PRESS RELEASE

BUHARI, TINUBU, SANWO-OLU, APC GOVS STORM OSUN FOR OYETOLA’S RE-ELECTION RALLY

Ahead of Saturday’s governorship election in Osun State, President Muhammadu Buhari; Senate President, Ahmad Lawan; All Progressives Congress (APC) presidential candidate and National Leader, Asiwaju Bola Tinubu; National Chairman of APC, Senator Abdullahi Adamu; Chairman, APC National Campaign Council for Osun State Governorship election and Lagos State Governor, Mr. Babajide Sanwo-Olu, 11 governors and party leaders on Tuesday converged on the Osogbo Stadium for mega rally in support of the re-election of Governor Gboyega Oyetola.

President Buhari, Tinubu, Sanwo-Olu, APC governors and leaders while speaking during the campaign rally, unanimously endorsed Governor Oyetola and urged the people of Osun State to vote for APC to ensure continuity of the lofty projects embarked upon by the APC-led administration in the State.

Speaking during the rally attended by thousands of residents of Osun State, President Buhari urged the electorate to come out in large numbers and vote for Governor Oyetola for continuity of good governance in the State of Osun.

He said Governor Oyetola deserved to be re-elected to consolidate what he had done in his first term.

Buhari, who was represented by Tinubu, raised Oyetola’s hand as the APC’s governorship candidate and appealed to all the people of Osun State to re-elect him.

“Go out with your PVCs and vote massively for APC and Governor Oyetola on Saturday. Think about your children and vote for Oyetola for a better future for them.

“You must all go out in large crowd on Saturday to re-elect Governor Oyetola. Don’t be deceived by PDP and other mushrooms parties. We must vote and defeat them,” Tinubu charged the people of Osun State.

The Senate President, Senator Ahmad Lawan, said Osun State in the last three and half years had witnessed great development and growth under the leadership of Governor Oyetola.

He described Oyetola as a prudent and good manager of human and material resources, adding that the governor has done a lot in his first term for him to be re-elected during the Saturday’s governorship poll.

Lawan said leaders and members of the APC, especially members of the APC caucus in the National Assembly are fully in support of the party and Oyetola in Osun State.

Governor Sanwo-Olu in his address said his Osun State counterpart had performed very well in his first term and he is deserving of another term.

Sanwo-Olu, who is the Chairman of the APC National Campaign Council for Osun State Governorship election, said the electorate must vote and ensure that their votes count on Saturday.

He said: “Governor Oyetola has performed extremely well. He is deserving of another term. I have gone on campaign train with him and from what I have seen and heard, he has done very well.

“Don’t allow anybody to deceive you. There is no crisis in APC. We are united in our party.

“I want to urge you all to vote for APC and Governor Oyetola on Saturday so that he can continue the good work he is doing in Osun State. By God’s grace, we will come back for victory dance on Sunday.”

APC National Chairman, Senator Adamu while presenting the APC flag to Oyetola said the party is impressed by the good performance of the Osun State Governor and that is why it is supporting him for re-election.

He appealed to genuine APC members and the electorate to turn out in large numbers on Saturday to vote for Governor Oyetola.

“We are taking no chances and that is why we came out in full force to support our candidate, Governor Gboyega Oyetola.”

“Governor Oyetola has done so much since assuming the office of Governor in Osun State. He did very well during his first term and he deserved to be re-elected.

We pray for better performance in Osun than what we scored during the Ekiti State governorship election.”

Speaking on behalf of the Progressives Governors Forum, the Chairman of the forum and Kebbi State Governor, Senator Atiku Bagudu, assured the people of Osun State of good governance if they re-elect Oyetola for second term.

Atiku who reiterated the support of President Buhari, APC governors and party leaders for Oyetola, said the ruling party has done very well at the state and national levels to deserve continuity in office.

In their goodwill messages, Kano State Governor and co-chairman of the campaign council, Dr. Abdullahi Ganduje and Imo State Governor, Senator Hope Uzodinma, who addressed the rally in Hausa and Igbo languages appealed to the people of Osun State to re-elect Oyetola for him to be able to complete the good work he has started in the state.

Appreciating the massive support from President Buhari, Asiwaju Tinubu, APC governors and the party leaders as well as the people of Osun State, Governor Oyetola promised to do more than what he did for the people of his State during the first term.

“I will continue to deliver on my campaign promises. I want you to give me another opportunity to serve you for another term. You will enjoy me in my second term more than the first term.

“Don’t allow anybody to buy your future. You are honourable people. Come out on Saturday and vote for APC on Saturday,” he said.

The rally was attended by Governors, members of the National Working Committee of APC, ministers, members of National Assembly, party leaders, among others.

PRESS RELEASE

LAGOS STATE GOVT TO LAUNCH SMART LAG ID CARD

The Lagos State Residents Registration Agency (LASRRA) has announced that all is set for formal launch of the upgraded Lagos State Resident Identity Card (LAG ID Card).

Announcing the launch date, the General Manager, LASRRA, Engr. (Mrs.) Ibilola Kasunmu, said the new LAG ID Card will be launched on Wednesday, July 20 by the Lagos State Governor, Mr. Babajide Sanwo-Olu at Police College, Ikeja GRA.

The launch will happen, simultaneously, across the five divisions of the State: Ikeja, Badagry, Ikorodu, Lagos Island and Epe.

Kasunmu, added that one of the key highlights of the day would include live demonstration of the smart card, its benefits as well as the unveiling by Mr. Governor.

Speaking on the new LAG ID Card, Engr. Kasunmu disclosed that the new card is embedded with more features and functionalities to offer the card holders wider and faster access to services provided by the Lagos State Government.

In her words: ‘‘The new LAG ID Card is a multi-application smartcard that offers registered residents access to services ranging from ‘a means of personal security and identity verification’ at points of accessing various government services, to applying for loans from Lagos State Employment Trust Fund (LSETF).”

In addition, card holders can also use it as a payment card for services across multiple vendors including buses and ferries; supermarkets, as well as cash withdrawals from banks’ Automated Teller Machines (ATMs).

Engr. Kasunmu appealed to residents in the State who have not registered to do so by visiting the website www.lagosresidents.gov.ng.

She noted that once registration is activated online, residents would need to visit any LASRRA Registration Centre nearest to them so their biometrics may be captured to complete the process, adding that registration is absolutely free.

Also, she urged those who registered in or before 2018 and those who have changed their names and/or addresses, to effect changes by validating/updating their records with the same process, after which they would be called upon to pick up the new LAG ID Card.

Kasunmu, stressed that one of the reasons residents with the old cards need to do this is because the upgraded LAG ID is embedded with a multi-applet chip module which stores some of the updated biodata and biometric details of the resident for real-time validation and verification of identity.

She explained that the old identity card was only for identification purposes.

‘‘Holders of the old card need to update their records to obtain the new LAG ID Card with a validity period of 5 years. The new card allows flexibility, to onboard more features and expand usability in view of fast-changing technology trends,’’ she stated.

Engr. Kasunmu further said that other advantages of the newly upgraded LAG ID Card include easy access to educational services for children and students at all levels of education, as well as quicker access to healthcare services from the state-owned facilities.

The General Manager emphasised that the LAG ID Card project is pivotal to the Lagos Smart City initiative, for key purposes of planning and distribution of infrastructure, security, social protection, financial inclusion and disaster and emergency response management to mention a few.

Among the dignitaries expected to grace the event are Hon. members of the Lagos State House of Assembly, members of the State Executive Council, traditional rulers across the State, religious and community leaders, heads of market men and women, different Associations, artisans’ corporate organisations as well as students at all levels of education.

PRESIDENT BUHARI CONGRATULATES BUA CHAIRMAN ON REAPPOINTMENT AS PRESIDENT OF FRANCE-NIGERIA BUSINESS COUNCIL

President Muhammadu Buhari congratulates Abdul Samad Rabiu, Chairman of BUA Group, on his reappointment as President of the France-Nigeria Business Council by the President of France, Emmanuel Macron.

The President commends Rabiu for his very pivotal role in nudging forward the objectives of the association inaugurated a year ago, and for retaining the trust and confidence of members of the strategic Council.

The President acknowledges with delight that under one year of Rabiu’s leadership the Council has recorded appreciable progress in plans by some of Nigeria’s biggest banks to set up subsidiaries in France, BUA’s partnership with Axes France to build a 200,000bpd refinery in Akwa Ibom State, among others.

President Buhari assures the Chairman of BUA and Pioneer President of the Council of Federal Government’s unflinching support as top business leaders continue to build strategic partnerships aimed at improving business relations between the two countries, as well as supporting the economic programme of Government in the areas of infrastructural development, agriculture, power, job and wealth creation.

The President affirms that the focus of this administration’s economic diplomacy is attracting foreign investments into the country which makes the ordinary Nigerian a prime beneficiary.

He, therefore, assures Nigerians and all foreign policy stakeholders that having reaped the benefits of major investments into the country in the last seven years, his administration will continue to vigorously promote Nigeria as a preferred and attractive destination to international investors.

ABAVO CHRONICLE ABEJUKOKO VANGUARD ABIA REPORTERS ABIA SUN ABIGBORODO SUN ABRAKA STATESMAN ABUJA ABUJA CHRONICLE

“Delta State has always been a PDP State and by the grace of God, it will remain so after the next elections.

A former aide to President Umar Musa Yaradua, Olorogun David Edevbie, has broken his silence after the high court ruling disqualifying Sherrif Oborovborie as the governorship candidate of PDP in Delta.

“My good people, you may recall that at the beginning of my consultations, I said that the journey to transform Delta into a modernised state would be challenging. From the very start, I also envisaged that there would be setbacks and false starts, but regardless, I proceeded with my usual verve,” Edevbie said in a statement.

“To lead the transformation of a State as vast and diverse as Delta to its destiny, in terms of growth and development, requires a strong sense of purpose, faith, and the courage to keep leading even in moments of seeming disappointment.

“Clearly, it is not a task for the faint-hearted or pusillanimous. Fortunately, the required qualities and abilities are what I was primed for from the outset of my working career, both in the private and public sectors in Nigeria and abroad and the allure of a new lease of life, growth and happiness in Delta State provided the impetus.

