If All Progressives Congress (APC) presidential candidate, Asiwaju Bola Ahmed Tinubu, must record an overwhelming victory in the February 25 presidential elections, Lagos State must play a leading role in the candidate’s electoral success at the polls, Governor Babajide Sanwo-Olu said on Thursday.
Sanwo-Olu said the five million votes pledged by the APC supporters in Lagos to deliver the State to Tinubu were not impossible, given the strength and structure of the campaign employed by the party in Lagos. The Governor said it was time for the party’s canvassers to embark on mass voter enlightenment in order to minimise void votes for the party.
The Governor spoke at the formal launching of “Eko O Ni Baje” 10,000 Foot Soldiers for Tinubu-Shettima/Sanwo-Olu-Hamzat, a project initiated by the Minister for Works and Housing, Mr. Babatunde Raji Fashola, SAN.
The event, attended by a large number of APC’s grassroots canvassers, was held at The Haven, GRA Ikeja.
Sanwo-Olu boasted that the party’s presidential ticket remained unbeatable, noting that Tinubu’s academic background, political acumen and administrative capacity stood him out as the most qualified contender with better credentials.
The Governor said election of Tinubu as president would usher in a new era of hope for the masses, adding that the APC presidential manifesto was designed to stimulate socio-economic growth and take the country to its pride place as a major force on the continent.
He said: “We gather today to add yet another layer to the structures already put in place with other existing platforms that are working for the victory of Asiwaju Bola Ahmed Tinubu. I thank our Honorable Minister and the team working with him for bringing about this stakeholders’ engagement. This is an engagement where we want to hit the ground running and our aim is to reach out to the electorate in every nook and cranny of Lagos.
“When we work together, we can achieve a lot together. With the emergence of this structure, the 5 million votes we pledged to deliver for our presidential candidate in Lagos will be delivered. We know that Tinubu is the best choice for our country at this moment in our history. This is a team that is unbeatable and one that possesses the best credentials, given the political and education backgrounds of Tinubu and Sen. Kashim Shettima.
“We have seen the reality of political and economic breakthroughs in Lagos. Given Tinubu’s skills, experience and capacity, we believe Nigeria would be better served under his leadership. We have seen how other States are working together for Asiwaju. We who are his people in Lagos cannot but keep our rightful position to deliver the larger number of votes to Tinubu-Shettima ticket. That is why we must put our political strength to work at the next presidential election.”
Sanwo-Olu said the APC candidate was already positioned to win the election, but said the party’s canvassers must work to ensure a wide margin of victory against Tinubu’s opponents.
The Governor said the task before APC foot soldiers was to adopt a method of vote management, stressing that the method involved proper education of the electorate on how to cast their ballots in line with methods prescribed by the electoral umpire.
Fashola, who is also the APC Presidential Campaign Council’s Director for Election Planning and Monitoring, said part of the charges to the recruited foot soldiers was to fight misinformation already spread by opposition parties against the ruling party.
The Minister, who was a two-term Governor of Lagos, took a swipe at the gubernatorial candidate of the main opposition party, Peoples Democratic Party (PDP), in Lagos, describing him as “inexperienced cameraman” who lacked knowledge about governance.
Fashola said: “Someone who worked as a backup cameraman during my time as Governor has been going all out to discredit our party. He thought he had acquired the knowledge to govern a State as big as Lagos because he operated a camera for eight years. I went through tutelage and I was trained to do the job…
“To be a Governor in Lagos, you need experience. I did the job for eight years and part of what helped me was being a Chief of Staff to a Governor. Even then, that was not enough. So, just following a Governor as a cameraman, watching me for eight years and you think you have enough capacity to be a Governor? You are not ready.”
The Minister listed reasons why Lagosians must keep their faith with APC, noting that all the inter-state highways connecting Lagos and neighbouring States were left in worse condition by the PDP-led government in 16 years. He said the APC government was on the verge of commissioning Lagos-Ibadan Expressway, and delivering Lagos-Badagry Highway.
Fashola added that the metropolitan fibre network being laid across Lagos by the Sanwo-Olu administration was being developed to position the State for technological advancement, saying Lagos would be the smartest city in this sub region when the project is completed.
He said: “This election is not about whether we will beat them or not; it is about by what margin we will win. Our tool is about PVC, while our path to victory is our votes.”
Speaking at the event, Deputy Governor Obafemi Hamzat, said the presidential election would not be about sentiment but empirical facts on the track records of the contenders.
He urged the foot soldiers to percolate all communities in Lagos and spread the message of APC.
“We must educate young voters about the situation the country was in before APC took over and the progress we have recorded,” Hamzat said.

Okitipupa, the headquarters of Okitipupa Local government stood still for Dr.Jimoh Ibrahim. CFR on Thursday, February 9, 2023 as the purveyor of Aseyori Strategy and his campaign team arrived the Government Field Okitipupa, where members of APC in both Okitipupa wards 1 and 2 had gathered to listen to the APC Senatorial hopefull as well as collect the Aseyori welfare packs which was transported to the rally in lorry load.
Over 40 , 000 residents across the two wards thronged the Government Field where Dr Jimoh Ibrahim, Princess Oladunni Odu and other Ondo South strong party men and women were in attendance.
Dr. Ibrahim noted that Okitipupa has continued to play prominent role in the evolution of Ikaleland right from when it had been the headquarters of the defunct Okitipupa division.
Ibrahim said he was excited to see such huge number of people coming out, adding that Okitipupa holds a pride of place in his heart.
He said he would move the Senate to pay the needed attention to Ikale, Ilaje, Apoi in the 10th Senate, stressing that he has a mandate for going to the senate, which is to bring development to Ondo South, hence his reaching to people of likes mind to believe in him and make his desire for the development of Ondo South possible by voting for him come February, 25.
The Secretary to Ondo State Government, SSG, Princess Oladunni Odu at the rally said Okitipupa people know on which side their bread is buttered and who can better their lot in the Senate, hence the need for them all to vote for Dr Jimoh Ibrahim for the Senate.
The first female Secretary to the Government of Ondo State noted further that the Ondo South electorate should vote for Asiwaju Bola Tinubu for President, Dr Jimoh Ibrahim for Senate and should remember to vote APC across all the elective offices on election day.

TEXT OF A PRESS CONFERENCE BY GOVERNOR BABAJIDE SANWO-OLU ON THE FUEL SHORTAGE AND CURRENCY CRISIS

My dear Lagosians,
I have found it necessary to address you today, following some event in our dear country. The currency exchange and the fuel situation have, no doubt, raised the tension in the land.
First, is to thank you, dear Lagosians, for your patience and understanding in the face of hardship that you have experienced in recent days. Your resilience has been remarkable.
On behalf of the Executive Council, I thank you most sincerely for standing firm, demonstrating your confidence in our ability to protect your interest in these difficult days.
We have taken some steps to cushion the effects of these measures that were announced at the Federal level but with telling effects on States.
There have been talks between the State Government and the Nigerian National Petroleum Corporation Limited (NNPCL) on the lingering fuel shortage.
NNPCL demanded Ijegun Egba tank owners and operators unhindered access to the tank farms where about 40 per cent of petroleum products come from. We have been able to do that by rearranging the timing of the work on the Buba Marwa Road, the dual carriageway that leads to the tank farms. The road is over 50 per cent completed. Now, you would have noticed some improvement in the supply of petroleum products.
Also, we have given approval for 24 hours work at petrol stations around the State.
The CBN currency exchange deadline has, no doubt, caused some dislocation. Lagos is Nigeria’s business and financial engine-room. So, we have recently felt the effects of this measure.
Thankfully, the Supreme Court has made some pronouncements on this. I praise the Judiciary for its wise ruling on this matter.
To further support Lagosians to weather these stormy days, I hereby announce the following measures:
A 50% cut in fares on all our BRT buses, LAGRIDE taxi-scheme, First Mile and Last Mile buses, and Lagos Ferry Services (LAGFERRY). This will take effect from tomorrow for the next seven days.
We will push out more Cowrie Cards to enable more Lagosians get onboard our services.
I have directed that food banks be set up in various parts of the State to cater for the vulnerable. We will distribute food stuff to various communities.
I would like to thank our security agencies (the Military, the Department of State Services, the Police, the Civil Defence and Neighbourhood Watch) for their service and diligence in these days.
I would also like warn mischief makers who may see this as an opportunity to incite violence that this is not the way to go. I enjoin every law-abiding citizen to go about their lawful business without fear.

CASH SHORTAGE: SANWO-OLU APPROVES 50% REDUCTION ON PUBLIC TRANSPORT, CREATES FOOD PALLIATIVE FOR VULNERABLE LAGOSIANS

Following nationwide tension caused by persistent fuel shortage and the debacle of currency exchange by the Central Bank of Nigeria (CBN), Lagos State Government has announced palliative measures to cushion effects of the crises on residents.
Governor Babajide Sanwo-Olu, on Wednesday, directed 50 per cent fare reduction in all State-owned transportation services, effective Thursday.
Passengers using BRT buses, LAGRIDE taxi-scheme, First Mile and Last Mile buses, and Lagos Ferry Services (LAGFERRY) will enjoy the palliative for the next one week, using their Cowry Cards.
The Governor also gave express permission to all fuel stations operating within Lagos to commence 24-hour operations to allow residents buy fuel without having to stay in queues for hours.
The controversy over the CBN currency exchange deadline, Sanwo-Olu said, has had dislocation effect on Lagosians, limiting their access to cash for daily transactions and making their means of sustenance difficult.
The Governor announced establishment of food banks in various parts of the State for distribution of food items to vulnerable families hit by the lingering crisis.

Sanwo-Olu disclosed that the State Government had suspended the ongoing construction work on Buba Marwa Road, the dual carriageway leading to tank farms in Ijegun Egba from where 40 percent of petroleum products are transported to other parts of the country.
The Governor said the road, which is about 50 per cent completed, will give unhindered access to petrol tankers to transport products to filling stations, thereby increasing supply of petroleum products.
He said: “There have been talks between the State Government and the Nigerian National Petroleum Corporation Limited (NNPCL) on the lingering fuel shortage. The Governor also commended security agencies, including the Military, Department of State Services, the police, Civil Defense and Neighbourhood Watch, for being proactive and on alert to protect law-abiding residents.
He warned criminals and mischief makers, who may want to exploit the situation as an opportunity to incite violence, saying any attempt by criminally-minded individuals to breach the peace in Lagos would be counterproductive.

President Muhammadu Buhari Monday in Katsina State pledged full support for Presidential Candidate of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, calling on the Emir of Katsina, Abdulmumini Kabir Usman and Emirate Council to mobilise for the political leader.
“We are here to present our candidate, Asiwaju Bola Ahmed Tinubu,” the President said during a courtesy call in the palace.
“Asiwaju has been chosen by our party, and we are fully in support of his candidature, and we will work for his victory at the polls,” he said.
President Buhari used the occasion of the visit to personally condole the leaders and citizens of the state following the recent terrorist attack on vigilantes in Bakori Local Government area of the state, in which many lives were lost.
President Buhari said his administration will continue to listen to wise counsels from experts, traditional rulers and political leaders on the economy, and will adopt best practices in safeguarding the interest of the people.
“I hope citizens of the country, and indigenes will remember what the Governor of Katsina State, and the Emir of Katsina said about the polity, and situation in the country. I will not want to add more,” he said.
In his remarks, Governor Aminu Bello Masari had commended the President for introducing a social security structure that directly impacted the lives of citizens, with direct transfer of funds to people, and a school feeding programme that encouraged more children to enroll.
“The President has approved more than N38 billion that went straight to improve the lives of citizens here, and we saw the difference.
“He didn’t put money in the hands of the rich and privileged so that they could undermine the poor and vulnerable. He reached out directly.
“The President has worked for the interest of the country and citizens. We cannot compare the opportunities he got with the previous administrations. And yet, we can see the difference in terms of results in infrastructure, and growth of the economy.
“It is unfair and uncharitable to compare someone who was given a N1000 with another person that got a N100. Yet, you can see the result” he added.
The Governor expressed sympathy to families of vigilantes who were ambushed and slain by
terrorists.
“The terrorists have behaved like animals. And animals are even better than them in many ways. Animals will only kill their kin when hungry, but terrorists have slain without purpose,” Masari noted.
The Governor said the ambush and killing of vigilantes in the state will be investigated, and those involved will face the law.
The Governor urged citizens to avoid politicians that have been flagging the ethnic and religious cards.
“Our God is a God of wisdom and superior power. If he wanted the entire world to be called Katsina, he would have done so. If God wanted all citizens black, white or red, he would have done so. He created a diverse world, and we must respect that,” he said.
Governor Masari presented the APC presidential candidate to the Emirate, noting that his record of service in Lagos State, and the nation remains commendable.
“Lagos State had a poor security record, with cases of attacks, robberies and dead bodies on streets, until Asiwaju took over leadership in 1999.
“The state has been transformed, with infrastructure and earned a reputation as one of the fastest growing cities in the world. The state is now a centre of excellence because of the vision of the APC presidential candidate, ” Masari added.
The APC presidential candidate condoled with President Buhari, Governor Masari and the Emirate Council over the terrorist attacks, promising that loved ones will be catered for, and efforts will be made to apprehend the masterminds of heinous crimes in the country.
“We will not forget them. We will not forget their children and the parents left behind. No leader will be happy to see citizens slaughtered or hear of it. It is sad, painful and tortuous,” the presidential candidate said.
Asiwaju Tinubu said the peace and stability of the nation remains a collective responsibility.
“Thank you for the prayers and support. You promised to be behind the President like a rock of gibraltar and you have done so. The President brought me here, and he has brought me home.
“I can say welcome home, because I am at home here,” he stated.
Asiwaju Tinubu thanked the Emirate Council for their support to the President, assuring that he will continue with the same legacy of discipline and fairness, when elected to office.
The Emir of Katsina thanked President Buhari for presenting the APC candidate to the Emirate Council and citizens of Katsina, assuring that they will pray and mobilize for victory at the polls.

