Online Publisher accuses Omokri of abandoning wife, kids

Who is lying? That is the question that the aide of former president, Dr. Goodluck Jonathan has to provide an answer to.

Delta-born Fejiro Oliver on Thursday exposed Reno Omokri on the raging allegations against him.

 

‘’You can’t claim one man, one wife or no side chick whereas you break the very law preached’’ the publisher of Secret Reporters said in a Facebook post.

 

He particularly decried Omokri’s views on marriage, corruption and bad governance.

 

‘’We all hate the government but what many do not know is that Reno Omokri is a big beneficiary of the corrupt government. Ask Reno how much a former governor in the South-South paid him in 2019 to kill the tape that he got. That was a tape that was enough to give PDP victory but he sold out. It’s a different story’’.

 

In a tone suggestive of his rejection of Omokri’s lifestyle, solution to the myriad of problems bedeviling the country, the online publisher insisted that Jonathan’s former aide failed to live by example.

 

In a statement titled: Reno Omokri and the untold stories’’, Oliver accused Omokri of abandoning his legal wife and three kids.

 

‘’The lady with a former president is Reno Omokri’s legal wife. The three kids are his kids. While Reno claims to be married to one wife, the untold truth is that he has ‘married’ a second woman who gave birth to his latest baby. He ran away from the US abandoning his wife and three kids to suffer and staying in UK with his new girlfriend who he’s not married to yet’’

 

The online publisher stated that Omokri has the dubious reputation of claiming to be a faithful husband but does not practice it.

‘’The first wife, Itsekiri, caught him in an act (I don’t want to say now unless he denies this write up) which led to their quarrel.  Reno Omokri has been cheating on his wife in Nigeria and abroad’’.

EndSARS: LAGOS JUDICIAL PANEL REPORT WILL BE MADE PUBLIC – SANWO-OLU

…‘I’ve directed release of those detained in Wednesday memorial protest’ – Gov

…Asks youths to join ‘Rebuild Lagos’ effort

As the final report of the Lagos State Judicial Panel of Enquiry and Restitution is being awaited, Governor Babajide Sanwo-Olu has said the Government would be making full disclosure of the report to the public.

Sanwo-Olu said the State Government would not make an attempt to cover up the recommendations of the panel, whether it is in its favour or not. The Governor said the panel report would be helpful in strengthening true reconciliation and preventing re-occurrence of violence in the State.

Sanwo-Olu, on Thursday, spoke on the arduous task of rebuilding the State, one year after Lagos was hit by a wave of arsonist attacks resulting from EndSARS protests.

Lagos recorded a huge loss in assets and resources, following the violence that trailed the protest, as public transportation infrastructure, court buildings, police stations, private properties and iconic assets were razed by arsonists on October 21, 2020.

Gov. Sanwo-Olu said the panel was set up to look into allegations of human rights abuses against the police and also determine the cause of coordinated attacks on Lagos, noting that the panel’s final report would be fully implemented.

The panel concluded its sittings last Monday, after 12 months it was constituted.

Sanwo-Olu said: “The panel concluded its sittings about three days ago and has asked for time to put the reports together behind closed doors. We do not know the content of the report, but we want to say publicly that, upon the handover of the report, we will be making it public. We will not cover up anything. This is not who we are and that is not what our Government stands for. We will make full disclosure of whatever recommendations that the panel will come up with. I assure citizens of Lagos that we will not leave anything to chance.”

The Governor also spoke on the arrest of some youths that participated in a drive-through EndSARS memorial protest at the Lekki Tollgate on Wednesday, disclosing that he had ordered an unconditional release of those detained by the police, except one person who was caught with dangerous weapons at the scene.

“Yesterday (Wednesday), we saw a protest in Lagos and everybody that was arrested in connection with the protest have all been released, except an individual that was caught with dangerous weapons and who confessed to the police that he joined the protest to cause mayhem,” the Governor said.

He commended the police for being alive with its responsibility to identify and isolate troublemakers from among law-abiding people who conduct themselves in line with the laws.