“Undeniably, most Deltans received the outcome of the PDP Gubernatorial Primary with bewilderment and exasperation. To many, it appeared to be a wanton disregard of the interests of our Party and the mood of our nation.

“Propelled by the inevitable pall of gloom that hung over Delta State and faced with the real possibility that opposition parties would capitalise on the blindingly obvious situation, I was left with no alternative but to challenge the outcome in the law courts, albeit reluctantly.

“Today, I am pleased to announce that our faith was not misplaced. Nigeria’s justice system has spoken and rightly overturned the travesty in favour of the will of the majority of the people to restore our cherished values of hard work, integrity and honour.

“Let me be clear, this should not be seen as a personal victory but as a victory for our great Party, PDP, which is firmly rooted in justice. It is also a victory for democracy and therefore, it is now time to put our differences aside and work together as a family to ensure our success at the next general elections.

“I especially commend and thank our Governor, Sen. Dr. Ifeanyi Okowa, and the leadership and elders of our great party, the PDP, for their understanding and for effectively keeping the house together while managing the internal family contests.

“Delta State has always been a PDP State and by the grace of God, it will remain so after the next elections.

“To my campaign team, I say, we would not have come this far without your prayers, support and sacrifices, and I encourage you to continue to do your best.

“We must work together on the shared vision and goal of modernisation even as we embrace all those who either contested with us or supported other contestants. This is their victory too.

“Now that order has been restored, our PDP family is stronger and ready to defeat all opposition parties in Delta State in 2023.

“Consequently, I implore all our brothers and sisters, who became disillusioned and left PDP recently, to return to the fold. This is not the hill to die on.

“Let me end by noting that most things eventually yield to diligence and common sense. We must continue working hard in the dark to shine in the light as we propel our state to its glorious destiny.”

Eid-El-Kabir: We Must Stand Against Terror Acts, Embrace Peace, Justice – Akeredolu

Ondo State Governor, Arakunrin Oluwarotimi Akeredolu,SAN, has congratulated Muslims in the State and the country at large on the occasion of this year’s Eid-El-Kabir.

Governor Akeredolu charged Muslim faithful to reflect on the essence of the Islamic festival by remembering the less privilege and rededicating themselves to the commands of the Almighty Allah.

“The Eid-El-Kabir is more than just a celebration. It reflects the gains in obedience and trust in the Almighty Allah. It preaches sacrifice that must be made for renewed hope.

“We urge our Muslim brothers and sisters to imbibe the lessons of this season. We must be deliberate in our commitment to promote peace and tolerance in our daily lives. Our commitment to the cause of humanity must be unwavering.

“This celebration is another opportunity to express and show the uniqueness of the Islamic faith. As Muslims, we must show to the world that our faith teaches peace, tolerance and charity. We must join our voices to fight the enemies of the people who are daily visiting untold terror on innocent citizens.

“We must stand against terror acts and resist these calculated attacks on the people and the country at large. Let us support government at all levels to defeat these cowards whose only aim is to kill and maim innocent people.

“On our part, we shall continue to prioritise the security of lives and property of our people. We have seen the need to redouble our efforts. We have put in place necessary security measures to further deepen our efforts to make the State safe. No human live will be cheapened under our watch.

“We call on all our mosques to install, use and maintain CCTV devices and other secret cameras in their premises as well as employ well trained security personnel to man the entry and exit points to their premises.” The Governor said.

Governor Akeredolu also called on the people to be vigilant and report suspicious faces and movement to the security agencies.

“Give our Security Agencies, in particular Amotekun corps all necessary support. Any attempt to undermine the good works of Amotekun corps will be counterproductive. We also call on our people particularly our students not to embark on mob actions that sell them out as supporting criminality in any guise. Students have a duty to expose known criminals around.” The Governor added.

The Governor assured of adequate security during and after the Eid-El-Kabir celebration, adding that officers of the Amotekun Corps and other security agencies have been deployed to strategic places across the state to maintain law and order.

Eid-el-Kabir: PDP Urges Hope, Selflessness

The Peoples Democratic Party (PDP) congratulates Nigerians, particularly the Muslim Community on the celebration of this year’s Eid-el-Kabir, urging them to use the occasion to pray for Nigeria as well as strengthen their trust in the Almighty Allah and keep hope alive despite the prevailing economic, social and security challenges confronting our nation.

The PDP is disturbed that many families are observing Eid-el-Kabir in tears and agony of mass killings and terrorism, many more have been impoverished that they cannot afford to celebrate, while others live in fear and cannot travel to celebrate with their loved ones, all due to the failures of the current administration.

Our Party however urges Nigerians not to allow the sufferings they face at this time to make them lose sight of the lessons and blessings of Eid-el-Kabir; the call for obedience, trust, selflessness and submission to the Will and Command of the Almighty Allah in all our dealings.

The occasion of the Eid-el-Kabir presents us with the opportunity to reawaken the virtues of selflessness as well as to share, show love and care for one another especially the less privileged, the weak, the broken-hearted including victims of the mindless acts of terrorism in our country.

The party urges those behind the killings and terrorism to have a rethink and end their dastardly acts as well as release all those in their captivity.

The PDP however charges the All Progressives Congress (APC)-led government to end its lethargic approach to issues and seek help to tackle terrorism, address the worsening economic, social and health situations, revamp our productive sector and among others, attend to the crisis in our education sector so that our students in public universities can return to their studies.

The PDP felicitates with Nigerians and wishes a happy Eid-el-Kabir celebration.

PRESIDENT BUHARI JOINS NOLLYWOOD IN CELEBRATING OLU JACOBS AT 80

President Muhammadu Buhari joins Nollywood and professional actors, home and abroad, in celebrating stage and screen icon, Olu Jacobs, on his 80th birthday, July 11, 2022.

The President felicitates with the Jacob’s’ family, including the wife, also a renowned thespian, Joke Silva, and their friends on the auspicious occasion, which calls for thanksgiving for God’s care, guidance and protection.

President Buhari affirms the influence of the veteran actor on the film industry, setting a standard of professionalism that has attracted global recognition and awards, like the Lifetime Achievement Awards conferred on him in 2016 by African Movie Academy Awards.

As the actor turns 80, the President notes his ingenious ability to interpret roles, simplify complex issues and bring messages to the understanding of both young and old, levelling cultural, ethnic and religious barriers to become a household name all over the country and beyond.

Largely stereotyped as a father and voice of wisdom in most movies, President Buhari believes Olu Jacobs’ natural tendency to counsel, inspire and instruct easily earned him the roles, while appreciating his foresight in winning many into the profession and guiding them to stardom.

PRESS RELEASE

SANWO-OLU URGES YORUBA UNITY AT OJUDE OBA FESTIVAL, CANVASSES SUPPORT FOR TINUBU

…Why Lagos Governor Was Invited, By Awujale

After a two-year break, Ojude Oba Festival has made a spectacular return in the  ancient town of Ijebu -Ode, Ogun State, where Lagos State Governor Babajide Sanwo-Olu today urged the Southwest to support All Progressives Congress (APC) presidential candidate Asiwaju Bola Ahmed Tinubu.

Sanwo-Olu was the special guest of honour.

The palace of Awujale, the paramount traditional ruler of Ijebu kingdom, came alive with ceremonial parades of colourful Aso Ebi. Indigenes, attired in beaded materials, led processions in batches to pay homage to the king – Alayeluwa Sikiru Adetona.

After the rite, they filed into the Royal Arcade in front of the palace to settle for the elaborate ceremony.

Sanwo-Olu’s entry into the arena literally moved the crowd of revelers into an outburst of excitement, lighting up the event as he stopped at each gallery to greet the Councils of Regberegbe (social clubs of Ijebu descendants).

The Lagos helmsman arrived in company of his Ogun State counterpart, Prince Dapo Abiodun, the host Governor.

The centuries-old festival has become the heritage of the Ijebu and has its roots in Islamic celebration of Eid-el Adha in which early Muslim reverts in the town converged on the Awujale palace on the third day to feast with the monarch.

The festival did not hold for two years, following the outbreak and spread of Coronavirus (COVID-19) pandemic in 2020.

Sanwo-Olu said the Ojude Oba Festival had stayed true to its Islamic roots and had become a unifying occasion for people, regardless of their faiths, tribes and dialects.

Under the reign of Oba Adetona, Lagos Governor said the festival had grown to become a global carnival recognised across the world by people of Yoruba origin.

Sanwo-Olu said: “The Ojude Oba Festival has, for ages, stayed true to its Islamic roots and has also expanded to become a unifying symbol and occasion for people of all faiths, tribes, and tongues; as well as a global celebration of Ijebu heritage and culture.

“We must never lose sight of this unifying element, at a time when the forces of division seem to be working so actively to undermine all that we cherish as a people. Celebrations like Ojude Oba remind us that evil will never triumph over good.”

Sanwo-Olu, who became the third sitting Lagos Governor to be invited to grace the Ojude Oba fiesta, said the festival had become an enduring platform fostering unity.

In the spirit of the unity for which the festival is reputed, Sanwo-Olu urged the entire Yoruba race to forge a common front in support of Tinubu, a Yoruba son and leading presidential candidate in the next year general election.

The Governor said the opportunity offered by the APC to Yoruba to produce the next president must not be allowed to slip away, noting that Tinubu had made several sacrifices to keep the Yoruba race relevant in the Nigerian project.

“As Asiwaju famously said, it is the turn of the Yoruba to produce the president. We need not waste this opportunity but to grab it and have our leader, who is a detribalised Nigerian, to lead the country. I urge all sons and daughters of Yoruba to come out in support of Tinubu to realise this ambition,” Sanwo-Olu said.

The Governor pointed out that his presence at the event underscored the partnership between Lagos and Ogun, which led to the establishment of Joint Development Commission in 2021 to collaborate on key areas of mutual benefit and development, while accelerating socio-economic growth for people.

He said: “The peoples of Lagos and Ogun share a long historical and cultural bond, shaped by the same forces and experiences, nourished by the same waterways, and living up to the same Omoluabi standards and ideals.