The All Progressives Congress, APC, Presidential Road Show and programs of celebration were canceled in Katsina on Monday in the wake of the tragedy in Bakori Local Government where terrorists ambushed an army of vigilantes and eliminated many of them.
The mega rally in which the President, Muhammadu Buhari and the APC flag bearer in the Presidential contest, Asiwaju Bola Ahmed Tinubu, were star attractions was tamed as speaker after speaker took to the microphone to express sorrow over the tragic killings.
President Muhammadu Buhari led leaders, members and Presidential Candidate of the APC in vilifying the evil of terrorism that has deprived many of loved ones, while prodding citizens to continue working collectively for the good of the state, and nation.
At a state and national rally of the APC held at the Muhammadu Dikko Stadium, President Buhari presented the flagbearer of the party for the Presidency, Asiwaju Tinubu, and Governorship Candidate of the state, Dr Dikko Umar Radda, to indigenes and residents.
In his remarks, Governor Masari, who called for special prayers for repose of the souls of slain indigenes, more recently some vigilantes, thanked the APC Presidential Candidate for donating N100,000, 000 (Hundred million naira) to the families of all those who were affected by the attacks.
“Leadership is not a joke. We should pray and support our leaders. The choice before us in the forthcoming elections is between light and darkness. We have a choice to move our state, and nation, or take it backwards.
“Separate yourselves from liars and jokers. We have seen this people and we know them; they gather people and deceive them. We would not be dealing with Boko Haram and bandits today if they had provided the right leadership in the past,’’ he said.
The Governor said the APC was committed to rebuilding all that the Peoples Democratic Party (PDP) had destroyed.
The APC National Chairman, Abdullahi Adamu, said the party would continue on the path of patience and steadfastness in growing the state and the nation.
“We are, indeed, in very peculiar times. We are facing many challenges that require wisdom, patience and steadfastness to overcome,’’ he added.
In his remarks, the Presidential Candidate of the APC condoled with President Buhari, Governor Masari over the attacks in Bakori local council.
“Yesterday, we discussed whether we should continue or cancel the rally. If we had cancelled, they will appear to have achieved their aim.
“Nothing happens in life without the will of the Almighty Allah. We will continue with our rallies, and ignore the killers. They have committed a heinous crime before God and against humanity. No religion or society will tolerate killing of the innocent.
“We share in the pain, and sorrow of loss. Only Allah can soothe the pains of the widows and widowers, and all the loved ones. The killers have not won, and they will never win. The wicked shall perish. We will defeat the troublers of Nigeria,’’ he said.
Asiwaju Tinubu said President Buhari abhors violence, unfairness and injustice, and would not tolerate the mayhem by the terrorists.
“President Buhari will never harm anyone. He wants peace, protection of citizens and progress. We will work with the President. He is a progressive leader.
“We will never allow the Poverty Development Party to return to power,’’ he added.
The Director General of the APC Presidential Campaigns and Governor of Plateau State, Simon Lalong, urged Katsina indigenes to continue their support for the governing party, while commiserating with families of the vigilantes.

PRESIDENT BUHARI LAUNCHES 2ND COUNTRY REVIEW REPORT, SAYS PEER REVIEW GOOD FOR STRONG LEADERSHIP IN AFRICA
President Muhammadu Buhari on Tuesday in Abuja called on member states of African Union (AU) to imbibe the culture of peer review and peer to peer learning for proactive and strong leadership in the continent.
The President made the appeal at the launch of the Second Country Review Report (CRR) and the National Programme of Action (NPoA) of Nigeria.
He expressed delight that electoral, pension, tax and monetary policy reforms undertaken by his administration have received high commendations from African policy experts, who have also recommended that such best practices are worthy of emulation.
He explained that his commitment to the Second Review of Nigeria was borne out of his ‘‘undiluted resolve to entrench democracy, and quality leadership in all aspects of governance, and further ensure that Nigeria does not lag behind other nations.’’
Describing the document as important to Nigeria as a country built on true Federalism and good governance, the President directed Ministries, Departments and Agencies to implement the report.
He noted that the Report would strengthen the implementation of African Union Agenda 2063, the strategic framework for the socio-economic transformation of the continent over the next 50 years.
‘‘It comes with a strong mandate on New Partnership for Africa’s Development (NEPAD) and African Peer Review Mechanism (APRM), especially now that the continent is gearing towards the implementation of the Second Ten Year Development Plan to consolidate and seek the acceleration of better society,’’ he said.
President Buhari pledged that Nigeria would continue to support Africa’s renewal and rebirth in line with the collective commitment to the principles and guidelines of the APRM in order to consolidate Africa’s path to healthy democracy, sustainable growth and development.
‘‘As a Government, we are proud of the steady progress being made in the country as stated by the Report and will continue to support the APRM Process and to ensure adequate monitoring and evaluation of the Report implementation.”
He, therefore, directed the relevant Agencies to coordinate the proper use of the Report, adding that it should be institutionalized at the Learning Centres for academic work and archived for future references.
President Buhari recognised the pragmatic role of the Panel of Eminent Persons of the African Peer Review Mechanism, led by Dr. Abdoulie Janneh, who doubles as the Nigerian lead panelist and the entire team members who in one way or the other lent their helping hands for the successful conduct.
‘‘I am very much aware of the five pillars of APRM: Democracy and Political Governance, Economic Governance, Socio-Economic Governance, Corporate Governance and Cross-Cutting Issues which are the nucleus of good governance and upon which the Second Review was conducted.
‘‘This process has further strengthened the values and gains of our democracy so far, while reporting on the gaps of which most of this administration’s reforms and policies including the Executive Orders signed into law are poised to address.
‘‘I am aware of the high commendations of Nigerian best practices worthy of emulation such as: Electoral Reform; Pension Reform; Tax Law Reform; Digitalization of Performance Management System; Judiciary Reform; Institutionalization of corporate governance; Monetary policy Reform and Fight Against Corruption.’’

As rites of passage begin for the departed, the President urges the family to take heart, and be comforted by the good life lived by a dutiful wife who was married to her husband for over 48 years, and the godly upbringing she gave her children.
He also says the good testimonies that trail Dame Adebutu should encourage the family to keep her good works going, so that her memory will remain evergreen.
President Buhari encourages Sir Adebutu, the widower, to be particularly thankful for the gift of a dutiful wife, who will continue to live in the hearts of all those who knew her, because of her good works.

SERAP sues Lawan, Gbajabiamila ‘over failure to cut unlawful N228.1bn NASS budget’
Socio-Economic Rights and Accountability Project (SERAP) has filed a lawsuit against the Senate President, Dr Ahmad Lawan and Speaker of House of Representatives, Mr Femi Gbajabiamila over their “failure to cut the unlawful National Assembly budget of N228.1bn, including the N30.17bn severance payments and inauguration costs for members.”
The suit followed the move by the National Assembly to increase its 2023 budget from N169bn proposed by President Muhammadu Buhari to N228.1bn. The approved budget shows an increase of about N59.1bn. The country’s budget of N21.83tn is based on a N10.49tn revenue, and N11.34tn deficit.
In the suit number FHC/ABJ/CS/152/2023 filed last Friday at the Federal High Court in Abuja, SERAP is seeking: “an order of mandamus to direct and compel Dr Lawan and Mr Gbajabiamila to review and reduce the budget of N228.1bn the leadership and members of the National Assembly allocated for their own benefit.”
SERAP is also seeking: “an order restraining and stopping Ms Zainab Ahmed, Minister of Finance, Budget and National Planning from releasing to the National Assembly the budget of N228.1bn, until an impact assessment of the spending on access to public goods and services and the country’s debt crisis, is carried out.”
SERAP is also seeking: “an order restraining and stopping Dr Lawan and Mr Gbajabiamila from demanding or collecting the National Assembly budget of N228.1bn, until an impact assessment of the spending on access to public goods and services and the country’s debt crisis, is carried out.”
In the suit, SERAP is arguing that: “It is a grave violation of the public trust and constitutional oath of office for the members of the National Assembly to increase their own budget at a time when some 133 million Nigerians are living in poverty.”
According to SERAP: “The National Assembly budget of N228.1bn is higher than the statutory transfer to the Universal Basic Education Commission (UBEC), which is N103.3bn.”
SERAP is arguing that, “The increase is unreasonable, as it would substantially increase the cost of governance, and exacerbate the country’s debt crisis. It is unlawful, and unfair to the Nigerian people.”
SERAP is also arguing that, “Cutting the National Assembly budget would reduce the growing budget deficit, address the unsustainable debt burden, and serve the public interest.”
SERAP is arguing that, “by increasing its own budget, the National Assembly has unjustifiably and disproportionately reduced the budget for the Universal Basic Education Commission (UBEC).”
SERAP is also arguing that, “This is a travesty, especially given that Nigeria currently has over 20 million out-of-school children, and half of all poor people in the country are children.”
The suit filed on behalf of SERAP by its lawyers Kolawole Oluwadare and Ms Atinuke Adejuyigbe, read in part: “The budget should reflect national development priorities, and not serve as a tool to satisfy the lifestyle of lawmakers or provide them with severance payments or parting gifts.”
“Rather than exercising its oversight functions to check the persistent borrowing by President Muhammadu Buhari, and scrutinising the apparently unlawful overdrafts and loans obtained by the Federal Government from the Central Bank of Nigeria, the National Assembly is increasing its own budget.”
“The increase in the National Assembly budget, including the unnecessary proposed spending of N30.17bn on ‘severance payments’ and ‘inauguration expenses’ is a fundamental breach of the Nigerian Constitution of 1999 [as amended] and the country’s international human rights obligations.”
“It is unjustifiable and unreasonable for the National Assembly to arbitrarily increase its own budget when the Federal Government and many of the 36 states are clearly in debt distress or at high risk of debt distress.”
“The National Assembly budget of N228.1bn would increase the country’s borrowing and debt crisis. Growing debt burdens and debt repayment difficulties will have negative impacts on the ability of poor and vulnerable Nigerians to enjoy basic socio-economic rights.”
“Long-term unsustainable debt can be a barrier to the government’s ability to mobilize resources for human rights, and may lead to taxes and user fees that impact negatively on poor and vulnerable Nigerians.”
“The leadership and members of the National Assembly ought to properly discharge their constitutional and fiduciary duties to Nigerians by ensuring judicious spending of public funds, especially given the current economic and financial realities of Nigeria.”
“Nigerians have a right to honest and faithful performance by their public officials including lawmakers, as public officials owe a fiduciary duty to the general citizenry. All those who hold the strings of political power and power over spending of Nigeria’s commonwealth ought not to use their entrusted position for personal gain.”
“Section 14(2)(b) of the Nigerian Constitution of 1999 [as amended] provides that, ‘the security and welfare of the people shall be the primary purpose of government.”
“Under Section 16(1)(a)(b), the National Assembly has the obligations to ‘harness the resources of the nation and promote national prosperity and an efficient, a dynamic and self-reliant economy’, and to ‘secure the maximum welfare, freedom and happiness of every citizen.’”
“Section 81 of the Nigerian Constitution makes clear that it is the constitutional responsibility of the President to prepare and present estimates of the revenues and expenditure of the country before the National Assembly and not for the lawmakers to unilaterally and arbitrarily allocate public funds to themselves.”
“Nigeria has also ratified the African Charter on Human and Peoples’ Rights and the International Covenant on Economic, Social and Cultural Rights, which recognize legally enforceable economic and social rights, such as the rights to education, health, safe food and clean water, security, and shelter.”
“Section 51 of the Fiscal Responsibility Act provides that, ‘a person shall have legal capacity to enforce the provision of this Act by obtaining prerogative orders or other remedies at the Federal High Court, without having to show any special particular interest.’”
Joined in the suit as Defendants are President Muhammadu Buhari; the Attorney General of the Federation and Minister of Justice, Abubakar Malami, SAN; and the Minister of Finance, Budget and National Planning, Zainab Ahmed.
No date has been fixed for the hearing of the suit.