Sanwo-Olu, again, extended a hand of fellowship to the youth to be stakeholders in the development of the State, while reiterating his commitment to reconciliation. He urged them to join the rebuilding effort in order to restore the operating capacity of institutions affected in the violence.

Speaking on the rebuilding effort, the Governor said the destruction had slowed down operational activities of the affected public institutions, but stressed that the State Government would not shy away from its responsibility to rebuild the facilities and restore their operating capacity.

He said: “It is exactly a year ago today when Lagos was hit by violence in the aftermath of the EndSARS protests. Lagos witnessed massive destruction of infrastructure, iconic buildings, transport infrastructure, police station and others.

“Today being a year after the event, there is no better time to say how difficult it has been for us as a State and how committed it has been for us. As tough as it is, the Government will certainly not shy away from its responsibility. We see the incident as a challenge and we will fix it with everything that we have.”

KEYNOTE ADDRESS DELIVERED BY H.E BABATUNDE RAJI FASHOLA, SAN AT THE 10TH MEETING OF THE NATIONAL COUNCIL OF LANDS, HOUSING AND URBAN DEVELOPMENT AT D’PODIUM INTERNATIONAL EVENT CENTRE, IKEJA LAGOS ON 21ST OCTOBER 2021

 

Ladies and gentlemen, let me start by thanking the Government, the Governor and people of Lagos, my home state, for accepting to host this 10th meeting of our National Council and for the top-class facilities they have placed at the disposal of the Council for this purpose.

 

My appreciation also goes to all the technical staff and resource persons who have worked since Monday the 18th to bring us to this climactic last day.

 

The unsung and unseen contributors who have worked behind the scenes, whose work is visible but whose faces are rarely seen I thank you for lending your hands to nation building.

 

To the Government and people of Lagos, I bring the goodwill and best wishes of the Federal Government and President Muhammadu Buhari for outstanding progress and success in your developmental goals and objectives and assure you of the Federal Government’s support.

 

At this year’s meeting we have decided to focus on how to create more jobs, foster social inclusion and accelerate economic development and this much is obvious in the theme of this meeting which is “Housing development as a catalyst for job creation, social inclusion and economic development.”

 

This decision is informed by many reasons including the unquestionable need to expand opportunities for Nigerian citizens by collective action of Government and private sector actions.

 

The decision is also informed by the commitment made by President Muhammadu Buhari on June 12, 2019 on behalf of Nigeria, to attempt to lift 100 million people out of poverty in a decade.

 

The decision is further informed by the reality that this commitment is a national and not a Federal Government commitment, because the Federal Government alone cannot achieve this objective without the state and local governments.

 

ALL OF GOVERNMENT ACTION

 

One reason why this will require an All of Government Action is the fact that land is a critical component of capital formation and it is controlled by the states (not the Federal Government) and I am persuaded that appropriate, targeted and purposeful use of land, such as for the development of housing by the states and private sector, will unleash prosperity in all states that aggregates to national prosperity.

 

As you know, the Federal Government is undertaking a National Housing Program in all states (except Lagos and Rivers which has not started) aggregating to about 5,000 housing units, and trying to complete an inherited ministerial pilot housing scheme across the states which has a little over 6,000 units.

 

The Federal Housing Authority and Federal Mortgage Bank are also intervening as federal agencies in respective housing development directly, through cooperative societies and the provision of development loans and mortgage loans.

 

But all these account for only a small amount of the need across the nation for many reasons not excluding the limited amount of land available to these federal agencies.

 

These are some of the reasons why I seek to persuade all of you to go back to your states to persuade your Governors to re-commit to housing development.

 

I said recommit, because I am aware that many states are doing something, but you will agree that there is a scope to improve and scale up.

 

Lagos, since the days of the LEDB, LSDPC, Lateef Jakande has been and today in the time of Babajide Sanwo-Olu, remains an example of what state governments can do to deepen housing supply and reap the benefits that come with it.

 

Permit me to reflect on the benefits of some of them.