“The road network linking Ijebu-Ode, Epe and Lekki is yet another concrete manifestation of our collaboration. Ogun State has completed their own stretch, while we will complete our own end this year, opening up new commercial and logistics opportunities in that axis, and positively impacting the lives of our people.”

Gov. Abiodun praised Lagos for being a supportive neighbour, as he also used the occasion to admonish the youth against cultism and vices that could dent the image of Ogun State.

On why Sanwo-Olu was specially invited to grace the occasion, Oba Adetona, the 58th Awujale, said the Governor had become a shining star in the present class of public officers, distinguishing himself with service-centred leadership.

This, the monarch, said endeared Sanwo-Olu to the citizens beyond the boundaries of Lagos and established his name as a symbol of responsive governance in the country.

Life pension: SERAP sues 36 governors ‘for failing to fund education for poor children’

Socio-Economic Rights and Accountability Project (SERAP) has filed a lawsuit against the 36 state governors “over their failure to redirect public funds budgeted to pay ex-governors undeserved life pensions, to pay the counterpart funds that would allow poor children to enjoy access to quality basic education in their states.”

Over N40 billion has been reportedly paid to 47 former governors from 21 of the 36 states in pensions and provision of houses, staff and motor vehicles replaceable between three and four years.

However, several states have reportedly failed to pay the counterpart funds to access over N51bn matching grants earmarked by the Universal Basic Education Commission (UBEC) for basic education in the country.

In the suit number FHC/L/CS/1120/2022 filed last week at the Federal High Court, Lagos, SERAP is seeking “an order of mandamus to direct and compel the 36 state governors to pay the counterpart funds that would allow poor Nigerian children to enjoy access to quality basic education in their respective states.”

SERAP is also seeking “an order of mandamus to direct and compel the 36 state governors to put in place mechanisms for transparency and accountability in the spending of any accessed matching grants from UBEC.”

SERAP is arguing that, “State governors are paying former governors in their states billions of naira in life pensions and other retirement benefits while failing to invest in education and pay funds that would allow poor Nigerian children within their states to enjoy access to quality education.”

According to SERAP, “Paying the counterpart funds for basic education in several states would be a major step forward for children’s rights, and ensure the rights and well-being of all children, regardless of their socio-economic backgrounds.”

SERAP is arguing that, “The report by UBEC that several states have failed to access N51.6bn of matching grants suggests that these states are doing very little for poor children. It also explains why the number of out-of-school children in the country has continued to rise. The number is currently over 13 million.”

SERAP is also arguing that, “States’ dereliction in paying counterpart funds is antithetical to the Nigerian Constitution 1999 [as amended], the Compulsory, Free Universal Basic Education Act, and the country’s international human rights obligations.”

SERAP is also arguing that, “The persistent failure to pay counterpart funds has hugely contributed to denying poor Nigerian children access to quality basic education, opportunities and development.”

Joined in the suit as Respondents are the Universal Basic Education Commission (UBEC) and the Minister of the Federal Capital Territory.

The suit filed on behalf of SERAP by its lawyers Kolawole Oluwadare and Opeyemi Owolabi, read in part: “Rather than spending public funds to pay ex-governors undeserved pensions and other retirement benefits, governors should prioritise investment in education by paying up any outstanding counterpart funds to UBEC.”

“Redirecting public funds budgeted for life pensions for former governors to fund education would be entirely consistent with the constitutional oath of office, and the letter and spirit of the Nigerian Constitution, as it would promote efficient, honest, and legal spending of public money.”

“Continuing to spend scarce public funds on these expenses would deny poor Nigerian children access to quality, compulsory and free basic education in several states, and burden the next generation.”

“States should prioritise paying their counterpart funds over and above spending on life pensions and other misallocations of scarce resources.”

“According to the United Nations Children’s Fund (UNICEF), 1 in 3 children do not complete primary school in several states. 27.2 percent of children between 6 and 11 years do not attend school. Only 35.6% of children aged 3–5 months attend pre-school.”

“Basic education in several states has continued to experience a steady decline. The quality of education offered is low and standards have continued to drop.”

“The learning environment does not promote effective learning. School facilities are in a state of extreme disrepair, requiring major rehabilitation. Basic teaching and learning resources are generally not available, leaving many teachers profoundly demoralized.”

“This situation is patently contrary to Section 18 of the Constitution of Nigeria 1999 [as amended]; and the Sections 2(1) and 11(2) of the Compulsory, Free Universal Basic Education Act.”

“States are required to progressively implement socio-economic rights including the right to quality education commensurate with the level of resources available. Gross misallocation of resources to the detriment of the enjoyment of the right to quality education constitutes a human rights violation.”

No date has been fixed for the hearing of the suit.

Delta set to become Nigeria’s MSME hub – Okowa

Delta Governor and Vice-Presidential candidate of the Peoples Democratic Party (PDP), has said that the state was working towards becoming Nigeria’s centre for medium, small and micro enterprises.

He said that with the creation of over 128,813 direct and indirect jobs through the various job and wealth creation programmes of his administration, Delta would truly become a hub for MSMEs in the next few years.

He made the remarks at the graduation of the third cycle of the Women Empowerment Skill Acquisition Programme (WESAP) held on Friday at the Event Centre, Asaba.

The governor said that with sustained growth of MSMEs, the issue of unemployment will become a thing of the past because people will become employers of labour rather than job-seekers.

He commended the Ministry of Women Affairs and all the programme management for their dedication and consistency.

According to him, WESAP is our platform to enhance social inclusion by equipping the womenfolk with the necessary knowledge, skills, and resources to be productively engaged.

“I am pleased that the programme has remained steadfast to its mandate since it was inaugurated in November 2020.

“Let me also appreciate Heritage Bank for their current partnership, which has infused better financial management, transparency, and accountability into the programme.

“Today, we are empowering 280 women, including twelve Persons Living with Disabilities who, at the expense of the Delta State Government, underwent a six-months training in Arts and Craft at the Farm Craft Centre for the blind in Isheri, Lagos.

“Today’s graduates bring the total number of WESAP beneficiaries to 835. They have been resourced with the vocational skills to run various enterprises in fashion design, hairdressing, confectionaries, decoration, and makeover/head gear.

“As of June 1, 2022, one hundred and twenty-eight thousand, eight hundred and thirteen direct and indirect jobs have been created through the various job creation, youth empowerment, and social investments delivery platforms of the administration.

“While this has impacted positively on the economy of multiplied thousands of households, I guarantee you that the maximum impact of these programmes will be felt in no distant future when Delta State becomes the MSMEs hub of Nigeria.

“To the ladies who begin their entrepreneurship journey today, it is my hope that you will follow in the footsteps of those who have gone before you and make good success of this opportunity of a lifetime.

“You are among the privileged few who were enlisted in the programme from a long list of others who were equally qualified, but due to limited resources, we could only admit a limited number for now.”

He urged the beneficiaries to reciprocate the good gesture of the government by committing themselves to disciplined work ethic, prudent management, and excellent customer service.

“It is now time to put the knowledge you acquired in terms of personal effectiveness, sales and marketing, appropriate pricing, excellent customer service, and business management.

“Thankfully, Heritage Bank is there to facilitate the opening of your business accounts, which will enable you to separate your personal finances from the company funds and place yourself on a monthly salary.

“This will bring discipline into the running of the business, help to measure and monitor growth, as well as enforce accountability,” he stated.

Welcoming guests earlier, Commissioner for Women Affairs, Community and Social Development, Mrs Flora Alanta said the WESAP programme was established three years ago to ameliorate the economic hardship the COVID-19 pandemic unleashed on families.

She stated that an empowered woman is the bedrock for the economic emancipation of families adding that the future of families depends on the economic empowerment of women.

She stressed that women needs to have skills that will earn them a living adding that 280 women including 12 persons with disabilities were among the beneficiaries.

In his goodwill message, Managing Director of Heritage Bank Plc represented by the Group Head of Edo/Delta region Mr Charles Ojakovo lauded Governor Okowa for his unparalleled for the growth of small and medium scale enterprises as a way to rescuing Nigerians form hunger and poverty.

He pledged the partnership of the bank to the job and wealth creation programmes of the state government.

Eid-el-Kabir: Okowa felicitates Muslims, calls for renewal of hope

Delta Governor and Vice-Presidential Candidate of the Peoples Democratic Party (PDP), Sen. (Dr) Ifeanyi Okowa, has congratulated Muslims in the country as they celebrate Eid-el-Kabir.

He urged the Islamic faithful to emulate the Holy Prophet Mohammed by imbibing the ideals of sacrifice exemplified by him, and charged Nigerians to renew and be focused on their hope for a greater country.

The governor made the call in his Sallah message to the Muslims contained in a statement by his Chief Press Secretary, Mr Olisa Ifeajika, on Saturday in Asaba.

He noted that Eid-el-Kabir embodied love, peace and sacrifice beyond the season, and called for tolerance, synergy and cooperation among citizens for the nation to overcome its current challenges.

Okowa particularly called on Nigerians to embrace peaceful co-existence exemplified in genuine brotherliness and turn to God for forgiveness to kindle the healing of the land of multi-faceted ills confronting it.

He assured of a peaceful Sallah celebration in the state, adding that the state government was liaising with security agencies to ensure that all citizens celebrated in peace and harmony.

The governor congratulated the Muslim community in the state on the pious day and thanked them for their contributions and  cooperation over the years.

He affirmed that his administration would continue to partner the Muslim community and other non-indigenes in the state to build a Stronger Delta.

“This year’s Eid-el-Kabir celebration holding amid rising insecurity and economic challenges calls for deep introspection among citizens, especially for its cost in terms of the enormity of lives and property being lost almost daily across the country.

“However, I wish to state that Nigeria will return to the part of recovery and greatness sooner than later, given the resolve by well-meaning citizens.

“And, as you congregate for prayers and celebration, let me assure you of adequate security as measures have been taken by the security agencies in that regard,’’ the gôvernor said.

“On behalf of the government and people of Delta, I congratulate our Muslim brothers all over the country on the occasion of the 2022 Eid-el-Kabir,” he added.