Ndoma-Egba Hails Prince Otu’s Appeal Court Victory
Former Senate Leader, Senator Victor Ndoma-Egba, SAN, has hailed the ruling of the Appeal Court, dismissing the suit instituted by the Peoples Democratic Party (PDP) and Senator Sandy Onor, the party’s candidate for the 2023 Cross River State governorship election, seeking the disqualification of the All Progressives Congress (APC) standard-bearer, Senator (Prince) Bassey Otu.
The legal luminary and ardent supporter of Otu’s guber ambition said the judgement was not unexpected as, according to him, there is no ambiguity in the law regarding the fact that a non-member of a political party has no locus standi to meddle into the affairs of the party and challenge what happens therein.
“The Court of Appeal verdict dismissing the case filed against the APC governorship candidate in Cross River State by the PDP and its candidate was a welcome development. The judgement was not unexpected because the law is clear. The law is very clear. And so, we expected nothing less. If you are not a member of a political party, you don’t have the right to complain of what transpires in the party. For us, this is another irritation out of the way of victory for Prince Bassey Otu come March 11, 2023,” Ndoma-Egba stated.
Onor and PDP had appealed the judgement of the lower court that threw out the suit seeking the disqualification of Otu, the APC guber flag bearer and his running mate, Rt. Hon. Peter Odey, on the grounds that Odey apart from not being a member of the APC was also a British citizen.
In a unanimous decision by the three justices of the Appellate Court, R.C Agbo, O.F Omoleye and B.B Aliyu, Justice O.F. Omoleye who delivered the judgement on behalf of others submitted that “The domestic affairs of a political party is an internal issue of that political party and the court will not dabble into the internal affairs of any political party.
“The issue of leadership and membership of political parties is an internal affair of a political party and the court will not interfere in it. The court therefore, cannot be dragged into the internal issue of if the 3rd defendant (Rt. Hon. Peter Odey) is a member of the 1st defendant (APC) or not. This therefore means that the action of the Appellants (Onor and PDP) is not justiceable. This matter is therefore struck out for lacking in merit and a cost of N500, 000 awarded against the Appellants.”
Prince Otu, believed to be the leading guber candidate in Cross River, was a member of the Green Chamber from 2003 to 2011, and represented Cross River South in the Red Chamber between 2011 and 2015, during which, he occupied different committee chairmanship positions, made valuable inputs to debates on national issues and meaningfully affected the lives of the people of his constituency with the execution of several projects and empowerment programmes

Mr President, on behalf of the honourable Minister of State, Works and Housing, the Permanent Secretary and all the directors and members of staff of the Ministry of Works and Housing, I welcome you to the site of the Federal Secretariat Complex in Lafia, Nasarawa State and say with pride that we delivered on your mandate.
I also wish to state that we did not do it alone. It has taken the effort of an entire village to complete this project.
Members of this village include my colleagues in the Federal Executive Council, who voted for this project to be resurrected and completed, the Chairmen of the Senate and House committees on Housing and their members who oversighted the project and the National Assembly as a whole who approved the budget.
Other prominent members of that village include various permanent secretaries and directors of public building in a ministry who kept faith and pushed against the odds.
The village was large enough to accommodate the state Government actors to work with Federal Government actors; and the Governors of Nasarawa State from H.E Tanko Almakura and later, Engr. Abdullahi Sule, the incumbent Governor, deserve acknowledgement and commendation for their contributions and support.
The peaceful environment provided by the people of Nasarawa enabled the private sector, through our contractor, Messrs Faplins Nigeria Limited to operate within our village of development.
Interestingly, the Company is owned by one Chief Linus Ukachukwu, M.O.N, a leading light of the main opposition party in Anambra State.
Although your emergence as President threw Chief Ukachukwu’s party out of Government, you did not throw Chief Ukachukwu out of business.
Mr. President, distinguished ladies and gentlemen, the fulfilment of your mandate has delivered, a built-up area of 6,756 m2 of 402 offices, 300parking spaces on 10.9 hectares of land.
In the process, 172 persons were indirectly employed and engaged during the construction process. The furniture was produced in Nigeria by an indigenous contractor in conformity with your Executive Order No. 5 aimed at promoting local content.
Since the completion, we have engaged a firm of facility managers to undertake scheduled and preventive maintenance in the spirit of Executive Order No.11 for the promotion and development of the maintenance economy, as part of our job creation and prosperity initiative to lift people out of poverty.
I am able to report that the maintenance economy is also spreading across Nigeria because we have, in addition to rehabilitating 28 existing federal secretariats, employed facility managers for them and each facility manager now employs at least 40 members in sustainable long-term jobs which were not available before the maintenance programme commenced.
Mr. President, my team and I are grateful for the privilege and opportunity to serve in this capacity and for your support throughout the period.

LAGOS, FIRS SIGN JOINT TAX AUDIT AGREEMENT
- Sanwo-Olu: ‘Collaboration to check double taxation, widen tax base’
Lagos State Government has sealed a bilateral agreement with the Federal Government to harmonise tax administration, raise system efficiency and proffer solution to challenges of multiple taxation.
Governor Babajide Sanwo-Olu, on Monday, presided over a ceremony where Federal Inland Revenue Service (FIRS) and Lagos State Inland Revenue Service (LIRS) signed a Memorandum of Understanding (MoU) to establish a joint tax audit system that will address duplication of efforts and facilitate exchange of data that are relevant to enforcement of extant tax laws.
Minister of State for Finance, Mr. Clem Agba, witnessed the agreement signing event held the State House in Marina, which also had Commissioner for Finance, Dr. Rabiu Olowo, Lagos Attorney General, Mr. Moyosore Onigbanjo, SAN, Commissioner for Economic Planning and Budget, Hon. Sam Egube, and Commissioner for Information and Strategy, Mr. Gbenga Omotoso, in attendance.
Aside from offering joint jurisdiction in tax audit and bringing about an integrated system of tax compliance, the scope of the MoU also empowered both tax authorities to exchange information sourced under International Tax Treaties in line with global protocols, while creating a common tax collection platform to eliminate double taxation.
Sanwo-Olu described the collaboration as “epoch-making”, noting that the conversation for the harmonization of the two agencies’ mandates started about a year ago, based on the need to forge a common front in widening the tax net to raise the country’s tax to GDP ratio.
The Governor observed that Nigeria had maintained an unimpressive tax to GDP ratio of between 6 to 8 per cent, despite the yearly record-breaking turnovers by both FIRS and LIRS. This, he said, has mounted pressure on the nation’s resources and created an imbalance in Government’s expenditure. Sanwo-Olu said Nigeria must operate at the same level with other nations within sub-Saharan Africa doing between 14 and 15 per cent in tax to GDP ratio in order to support the Government’s development programmes and improve accountability.
He said: “We have just witnessed an epoch-making ceremony between the Federal Inland Revenue Service and Lagos Inland Revenue Service. This collaboration did not just happen by chance; it is a conversation we started about a year ago with the chairman of FIRS when both parties reviewed their successes and limitations. It was clear there was a need for a relationship to be consummated. Both FIRS and LIRS have been breaking records of their tax collection and administration yearly, but this is not enough. We have an unimpressive tax to GDP ratio, which ranges between six and eight per cent; this is totally unacceptable.
“Studies have shown that there would be better service delivery to the citizens and improvement in efficiency of tax collection when the two agencies work together. The cost of tax collection would be reduced, we would see better customer satisfaction and more resources would be generated for the Government to deliver more dividends of democracy. For us as a State, we are humble by this collaborative effort and we believe our citizens will be the ultimate beneficiaries of this initiative. The MoU is in the best interest of the public, as it affirms the reason why we need to come together and strengthen the cordial working relationship between the two agencies.”
Sanwo-Olu said the bilateral agreement was initiated not to overburden tax-paying citizens, stressing that the objective was to widen the tax base and bring more people to equitability. With a sustainable tax administration system, the Governor said more resources would accrue to the Government to reduce social burden and take care of the vulnerable.
The Governor observed that the sizes of Lagos’s budget were significantly lesser than what the State should be appropriating. He said the market study indicated a N5 trillion budget benchmark for the State, given the size of the State economy’s GDP. With the collaborative effort, Sanwo-Olu said Lagos may have been on the right track to raise its budget level to what it should be.
He said: “Our Government will continue to raise the bar, so that we can do a lot more with more resources. This collaboration is not to overburden our citizens; it is to widen the tax base and bring people to equitability. This will reduce social burden, because we would have enough resources to take care of the vulnerable.
“This collaboration is a win-win for both agencies and our citizens. It means the Government can do a lot more for the residents and provide resources to take care of their needs in health, in education, safety and security, and in everything that makes life meaningful to our people. We are set to remove red tape in the entire tax administration. This is another beginning for a mutually beneficial relationship between FIRS and LIRS.”
Agba said the dwindling oil revenue necessitated the need to expand the nation’s tax base to fund development projects. The minister said duplication of efforts by both agencies would lower the efficiency of both Lagos and Federal governments in resource generation, while limiting both parties to collect tax.
The collaboration, the minister said, would not short-change each party, but rather bolster the parties to raise finance to bridge infrastructure gap in their respective domains.
FIRS chairman, Mr. Mohammed Nami, said the MoU would help both agencies to build capacity in respective areas of specialisation while helping Lagos and Federal governments to raise revenues for projects and development programmes.
“We will work together as a team during the investigation and have an automatic exchange of information. With this, we will be able to carry out our mandate seamlessly. As part of the joint operation, we will be able to implement presumptive tax as far as issues of tax administration are concerned,” Nami said.
LIRS chairman, Mr. Ayo Subair, said the collaboration would bring about quick solutions to tax disputes and incidents, thereby creating seamless reconciliation of issues. He listed other expectations to include reduced administration costs for both tax authorities and the elimination of hiding places for recalcitrant taxable persons and entities.

Rivers PDP 2023 Election Campaign Council Faults Allegation By Atiku’s Supporters
The Director-General of Rivers State Peoples Democratic Party, (PDP) Campaign Council, Bro Felix Obuah has dismissed as hollow and baseless the allegation by Atiku’s supporters in the state against Governor Nyesom Wike as the mastermind of the arrest of some members of the group by the police.
Bro. Obuah who picked holes in the allegation said the statement contradicted itself with the differing positions of the spokesman for the group, Victor Moses and the spokesman of the PDP Presidential Campaign Council in the State, Leloonu Nwibubasa who denied knowledge of the incident to a news outlet in Port Harcourt.
This shows, according to the PDP 2023 Election Campaign Council that the reason for the police arrest if there was any arrest at all, could be personal and had nothing to do with politics let alone involving the Executive Governor of the State who could not descend so low to get involved in infantile campaign groups.
Bro. Obuah, the immediate State PDP Chairman and frontline politician in Rivers State described as unfortunate the evolving culture of drawing attention to unfounded issues and inconsequential persons by mentioning the name, and pointing accusing fingers at the person of the Governor simply to make news.
He however, expressed joy that the security operatives and law enforcement agencies are not lost to this misnomer and will always bring their professional expertise to bear in handling such matters.
Bro. Obuah also warned those in this habit of fomenting trouble in the state for whatever motives to note that misinformation and disinformation remain a serious offence and breach of the Nigerian law.

Following nationwide tension caused by persistent fuel shortage and the debacle of currency exchange by the Central Bank of Nigeria (CBN), Lagos State Government has announced palliative measures to cushion effects of the crises on residents.
Governor Babajide Sanwo-Olu, on Wednesday, directed 50 per cent fare reduction in all State-owned transportation services, effective Thursday.
Passengers using BRT buses, LAGRIDE taxi-scheme, First Mile and Last Mile buses, and Lagos Ferry Services (LAGFERRY) will enjoy the palliative for the next one week, using their Cowry Cards.
The Governor also gave express permission to all fuel stations operating within Lagos to commence 24-hour operations to allow residents buy fuel without having to stay in queues for hours.
The controversy over the CBN currency exchange deadline, Sanwo-Olu said, has had dislocation effect on Lagosians, limiting their access to cash for daily transactions and making their means of sustenance difficult.
The Governor announced establishment of food banks in various parts of the State for distribution of food items to vulnerable families hit by the lingering crisis.
He said: “I have found it necessary to address the good people of Lagos, following some event in our dear country. The currency exchange and the fuel situation have, no doubt, raised the tension in the land. I commend our dear citizens for your patience and understanding in the face of hardship that you have experienced in recent days. Your resilience has been remarkable. You stand firm in demonstration of your confidence in our ability to protect your interest in these difficult days.
“The current situation has had telling effects on States and we have taken some steps to cushion the effects on your wellbeing. To support you in weathering these stormy days, I hereby announce a 50 per cent cut in fares on all our BRT buses, LAGRIDE taxi-scheme, First Mile and Last Mile buses, and Lagos Ferry Services (LAGFERRY). This will take effect from tomorrow (Thursday) for the next seven days. We will push out more Cowry Cards to enable more Lagosians get onboard our services.
“I have also directed that food banks be set up in various parts of the State to cater for the vulnerable. We have identified stakeholders and organisations that will help distribute food stuff to the vulnerable people in various communities hit by the current situation. By this, we are not out to solve the entire economic crisis created by the currency swap programme, but we understand this is a difficult moment for vulnerable individuals. The relief will help until normalcy is restored.”
Sanwo-Olu disclosed that the State Government had suspended the ongoing construction work on Buba Marwa Road, the dual carriageway leading to tank farms in Ijegun Egba from where 40 percent of petroleum products are transported to other parts of the country.
The Governor said the road, which is about 50 per cent completed, will give unhindered access to petrol tankers to transport products to filling stations, thereby increasing supply of petroleum products.
He said: “There have been talks between the State Government and the Nigerian National Petroleum Corporation Limited (NNPCL) on the lingering fuel shortage. NNPCL demanded Ijegun Egba tank owners and operators’ unhindered access to the tank farms where about 40 per cent of petroleum products come from.
“We have been able to do that by rearranging the timing of the work on the Buba Marwa Road, the dual carriageway that leads to the tank farms. The road is about 60 per cent completed, but I have directed suspension of the construction work on the highway in order to improve supply of petroleum products.”
Sanwo-Olu hailed the Supreme Court for its pronouncement on the currency exchange crisis, stressing that the apex court’s “wise intervention” on the matter would help douse the nationwide tension.
The Governor also commended security agencies, including the Military, Department of State Services, the police, Civil Defense and Neighbourhood Watch, for being proactive and on alert to protect law-abiding residents.
He warned criminals and mischief makers, who may want to exploit the situation as an opportunity to incite violence, saying any attempt by criminally-minded individuals to breach the peace in Lagos would be counterproductive.