 

HOUSING, ECONOMIC DEVELOPMENTS AND JOBS

 

The first is that most of the land held by the states that is not developed either for farming, manufacturing housing or other use, is idle, less valuable, and therefore dead capital that earns little if any income and generates little if any economic activity.

 

But from the day a decision is made to build, activity is created, people are galvanized, manpower is required, jobs are created and an economic exchange that leads to productivity starts.

 

Bulldozers employed in clearing are hitherto idle plant and equipment that get put to use, they require diesel to operate, which has to be bought and supplied, transporters are involved to deliver them just as operators are employed to operate the bulldozers.

 

But before all this happens, some people have been employed in design, layout planning, soil test and other pre-construction activities.

 

When construction actively starts, the economic explosion happens, supplies of sand, cement, reinforcements, roofing, plumbing, painting, and other components get to work.

 

This drives a critical business in all our states, the micro small and medium enterprises who make or supply these building components.

 

The delivery of building materials engages transporters, drivers and lubricant suppliers, but this is only part of the story.

 

The final leg is the inclusion of the urban poor, the people who depend on daily or weekly wages, the skilled and unskilled workers, bricklayers, carpenters, welders, painters, plumbers, electricians and others who work the materials into the construction of a house.

 

Of course, there is indirect employment in vendors who supply food, water and sustenance to the workers daily for months.

 

This is personal income, that is taxable by the states and Lagos State has shown the example of what is possible not only with personal income tax as a source of prolific internally generated revenue, but also the impact of property tax with the Lagos land-use charge as an example.

 

If we can imagine the picture I am painting we can only see a picture of gainful employment, inclusiveness and income that heralds prosperity as the opposite of poverty.

 

But the story is not finished. It also leads to furnishing; carpets, beds mattresses, curtains, and other household equipment usually purchased when people move to new homes.

 

However, let me be clear, not every government can afford to build houses on scale and not all residents want government built homes. So some of the things that the government can also do is to provide infrastructure, roads, connection to electricity and water in site and service schemes, allocated to citizens to build according to their budget but in conformity with the planning order.

 

CAPITAL APPRECIATION AND PROPERTY TAXES

 

Apart from some of the benefits that come with building which I have highlighted above, the investment in infrastructure alone adds 30 to 40% to the value of the land which was hitherto of little or no value. Estate surveyors will confirm this to you.

 

Land that appreciates in value, yields more revenue when property taxes are computed without necessarily raising the rate of taxation.

 

Every time I visit a housing site that is under construction, I pay particular attention to the people working on site.

 

They are often happy; they have dignity; they are proud to work instead of beg.

 

They can go home to their families and put food on the table for their children.

 

More importantly, they feel included.

 

But the matter does not end there.

 

PLANNING/CONSTRUCTION PERMITS AND URBAN PLANNING

 

I have had the privilege of sitting as a member of the committee set up by President Buhari to facilitate the ease of doing business across Nigeria; a national rather than a federal government business.

 

One of the parameters where we need to improve upon, and which has hampered our rating as a country, is the number of days and the length of time it takes to get a construction permit or planning approval; and the cost of it.

 

We in government must consciously improve on the bureaucracy around granting of construction permits or planning approval by taking steps to reduce the number of people involved, introducing some level of automation, such as online submission of applications and reducing the cost of approval.

 

We must see revenue in a more broader sense, such as reduced income for planning approval, and increased income from consequential construction like income tax of employees on site, and a broader land use charge from more houses built.

 

Please permit me to make one final point about planning before I leave it.

 

All over the developed world it is easy to observe sports and tourist facilities connected by interstate highways and interstate rail.

 

It is not accidental that thousands of people go by train or buses to a sports or entertainment event and return by it. It is the result of planning.

 

I urge you to take the opportunity as the Federal Government continues to connect the interstate roads and build the national rail network to challenge your land managers and Town Planners to take large tracts of land, plan them for residential and business purposes and set aside land for sports, recreation and entertainment.

 

You will be investing in the future of prosperity of your states and your indigenes if you do so now.