PRESIDENT BUHARI MOURNS DOS SANTOS, FORMER PRESIDENT OF ANGOLA

President Buhari believes that Dos Santos, who received many awards and recognitions for the role he played in stabilising his country after the end of the civil war in 2002, will be long remembered and celebrated for promoting peace and democracy, and opening up the country for foreign investments.

They were both jailed on Tuesday, July 5, 2022 after pleading guilty to one count separate charge bordering on cybercrime, upon their arraignment by the Abuja Zonal Command of the Economic and Financial Crimes Commission, EFCC.

They pleaded guilty to the charge when it was read to them.

Justice Afolabi therefore convicted and sentenced Clinton to two-year suspended sentence. The judge ordered him to close down his bank account and banned from using a phone or any computer except for academic purposes, till he turns 18 years. Both convicts are also to close down their social media accounts and barred from going on social media.

In addition, both convicts, with the supervision of officials of EFCC and their parents or guardians, are expected to report back to the court on December 7, 2022 with their report cards and statements of good conduct from their teachers and schools. A bad report will mean that they will be in prison to serve their jail terms.

Clinton bagged the suspended sentence for using his MacBook Air laptop to fraudulently impersonate one Feng Zhang, living in China, with the intent of gaining advantage for himself while Obiyan created a Facebook account impersonating Jerry Wang from Hong Kong with the intention of taking advantage of unsuspecting users of the app for his fraudulent purposes.

The President prays that the Almighty God will grant him better health, longer life and steadfastness in service to the Arts, God, and humanity.

Alleged N762.6m Oil Fraud: EFCC Presents More Witnesses Against Nadabo

The trial of Abubakar Ali Peters and his company, Nadabo Energy Limited, over a 21-count charge bordering on forgery and subsidy fraud before Justice S.S. Ogunsanya of the Lagos State High Court sitting in Ikeja, Lagos continued on Tuesday, July 5, 2022, with the Economic and Financial Crimes Commission, EFCC, presenting two more witnesses to prove its case.

Abubakar and his company are being prosecuted by the EFCC for offences bordering on obtaining money under false pretence, diversion of Federal Government funds and forgery to the tune of N761,628,993.84.

One of the counts reads: “Nadabo Energy Limited and Abubakar Ali Peters, on or about 26th day of September, 2011 in Lagos, within the Ikeja judicial division , fraudulently obtained the sum of N761,628,993.84 from the Federal Government by falsely representing that the sum represented the subsidy accrued to Nadabo Energy Limited under the Petroleum Support Fund for the importation of 16,808,064 litres of Premium Motor Spirit (PMS), which Nadabo Energy Limited purported to have purchased from Delano Petroleum Corporation Akara Tortola British Virgin Island, and transported the 16,808,064 litres through MT Gotland Carolina (mother vessel) and MT Sonia (daughter vessel) to Nigeria, whereas Nadabo Energy Limited only imported 7,953,962 litres of PMS from Delany Petroleum Corporation Akara Tortola British Virgin Island and transported 7,953,962 litres of PMS through MT Gotland Carolina (mother vessel) and MT Songa (daughter vessel) to Nigeria.”

He pleaded “not guilty” to the charges when he was arraigned on October 7, 2015, thereby prompting the commencement of his trial.

The Executive Chairman of the EFCC, Abdulrasheed Bawa, who testified as the second prosecution witness, had on Monday, May 9, 2022 concluded his testimony during which he reasserted that the investigation into the alleged fraud, including documents from banks, Staco Insurance Plc, and Q & Q Control Services Limited among others, indicated that the defendant supplied about 6,000 MT (about 7,953,962 litres) of PMS and not 12,000 MT (about 16,808,064 litres) as claimed by the defendant for which he claimed payment from the Federal Government.

Led in evidence by the prosecuting counsel, S.K. Atteh, Tunji Nasiru, a staff of Staco Insurance Plc, who at the time of the said transaction was the Assistant Director, Technical, testifying as the third prosecution witness, told the court that he knew Nadabo Energy Limited in the course of his work at the company.

He said: “In 2013, we received a letter dated 20th August from the EFCC requesting us to confirm the authenticity of two Marine Insurance certificates attached to the letter.

“We went through our records and we responded to the letter, vide ours dated 6th September, stating that we had no such certificate in our records.”

He thereafter, identified the investigation letter written by the EFCC to Staco Insurance Plc, and the response to the EFCC inquiry on Marine Insurance certificates attached, which were already exhibits before the court.

“We stated that we do not have such Marine Insurance certificate in our records,” he said.

He testified that indeed, Staco Insurance Plc had done some transactions before for Nadabo Energy Limited, adding that, “this particular one, was not in our record”.

While going through the exhibits, he said, “The letter written by the EFCC is the one dated 20th August 2013, which is the first document.

“The second document, we know nothing about it, which is the Insurance certificate number 40016.

“The third document, also an Insurance Marine certificate number 40017 is not in our records.

“The fourth document is our reply to the third document, which was the EFCC letter.

“The fifth document, I can recognise this very well, this is what we have in our record as Marine Insurance certificate 40017.”

He further identified the certificates attached by the EFCC, which the company was asked to authenticate.

He said: “Our response was that we do not have these certificates in our record.

“In other words, the certificates were not issued by us.”

Under cross-examination by the defence counsel, E.O. Isiramen, the witness, confirmed that he had never met Abubakar, the second defendant, but only had dealings with the company, Nadabo Energy Limited, the first defendant.

“The Marine Insurance certificate number 40017 is the original one that we have in our record and I can tell you the details contained therein,” he said, stressing that the content of the Marine Insurance certificate number 40017 sent to the company by the EFCC for authentication was far different in content from the one in the company’s record.

“Moreover, the Marine Insurance certificate number 40016 is not in our record,” he stressed.

Testifying as the fourth prosecution witness, Matthew Oladunjoye, a staff of Quality & Quantity, Q & Q Control Services Nigeria Limited, confirmed working with Nadabo Energy Limited with respect to the case.

In his examination-in-chief, he testified that the company received more than one letter from the EFCC and that the company responded to all of them.

He identified the letters, which were already before the court as exhibits, adding that the EFCC wrote to the company with regards to MT Songa, which he described as the daughter vessel, that covered the loading, and also MT Gotland Carolina, which he described as the mother vessel that carried out Ship-to-Ship, STS with MT Songa.

“We covered the operation between the transfer between the mother vessel and the daughter vessel,” he said.

He testified further that the EFCC had requested the company to authenticate some documents relating to the transaction.

“We checked and verified and sent to EFCC those which are true copies from our company, and those not true copies were also identified and sent back to the EFCC,” he said.

He further identified the documents certified by the company to be true copies, and those which he said did not emanate from Q & Q Control Services Limited, yet had a stamp and signature which did not belong to the company.

He said: “My lord, in summary, the quantity discharged by Gotland Carolina is 7,986,355 litres and the quantity received by Songa is 7,983,150 litres.

“They claimed to have discharged 16,808,054 litres as quantity discharged at Masters Energy by Songa, but based on the figures that we have at the STS point, the figure is higher than what is stated in our documents.”

The case has been adjourned till July 6 and 7, 2022 for continuation of trial.

Delta to complete 24-km Isoko ring road December

Delta Governor, Sen. (Dr) Ifeanyi Okowa, has said that the 24-kilometre Isoko Ring Road project running from Ellu, Ovrode, Ofagbe, Orie, Okpe-Isoko, Uro to Ada-Irri traversing Isoko North and Isoko South Local Government Areas would be completed in December, 2022.

Okowa disclosed this to newsmen shortly after inspecting construction works at the bridge linking Ellu and Ofagbe on the road.

The governor, who was conducted at the site by the Commissioner for Works (Highways and Urban Roads), Mr Noel Omodon, said that work on the entire stretch of the project had progressed appreciably and expressed certainty that it would be ready for inauguration before Christmas.

He explained that the project was divided into three sections for ease of execution, adding that the bridge being constructed was to address the perennial problem of flooding on the existing bridge on the road which was usually flooded whenever it rained heavily.

“This is the site of the bridge; you will be wondering why the new bridge because there is an existing onehere; the information we have is that when it rains heavily truly, this bridge stays under water.

“There was, therefore, the need to construct another bridge that is raised up and that is why you find the alternate bridge being constructed now.

“The alternate bridge being constructed is going to be 1.2 meters higher than this current bridge. I think that will take care of the flooding situation on the existing bridge.

“But this bridge itself is not going to be destroyed in anyway because during the dry season, it will still be useful but during the rainy season and dry season, this alternate bridge can be used at all times,’’ he said.

Okowa added that the contractor had promised that “in another few weeks, they are likely to be through with the piling process on the bridge and that in three months, they will be through with the deck of the bridge, and that they intend to deliver the project by December, this year.

“So, hopefully, we will be inaugurating this project before Christmas, this year.”

NSF: Delta will maintain dominance in sports – Okowa

Delta Governor and Vice-Presidential candidate of the Peoples Democratic Party (PDP) Sen. (Dr) Ifeanyi Okowa has said that the state was prepared to host and win the most memorable competition in the annals of the National Sports Festival to maintain its sports dominance in the country.

Okowa gave the assurance on Wednesday, in his remarks at the Unveiling of the National Sports Festival Logo and Mascot, held at the Unity Hall, Government House, Asaba.

He said hosting the festival tagged “Delta 2022” with theme “Uniting Nigeria, inspiring the next generation” was in recognition of the role of Delta as a leader and role model in sports in the country.

According to him, the choice of Delta as host of Nigeria’s version of the Olympic Games was in recognition of the state’s pioneering role in sports growth and development, which has made it a role model and a leader in the country.

“Delta State as you are well aware, has won every edition of the National Youth Games and National Sports Festival in the past five years to confirm its position as the number one sporting State.

“We intend to continue this leadership as Delta hosts the entire sportsmen and women across the length and breadth of our country.

“Let me also state that Delta was primed to host the 20th edition of the festival but lost its bid to our sister State, Edo, at the very last minute in Abuja.

“As a sports-loving State, we were not discouraged in our quest to bring home to roost, this sporting extravaganza we have dominated for a long time. We are also positioned to be number one in the hosting of the games.

“However, as the nation looks forward to seeing Delta host our sportsmen and women to this feast, I can assure you that we are doing our best to host a most memorable competition in the annals of the festival.