PRESIDENT BUHARI PAYS TRIBUTE TO HILDA ADEFARASIN
President Muhammadu Buhari condoles with the Adefarasins on the passing of the matriarch of the family, Mrs Hilda Adefarasin, at the ripe old age of 98.
The President recalls that the late Adefarasin’s passion for helping the vulnerable and less privileged which manifested early in her professional life as a Nurse, continued to resonate through her whole existence, using every resource at her disposal to further this worthy cause.
President Buhari notes that her roles as an activist and campaigner for the rights of women and their empowerment defined the National Council of Women Societies where she was President, among other positions, making the Council the most potent voice for women advocacy in Nigeria today.
The President urges the children, especially the Metropolitan Senior Pastor of House on the Rock, Pastor Paul Adefarasin, to build on the foundation laid by their mother in using their godly platforms to make positive impacts on humanity.

President Muhammadu Buhari Monday in Katsina State pledged full support for Presidential Candidate of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, calling on the Emir of Katsina, Abdulmumini Kabir Usman and Emirate Council to mobilise for the political leader.
“We are here to present our candidate, Asiwaju Bola Ahmed Tinubu,” the President said during a courtesy call in the palace.
“Asiwaju has been chosen by our party, and we are fully in support of his candidature, and we will work for his victory at the polls,” he said.
President Buhari used the occasion of the visit to personally condole the leaders and citizens of the state following the recent terrorist attack on vigilantes in Bakori Local Government area of the state, in which many lives were lost.
President Buhari said his administration will continue to listen to wise counsels from experts, traditional rulers and political leaders on the economy, and will adopt best practices in safeguarding the interest of the people.
“I hope citizens of the country, and indigenes will remember what the Governor of Katsina State, and the Emir of Katsina said about the polity, and situation in the country. I will not want to add more,” he said.
In his remarks, Governor Aminu Bello Masari had commended the President for introducing a social security structure that directly impacted the lives of citizens, with direct transfer of funds to people, and a school feeding programme that encouraged more children to enroll.
“The President has approved more than N38 billion that went straight to improve the lives of citizens here, and we saw the difference.
“He didn’t put money in the hands of the rich and privileged so that they could undermine the poor and vulnerable. He reached out directly.
“The President has worked for the interest of the country and citizens. We cannot compare the opportunities he got with the previous administrations. And yet, we can see the difference in terms of results in infrastructure, and growth of the economy.
“It is unfair and uncharitable to compare someone who was given a N1000 with another person that got a N100. Yet, you can see the result” he added.
The Governor expressed sympathy to families of vigilantes who were ambushed and slain by
terrorists.
“The terrorists have behaved like animals. And animals are even better than them in many ways. Animals will only kill their kin when hungry, but terrorists have slain without purpose,” Masari noted.
The Governor said the ambush and killing of vigilantes in the state will be investigated, and those involved will face the law.
The Governor urged citizens to avoid politicians that have been flagging the ethnic and religious cards.
“Our God is a God of wisdom and superior power. If he wanted the entire world to be called Katsina, he would have done so. If God wanted all citizens black, white or red, he would have done so. He created a diverse world, and we must respect that,” he said.
Governor Masari presented the APC presidential candidate to the Emirate, noting that his record of service in Lagos State, and the nation remains commendable.
“Lagos State had a poor security record, with cases of attacks, robberies and dead bodies on streets, until Asiwaju took over leadership in 1999.
“The state has been transformed, with infrastructure and earned a reputation as one of the fastest growing cities in the world. The state is now a centre of excellence because of the vision of the APC presidential candidate, ” Masari added.
The APC presidential candidate condoled with President Buhari, Governor Masari and the Emirate Council over the terrorist attacks, promising that loved ones will be catered for, and efforts will be made to apprehend the masterminds of heinous crimes in the country.
“We will not forget them. We will not forget their children and the parents left behind. No leader will be happy to see citizens slaughtered or hear of it. It is sad, painful and tortuous,” the presidential candidate said.
Asiwaju Tinubu said the peace and stability of the nation remains a collective responsibility.
“Thank you for the prayers and support. You promised to be behind the President like a rock of gibraltar and you have done so. The President brought me here, and he has brought me home.
“I can say welcome home, because I am at home here,” he stated.
Asiwaju Tinubu thanked the Emirate Council for their support to the President, assuring that he will continue with the same legacy of discipline and fairness, when elected to office.
The Emir of Katsina thanked President Buhari for presenting the APC candidate to the Emirate Council and citizens of Katsina, assuring that they will pray and mobilize for victory at the polls.
He appealed to the President to look into the challenges posed by currency swap, adding that the “pain of the people, should be the pain of leadership.”

APC CANCELS KATSINA ROAD SHOW, HOLDS SUBDUED RALLY IN WAKE OF BAKORI TRAGEDY

The All Progressives Congress, APC, Presidential Road Show and programs of celebration were canceled in Katsina on Monday in the wake of the tragedy in Bakori Local Government where terrorists ambushed an army of vigilantes and eliminated many of them.
The mega rally in which the President, Muhammadu Buhari and the APC flag bearer in the Presidential contest, Asiwaju Bola Ahmed Tinubu, were star attractions was tamed as speaker after speaker took to the microphone to express sorrow over the tragic killings.
President Muhammadu Buhari led leaders, members and Presidential Candidate of the APC in vilifying the evil of terrorism that has deprived many of loved ones, while prodding citizens to continue working collectively for the good of the state, and nation.
At a state and national rally of the APC held at the Muhammadu Dikko Stadium, President Buhari presented the flagbearer of the party for the Presidency, Asiwaju Tinubu, and Governorship Candidate of the state, Dr Dikko Umar Radda, to indigenes and residents.
In his remarks, Governor Masari, who called for special prayers for repose of the souls of slain indigenes, more recently some vigilantes, thanked the APC Presidential Candidate for donating N100,000, 000 (Hundred million naira) to the families of all those who were affected by the attacks.
“Leadership is not a joke. We should pray and support our leaders. The choice before us in the forthcoming elections is between light and darkness. We have a choice to move our state, and nation, or take it backwards.
“Separate yourselves from liars and jokers. We have seen this people and we know them; they gather people and deceive them. We would not be dealing with Boko Haram and bandits today if they had provided the right leadership in the past,’’ he said.
The Governor said the APC was committed to rebuilding all that the Peoples Democratic Party (PDP) had destroyed.
The APC National Chairman, Abdullahi Adamu, said the party would continue on the path of patience and steadfastness in growing the state and the nation.
“We are, indeed, in very peculiar times. We are facing many challenges that require wisdom, patience and steadfastness to overcome,’’ he added.
In his remarks, the Presidential Candidate of the APC condoled with President Buhari, Governor Masari over the attacks in Bakori local council.
“Yesterday, we discussed whether we should continue or cancel the rally. If we had cancelled, they will appear to have achieved their aim.
“Nothing happens in life without the will of the Almighty Allah. We will continue with our rallies, and ignore the killers. They have committed a heinous crime before God and against humanity. No religion or society will tolerate killing of the innocent.
“We share in the pain, and sorrow of loss. Only Allah can soothe the pains of the widows and widowers, and all the loved ones. The killers have not won, and they will never win. The wicked shall perish. We will defeat the troublers of Nigeria,’’ he said.
Asiwaju Tinubu said President Buhari abhors violence, unfairness and injustice, and would not tolerate the mayhem by the terrorists.
“President Buhari will never harm anyone. He wants peace, protection of citizens and progress. We will work with the President. He is a progressive leader.
“We will never allow the Poverty Development Party to return to power,’’ he added.
The Director General of the APC Presidential Campaigns and Governor of Plateau State, Simon Lalong, urged Katsina indigenes to continue their support for the governing party, while commiserating with families of the vigilantes.

PRESIDENT BUHARI LAUNCHES 2ND COUNTRY REVIEW REPORT, SAYS PEER REVIEW GOOD FOR STRONG LEADERSHIP IN AFRICA
President Muhammadu Buhari on Tuesday in Abuja called on member states of African Union (AU) to imbibe the culture of peer review and peer to peer learning for proactive and strong leadership in the continent.
The President made the appeal at the launch of the Second Country Review Report (CRR) and the National Programme of Action (NPoA) of Nigeria.
He expressed delight that electoral, pension, tax and monetary policy reforms undertaken by his administration have received high commendations from African policy experts, who have also recommended that such best practices are worthy of emulation.
He explained that his commitment to the Second Review of Nigeria was borne out of his ‘‘undiluted resolve to entrench democracy, and quality leadership in all aspects of governance, and further ensure that Nigeria does not lag behind other nations.’’
Describing the document as important to Nigeria as a country built on true Federalism and good governance, the President directed Ministries, Departments and Agencies to implement the report.
He noted that the Report would strengthen the implementation of African Union Agenda 2063, the strategic framework for the socio-economic transformation of the continent over the next 50 years.
‘‘It comes with a strong mandate on New Partnership for Africa’s Development (NEPAD) and African Peer Review Mechanism (APRM), especially now that the continent is gearing towards the implementation of the Second Ten Year Development Plan to consolidate and seek the acceleration of better society,’’ he said.
President Buhari pledged that Nigeria would continue to support Africa’s renewal and rebirth in line with the collective commitment to the principles and guidelines of the APRM in order to consolidate Africa’s path to healthy democracy, sustainable growth and development.
‘‘As a Government, we are proud of the steady progress being made in the country as stated by the Report and will continue to support the APRM Process and to ensure adequate monitoring and evaluation of the Report implementation.”
He, therefore, directed the relevant Agencies to coordinate the proper use of the Report, adding that it should be institutionalized at the Learning Centres for academic work and archived for future references.
President Buhari recognised the pragmatic role of the Panel of Eminent Persons of the African Peer Review Mechanism, led by Dr. Abdoulie Janneh, who doubles as the Nigerian lead panelist and the entire team members who in one way or the other lent their helping hands for the successful conduct.
‘‘I am very much aware of the five pillars of APRM: Democracy and Political Governance, Economic Governance, Socio-Economic Governance, Corporate Governance and Cross-Cutting Issues which are the nucleus of good governance and upon which the Second Review was conducted.
‘‘This process has further strengthened the values and gains of our democracy so far, while reporting on the gaps of which most of this administration’s reforms and policies including the Executive Orders signed into law are poised to address.
‘‘I am aware of the high commendations of Nigerian best practices worthy of emulation such as: Electoral Reform; Pension Reform; Tax Law Reform; Digitalization of Performance Management System; Judiciary Reform; Institutionalization of corporate governance; Monetary policy Reform and Fight Against Corruption.’’
National Coordinator/Chief Executive Officer, AUDA-NEPAD/APRM Nigeria, Princess Gloria Akobundu, said the launch of the report would pave the way for experience sharing, reinforcement of successful best practices in promoting good governance and sustainable development at the national, regional and continental level.

PRESIDENT BUHARI CONDOLES WITH SIR ADEBUTU KESSINGTON ON PASSAGE OF WIFE
President Muhammadu Buhari prays God’s comfort for businessman and philanthropist, Sir Kessington Adebutu, the Odole-Odua of The Source, over the death of his wife and matriarch of the family, Dame Caroline Oladunni Adebutu, aged 83 years.
As rites of passage begin for the departed, the President urges the family to take heart, and be comforted by the good life lived by a dutiful wife who was married to her husband for over 48 years, and the godly upbringing she gave her children.
He also says the good testimonies that trail Dame Adebutu should encourage the family to keep her good works going, so that her memory will remain evergreen.
President Buhari encourages Sir Adebutu, the widower, to be particularly thankful for the gift of a dutiful wife, who will continue to live in the hearts of all those who knew her, because of her good works.

