing the senate leadership and demanding the resignation of Akpabio and that of his Deputy, Jibrin Barau.

‘’Senator Godswill Akpabio has done a superb job on a whole range of issues in the country. He is on the right side of history.’’

They emphasized Akpabio’s intellect, knowledge of the budget and political skills.

The elders emphasized huge legislative task before Akpabio, patriotism and character.

STAKEHOLDERS PRAISE NATASHA AKPOTI-UDUAGHAN, TACKLE KOGI MONARCHS FOR ALLEGED PLOT TO SCUTTLE AJAOKUTA STEEL COMPANY INVESTIGATION

 

Stakeholders in the iron and steel sector in Nigeria said the major issue at stake in the sector was the investigation of Ajaokuta Steel and NIOMCO between 2008 to date.

 

They also said that history would be kind to President Bola Tinubu and Senate President, Chief Godswill Akpabio if they were able to investigate the activities of the moribund companies.

 

‘’The anti-Natasha Akpoti-Uduaghan move is choreographed by the Government of Kogi State. Those ostensibly leading it are all ciphers, people who do not have the interests of Kogi people at heart. The ongoing efforts by Kogi monarchs to stop the investigation of Ajaokuta Steel Company will fail. There is no substitute for investigation’’ the Chairman of Nigerian Steel and Automotive Industry Forum, Dr Nicholas Okonkwo said in a statement Thursday.

 

Speaker after speaker at the 4th Ajaokuta Steel Plant Revival Summit held in Abuja disowned the traditional rulers and assured the public that President Bola Tinubu and Senate President, Chief Godswill Akpabio would ensure proper investigation of Ajaokuta Steel Company.

 

The traditional rulers from the Ebira ethnic group in a letter to the President of the Senate, Chief Godswill Akpabio, urged Kogi State indigenes in the National Assembly to work for the common good of Ebiraland, Kogi State and Nigeria in general.

 

The letter signed by the Ohi 0f Adavi, Eganyi, Ihima, Eika and Okene, Mohammed Bello, Musa Isah Achuja, Ahmed Abdulraheem, Umar Opewu and Isah Mamman maintained that the issue of Ajaokuta Steel Plant and the National Iron Ore Mining Company, Itakpe must be handled with caution and statesmanship.

 

The quest for the resuscitation must begin with a holistic investigation of the circumstances that led to the re-concession of NIOMCO even when the initial concession agreement was validly terminated by the YarAdua administration with positive review by the International Chamber of Commerce, London.

 

 

 

Senator representing Kogi Central senatorial district, Chief Natasha Akpoti-Uduaghan is working for the resuscitation of the Ajaokuta Steel Company and the National Iron Ore Mining Company, Itakpe. She recently moved a motion to investigate alleged corruption and inefficiency at the moribund companies.

 

The stakeholders are pushing for the investigation of the payment of $496 allegedly made to Mr Pramod Mittal, Chairman, Global Infrastructural Holdings LTD (GINL) by the Federal Government in September 2022 as settlement over said contractual disputes.

 

They are calling for a review of extant policies and laws on steel development in Nigeria, dissolution of the sole administratorship of Ajaokuta Steel Company and promotion of good corporate governance, efficiency and accountability by constituting a proper management and governing board for the company.

 

They want a structure that should comprise but not limited to a Managing Director, Director of Projects, Director of Finance, Director of Corporate Services with representatives from professional bodies such as society of engineers, Nigerian Metallurgical Society and representatives from supervising ministries of finance and steel and of course Host Community.

 

However, the monarchs urged the legislators to show responsiveness and collaboration.

 

‘’’Our position therefore is that our legislators must cooperate with the Honourable Minister of Steel Development, the management of the two companies and stakeholders to come up with workable positions and ideas that would strengthen the hand of President Bola Tinubu to ensure that Ajaokuta Steel Plant works ‘’

 

The traditional custodians of the people of Kogi Central and Ebiraland listed massive employment generation for our teaming youths, technological breakthrough and economic emancipation as obvious benefits of the resuscitation and completion of the Ajaokuta Steel Company and the National Iron Ore Mining Company, Itakpe.

 

They recalled the bold steps of President Muhammadu Buhari, urging President Tinubu to consider it a priority to revisit the twin Ajaokuta and Itakpe projects.

 

‘’The history of these companies in our land has seen glory and trepidation. The best of the moments were between 1979 and 83 during the era of Late President Shehu Shagari, whose government took the project from scratch to a near completion stage in record time. His administration showed commitment and carried everybody along and capped it up with the creation of a separate ministry of steel development and the appointment of Late Mamman Ali Makele, an indigene of the state as Minister, a decision that made policy implementation on issues related to the development of Ajaokuta Steel Plant and Itakpe Iron Ore Mining Company easier and efficient. This is why we have a place we now call a steel plant, though left uncompleted forty years down the line’’.

 

They also commended Tinubu on his development strides, restoration of the Steel Development Ministry and appointment of an indigene of Kogi State to drive its efforts in line with the Renewed Hope Agenda.

 

‘’The new policy initiative is commendable and needs the support of every Sons and Daughters of Ebiraland and Kogites. This period is therefore a period of collaboration of ideas, support of government initiatives on these two companies and above all it is a period to deescalate controversies that may distract the government, stakeholders and would be investors that may show interest in helping to give life to the Ajaokuta.