 

LAND TITLE AND DOCUMENTATION

 

It is impossible to address such a gathering of policymakers without touching on title documentations of land.

 

An untitled land, in the words of Hernando De Soto is “dead capital.”

 

It is a cause of exclusion, because the land is not formatted into a recognizable way that enables a financial institution identify the owner.

 

Therefore, untitled land cannot attract credit like a mortgage or development finance because it is not in transferable form to constitute security or collateral.

 

All states who seek prosperity and inclusion for the people must commit to expeditious processing, GIS mapping and titling of their land.

 

Lagos state will tell you how much IGR comes from land transactions, but you must find out how much has been invested in GIS mapping, scanning of millions of pages of Land title documents and automation of the issuance of certificates of occupancy.

 

RENT

 

My dear colleagues, there is no debate that the world is a place of inequality; among nations and amongst people.

 

While we cannot make the world equal, we can commit to reducing inequality.

 

We may not be able to make all people homeowners, but we can reduce the number of those who lack shelter or live on the edge every so often when rent is falling due.

 

I am sure that our country will be a much better place when three years rent in advance, two years rent in advance or one year rent in advance for middle class and working family residential homes becomes monthly rent, payable at the end of the month.

 

Why we may not get there immediately, this is an area of immense exclusion that we can remedy by legislative action at state level.

 

This is a matter in which the Federal Government has no legislative competence. It is a matter for the states, and I urge you not to turn your backs.

 

Three years rent in advance of monthly salary paid in arrears lies at the heart of affordability of access to shelter.

 

All state legislators must see this as an important area of representation of their people to make life easier.

 

So must Governors and Commissioners through Executive bills.

 

I will close by asking these questions.

 

If not us, then who?

 

If not now, then when?

Nigerian women mock Omokri, call him liar

Women in Nigeria on Friday described Reno Omokri as a mischief maker and a voice of particular interests synonymous with disunity, pretension and public lying.

They also described the recent statement credited to the former aide of Dr. Goodluck Jonathan as laughable.

‘’Mr. Reno Omokri is only interested in destruction and conflict ’’ the women said.

In a press conference in Abuja, the women described the recent action of Omokri as an insult to Nigerian women

They accused Omokri of destroying truth and dishing out falsehood.

They also condemned Omokri for ridiculing and tarnishing the image of women globally.

The statement credited to Omokri that he was not in Nigeria when a state banquet was held for President Uhuru Kenyatta of Tanzania was a sad lie.

The women under the aegis of North-South Coalition for Women Empowerment (NSCFWE) also carpeted Omokri for his incessant attack on President Muhammadu Buhari

They accused Omokri of pursuing an agenda to destroy the All Progressives Congress (APC) and Nigerian women.

‘’If you take a critical look at his departure and arrival Reno Omokri based his points on, you will discover that he was seen on departure (SOA) 23 June 2014 and that is after President Kenyatta’s visit. It simply shows he left the country after Kenyatta’s visit. He couldn’t have been seen on departure 23 June 2014 and arriving in the USA April 28, 2014’’.

The position of the women on the recent action of Omokri was presented to the press by the chairperson of North-South Coalition for Women Empowerment (NSCFWE), Dr. Victoria Onoja.

The women scolded Omokri for cutting a bad image for Nigeria and Ex-President Goodluck Jonathan.

‘’Reno Omokri is a disgrace to the South-South geo-political zone. He lacks home training’’

They urged the former presidential aide to apologize to Nigerian women.

South-South leaders vow to resist antics of opposition

  • Urge him to contest in 2023

Notable South-South leaders on Wednesday lauded the Minister of Niger Delta Affairs, Chief Godswill Akpabio, for making an effort to provide greater autonomy to the Niger Delta Development Commission (NDDC).

‘The South-South leaders know the meaning of purposeful leadership that feels their pains, understand their yearnings and pursue the aspirations of this country. Chief Godswill Akpabio is a key to the solution of the Niger Delta problem’’

They also praised President Muhammadu Buhari for taking decisions he considers best for the overall benefit of the Niger Delta people.