The President affirms that the outstanding literary productivity Award for Okediran is culmination of a lifetime devoted to writing, noting that it will inspire many young writers in the country to literary excellence, knowing that Nigeria is blessed with some of the best brains in the world.

SERAP sues Lawan, Gbajabiamila ‘over failure to cut unlawful N228.1bn NASS budget’
Socio-Economic Rights and Accountability Project (SERAP) has filed a lawsuit against the Senate President, Dr Ahmad Lawan and Speaker of House of Representatives, Mr Femi Gbajabiamila over their “failure to cut the unlawful National Assembly budget of N228.1bn, including the N30.17bn severance payments and inauguration costs for members.”
The suit followed the move by the National Assembly to increase its 2023 budget from N169bn proposed by President Muhammadu Buhari to N228.1bn. The approved budget shows an increase of about N59.1bn. The country’s budget of N21.83tn is based on a N10.49tn revenue, and N11.34tn deficit.
In the suit number FHC/ABJ/CS/152/2023 filed last Friday at the Federal High Court in Abuja, SERAP is seeking: “an order of mandamus to direct and compel Dr Lawan and Mr Gbajabiamila to review and reduce the budget of N228.1bn the leadership and members of the National Assembly allocated for their own benefit.”
SERAP is also seeking: “an order restraining and stopping Ms Zainab Ahmed, Minister of Finance, Budget and National Planning from releasing to the National Assembly the budget of N228.1bn, until an impact assessment of the spending on access to public goods and services and the country’s debt crisis, is carried out.”
SERAP is also seeking: “an order restraining and stopping Dr Lawan and Mr Gbajabiamila from demanding or collecting the National Assembly budget of N228.1bn, until an impact assessment of the spending on access to public goods and services and the country’s debt crisis, is carried out.”
In the suit, SERAP is arguing that: “It is a grave violation of the public trust and constitutional oath of office for the members of the National Assembly to increase their own budget at a time when some 133 million Nigerians are living in poverty.”
According to SERAP: “The National Assembly budget of N228.1bn is higher than the statutory transfer to the Universal Basic Education Commission (UBEC), which is N103.3bn.”
SERAP is arguing that, “The increase is unreasonable, as it would substantially increase the cost of governance, and exacerbate the country’s debt crisis. It is unlawful, and unfair to the Nigerian people.”
SERAP is also arguing that, “Cutting the National Assembly budget would reduce the growing budget deficit, address the unsustainable debt burden, and serve the public interest.”
SERAP is arguing that, “by increasing its own budget, the National Assembly has unjustifiably and disproportionately reduced the budget for the Universal Basic Education Commission (UBEC).”
SERAP is also arguing that, “This is a travesty, especially given that Nigeria currently has over 20 million out-of-school children, and half of all poor people in the country are children.”
The suit filed on behalf of SERAP by its lawyers Kolawole Oluwadare and Ms Atinuke Adejuyigbe, read in part: “The budget should reflect national development priorities, and not serve as a tool to satisfy the lifestyle of lawmakers or provide them with severance payments or parting gifts.”
“Rather than exercising its oversight functions to check the persistent borrowing by President Muhammadu Buhari, and scrutinising the apparently unlawful overdrafts and loans obtained by the Federal Government from the Central Bank of Nigeria, the National Assembly is increasing its own budget.”
“The increase in the National Assembly budget, including the unnecessary proposed spending of N30.17bn on ‘severance payments’ and ‘inauguration expenses’ is a fundamental breach of the Nigerian Constitution of 1999 [as amended] and the country’s international human rights obligations.”
“It is unjustifiable and unreasonable for the National Assembly to arbitrarily increase its own budget when the Federal Government and many of the 36 states are clearly in debt distress or at high risk of debt distress.”
“The National Assembly budget of N228.1bn would increase the country’s borrowing and debt crisis. Growing debt burdens and debt repayment difficulties will have negative impacts on the ability of poor and vulnerable Nigerians to enjoy basic socio-economic rights.”
“Long-term unsustainable debt can be a barrier to the government’s ability to mobilize resources for human rights, and may lead to taxes and user fees that impact negatively on poor and vulnerable Nigerians.”
“The leadership and members of the National Assembly ought to properly discharge their constitutional and fiduciary duties to Nigerians by ensuring judicious spending of public funds, especially given the current economic and financial realities of Nigeria.”
“Nigerians have a right to honest and faithful performance by their public officials including lawmakers, as public officials owe a fiduciary duty to the general citizenry. All those who hold the strings of political power and power over spending of Nigeria’s commonwealth ought not to use their entrusted position for personal gain.”
“Section 14(2)(b) of the Nigerian Constitution of 1999 [as amended] provides that, ‘the security and welfare of the people shall be the primary purpose of government.”
“Under Section 16(1)(a)(b), the National Assembly has the obligations to ‘harness the resources of the nation and promote national prosperity and an efficient, a dynamic and self-reliant economy’, and to ‘secure the maximum welfare, freedom and happiness of every citizen.’”
“Section 81 of the Nigerian Constitution makes clear that it is the constitutional responsibility of the President to prepare and present estimates of the revenues and expenditure of the country before the National Assembly and not for the lawmakers to unilaterally and arbitrarily allocate public funds to themselves.”
“Nigeria has also ratified the African Charter on Human and Peoples’ Rights and the International Covenant on Economic, Social and Cultural Rights, which recognize legally enforceable economic and social rights, such as the rights to education, health, safe food and clean water, security, and shelter.”
“Section 51 of the Fiscal Responsibility Act provides that, ‘a person shall have legal capacity to enforce the provision of this Act by obtaining prerogative orders or other remedies at the Federal High Court, without having to show any special particular interest.’”
Joined in the suit as Defendants are President Muhammadu Buhari; the Attorney General of the Federation and Minister of Justice, Abubakar Malami, SAN; and the Minister of Finance, Budget and National Planning, Zainab Ahmed.
No date has been fixed for the hearing of the suit.

Ndoma-Egba Hails Prince Otu’s Appeal Court Victory
Former Senate Leader, Senator Victor Ndoma-Egba, SAN, has hailed the ruling of the Appeal Court, dismissing the suit instituted by the Peoples Democratic Party (PDP) and Senator Sandy Onor, the party’s candidate for the 2023 Cross River State governorship election, seeking the disqualification of the All Progressives Congress (APC) standard-bearer, Senator (Prince) Bassey Otu.
The legal luminary and ardent supporter of Otu’s guber ambition said the judgement was not unexpected as, according to him, there is no ambiguity in the law regarding the fact that a non-member of a political party has no locus standi to meddle into the affairs of the party and challenge what happens therein.
“The Court of Appeal verdict dismissing the case filed against the APC governorship candidate in Cross River State by the PDP and its candidate was a welcome development. The judgement was not unexpected because the law is clear. The law is very clear. And so, we expected nothing less. If you are not a member of a political party, you don’t have the right to complain of what transpires in the party. For us, this is another irritation out of the way of victory for Prince Bassey Otu come March 11, 2023,” Ndoma-Egba stated.
Onor and PDP had appealed the judgement of the lower court that threw out the suit seeking the disqualification of Otu, the APC guber flag bearer and his running mate, Rt. Hon. Peter Odey, on the grounds that Odey apart from not being a member of the APC was also a British citizen.
In a unanimous decision by the three justices of the Appellate Court, R.C Agbo, O.F Omoleye and B.B Aliyu, Justice O.F. Omoleye who delivered the judgement on behalf of others submitted that “The domestic affairs of a political party is an internal issue of that political party and the court will not dabble into the internal affairs of any political party.
“The issue of leadership and membership of political parties is an internal affair of a political party and the court will not interfere in it. The court therefore, cannot be dragged into the internal issue of if the 3rd defendant (Rt. Hon. Peter Odey) is a member of the 1st defendant (APC) or not. This therefore means that the action of the Appellants (Onor and PDP) is not justiceable. This matter is therefore struck out for lacking in merit and a cost of N500, 000 awarded against the Appellants.”

Mr President, on behalf of the honourable Minister of State, Works and Housing, the Permanent Secretary and all the directors and members of staff of the Ministry of Works and Housing, I welcome you to the site of the Federal Secretariat Complex in Lafia, Nasarawa State and say with pride that we delivered on your mandate.
I also wish to state that we did not do it alone. It has taken the effort of an entire village to complete this project.
Members of this village include my colleagues in the Federal Executive Council, who voted for this project to be resurrected and completed, the Chairmen of the Senate and House committees on Housing and their members who oversighted the project and the National Assembly as a whole who approved the budget.
Other prominent members of that village include various permanent secretaries and directors of public building in a ministry who kept faith and pushed against the odds.
The village was large enough to accommodate the state Government actors to work with Federal Government actors; and the Governors of Nasarawa State from H.E Tanko Almakura and later, Engr. Abdullahi Sule, the incumbent Governor, deserve acknowledgement and commendation for their contributions and support.
The peaceful environment provided by the people of Nasarawa enabled the private sector, through our contractor, Messrs Faplins Nigeria Limited to operate within our village of development.
Interestingly, the Company is owned by one Chief Linus Ukachukwu, M.O.N, a leading light of the main opposition party in Anambra State.
Although your emergence as President threw Chief Ukachukwu’s party out of Government, you did not throw Chief Ukachukwu out of business.
Mr. President, distinguished ladies and gentlemen, the fulfilment of your mandate has delivered, a built-up area of 6,756 m2 of 402 offices, 300parking spaces on 10.9 hectares of land.
In the process, 172 persons were indirectly employed and engaged during the construction process. The furniture was produced in Nigeria by an indigenous contractor in conformity with your Executive Order No. 5 aimed at promoting local content.
Since the completion, we have engaged a firm of facility managers to undertake scheduled and preventive maintenance in the spirit of Executive Order No.11 for the promotion and development of the maintenance economy, as part of our job creation and prosperity initiative to lift people out of poverty.
I am able to report that the maintenance economy is also spreading across Nigeria because we have, in addition to rehabilitating 28 existing federal secretariats, employed facility managers for them and each facility manager now employs at least 40 members in sustainable long-term jobs which were not available before the maintenance programme commenced.
Mr. President, my team and I are grateful for the privilege and opportunity to serve in this capacity and for your support throughout the period.

LAGOS, FIRS SIGN JOINT TAX AUDIT AGREEMENT
- Sanwo-Olu: ‘Collaboration to check double taxation, widen tax base’
Lagos State Government has sealed a bilateral agreement with the Federal Government to harmonise tax administration, raise system efficiency and proffer solution to challenges of multiple taxation.
Governor Babajide Sanwo-Olu, on Monday, presided over a ceremony where Federal Inland Revenue Service (FIRS) and Lagos State Inland Revenue Service (LIRS) signed a Memorandum of Understanding (MoU) to establish a joint tax audit system that will address duplication of efforts and facilitate exchange of data that are relevant to enforcement of extant tax laws.
Minister of State for Finance, Mr. Clem Agba, witnessed the agreement signing event held the State House in Marina, which also had Commissioner for Finance, Dr. Rabiu Olowo, Lagos Attorney General, Mr. Moyosore Onigbanjo, SAN, Commissioner for Economic Planning and Budget, Hon. Sam Egube, and Commissioner for Information and Strategy, Mr. Gbenga Omotoso, in attendance.
Aside from offering joint jurisdiction in tax audit and bringing about an integrated system of tax compliance, the scope of the MoU also empowered both tax authorities to exchange information sourced under International Tax Treaties in line with global protocols, while creating a common tax collection platform to eliminate double taxation.
Sanwo-Olu described the collaboration as “epoch-making”, noting that the conversation for the harmonization of the two agencies’ mandates started about a year ago, based on the need to forge a common front in widening the tax net to raise the country’s tax to GDP ratio.
The Governor observed that Nigeria had maintained an unimpressive tax to GDP ratio of between 6 to 8 per cent, despite the yearly record-breaking turnovers by both FIRS and LIRS. This, he said, has mounted pressure on the nation’s resources and created an imbalance in Government’s expenditure. Sanwo-Olu said Nigeria must operate at the same level with other nations within sub-Saharan Africa doing between 14 and 15 per cent in tax to GDP ratio in order to support the Government’s development programmes and improve accountability.
He said: “We have just witnessed an epoch-making ceremony between the Federal Inland Revenue Service and Lagos Inland Revenue Service. This collaboration did not just happen by chance; it is a conversation we started about a year ago with the chairman of FIRS when both parties reviewed their successes and limitations. It was clear there was a need for a relationship to be consummated. Both FIRS and LIRS have been breaking records of their tax collection and administration yearly, but this is not enough. We have an unimpressive tax to GDP ratio, which ranges between six and eight per cent; this is totally unacceptable.
“Studies have shown that there would be better service delivery to the citizens and improvement in efficiency of tax collection when the two agencies work together. The cost of tax collection would be reduced, we would see better customer satisfaction and more resources would be generated for the Government to deliver more dividends of democracy. For us as a State, we are humble by this collaborative effort and we believe our citizens will be the ultimate beneficiaries of this initiative. The MoU is in the best interest of the public, as it affirms the reason why we need to come together and strengthen the cordial working relationship between the two agencies.”
Sanwo-Olu said the bilateral agreement was initiated not to overburden tax-paying citizens, stressing that the objective was to widen the tax base and bring more people to equitability. With a sustainable tax administration system, the Governor said more resources would accrue to the Government to reduce social burden and take care of the vulnerable.
The Governor observed that the sizes of Lagos’s budget were significantly lesser than what the State should be appropriating. He said the market study indicated a N5 trillion budget benchmark for the State, given the size of the State economy’s GDP. With the collaborative effort, Sanwo-Olu said Lagos may have been on the right track to raise its budget level to what it should be.
He said: “Our Government will continue to raise the bar, so that we can do a lot more with more resources. This collaboration is not to overburden our citizens; it is to widen the tax base and bring people to equitability. This will reduce social burden, because we would have enough resources to take care of the vulnerable.
“This collaboration is a win-win for both agencies and our citizens. It means the Government can do a lot more for the residents and provide resources to take care of their needs in health, in education, safety and security, and in everything that makes life meaningful to our people. We are set to remove red tape in the entire tax administration. This is another beginning for a mutually beneficial relationship between FIRS and LIRS.”
Agba said the dwindling oil revenue necessitated the need to expand the nation’s tax base to fund development projects. The minister said duplication of efforts by both agencies would lower the efficiency of both Lagos and Federal governments in resource generation, while limiting both parties to collect tax.
The collaboration, the minister said, would not short-change each party, but rather bolster the parties to raise finance to bridge infrastructure gap in their respective domains.
FIRS chairman, Mr. Mohammed Nami, said the MoU would help both agencies to build capacity in respective areas of specialisation while helping Lagos and Federal governments to raise revenues for projects and development programmes.
“We will work together as a team during the investigation and have an automatic exchange of information. With this, we will be able to carry out our mandate seamlessly. As part of the joint operation, we will be able to implement presumptive tax as far as issues of tax administration are concerned,” Nami said.
LIRS chairman, Mr. Ayo Subair, said the collaboration would bring about quick solutions to tax disputes and incidents, thereby creating seamless reconciliation of issues. He listed other expectations to include reduced administration costs for both tax authorities and the elimination of hiding places for recalcitrant taxable persons and entities.