“We are guided by our excellent hosting of the 21st Senior Africa Athletics Competition in August 2018 in Asaba, which received a global ovation, because of our facilities and our hospitality to our guests on that occasion.  We have resolved to do even more this time around.

“We are already updating our facilities and putting in place, new ones of international standards, because of the multi- dimensional nature of the festival,” he said.

He added that the security of athletes and officials was a top priority and urged intending participants to feel free to savour the state’s hospitality.

Minister of Youth and Sports, Sunday Dare lauded Delta State for providing 61 percent of athletes in the national teams.

He said beyond oil, Delta has another gold in sports and talents development and commended the State for it.

“I have been a Minister of Youth and Sports for three years but I have seen seven years of Governor Okowa’s investments in sports development.

“Governor Okowa you tower above your colleagues in sports development and I call on you not to rest on your oars because you keep inspiring us.

“The National Sports Festival is a celebration of Nigerian athletes irrespective of tribe and religion and today’s event which entails branding of the festival is the very essence and symbol of our unity in diversity.

“The festival is a tool for the promotion of unity of our country and we recall that when Delta won the hosting rights, we were pleased because we know we have a governor who is not afraid to break new grounds and lift the stakes higher.

“In this year’s competition, Delta will be hosting what we term the ”

‘Nigerian Olympics’ and 40 different events would be competed for in 14 days with 16,700 athletes attending.”

He called for private sectors collaboration and investments in sports infrastructure in order to unlock the multi-billion dollar business potentials in sports in the country.

Speaking at the ceremony, Managing Director of Premium Trust Bank, Emmanuel Emefienem said the bank was pleased to identify with the Festival as sponsors and official banker.

He said the contribution of sports to unity and progress of the nation couldn’t be over-emphasised.

“In partnership with the Sports Festival, Premium Trust Bank is committed to providing the needed platform to help the athletes grow in their chosing career.

“As an institution we will continue to partner with government to make our youths occupy their rightful place in global sports competitions,”

Chairman of the Main Organising Committee (MOC) and Permanent Secretary, Federal Ministry of Youth and Sports, Alhaji Ismaila Abubakar, said the timeliness for the festival was designed to ensure a successful hosting of the games.

Represented by the Secretary of MOC, Dr Peter Nelson, commended the state government and the local organising committee for their efforts in ensuring a success for the games which would be held 4th-13th November, 2022.

He said the Mascot and the logo represents the identity of the game in line with international best practices shall be used to brand all materials that will be used for the games.

He added that the MOC was determined to improve the standard of the games to make it at par with other international competitions and urged state governments to give maximum support for the games.

Welcoming guests earlier, Chairman Local Organising Committee (LOC), Chief Patrick Ukah, said the unveiling signals the beginning and launching of images for merchandising of the event.

Ukah said the message was in line with the theme of the festival to unite the nation and inspire the new generation, assuring that Delta would host the best National Sports Festival in the history of the country.

The ceremony was attended by Speaker of the Delta State House of Assembly, Chief Sheriff Oborevwori, President of the Nigerian Olympics Committee NOC, Engr. Abu Gumel, President of the Athletics Federation of Nigeria AFN, Chief Tonobok Okowa and former AFN President, Chief Solomon Ogba among others.

GOV AKEREDOLU: STATE POLICE, REALITY OF THE TIME

  • Says Attack On President Buhari’s Convoy Daring
  • You’re The Soul Of The Southwest, Former School Mates Tell Gov Akeredolu

Ondo State Governor, Arakunrin Oluwarotimi Akeredolu,SAN, has said that the call for State Police is not for self aggrandizement but a reality of the time.

This is even as the Governor condemned the attack on President Muhammadu Buhari’s convoy by bandits in Kastina State on Tuesday, describing the attack as daring.

He spoke on Wednesday while playing host to his former school mates at Loyola College Ibadan (1968/1972) set in his office, Alagbaka Akure, the state capital.

The Old Boys were led by their Acting President, Mr Ayodele Adigun. Other school mates on the entourage are; Gboyega Ogunojemite; Dotun Ladunni; Evangelist Segun Ayanniyi; Jide Lalemi; Sir Tony Adejinle; High Chief Wole Akindele; Gbenga Fashakin; Leo Onayemi; Deji Adams and Sunkanmi Shotonwa

Governor Akeredolu lamented the security situation in the country, adding that it had gone from bad to worse.

He noted that the country’s security challenges have gone beyond Fulani herdsmen to the menace of bandits and ISWAP.

“We Governors in the Southwest met and we are still more than convinced that there is no solution other than State Police. The truth is that we will be prepared to protect ourselves and die in the process more than other people from outside. We can only protect ourselves better.

“We will be more committed to protecting ourselves. By the time we have State Police, we will be encouraged to recruit people in a Local Government to work in that Local Government as security.

“For me, State Police is not for self aggrandizement. It is a reality of the time. For us in the South and even in the North, I know so many of them that have come to accept that a single command of Police is not good for this country. This country is too big.

“We will continue to make our voice heard everywhere. We are almost there. We are licking our wounds here over the June 5 attack in Owo. It is a serious wound. We will never forget. We are putting together a memorial in a conspicuous place in Owo.” Governor Akeredolu said.

Earlier, the Acting President of the Loyola College Old Boys’Association (1968/1972) set, Mr Ayodele Adigun condemned the June 5 attack in Owo, while expressing shock that such heinous crime could be carried out in the Southwest.

He said the attack was particularly aimed at tarnishing the image of the Governor and rubbish his efforts so far, especially on the security of lives and property of the people.

“We want to commend you. You are the soul of the Southwest on Security. We know your attitude against injustice. Your name has been written in gold in the history of Southwest.

“Yesterday we heard about bandits attacking the President’s convoy. We need to end these lawlessness. We need to bring out this evil that is destabilizing Nigeria.

“As your former school mates, we are solidly behind you. We don’t want you to relent on your efforts in championing State Police. The first of a government is to provide security of lives and property. Without security, there would be no development. Farmers are afraid to go to the farm. Investors are afraid to invest in Nigeria. We must put an end to this insecurity.” Mr Adigun said.

Terrorism: APC Complicit in Kuje Prison Attack – PDP Asserts…Queries Redeployment of Soldiers 24hrs Before Incidence

The Peoples Democratic Party (PDP) condemns in the strongest possible term, the spate of insecurity and the audacity with which terrorists ravage our country unchallenged under the rudderless All Progressives Congress (APC) administration.

The simultaneous terrorist attacks on the advance convoy of President Muhammadu Buhari in Katsina State as well as the Correctional Facility in Abuja, the nation’s capital, underscore the collapse of our security command and control structure under the failed, ineffective and uncoordinated Buhari-led APC administration.

The terrorist attack on President Buhari’s convoy in his home State of Katsina as well as the ferocious invasion and the freeing of hundreds of terrorists and criminals from the Kuje Correctional Facility further confirm that Mr. President has lost control of the security of the nation and that Nigerians are no longer safe under the APC.

The escalated spate of terrorism across the country has heightened apprehensions of complicity by the APC to open up our nation to more terrorist attacks with the view to stall the 2023 general elections.

The failure of the APC administration to act on the intelligence provided by the Directorate of State Services (DSS) which on Tuesday July 5, 2022 reportedly warned of an impending attack on the Kuje Correctional Facility gives credence to fears by Nigerians of complicity at very high level of the APC administration.

This is in addition to further reports that soldiers deployed to the precinct of the Kuje Correctional Facility and who had become familiar with the terrain were redeployed 24 hours before the terrorists attacked.

The PDP demands that the APC government should come clean on who ordered the reported redeployment of soldiers and who failed to act on the intelligence provided by the DSS.

Nigerians can recall the public confession by the Kaduna State Governor, Mallam Nasir el-Rufai at the wake of the bloody Abuja-Kaduna terrorist attack that the APC-led administration knows the whereabouts and the plans of the terrorists ravaging our nation but deliberately refused to act. Nigerians will also recall how APC leaders publicly romanced and paid money to terrorists.

It is rather distressing that President Buhari appears helpless without any decisive and concrete steps taken to stem the tide of terrorist attacks in our country.

Even more curious is that President Buhari continues to retain Mr. Isa Pantami as Minister of Communication and Digital Economy to head and coordinate this very critical sector in the fight against terrorism in our country in spite of Isa Pantami’s confession of affiliation to terrorists.

With the sequence of events in the last 48 hours, it is clear to Nigerians that the APC government headed by President Buhari has failed in the basic purpose of government which is to secure life and properties of the citizens.

Given the urgency of the security situation in the country, it has become imperative that President Buhari convenes an emergency Council of State meeting for a review of the prevailing dangerous security atmosphere in our country.

The PDP also calls on the National Assembly to pass a vote of no confidence in Isa Patimi and insist on his immediate removal as a minister. The National Assembly should also immediately summon the Security Chiefs for a thorough investigation on the circumstances resulting in the failure of our security system.

The PDP urges Nigerians to remain at alert and keep hope alive as the nightmare of the APC administration will be over by May 2023.

PRESIDENT BUHARI VISITS KUJE, ASKS QUESTIONS ABOUT INTELLIGENCE AND WHY PRISON DEFENCES FAILED TO WORK

President Muhammadu Buhari Wednesday visited the Medium Security Custodial Centre, Kuje attacked by terrorists, spending about 30 minutes there.

Soon after he arrived, he was briefed about the attack by the Permanent Secretary, Ministry of Interior, Dr. Shuaib Mohammad Lamido Belgore and the Controller General of Nigerian Correctional Service, Haliru Nababa, showing him the bombed-out section used to access first, and the records office which was set on fire, adding that the invaders thereafter launched an attack on all cells in which Boko Haram terrorists were held.

The President was apprised that, at the end of it, none of the 63 terrorists are accounted for, but it was emphasized that records are not lost because they have been backed up.

President Buhari, who, like most Nigerians was shocked by both the scale and audacity of the attack queried: “How did the defences at the prison fail to prevent the attack? How many inmates were in the facility? How many of them can you account for? How many personnel did you have on duty? How many of them were armed? Were there guards on the watchtower? What did they do? Does the CCTV work?” Question after question.