At a meeting in Calabar to discuss 2023 politics, governance and its broader impact on democratic institutions and norms, the leaders accused some cynics in the country of trying to throw a monkey-wrench into the works of the current administration.

‘’Chief Godswill Akpabio has done his best to complete the NDDC Audit. The Audit Report is an important step forward’’

The leaders described Akpabio as an iconic figure, a dogged advocate for the interests of Nigerians, a hope for Nigerian politics and a magnet attracting a number of Peoples Democratic Party (PDP) members to the ruling All Progressives Congress (APC) in the country.

They also gave depth to the practical dimension of Akpabio’s ideas on development.

Particularly, the leaders hailed the former Akwa-Ibom State governor for doing what is best for the people, reframing the way growth on the Niger Delta region is understood, strengthening fiscal discipline and transparency in the management of public resources.

Spokesman of the South-South Front (SSF), Chief John Harry, told journalists after the meeting that the leaders commended Akpabio for expanding existing social development programmes, spending on much needed infrastructure, offering the clearest policy and enhancing peace and development in the Niger Delta region.

The leaders highlighted Akpabio’s pivotal role in the development of the Niger Delta region, projects in health, education, job creation, housing, agriculture, security, road construction and other areas of development.

They insisted on Akpabio for the coveted slot of president in 2023,

‘’We welcome the current moves to consider the former Akwa-Ibom State governor. Chief Godswill Akpabio is a compassionate human being who cares about the well-being of Nigerians. He knows the issues. He is extremely qualified, the best qualified among the presidential aspirants. He has the character to do the job’’

They also urged ex-militants not to allow opposition politicians in the country to use them to persecute political opponents.

Delta 2023: Augoye, the choice of Deltans

Over the years, Delta State politics has grown into one of the most interesting in Nigeria, especially as the All Progressives Congress (APC) looks forward to wresting the State from the firm grip of the People’s Democratic Party (PDP).

 

This means battle, and the leaders of the PDP in the State know they cannot afford to miscalculate it’s political permutations, if not, the party stands the chance to lose the battle for the heart of Dennis Osadebay House, Asaba to the APC.

 

With political fortune ever shining bright on the PDP family in Delta as a result of the “gentleman arrangement” of zoning the governorship seat across the three Senatorial Districts of the State, it becomes expedient that the PDP must get its permutations right for 2023.

 

This is more so as Deltans have come to build their trust in the gentleman arrangement of the PDP in the State that they cannot trust the State in the hands of any other party.

 

In getting it’s permutations right, the PDP must go into its drawing board devoid of sentiments and look into the array of aspirants before it, and make a good decision on the better person to fly the gubernatorial flag of the party come 2023 in order for the PDP to continue to retain the State.

 

From the pulse of Deltans, the best choice before the PDP is no other but the gentle and humble Chief James Ojadovba Augoye. Chief Augoye is a man, who many Deltans have come to know very well during his time as two-time Commissioner for Works of Delta State.

 

The reputation of Augoye across the State rubs off. He has been tested by the Governor Ifeanyi Okowa administration, and Deltans have come to build their trust in him. Those who have come close to the politician can attest to the gentle and humble nature of him.

 

Having traversed the length and breadth of Delta State as Commissioner for Works, Augoye scored popularity among Deltans along the way. He, therefore, possesses the political wherewithal to win the State for the PDP as a result of his popularity.

 

This is even more so as Augoye understands the leadership needs of Delta State, and most importantly, the developmental trajectory of the State and the needs of the people, having served as Commissioner for Works, and the only one to serve in that office for two terms since the creation of the State.

 

Not just hinged on the political configuration of the PDP in Delta State nor his popularity to win the State for the party, the former Commissioner has what it takes to govern Delta State in real terms.

 

Chief Augoye has a reputable public service record in politics.

 

Until becoming Commissioner for Works, Augoye, popularly known as the Agadagba Okpe had served in various political and community capacities, gaining the necessary expertise needed for him to serve well as Governor.