Governor Sanwo-Olu, in a statement issued by his Chief Press Secretary, Mr. Gboyega Akosile on Tuesday said it is often hard to find the right words at a time like this for someone who has lost a beloved person, noting that losing mothers is one of the deepest sorrows for man.
The Governor prayed for peace, comfort, courage and love for Funke, his immediate siblings, the Adebanjo and Akindele families as they go through a most difficult period of mourning of the dead.
He said: “My heart goes out to Funke, friends of the Adebanjo and Akindele families on the demise of their daughter, mother and grandmother, Dr. RB Adebanjo-Akindele who answered the ultimate call today, Tuesday 7th of February, 2023.

The Director-General of Rivers State Peoples Democratic Party, (PDP) Campaign Council, Bro Felix Obuah has dismissed as hollow and baseless the allegation by Atiku’s supporters in the state against Governor Nyesom Wike as the mastermind of the arrest of some members of the group by the police.
Bro. Obuah who picked holes in the allegation said the statement contradicted itself with the differing positions of the spokesman for the group, Victor Moses and the spokesman of the PDP Presidential Campaign Council in the State, Leloonu Nwibubasa who denied knowledge of the incident to a news outlet in Port Harcourt.
This shows, according to the PDP 2023 Election Campaign Council that the reason for the police arrest if there was any arrest at all, could be personal and had nothing to do with politics let alone involving the Executive Governor of the State who could not descend so low to get involved in infantile campaign groups.
Bro. Obuah, the immediate State PDP Chairman and frontline politician in Rivers State described as unfortunate the evolving culture of drawing attention to unfounded issues and inconsequential persons by mentioning the name, and pointing accusing fingers at the person of the Governor simply to make news.
He however, expressed joy that the security operatives and law enforcement agencies are not lost to this misnomer and will always bring their professional expertise to bear in handling such matters.
Bro. Obuah also warned those in this habit of fomenting trouble in the state for whatever motives to note that misinformation and disinformation remain a serious offence and breach of the Nigerian law.

In another petition to President Buhari, the law firm said its earlier petitions stated the names of the victims of Commander Uchendu Nicholas Akalezi, the dates and time these persons were either kidnapped, killed and molested by Commander Uchendu Nicholas Akalezi’.
Entitled ‘’ The urgent need to arrest and prosecute politicians trying to scuttle the 2023 elections by blackmailing our military, the legal firm said those who signed the said petition by the Coalition of the United Political Parties to President Muhammadu Buhari do not know the meaning of a Petition and the difference between a petition and blackmail.

Julius Berger: Gov Sanwo-Olu Inspects Ongoing Opebi-Mende-Ojota link bridges and roads Project

- Lagos Governor commends good pace of the works and high engineering standards of Julius Berger on site
Lagos State Governor, His Excellency Babajide Sanwo-olu has commended Julius Berger Nigeria Plc for the quality and progress of the ongoing works being executed on the Opebi-Mende-Ojota link bridges and roads project. The project is conceived by the Lagos State Government to ease the flow of traffic on the critical axis from Ikeja as well as to mitigate the intense inbound traffic from Ibadan into Lagos.
Sanwo-Olu announced the commencement of the construction of the project January 26, 2022 revealing that it was conceived over 20 years ago. He thus described the project as a legacy of his administration to ease the burden of commuters.
Months into the project, the Special Adviser to the Governor on Works and Infrastructures, Engr. Mrs Aramide Adeyoye recalled that with a total length of 3.9 kilometres, the project was designed to provide direct link between Opebi, Mende, Maryland and Ojota to Ikorodu road. Adding that the bridge would reduce the perennial traffic on Mobolaji Bank-Anthony Way, and traffic on other roads around the environment, Aramide said the project, designed in conjunction with the Lagos State Ministry of Transportation, will not only provide infrastructure solution, but also a transport solution that ensures value and relief for the motoring public.
During his assessment visit to the site Monday, the Governor inspected the precast site and the site of the major bridge where tremendous progress has been accomplished in the laying of beams on the pillar frameworks of the bridges being constructed.
On completion of the inspection, the Governor told Julius Berger engineers on site: ‘‘I thank you very much. It is great to see this vision coming to such good reality. Keep it up. I thank the staff of the state ministry of works too.‘‘
Project Manager, Engr. Dennysenko later said: ‘‘…we are aware of the importance and relevance of this project to the economy and ease of life for the people of Lagos State. So we will not fail in doing what we are expected to do to put in place the much- needed relief to commuters and residents in the affected areas.‘‘ Engr. Dennysenko, with profound professional confidence, added that‚ ‘‘…Julius Berger is committed to join the government in its efforts to provide infrastructure that would be complemented by decent inter-modal transportation system, befitting of a mega city like Lagos.‘‘
On the governor’s entourage were the State Commissioners for Budget, Sam Egube, the Commissioner for Transportation, Dr. Frederic Oladeinde and the Special Adviser on Works and Infrastructures Engr. Mrs Aramide Adeyoye, among others.

The Coalition of United Political Parties (CUPP) on Wednesday dissociated itself from a petition to President Muhammadu Buhari, saying agents of Kogi State All Progressives Congress (APC) desperate to tarnish the reputation of Kogi Central Senatorial Candidate, Chief Natasha Akpoti-Uduaghan.
In a statement in Abuja, the Opposition Coalition Spokesman, Ikenga Imo Ugochinyere dissociated himself and the leadership of the CUPP from the said letter.
‘’The attention of the spokesman of the Coalition of United Political Parties (CUPP) has been drawn to a letter purportedly written by the Coalition to President Muhammadu Buhari against Barrister Natasha Akpoti-Uduaghan wherein claims were made that she imported Niger Delta militants to Okene during a rally which she organized. I wish to dissociate myself and the leadership of the CUPP from the said letter which was not authored or signed by my humble self or the Secretary of the Coalition High Chief Peter Ameh’’.
He called on the public to ignore the letter.

The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has urged election observer missions and monitors in Nigeria to get balanced views by speaking to a broad range of stakeholders before making their conclusions on the outcome of the forthcoming general elections.
He noted that being a multi-ethnic, multi-cultural, and multi-religious country, different people would naturally have different biases and push opinions that, though they represented their interests, might not necessarily be correct.
Gbajabiamila, who spoke when a delegation of the European Union Election Observation Mission to Nigeria visited him at the National Assembly in Abuja on Friday, stated that reports on election outcomes could only reflect what truly transpired when observer missions engaged with multiple stakeholders.
The delegation was led by Mr Barry Andrews.
For instance, the Speaker said there were 18 political parties contesting various elective positions, beginning on February 25.
He added that among the contestants, there were those who, by his assessment, were frontline contenders, others with their areas of strength and so on.
Gbajabiamila advised the mission to speak to not only every political party but also to as many stakeholders as possible, adding that this would help shape the reliability of any report on election outcomes this year.
The Speaker assured the delegation that Nigeria was fully prepared for the elections and had made every possible arrangement for the process to be successful.
“We are prepared for it, and those saddled with the responsibility, from Mr. President, the National Assembly, INEC, the political parties, to all the other stakeholders along the chain, we are all ready to make the votes count.”
“The electoral law is in place. We have done all we needed to do, and now we have to wait and see how things pan out.
“Election is a process that leads to the final day. It’s very complex, but at the same time it can be very simple, depending on the attitude of the actors”, Gbajabiamila added.
He also told the delegation that the use of technology this time around was an added advantage, which INEC would deploy to fast-track the process.
“We are hoping there will be no problems in the area of deployment of technology and also security issues, we hope not to worry about it much”, he said.
The Speaker informed the group that an area of concern remained the collection of Permanent Voter Cards (PVC), which he said was still not very high, compared to the number of registered voters.
However, he told the visitors that sensitisation was ongoing and “it is our firm belief that the number of PVC collections will be ramped up way before the elections proper.”
On the part of the National Assembly, Gbajabiamila said the Legislature did much to improve the electoral law to expand the opportunities for participation by many Nigerians.
He stated that the Legislature, particularly the House, had hoped that ‘Direct Primaries’ would be captured in the law as the main method of picking political party candidates in order to transfer the power of decision-making to the majority of party members, but the move suffered a setback.
“Nonetheless, there is no law that is perfect. We have come a long way with the current law and it is work in progress for our electoral system”, the Speaker further said.
Earlier, Andrews, told Gbajabiamila that the EU Mission was happy to be invited to observe the polls, just as it had done on seven previous occasions.
Andrews assured Gbajabiamila that the body had its work cut out and had a reliable data-collection methodology to give a report on the outcome of the polls.
He informed the Speaker that the body would formally unveil its work plan at a news conference on Monday in Abuja, while it would release a preliminary report on the elections two days after the conclusion of voting.
Osun election tribunal verdict: Gbajabiamila congratulates Oyetola, says people’s Mandate finally restored
The Speaker of the House of Representatives Rep. Femi Gbajabiamila has congratulated the candidate of the All Progressives Congress (APC) in the Osun State governorship election held last year, Oyetola Adegboyega, on his victory at the election tribunal.
Gbajabiamila said the tribunal verdict was a welcome development and a fair deal for the people of Osun State who stood behind Oyetola to return for the second time.
With the judgment, the Speaker noted that APC remains the party to beat at all times, especially during the forthcoming general elections.
Saying that the people of Osun State have been vindicated by the verdict, Gbajabiamila called on all APC members in Osun and across the country to remain law-abiding and brace up for the general elections.
Speaker Gbajabiamila was glad that the Osun governorship election tribunal was convinced that indeed there were anomalies during the election, which is why it restored the people’s mandate.
He urged Oyetola to be magnanimous in victory at the end of the whole process.
Gbajabiamila condoles Gov. Sule over son’s death
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has condoled with the Governor of Nasarawa State, Abdullahi A. Sule over the death of his son, Hassan A. Sule.
Gbajabiamila expressed shock at the death of the young Hassan, whom he described as a promising and respectful young man.
The Speaker said he was pained that the governor lost a son who would have been counted as one of the leaders of tomorrow owing to his education and training.
“I received the news of the passing of Hassan A. Sule with rude shock. Here was a young man who was ready to take after his father as a leader.
“It is painful when a father loses his son, especially a young, promising one like Hassan. But as believers, we cannot question our Creator.
“As painful and devastating as the death of Hassan is, we find solace in the fact that he had a good upbringing and lived up to the expectations of not just his parents but also of society as a whole.”
“I pray that Allah (SWT) will rest his soul peacefully and give His Excellency, Governor Abdullahi Sule and his entire family, especially Hassan’s mother, the fortitude to bear this painful death,” Gbajabiamila said.