The President was also informed that the security forces have recaptured 350 of the escapees while about 450 others are still unaccounted for, and that rapid work is under way to recapture the rest.

After inspecting some of the points impacted by the attack, President Buhari spoke to newsmen, expressing disappointment with the intelligence system (and utilization).

“I am disappointed with the intelligence system. How can terrorists organize, have weapons, attack a security installation and get away with it?”

The President, accompanied by Boss Mustapha, the Secretary to the Government of the Federation, Professor Ibrahim Gambari, the Chief of Staff, said at the end of the visit that he is expecting “a comprehensive report” on the incident.

The Presidency wishes to use this opportunity to react to mounting criticism of the trip to Dakar, Senegal by the President, and to stress that Governments don’t stop working because nations face terrorist threats. To cancel the trip to Senegal would mean that the terrorists are successful in calling the shots, something that no responsible government in the world will allow.

President Muhammadu Buhari on Wednesday assigned portfolios to seven newly appointed ministers, charging them to serve the nation diligently, maintain unalloyed loyalty to the country and office of the President.

The President also announced the reassignment of portfolios in his cabinet, saying the new redeployment is aimed at reinvigorating certain sectors where the government desires to accomplish improved results.

Speaking at the swearing-in ceremony, which preceded the virtual Federal Executive Council (FEC) meeting, the President said as his administration is now on the home-stretch of its second term, more work still needs to be done in diverse areas of the economy and national life.

The newly appointed ministers and their portfolios are: Ikechukwu Ikoh, Minister of State, Science and Technology; Umana Umana, Minister of Niger Delta Affairs; Udi Odum , Minister of State, Environment; Ademola Adegoroye, Minister of State, Transport; Umar Ibrahim El-Yakub, Minister of State, Works and Housing; Goodluck Opiah, Minister of State, Education and Nkama Ekumankama, Minister of State, Health.

The following ministers were re-assigned: Senator Adeleke Mamora, Minister of Science and Technology (formerly Minister of State, Health); Mu’azu Jaji Sambo, Minister of Transportation (formerly Minister of State, Works and Housing); Sharon Ikeazor, Minister of State, Niger Delta (formerly Minister of State, Environment) and Sen. Gbemisola Saraki, Minister of State, Mines and Steel Development (formerly Minister of State, Transportation).

President Buhari urged the newest members of his cabinet to consult and collaborate with older cabinet colleagues and focus on driving key programmes already initiated by this administration.

He also warned all members of the cabinet against corrupt practices, reiterating that public officers must be above board and those caught in corrupt practices would face the full wrath of the law.

‘‘I begin this address by welcoming on board, all newly sworn-in members of the Federal Executive Council. I also congratulate you because the process that you all passed through to reach this stage has been rigorous and meticulous.

‘‘The appointment of these new Ministers is in line with the provisions of the 1999 Constitution of the Federal Republic of Nigeria which prescribes that the Federal Executive Council shall be made up of members from every state of the Federation.

‘‘I therefore urge you to consider your emergence out of millions of equally qualified Nigerians within the purview of selection from your State, as a call to duty which imposes the obligation to serve the nation diligently and presents to you the unique opportunity to work hard in service to the Government and the country.

‘‘At the valedictory session for six former Ministers that departed to pursue other political careers, I promised that their replacement shall be a matter of priority so that the business of governance would not experience delays or setbacks.

‘‘This administration has been in the saddle since 2015 and is now on the home-stretch of its second term, as the nation prepares for the 2023 general elections. All through, it has vigorously pursued the three main electoral objectives namely: Securing the nation; Diversifying & growing the economy as well as fighting corruption.

‘‘You are all coming on-board at this time with new energy, ideas, experiences and vigour, to join the existing team so that the implementation of policies, programs and projects associated with these electoral objectives would be escalated and accelerated.

‘‘There is still so much to be done for our country in the areas of infrastructure development, energy, access to finance, access to justice, technology and innovation, trade, agriculture, education and security. The list is inexhaustible,’’ he said.

President Buhari urged the newly appointed ministers to be conscious that time is of the essence as they assume office.

‘‘As I assign you portfolios, therefore, I expect you to carefully study your sectors, take wise counsel, reach out to key stakeholders, consult and collaborate with older cabinet colleagues and focus on driving key programs already initiated by this administration. Above all, be loyal to your President and your country.’’

Underscoring the need for the old and new members of his Cabinet to work with common objectives of leaving indelible legacies for Nigerians and ending strongly with verifiable accomplishments, the President warned:

‘‘You must resist bad counsel, resist temptation and be circumspect in your utterances and conduct. You must totally eschew corruption and be above board because if caught there will be no sacred cows,’’ he said.

The President told the newly appointed ministers to await further communication on their appropriate Ministerial Mandates from the Secretary to the Government of the Federation.

Prior to the commencement of the FEC meeting and swearing-in ceremony, the Council observed a minute of silence in honour of the Secretary-General of Organisation of the Petroleum Exporting Countries (OPEC), Mohammed Barkindo, who died on Tuesday in Abuja.

…Hosts 2nd Muslim Sisters’ Seminar

…As Lagos CP Releases Security Tips For Women

Lagos State First Lady, Dr. Ibijoke Sanwo-Olu on Tuesday called for a deliberate effort to debunk the various myths against the rights of women and parenting, saying the reality of today has made it imperative for the modern woman to be adequately equipped and empowered.

The First Lady spoke at the 2nd edition of the Muslim Sisters’ Seminar hosted by her office at Lagos House, Alausa, Ikeja in line with the vision to impact lives and build legacies, and most importantly serve as the forerunner to the forthcoming Eid-el-Kabir Festival.

She said the seminar, with the theme: “Women: Nurturing Lives to Secure a Better Future,” was aimed at highlighting the strategic role of women in ensuring a better future for the younger generation and society at large.

Other sub-themes include: “The Rights of a Woman; Women’s Health: Total Wellness; and Security & Self Awareness in a Modern Society. There was also a Panel Session on “Parenting: The Role of a Mother/Grandmother in Molding a Contemporary Child.”

According to the First Lady, “We decided that it is important that we talk to our Muslim Sisters ensuring that if they are going to have a better future, they must put their health first; they must know their rights, and they must be security conscious.

“So, we have considered these three topics; put them together on the basis of the fact that they are apt for the moment to debunk a lot of myths out there so that the modern woman can understand what is happening and be empowered to make informed choices and decisions.”

She said the enthusiasm demonstrated by the participants was encouraging as the seminar provided the platform for them to interact properly, understand their various roles in society and also have a better future for the next generation.

Besides, the First Lady said the seminar was designed as a platform to bring professional women, the old, and students together to dissect relevant topics on parenting, security, health, and rights of the Muslim sisters, with the view to engendering sustainable and positive solutions to contemporary issues, just as she said it was imperative for all parents and guardians to imbue in their children and wards the virtues of love of God, respect for the rights of others, and prayers without ceasing.

“My message to the Muslim Sisters is that they should not give up; they should continue to encourage the younger ones out there. We know that the system of the children is now different from when we were much younger and there are so many challenges and obstacles out there; however, we need to keep doing our best and there is hope for the future,” the First Lady said.

Sulaimon Oluwatoyin Abou-Nola commended the First Lady for the initiative and recommended that it should be held twice annually to cascade the message to more women as it was in tandem with the instruction of Prophet Muhammad to his wife, Aisha to gather women together and teach them lessons on virtuous living and parenting.

Represented by Imam Musbauhudeen Gaji, Abou-Nola also advised women to train their children beyond the first degree and lead them by example.

Commissioner of Police, Lagos Command, CP Abiodun Alabi, in his session on security, urged women to be wary of jumping at any business deals, and always deploy artificial intelligence such as the installation of CCTV and general employment of technology to prevent crime.

He said: “Your children should know important numbers; you must always run a background check for your staff, including domestic staff; desist from displaying expensive wares in your car; you must be observant and your movements must be confidential to a few; your car alarm is a great security device; and also the neighborhood watch groups are important.

“Remember, your security starts with you. The extent of how secured you are, is dependent on your level of security consciousness, awareness and cooperation with the law enforcement agencies. You are your security.”

In his special message, the Chief Imam of Lagos, His Eminence, Engr.

Dignitaries at the seminar include the Wife of the Lagos State Deputy Governor, Mrs. Oluremi Hamzat; former Deputy Governor of the state, Dr. (Mrs.) Idiat Oluranti-Adebule; wife of first civilian Governor of Lagos State, Alhaja Abimbola Jakande; Iyalode of Lagos, Chief (Mrs.) Bintu Fatima Tinubu; and the mother of Head of Service, Alhaja Ramdat Muri-Okunola.

Missing Certificate: I made second best result in 1976 – Okowa

Governor Ifeanyi Okowa of Delta and Vice-Presidential Candidate of the Peoples Democratic Party (PDP) on Tuesday debunked reports that he had no West Africa School Certificate (WASC) certificate, saying he made the second best result in his set in the country in 1976.

He said that the issue around the certificate was deliberate wrong perception and unnecessary politics, and explained that virtually all universities in the country offered him admission based on his outstanding performance in WASC and Higher School Certificate (HSC) examination.

Okowa made this known while speaking to journalists after inspecting ongoing projects at the Delta State University of Science and Technology, Ozoro in Isoko North Local Government Area.

He said: “On the issue of my certificate, I think it is a misconception. People try to play politics with everything.

“Yes, I lost my WAEC certificate, but I have the print out from Edo College, Benin City, which clearly stated that I have distinction in all subjects.

“The Higher School Certificate was attached and it has been acknowledged by Edo College and the school put it out there that I made an ‘A’ `B’ `B’.

“I do not pride myself but it was very difficult to make such grade in higher school at that time.

“My high school result was the second best nationally in 1976, when I finished. So, many universities admitted me through Telegram as at that time, and I had to start making choices of which to accept.

“Of course, it’s very clear that I finished medical school at the University of Ibadan. I was 21years and some months; I was less than 22 years of age.’’

On the ongoing strike by the Academic Staff Union of Universities (ASUU), the governor called on the Federal Government to expedite action in resolving the issues, adding that every government should be sincere enough to keep to promises and agreements at all times.

“We continue to sympathise with our students who have been at home for several months now rather than being in school.

“I use this opportunity to call on the Federal government to do something urgently to end the strike.

“It’s not a good thing for the children, parents and even education in general. It is unfortunate that the Federal government has not been able to attend to issues, as requested by ASUU.

“For every government, if promises are made, we must ensure that we keep to our promises and if there are things that cannot be done, you let people know,’’ he said.

Okowa remarked that lecturers were not on strike in the four universities owned by the state, “for us in Delta State, we are fulfilling all the requirements and that’s why you can see that this university and our three other universities are all active and in session because we do not have any issues with our lecturers.

“All our four universities are in session because we pay special attention to education in Delta State, and our Presidential Candidate, Alhaji Atiku Abubakar, has also assured that education occupies a prime position in our `Rescue Nigeria’ mission.’’

He expressed satisfaction with the Management of the university in Ozoro for successfully admitting 1,850 students in the first year, disclosing that no fewer than 3,000 applicants chose the university as first choice in the new session, starting in October.

“That over 3,000 applicants have chosen the University of Science and Technology, Ozoro,  as first choice is very heart-warming and it goes to show that our decision to upgrade the Polytechnic to a University of Science and Technology is a very good decision.’’

He also lauded the university for using the engineering students to execute some projects in the school.

“We walked through some concrete paved roads executed by the university with engineering students and it is very encouraging that they are putting their students to practice and their lecturers also have the opportunity to practicalise what they teach.

“You will recall in the same manner when the school was a polytechnic that they used their students and their engineering staff to build the stadium in the campus.

“This is very encouraging because it is important that we actually ensure that our students are not only groomed up in theory but also put to practice what they learn and that’s exactly what we look forward to,” the governor said.

Lagos Opebi-Ojota Link Road Project: Julius Berger is strongly engineering to fruition Lagos State Government’s dream for a better transportation network – Gov. Babajide Sanwoolu

–          “We are Julius Berger, and we are besting every technical challenge and progressing at good pace”, says JBN Project Manager

Lagos State Governor, Babajide Olusola Sanwoolu has said that the country’s engineering construction leader, Julius Berger Nigeria Plc is helping the state government to actualise its dream for a better transportation network for Lagos.

He spoke in Lagos weekend at the completion of the first Pile Cast on the Lagos Opebi-Maryland Link Road bridge through his Special Adviser on Works and Infrastructure, Engr. Aramide Adeyoye.

According to the governor, “…what Julius Berger is doing here is not unexpected. They are known for good quality work. Like the Commissioner for Transportation will always say, what we have here is a collaboration between the Ministry of Works and Lands and Housing.

“It is something that we thought about and decided that this was the best network that will work for Lagos. So, what Julius Berger is doing here is they are seriously bringing to fruition our ideas on paper. And so far, so good,” she added.

Speaking while explaining the basics of the Link Road project to Lagos State government officials, the Project Manager, Denysenko Dmytriy said the first pile cap being completed is the first in a lot more to create a stable foundation for the bridge to be constructed over them. “It also offers a larger area for the spread of the concrete load that would eventually be on the piles,” he said. The Project manager also said that the project has been very challenging given its difficult terrain, “because all water from Ikeja come through here before it discharges into the LagoonNevertheless, we are Julius Berger and we habitually, professionally deliver excellent strength and quality even in challenging topographies. This project is very important to Lagos state government because of its unique utility, and we remain strongly committed to its accomplishment,” he further said.

The Ojota-Opebi Link Bridge has a total length of 3.89 kilometres consisting 2829 metre road length with 276-metre Deck-on-Pile Bridge and 474 metre Mechanically Stabilized Earth Wall approach sections. The Lagos State Government’s Legacy Project as it called in official circles, whose construction is taking off 20 years after conception, is expected to link Opebi in Allen Avenue area with Ojota and Maryland through Odo-Iya Alaro underpass.

Sanwo-Olu at the flag-off ceremony last January said that the project scheduled to be completed in 2023, is strategic because of the huge traffic bearing capacity of the area, as it will help reduce the perennial gridlock along the Mobolaji Bank-Anthony Road that leads to the Murtala Mohammed International Airport. According to the Governor, “…in consideration of the exponential growth rate of commercial activities and services within this axis, and to address the challenge of the huge traffic burden occasioned by the growth, we decided to provide carefully designed innovative solutions to ease the daily gridlock experienced by commuters around Opebi / Mobolaji Bank Anthony Way/ Ojota/Mende corridor.” The Governor further stated at the time that, “… as you are aware, there is presently no direct link between Opebi, Maryland and Ojota. The available road infrastructure that links the axis is also limited in its connectivity options, thus during peak periods, the high traffic volume within the axis usually congests the Ikeja Traffic Network.”

Among representatives of Julius Berger Nigeria Plc at the event were Regional Manager Technical, Thomas Balzuweit, Engr. Nath Ikem, Engr.

YOU’VE INDEED BEEN A WORTHY AMBASSADOR OF OUR COUNTRY, PRESIDENT BUHARI TELLS BARKINDO, OUTGOING OPEC SECRETARY-GENERAL

President Muhammadu Buhari Tuesday in Abuja expressed the nation’s gratitude to the outgoing Secretary-General of Organisation of Petroleum Exporting Countries (OPEC), Mohammed Barkindo, describing him as a worthy ambassador of the country.

Receiving Barkindo at State House, the President said posterity will remember him kindly for making the nation and himself proud during his six years of meritorious service at the helm of affairs as the 4th OPEC Secretary-General from Nigeria.

The President directed the Ministry of Petroleum Resources and the Nigerian National Petroleum Company (NNPC) Limited to mobilise the oil and gas industry to organise a befitting welcome reception in honour of Barkindo.

‘‘You have indeed been a worthy ambassador of our country. We are proud of your achievements before and during your appointment at OPEC and the proud legacies you will leave behind.

‘‘Your time in charge of the affairs of OPEC has been a very challenging one for the global oil industry. Oil producers were finding it difficult to come together to address challenges that were crippling the oil market.

‘‘Not long after, the world was faced with the COVID-19 pandemic that sent crude prices spiralling down at an alarming rate. You showed incredible leadership to rally industry players and pushed through the turbulent times.

‘‘There is no doubt about your efforts in putting together the Declaration of Cooperation which is the largest in the history of OPEC and the global oil industry and also the longest in duration in the history of the organization. This was a herculean task,’’ the President said.

The Nigerian leader heaped more praises on his compatriot for providing experienced administrative management to OPEC, adding that his efforts have placed the organization in a stronger position to confront the challenges it will face in the coming years.

In his remarks, Barkindo attributed his success to the tremendous guidance, charisma and international gravitas of President Buhari; support from OPEC secretariat in Vienna; and cooperation by members of the organisation.

He recounted how the counsel from President Buhari helped in the birthing of the Declaration of Cooperation of OPEC and non-OPEC oil-producing countries, after he assumed office in Vienna, Austria in 2016 during a downturn in the sector when oil prices plunged to less than 10 U.S dollars per barrel.

‘‘It was very obvious to me that this was beyond OPEC alone to address. We needed to get the support of other leading oil producers around the world.

‘‘I recall that I did consult with you and I drank from your fountain of wisdom and your deep reservoir of knowledge of OPEC and global affairs.

‘‘With your advice and guidance, I set out to various capitals around the world to try to persuade them to understand the gravity of the situation and the need for them to urgently join hands with OPEC.

‘‘I did explain to them that they do not have to be full members of OPEC but we could work together in a framework of cooperation and on the 10th December, 2016 we signed this historic agreement in Vienna and on the 1st January, we started working together and we were able to assist the oil market restore stability.’’

The former OPEC Secretary-General noted that the Declaration of Cooperation, which is now in its sixth year, also helped the organisation to navigate the turbulence in the market occasioned by the COVID-19 pandemic in 2020.

He explained that amidst COVID-19, the organisation took a decision to withdraw 9.6 million barrels per day from the market- the highest ever adjustment in its history- for a duration of two years.

He added that OPEC is now in the final lap of restoring the production figures due to rebound in the global market and economy.

Barkindo stressed that ‘‘throughout the period of my tenure I have continued to benefit from the President’s international goodwill and everywhere I visited in the world both within OPEC and outside OPEC, the first person your fellow Presidents, Prime Ministers and Kings, ask me of is; how is my brother, President Muhamamdu Buhari.’’

Having survived the major turbulences in 2016 and 2020, Barkindo expressed confidence that the worst is over and the future looks very promising for the organisation.

He, therefore, thanked President Buhari for giving him the opportunity to serve, pledging that Nigeria would continue to play its leadership role in OPEC as well as in the global oil industry.

Atiku’s Missteps, Wike’s Righteous Indignation

By Erasmus Ikhide

HATE or like Governor Nyesom Ezenwo Wike’s (NEW) style of politics; his objective stance on what he believes in, his refusal to call a spade by other names, or his failure for pretext to become another person in order to acquire power. Politics would have been described differently if it’s devoid of intrigues and intricacies. Those are the attributes that set the no-nonsense first class ‘Mr Projects’ Governor of Rivers State apart from the rest.

Wike’s righteous indignation – even though it’s at the realm of rumour mill that he’s about to quit the People’s Democratic Party (PDP) or abandon its presidential candidate, Alhaji Atiku Abubakar – he would not be doing the unthinkable because of the absolute injustice meted out on him in a political party that openly subscribes to equity and justice.

First, it’s difficult to believe that PDP minders in their widest imagination would allow Atiku Abubakar from Northern Nigeria to fly the party’s presidential ticket against the constitutional provisions that talked about rotation. Second, what qualifies an Atiku Abubakar to be ranked above Governor Wike who has been dubbed “PDP Conscience” for his untiring moral and financial support at a time Atiku Abubakar was hawking himself to be nominated by the APC under its presidential ticket?

What’s the reward for commitment,  resilience and party loyalty if inconsistent character, political prostitute like Atiku Abubakar who has been junketing from one political party to another without ideology should be rewarded for debasing the same PDP in the past? Why should Governor Wike support a prodigal, compulsive political opportunist whose only political deposit has been that he comes from a region with manipulated population and make-believe myths of being in possession of stolen wealth with an entitlement mentality?