Osun Election Tribunal: Akeredolu Hails Judgement, Says The Will Of The People Prevailed
The Ondo State Governor, Arakunrin Oluwarotimi Akeredolu,SAN, CON, has hailed the judgment of the Osun State Election Petition Tribunal sitting in Osogbo, which declared Alhaji Gboyega Oyetola as the winner of the July 16 Osun Guber poll.
Governor Akeredolu said the judgement reflects the will of the people of the state who voted massively for the All Progressives Congress (APC) and Oyetola in the election.
According to the Governor, the Tribunal judgement has again restored the hope of a common man and reinforced confidence in the judiciary.
“We received with delight, the news of the Osun State Election Petition Tribunal which declared Alhaji Gboyega Oyetola as winner of the July 16 governorship election in the State.

The National Working Committee (NWC) of the Peoples Democratic Party (PDP) at its emergency meeting held on January 27, 2023 extensively reviewed the conduct and activities of the Ebonyi State Chairman of our Party, Okorie Tochukwu Okoroafor.
Pursuant to Sections 29 (2) (b) and 57(3) of the Constitution of the PDP (as amended in 2017) the NWC has on behalf of the National Executive Committee (NEC) approved the suspension of Okorie Tochukwu Okoroafor with effect from today, Friday, January 27, 2023, over allegations of anti-party activities and violation of provisions of Section 58 (1) of the PDP Constitution (as amended in 2017).
Consequently, Okorie Tochukwu Okoroafor has been referred to the Party’s appropriate Disciplinary Committee for further action.

Osun: PDP Rejects Tribunal Judgment, insists On Adeleke’s Victory by Lawful Votes
The Peoples Democratic Party (PDP) rejects the judgement of the Osun State Governorship Election Tribunal which seeks to nullify the mandate freely given to our Party and Candidate, Governor Ademola Adeleke by the people of Osun State in the July 16, 2022 Governorship election.
The judgment of the Tribunal is contrary to the Will of the people of Osun State which was expressed by the overwhelming votes cast for our Party and Candidate at the election.
The July 16, 2022 Governorship election in Osun State was adjudged by Local and International Observers to be free, fair, transparent and clearly won by the PDP and our Candidate, Governor Ademola Adeleke in confirmation of the wishes and aspiration of the people.
The Will of the people of Osun State as expressed by electing Governor Adeleke must be respected. As a law-abiding Party, the PDP will explore all available legal means to restore the victory of our Party.

GOD HAS BEEN KIND TO ME; I SURVIVED MANY BATTLES – PRESIDENT BUHARI
President Muhammadu Buhari Friday in Daura returned all thanks to God for safety in life’s journey over many years, highlighting the years of battle during the Nigerian Civil War and some personal challenges as testimonies of divine protection and guidance.
President Buhari, who visited the Emir of Daura, Faruk Umar Faruk, after commissioning of two roads, said the destiny of man, country and the world remains in the hands of God.
The President concluded two-day commissioning of projects with the Musawa General Hospital, Government Day Secondary School, Musawa, Gora-Makauraci-Malamawa road, and Sandamu-Baure-Babban Mutum road, Gurjiya -Sandamu-Karkarku roads in Daura.
“This opportunity to serve the nation comes from God. All over the world, Nigeria is known for its diversity, with different religions and cultures.
“We are also known because we have a huge population of millions of people.
“For the President of Nigeria, at this time, to come from Daura is the grace and mercy of God,” he said.
President Buhari said that he secured his first job early after school to manage a co-operative in Daura, but had to escape and join the army when there was pressure that he should get married.
” I told Governor Aminu Bello Masari the story of how I left Daura to join the army. That was how God planned it. We make choices in life, but eventually destiny is before God.
“I was at the war front during the civil war, and saw how many died. Some fell right beside me. God kept me.
“Many bridges were blown just before we arrived at some places, and after we crossed. I arrived at some places to see bodies of my own colleagues that we were fighting together. I am alive today only by God’s grace,” the President added.
President Buhari noted that the Daura Emirate and community gained international recognition by divine purpose, not man’s efforts.
The President assured the Emirate that he would return and settle down in Daura, after handing over on May 29, 2023.
“The Emir has spoken extensively and I don’t have much to add. I have three of my classmates that are here today in the Emirate Council.
“I also hear of how the Emir has been giving recognitions and titles to my staff and family members. I am grateful for all the support,” he stated.
The Emir of Daura noted that the survival of the President when his car was bombed in 2014 was a divine act, which happened shortly before he won elections in 2015.
“The visit of the President is historic. He was invited by the Governor to inspect and commission development projects.
“The Governor has performed exceedingly well, beyond the projects that had been spotlighted. Close to seven years, he has been working for the people and he has made a big impact.
“Governor Masari is not a thief. The governor has done his best with available resources. He has showcased his record of service by inviting the President to witness progress in the state.
“The President has seen a lot in two days, but he has not seen all. We know the good works of the governor and really commend him,” Faruk said.
The Emir thanked the President for Federal Government projects in the state, and extoled the governor for creating an enabling environment for many to thrive.
“As a state, Katsina benefitted a lot from your position, Mr President and the Daura community remains grateful for all. For a long time, we will be talking about the blessings of God in our domain,” he added.

The governorship standard-bearer of All Progressives Congress (APC) in Cross River State, Senator (Prince) Bassey Otu, has assured the people of the state that if elected as governor, his administration would continue with the good works of the incumbent Governor Ben Ayade.
Otu gave the assurance in Okpoma when the Cross River APC campaign team arrived at Yala Local Government Area (LGA) in conclusion of its tour of the northern senatorial district.
“I am always excited whenever I am in Yala because of your political consciousness. We will complete all the projects that are yet to be completed. This state was almost insolvent when governor Ayade took over but out of his ingenuity and deep vision he has laid a solid foundation for the State.
“When we take over, we will facilitate loans and grants to Yala sons who are involved in businesses, including ensuring that our sons who are local contractors are encouraged to rise and compete with companies like Julius Berger,” Otu promised.
The APC guber flag bearer added: “I took Yala salt somewhere and I was told that it is the most organic salt you can ever have. We will harness the full potential of this mineral resource by establishing a salt factory. People know me for keeping to my words. If I say I will do something, you can take it to the Bank”
Speaking, Ayade appealed to Otu to make the completion of Okpoma-Mfum road his first project in office.
The governor said: “All through my stay in office, I did not sell any government property, instead I have built so many. I want to publicly appeal to our incoming governor, Senator Bassey Otu, that when you get into office, please make sure you complete this Okpoma-Mfum road. Let this be your first project in office.
“During my first term, all my projects were in the south. In politics, charity begins from the other side before coming home.”
Addressing the mammoth crowd, the Director General (DG) of the Cross River APC Campaign Organization, Amb. Soni Abang, insisted that for the sake of fairness, equity and justice, Otu from the southern senatorial district is the right person to be the next governor of the state.
Despite being from Cross River Central where the candidate of the Peoples Democratic Party (PDP), Senator Sandy Onor emanates from, Abang noted that it was not the turn of the senatorial district.
He said: “I am from the central part of this state and I can say that it is not our turn to be governor. It is witchcraft to want to take what is not yours and we are not like that.”
Other speakers at the event praised Ayade for constructing the Okpoma-Mfum road, which he has pleaded with Otu to complete. They called on the voters to reject the PDP and vote for all the candidates of APC.

Lagos now officially has a State-operated rail system, with the commissioning of Blue Line Mass Transit by President Muhammadu Buhari on Tuesday. This historic moment climaxed the President’s two-day working visit to Lagos for projects commissioning.
The inaugural ride on the train was performed by the President in company of Governor Babajide Sanwo-Olu, his Deputy, Dr. Obafemi Hamzat, and other invited dignitaries.
The electric-powered train made a round trip between the iconic Marina station and National Theatre, enthralling crowds of citizens along the corridor. Residents watched in excitement as Lagos recorded yet another history in infrastructure delivery.
The completed tracks, spanning 13 kilometres in the first phase, extend from Mile 2 to Marina, covering five stations. Lagos Metropolitan Transport Authority (LAMATA) constructed the rail infrastructure, which will transport 250,000 passengers daily.
At the event, President Buhari supervised the signing of contract by Gov. Sanwo-Olu for the commencement of the project’s second phase, which will cover 14-kilometre stretch from Mile 2 to Okokomaiko.
Earlier, the President inaugurated John Randle Centre for Yoruba Culture and History – a museum built by the Lagos State Government to promote cultural renaissance. The museum is sited in Onikan, an artistic neighbourhood steeped in the rich history of Lagos.
Sanwo-Olu said the delivery of the Blue Line Rail was the culmination of the “timeless vision” of the State Government initiated by his predecessor and All Progressives Congress (APC) presidential candidate, Asiwaju Bola Ahmed Tinubu, whom the Governor described as “the architect of modern Lagos”.
Tinubu, the Governor said, developed a comprehensive roadmap for the State’s economic prosperity through continuous implementation of the State’s Strategic Transportation Master Plan (STMP), which envisioned six metro lines.
Sanwo-Olu said the construction of the Blue Line could have been completed years before the APC took power at the centre in 2015, but said the project was slowed down by hostile policies of the then Federal Government being led by an opposition party.
He said: “Since 1999, Lagos has not enjoyed the kind of support it is receiving from the President Buhari administration since 2015. The socio-economic impacts of various projects we have commissioned during the President’s two-day visit bear testimony to the support and collaboration we have enjoyed from the APC-led Federal Government. Mr. President, we are proud in Lagos to be associated with your national vision for infrastructural transformation.
“The Blue Line we are commissioning today is a product of timeless vision by Lagos State, which dates back to the administration of former Governor Bola Ahmed Tinubu 20 years ago. One of his greatest legacies was the development of roadmap for the future of Lagos, which cleared the pathway for a modern, prosperous and competitive mega city. With the rail line, a journey of two hours will now take 15 minutes. This will improve quality of life for our citizens, while Lagos will grow to be one of the most resilient mega cities.”
Sanwo-Olu said the Blue Line would be operational after the completion of 750 Volt-ampere dedicated power supply source. The Governor said the iconic Marina station commissioned by the President was designed as Africa’s metro hub with a capacity to process 28,000 passengers per hour.
The Governor said the development of the State’s audacious rail infrastructure project was to increase mobility for commuters and raise productivity to energise the State economy. He said the ongoing construction on the Red Line, which extends 37-kilometre from Agbado to Ebute Metta, would be completed before the end of May.
Sanwo-Olu acknowledged the courage of his predecessor, former Governor Babatunde Raji Fashola, who started the Blue Line project despite opposition from the then central government.
He said: “This rail infrastructure is for the benefit of our teeming citizens who daily endure the pain of traffic gridlock from their homes to workplaces. This is about bringing relief to your mobility challenges and ensuring Lagos works for you. We believe this will make your journey easier and better your lives. The Greater Lagos Lagos that we promised you is rising. You can see and feel it. This is a demonstration of purposeful government.”
Dr. Hamzat described the Blue Line as “the most audacious project” to be funded by a sub national in the history of the country, noting that the Sanwo-Olu administration took the steps to complete the project given its importance to solving transportation challenges in the State.
“The excitement about this rail project is justifiable, considering the fact that it will certainly help to reduce the pressure on our roads, enhance the economic wellbeing of Lagosians and put our dear State on the same pedestal as others of its stature. People come first in all that we do, because they are the bedrock of our government,” the Deputy Governor said.
The John Randle Centre, originally built in 1928, used to serve as a hub for cultural tourism, recreation and entertainment. Its reconstruction started in 2018.
Sanwo-Olu said the Centre fitted into the State’s overall objectives in Arts, Culture and Tourism as stipulated in the recently launched 20-year Arts and Tourism master plan towards making Lagos a tourism destination.
The Centre has an exhibition gallery, which chronicles the history of Yoruba, cultural evolution and journey from the race’s origins, through present day, to the future.