It’s even more infuriating that Governor Wike who scored fourteen (14) out of seventeen (17) votes cast to nominate PDP Vice Presidential candidate was left in the cold for little known Governor Ifeanyi Okowa whose only contribution was that he opened Delta State treasury for Dollars rain on PDP delegates on Atiku’s behalf.

For a fact, the combination of Atiku Abubakar and Ifeanyi Okowa as one of the major opposition political parties has deflated the hope of Nigerians who were looking up to the party for redemption after seven years of the APC’s ruinous administration. This is because perception is everything in politics. Nigerians see Atiku Abubakar as a doyen of corruption, Fulani fundamentalist and a precursor of bloodbath.

The other day, Atiku Abubakar quickly pulled down his tweet condemning the roasting alive of Deborah Samuel after Islamic bandits threatened him with a-no-vote in next year’s presidential election. How can such unstable hermit who barely visit Nigeria from his Dubai base each time elections are around the corner be trusted?

ABAVO CHRONICLE ABEJUKOKO VANGUARD ABIA REPORTERS ABIA SUN ABIGBORODO SUN ABRAKA STATESMAN ABUJA ABUJA CHRONICLE ABUJA GAZETTES ABUJA GUIDE ABUJA MORNING NEWS ABUJA NEWS ABUJA NEWSPAPERS ABUJA NOW

“Yes, I lost my WAEC certificate, but I have the print out from Edo College, Benin City, which clearly stated that I have distinction in all subjects.

During the trial, the prosecution counsel, Haruna Abdulkadir, presented three witnesses and tendered several documents in evidence.

In his judgment, Justice Fadawu said the prosecution had proved the case against the defendant beyond reasonable doubt, convicted and sentenced Abba to seven years imprisonment without an option of fine. The judge further ordered that the prison term shall take effect from July 4, 2022.

Count two reads: “That you, Umar Mustapha, Zanna Mala Bukar and Al’amin Idris sometime in March 2020 at Maiduguri, within the jurisdiction of this Honourable Court, induced Abubakar Gimba to deliver to you the sum of N15,000,000.00 (Fifteen Million Naira) under the guise that the said amount represent payment for the purchase of a purported plot of land laying and situated in GRA Maiduguri Metropolitan Council, Maiduguri, Borno State and thereby committed an offence contrary to Section 320 (a) and punishable under section 322 of the Penal Code Cap 102 Laws of Borno State.”

Atiku’s missteps and Wike’s righteous indignation has become the PDP’s knew Achilles heel because you can’t step into the same river twice! It’s even more so now that Nigerians have an alternative to the leprous and vanquished APC and PDP. Nigerians are now ‘ Obedient ‘ in Labour Party!!

Lagos Opebi-Ojota Link Road Project:

Julius Berger is strongly engineering to fruition Lagos State Government’s dream for a better transportation network – Gov.

Abba was arraigned on April 11, 2019 by the Maiduguri Zonal Command on a one count charge that bordered on obtaining by false pretence. He was alleged to have sold a property belonging to Alhaji Ahmed Kois Abdulkarim without his consent and diverted the proceeds to his own use.

The count reads: “That you, Hurso Abba Amma, between September and November, 2016 at Maiduguri, Borno State within the jurisdiction of this Honourable Court, with intent to defraud, induced one Muhammad Nur to deliver to you the sum of Three Million Naira (N3,000,000.00) only in payment of consideration for purported sale of a house situate at behind Umar Shehu Hospital, Maiduguri, Maiduguri, Borno State under the fasle pretence that you were authorised to sell same for an on behalf of the real owner which fact you knew to be false and thereby committed an offence contrary to and punishable under Sections 1 (1) (b) and 1(3) of the Advance Fee Fraud and Other Fraud Related Offences Act, 2006 respectively.”

The defendant pleaded ‘not guilty’ to the charge.

In another development, the Maiduguri Zonal Command of the EFCC today arraigned the duo of Umar Mustapha and Al’amin Idris before Justice Aisha Kumaliya of the Borno State High Court, on two counts of conspiracy and cheating to the tune of N15,000,000.00 (Seven Million Naira).

The defendants pleaded ‘not guilty’ to the charges preferred against them.

Consequently, the prosecution counsel, Mukhtar Ali Ahmed, prayed the court for a trial date and remand of the defendants pending the determination of the case.

Justice Kumaliya ordered the remand of the defendants in prison custody and adjourned till July 25, 2022 for commencement of trial.

Atiku’s missteps and Wike’s righteous indignation has become the PDP’s knew Achilles heel because you can’t step into the same river twice! It’s even more so now that Nigerians have an alternative to the leprous and vanquished APC and PDP. Nigerians are now ‘ Obedient ‘ in Labour Party!!

Strike: Redirect presidency, NASS budgets, others to meet ASUU’s demands, SERAP tells Buhari

Socio-Economic Rights and Accountability Project (SERAP) has urged President Muhammadu Buhari to “urgently recover missing N105.7bn of public funds from ministries, departments and agencies (MDAs) to fund the country’s public tertiary institutions, improve the welfare of staff members, and ensure that the striking Academic Staff Union of Universities (ASUU) return to class without further delay.”

SERAP said, “Pending the recovery of the missing public funds, we urge you to redirect some of the presidency’s budget of N3.6 billion on feeding and travels, and the N134 billion allocated to the National Assembly in the 2022 budget to meet the demands by ASUU.”

SERAP also urged him to “send to the National Assembly a fresh supplementary appropriation bill, which reflects the proposed redirected budget, for its approval.

In the letter dated 2 July, 2022 and signed by SERAP deputy director Kolawole Oluwadare, the organisation said: “Meeting the demands by ASUU would confront the persistent and widening inequality in educational opportunity, and promote equal protection for poor Nigerian children.”

According to SERAP, “The apparent failure by your government to agree with the reasonable demands by ASUU, implement the good faith agreement with the union and to satisfactorily resolve the issues has kept poor Nigerian children at home while the children of the country’s politicians attend private schools.”

The ASUU accused the government of poor commitment to the payment of academic earned allowance (EAA); poor funding, the continued use of the Integrated Personnel Payroll Information System and refusal to adopt the Universities Transparency and Accountability Solution (UTAS), among others.

SERAP said, “Meeting ASUU demands would also ensure protection against the harms of discrimination and educational deprivation.”

The letter, read in part: “The poor treatment of Nigerian children in the country’s public tertiary institutions is inconsistent and incompatible with the Nigerian Constitution and the country’s international human rights obligations.”

“Widening inequalities in the area of education bear all the more dramatic consequences given the importance of education, as an empowering right, in giving the possibility to all to explore and realise their potential.”

“Inequalities in education have a rolling effect, leading to even more and continued inequalities in the future.”

“Apart from being a right in itself, the right to education is also an enabling right. Education creates the ‘voice’ through which rights can be claimed and protected, and without education people lack the capacity to achieve valuable functioning as part of the living.”

“If people have access to education they can develop the skills, capacity and confidence to secure other rights. Education gives people the ability to access information detailing the range of rights that they hold, and government’s obligations.”

“We would be grateful if the recommended measures are taken within seven days of the receipt and/or publication of this letter. If we have not heard from you by then, SERAP shall take all appropriate legal actions to compel your government to comply with our request in the public interest.”

“Recovering the missing N105.7bn of public funds and redirecting the funds, as well as some parts of the presidency and National Assembly budgets to meet the demands by ASUU would end the protracted negotiations between ASUU and the Federal Government and improve access of poor children to education.”

“Recovering the missing N105.7bn of public funds and redirecting the funds, as well as some parts of the presidency and National Assembly budgets to meet the demands by ASUU would also be in the public interest.”

“The proposed spending of taxpayers’ and public funds would also be consistent with constitutional responsibilities and oath of office by public officers, as well as comply with Chapter 2 of the Nigerian Constitution relating to fundamental objectives and directive principles of state policy.”

“Recovering the missing N105.7bn of public funds and redirecting the funds, as well as some parts of the presidency and National Assembly would be entirely consistent with your constitutional oath of office, and with the letter and spirit of the Nigerian Constitution, as it would promote equal opportunities for poor children who rely on public schools and have no opportunity for university education elsewhere.”

“SERAP is concerned that Nigeria’s public tertiary institutions have continued to experience a steady decline. The quality of public education offered is low and standards have continued to drop. The learning environment does not promote effective learning.”

“Public school facilities are in a state of extreme disrepair, requiring major rehabilitation. Basic teaching and learning resources are generally not available, leaving many lecturers and other staff members profoundly demoralized.”

“The failure to end the ASUU strike has hugely contributed to denying poor Nigerian children access to quality education, opportunities and development. The enjoyment of the right to education for millions of poor children remains a distant goal.”

“Under international law, states are required to progressively implement socio-economic rights including the right to quality education commensurate with the level of resources available. Gross misallocation of resources to the detriment of the enjoyment of the right to quality education can constitute a human rights violation.”

“A violation of the right to education will occur when there is insufficient expenditure or misallocation of public resources which results in the non-enjoyment of access to education by poor Nigerian children.”

“The failure to meet the reasonable demands by ASUU cannot be justified especially given the failure and/or refusal by the Federal Government to recover trillions of Naira reportedly missing in ministries, departments and agencies, and the huge funds allocated to the presidency and the National Assembly in the 2022 budget.”

“According to our information, N105.7bn of public funds are missing, as documented by the Auditor-General of the Federation in his annual audited report for 2018. Also, while the presidency has budgeted N3.6 billion for feeding and travels, N134 billion has been allocated to the National Assembly in the 2022 budget.”

“Furthermore, ASUU and other university workers’ unions have been on strike for several months. The unions’ demands, among other things, include better funding for the nation’s public tertiary institutions and improved welfare for their members.”

“While your government has reportedly released N34 billion for the payment of minimum wage consequential adjustments from 2019, ASUU has maintained that until its core demands are met, it will not suspend the strike.”

“In protest of the continuous use of IPPIS and refusal by the Federal Government to implement the renegotiated 2009 agreement that was completed in May 2021, ASUU resumed nationwide strike on February 14.”