RELIGIOUS AND TRIBAL TOLERANCE: PANACEA TO PEACEFUL CO-EXISTENCE IN NIGERIA – THE REV. EUBA EXAMPLE, BEING THE TEXT OF THE FIRST REVEREND WILLIAM BENJAMIN EUBA MEMORIAL LECTURE 110TH FOUNDERS DAY CELEBRATION
Ladies and gentlemen, I wish to thank you all for the honour of inviting me to speak at this year’s Founders Day celebration of the Eko Boys High School and in particular for inaugurating this Memorial lecture in honour of the visionary Reverend William Benjamin Euba now of very blessed memory, who founded this school.
I know that in 1955 when the Premier of the Western Region inaugurated the free primary education program across the western region, the prevailing condition was one of mass illiteracy.
While many of our people are now literate in numeracy and letters, and they can now operate a telephone, this literacy that we have come to take for granted, was unthinkable on any scale in the western region in 1955. Large numbers of people simply could not put meaning to numbers and letters talk less of reading or writing.
One of the permanent businesses of that time, was that of a professional letter writer. Yes, in case you did not know or you have forgotten that was a business that once thrived in Nigeria and which happily by the vision and execution of Awolowo, is now history, because the monopoly of knowledge by a few has been democratised by the leadership provided by one man and his team.
But my intervention is not about Obafemi Awolowo but rather about William Euba.
But it is important to put matters in context by emphasising how difficult things were in 1955 when Awolowo intervened, which is just 68 years ago.
You can therefore imagine perhaps how much more difficult the Euba era was, back in January 1913 when he opened the doors of Eko Boys High School to the public to get Educated.
That was 110 years ago today and approximately 42 years before free education started; and interestingly, both events occurred in January.
On a lighter note, and for those who have recently been involved in the debate over who is the greatest of all time between Lionel Messi and Cristiano Ronaldo, I do not intend such a debate between Euba and Awolowo.
Rather, I seek to celebrate the farsightedness of their vision about the importance of education and knowledge to nation building, peaceful coexistence and information management for rational choices.
This school, founded by Reverend Euba, and the many more that have come after it have in my view been the glue that has bound our people together in more ways than we have either acknowledged or appreciated.
This is the background to my discussion of the topic of this lecture: Religious and Tribal Tolerance: Panacea to Peaceful Coexistence in Nigeria – The Reverend Euba Example.
The example of Rev. Euba remains iconic because he set up a school that opened its doors to people from all walks of life, in our diverse country.
The importance of this educational tolerance to peaceful coexistence is easy to miss, if we do not understand how strong identities are, and how even more strongly people cling to their tribal, ethnic, and religious identities.
For those who want to delve into the matter of identity more deeply, I recommend, “IDENTITY: The Demand for Dignity and the Politics of Resentment” by Francis Fukuyama.
But for the purpose of today, it is simply important to stress how strongly those identities magnify our suspicions about one another, inflame myths about others in our minds and expand fault lines that overshadows the common bonds of humanity that we all share.
It is the very early work and initiative of men like Reverend Euba and other missionaries of the time to open access to formal education for African and Nigerian children on a non-discriminatory basis that has helped in no small way to bridge those gaps that are being widened by manipulation of our ethnic and religious diversity.
As I have had cause to argue on occasion, if our creator has demonstrated the capacity to create diversity, certainly nothing could have prevented him from making us all the same other than his infinite wisdom that our diversity would better enrich us and make our planet a more exciting place.
Regrettably this is what a few people (and I insist that they are few) choose to weaponize and deny us of the richness and excitement that the creator intended for us.
Clearly, Reverend Euba saw through their chicanery many years before it matured. He chose education as his weapon to put those few people in their place.
A place of irrelevance and ignominy, supplanted by the training of a large army of young people who have the understanding of both religions, who accept the minor differences between them and who decide to embrace the fundamentals of a common good and a common humanity.
Those young people, by virtue of the opportunity they got to attend the same school, sit in the same classrooms, eat together and participate in sporting activities together have learned that we are not different from one another even if we speak different languages.
Afterall, as Bishop Desmond Tutu of blessed memory argues in his book “God is not a Christian,” that the languages we speak and the faith we profess are not divine; on the contrary they are products of where we were born and to whom we were born.
Those accidental circumstances should not define our essence. They should not be points of discord or discontent. Rather they should serve as sources of strength and richness which in fact they are.
It is to the eternal credit of Reverend William Benjamin Euba and others like him that they saw these sources of strength and richness and exposed young men and women to them through education.
This has turned a generation of young men and women into a large army of adults who have overcome religious and ethnic differences to contribute to national good and development.
Permit me to illustrate this phenomenon, by telling you a story that is only one example of many uncountable stories, which keeps the very few peddlers of division in check in our country.
On the 16th day of December 2022, I was invited to the Church Missionary Society (CMS) Grammar School premises to open an e-learning centre at the school premises in Bariga area of Lagos.
The centre had 300 computers, high speed broadband internet, fully equipped IT lab, for students and many other facilities for librarians and teachers. It was not built by the Anglican mission nor was it built by a Christian.
It was built by a Muslim, Senator Olugbenga Bareehu Ashafa, a two-term senator and now the Managing Director of the Federal Housing Authority.
It was built in part because he was an old boy of that school. The Anglican mission did not shut him out about 50 years ago when he sought admission there, on the grounds that he was a Muslim.
On the contrary, they opened their doors to him, and interestingly while still a student, the school gave him a special permission to perform the Hajj pilgrimage to Mecca as his parents wished and he returned to complete his education.
As I said, at the occasion, what is a Bareehu doing amongst Anglicans? Only the farsighted vision of missionaries and men like Reverend Euba could have found a place of comfort for a Bareehu amongst Anglicans, and for me a Raji in Eko Boys High School. Yes, I passed through this school for one year.
Ladies and gentlemen, Reverend Euba’s place in Nigeria’s quest for peaceful coexistence is legendary. We cannot thank him enough. May his kind, generous and visionary soul continue to rest in peace and may his example continue to inspire our nation.

CARE CONDEMNS THE ARREST AND DETENTION OF ACTIVISTS AND COMMUNITY WOMEN FOR PEACEFULLY PROTESTING OUTRAGEOUS ESTIMATED ELECTRICITY BILLING
WE DEMAND THE IMMEDIATE AND UNCONDITIONAL RELEASE OF ALL DETAINED PERSONS AND AN END TO OUTRAGEOUS AND UNJUSTIFIABLE ELECTRICITY BILLS
The community people, mostly women and youths in the Tolu area of Ajegunle, Apapa Lagos led by socialists and rights activists trooped out in a peaceful protest against outrageous (crazy) electricity billing issued to community residents by Eko Distribution Company. Rather than attend to the demands of the protesting community people, the Nigeria Police of the Tolu Divisional Police on the orders of the management of Eko Distribution Company arrested and detained the peaceful protesters. Notable among the arrested persons are Moshood Oshunfurewa (Coordinator of the Ajegunle Peoples Movement, APM), Lateef Adams (member of the Movement for Socialist Alternative), Emeka Bosah (Coordinator of Ajeromi Ifelodun Community Movement, AICOM), Mrs Stella Edegwa (Community activist), Joseph Chukwudi, Mrs Nana Gloria, Mrs Rose, and 3 others.
The Eko Distribution Company just like the other private electricity companies is notorious for issuing unjustified and outrageous electricity bills to amass huge profits. In a country with N30,000 minimum wage, these electricity companies sometimes issue electricity bills to the poor communities for tens of thousands of Naira. This has been the root cause of huge debts hanging on the neck of many residents across the country.
Since November 2013 when the power sector was privatized, communities have been plunged into darkness while tariff has gone up steadily. The power companies have also refused to issue prepaid meters to residents in order to issue fraudulent estimated bills.
In order to sustain this exploitation, the electricity companies rely on the capitalist government and its state agents of repression, particularly the Nigerian Police whose men and women have often used brute force against peaceful and innocent protesters. Many community residents and activists are currently facing trumped-up charges in different courts. We demand an end to police arrest, detention, and attacks on innocent community people and activists.
Coalition for Affordable and Regular Electricity (CARE) demands the immediate and unconditional release of the detained protesters.
We appeal to working people, Nigeria Labour Congress (NLC), Trade Union Congress (TUC) and pro-people organizations in Nigeria and internationally to join the campaign for their immediate and unconditional release of the protesters.
Family members and members of different pro-labour organizations have visited the Tolu Divisional Police Station but the Divisional Police Officer, CSP Etuk Akanyene refused to release the peaceful protesters, apparently, the order from the Eko Distribution Company is to brutalize, detain and eventually charge the protesters to court on trumped-up charges.
We appeal for protest calls and messages to be sent to the Lagos State Commissioner of Police, Abiodu Alabi (08033432264) and Tolu Divisional Police Officer, CSP Etuk Akanyene (08034448617) with a call to release all protesters.

Why PDP Will Sweep The Polls In Ogoniland – Dekor
As campaigns intensify ahead of the forthcoming general elections, the lawmaker representing Khana/Gokana Federal Constituency in the House of Representatives, Rt. Hon. Dumnamene Robinson Dekor has declared that the Peoples Democratic Party (PDP) will sweep the polls not only in Gokana Local Government Area but in Ogoni land at large.
Rt. Hon. Dekor who made the declaration while speaking to journalists at the PDP Campaign rally in Gokana on Wednesday, said the huge turnout of Ogoni people at the Khana and Gokana PDP rallies showed that no other party but the PDP exists in Ogoniland.
Rt. Hon. Dekor who is the House Committee Chairman on Host Communities and the PDP Candidate for Khana/Gokana Federal Constituency described the Gokana rally as another huge success as according to him, the people turned out in their thousands to declare that Ogoni is PDP and PDP is Ogoni.
“I give thanks and glory to God Almighty for making it possible for us to gather in Gokana today. As usual, it’s a mammoth crowd. All I can say to the people of Gokana is to continue voting for the PDP.
“They should vote for Siminialayi Fubara for Governor; vote Barry Mpigi for the Senate, and vote for my humble self, Rt. Hon. Dumnamene Robinson Dekor for the House of Representatives.
They should also vote Hon. Dumle Maol into the Rivers State House of Assembly”, he told the people.
Rt. Hon. Dum Dekor, a one-time Deputy Speaker in the Rivers State House of Assembly, as well as former Works Commissioner in the state, said he can confidently seek block votes from Ogoni people because the PDP has done well for Ogonis.
“You find some small parties who have no trace of performance in the various offices they had occupied since 1999. They have been in public offices but have nothing to show that they have been in public office.
“So, we asked the people to vote right because this time, they are not going to bring soldiers or police to intimidate us. They cannot hire thugs and arm them against us”, he said, adding that the game is up for the “enemies of Ogoni” as they would be up against the will of the people which he asserted, would always prevail.
On the level of confidence he has for the people of Gokana and Ogoni in general, Rt. Hon. Dum Dekor enthused: ” Yes, I’ve always been confident that the people of Gokana and the rest of Ogoni will vote massively for the PDP and today’s turnout is a testament to that fact. So, we have no issues that Ogoni will vote for the PDP”.
2023 Ogoni Governorship: Facts and Fictions
It was Sean Hughes who defined a politician as ‘a person who has nothing to say but says it anyway’.
Though the definition is one parochial prism of seeing a politician, it nonetheless captures the true image of the like of Kennedy Friday, real or pseudo name of the political acolyte who displayed the depth of his ignorance of politics and by extension, democracy while responding to Rt. Hon. Dum Dekor’s innocuous statement at the Peoples Democratic Party’s (PDP) campaign rally in Gokana Local Government Area, Wednesday, January 25, 2023.
While we will not want to join issues with anybody, it suffice to say that in a democracy you can say whatever you like as long as you do what you are told.
Politics, we know is the art of seeking legitimate power through a political party to direct public affairs or be in charge of government policies. To achieve this, one has to belong to one of the numerous political parties registered and accredited by the electoral umpire, the Independent National Electoral Commission (INEC) as it relates to Nigeria .
This fact is what is lost on some emergency political commentators and tribal jingoists who see any opinion that differs from theirs as a confrontation and, or assault on the sensibilities of ‘their own people’.
While Rt. Hon. Dum Dekor was speaking and canvassing for votes at the said rally, he passionately appealed to the people to keep voting for the PDP which has the largest presence in the area and Ogoni at large.
Rightly too, the PDP government has benefitted Ogoni in many ways which evidence are visible in infrastructural developments.
Besides, the zoning of governorship position is not and has never been done on ethnic basis but on the basis of senatorial districts.
Presently, the PDP governorship candidate in the person of Sir Siminalayi Fubara is a bonafide son of Rivers South-East to which Ogoni eminently belongs, thus making him our own son and should therefore be seen as such and voted for.
This is the import of Rt. Hon. Dum Dekor’s message. At no time did the honourable federal lawmaker say Ogoni is not ripe to produce a governor in 2023.
This is a true case of giving a dog a bad name to find cause to kill him. The truth is that the PDP has chosen a governorship candidate for the 2023 election and it will be foolhardy for the Ogoni not to join the moving train simply because the candidate who is from the same senatorial district as Ogoni, and the nearest community (Opobo) is the party’s flag bearer.
That, to Rt. Hon. Dekor, amounts to political suicide in the face of the fact that no other political party in the state outside the PDP as of today is well positioned to win the 2023 general elections in the state. This is just the bitter truth these political dreamers do not want to accept.
The 2023 general elections will not be the last elections in the state or Nigeria. All that is important is for the Ogonis to continue to unite and have a sense of purpose and whichever party through which the Ogoni gets what is due her, so be it.
Unfortunately, these political desperadoes would not let this be, simply because ‘if it is not we’ then it cannot be.
This is a very wrong approach to politics.
There is no gainsaying the fact that Rt. Hon. Dum Dekor is one of the finest political office holders Ogoni has produced in recent times.
He has not only demonstrated capacity at the National Assembly where he serves as the House Committee Chairman for Host Communities, he has also visibly and compassionately impacted lives of numerous Ogoni youths, women and elders indiscriminately. What else could be the essence of political representation and what else do these blackmailers and visionless agitators wish to do differently?
Notwithstanding, may we use this opportunity to advise the good people of Ogoni once again, to discountenance this antics of scoring cheap political points by those who do not mean well for Ogoniland and vote rightly for the PDP governorship candidate and for candidates of the National and State Assemblies in 2023 general elections.
God willing, at the right time, and very soon too, the great Ogoniland will produce a Governor which is our collective dream.
But to be a good leader, we must first be a good follower.