 

Born on May 16th, 1965 in the oil-rich community of Ugbokodo in Okpe local government area of the State, Augoye possesses this driving force to sustain the developmental trajectory of past and present leaders of the State.

 

Augoye had a rapid and highly improbable rise to political limelight, so much that it is as though the spirits that position men for service are with him in his quest to become the next Governor of Delta State.

 

Augoye may not be your typical politician. Reason for this is not far-fetched because he possesses a B.Sc. (Hons) in Political Science, and thus understands the fine prints of politics, and not the politics of bad blood we have come to be accustomed with in Nigeria.

 

In addition to the style of politician he is, Augoye is more of an administrator, and having a Masters degree of Public Administration to his credit, he is an administrator par excellence. Augoye is no doubt the best hand to administer the resources of the State for best results.

 

Recall that Augoye was appointed member of the Okpe Local Government transition committee, where he served as Chairman of the Internal Revenue Generating Committee in 2003. This no doubt places Augoye in a better position to generate much needed revenue for the running of the State.

 

A governor should be able to properly manage the resources of his State for the greater good of every citizen of the State. Augoye as governor with his experience, will no doubt, ensure that the revenue generation capacity of Delta State is optimised.

Augoye has also served in the capacity of Councilor representing Ward 10 in the Okpe local Government Council Area between 2004 and 2007 and was appointed Okpe Local Government Council Chairman between 2012 and 2014.

 

The Agadagba Okpe in 2015 served as the coordinator of the Peoples Democratic Party (PDP) Campaign Council for Okpe Local Government Area, a position he used to mobilize support of over 65 towns, communities and villages in Okpe for Governor Okowa’s election in 2015.

 

Chief Augoye held the same position for Gov. Okowa’s reelection in 2019, making PDP win all elections in Okpe local government area. Augoye delivers.

 

As a grassroots politician he is, no doubt, Augoye will bring his experience to bear in mobilization of voters to prosecute the Delta State 2023 governorship election for the PDP to win it.

2ND NIGER BRIDGE, LAGOS-IBADAN EXPRESSWAY TO BE COMPLETED BEFORE 2023, PRESIDENT BUHARI ASSURES AT MID-TERM MINISTERIAL RETREAT

President Muhammadu Buhari Monday in Abuja assured Nigerians that the 11.9km Second Niger Bridge, 120 km Lagos-Ibadan Expressway and other key projects under the Presidential Infrastructure Development Fund (PIDF) will be completed within the second term of this administration.

The President gave the assurance at the opening of a two-day Mid-Term Ministerial Performance Review Retreat organized to assess progress made towards the achievement of the nine key priorities of this Administration.

He used the occasion of the retreat, the third edition since the second term of his administration, to highlight some of the Federal Government’s notable achievements in the last two years.

He listed accomplishments in the areas of infrastructure, transportation, economy, electricity supply, the petroleum industry, among others.

‘‘On transportation, we are growing the stock and quality of our road, rail, air and water transport infrastructure.

‘‘The PIDF projects are also advancing remarkably. These include the 11.9km Second Niger Bridge, 120 km Lagos-Ibadan Expressway, 375 km Abuja – Kaduna – Zaria – Kano Expressway and the East West Road. Most of these projects are expected to be completed within this 2nd term of our Administration,’’ he said.

President Buhari expressed delight that over the past two years, Ministers have rendered reports to the Federal Executive Council on their activities related to the achievement of their Ministerial Mandates.

‘‘Some of the notable achievements include the establishment of InfraCo Plc in 2020, as a world class infrastructure development vehicle, wholly focused on Nigeria, with combined debt and equity take-off capital of N15 trillion, to be managed by an independent infrastructure fund manager.

‘‘The Presidential Infrastructure Development Fund was also established in 2020 with more than USD 1Billion in funding.

‘‘In addition, we have launched the Nigeria Innovation Fund by the Nigerian Sovereign Investment Authority (NSIA). This is aimed at addressing investment opportunities in the domestic technology sector: data networking, datacenters, software, Agri-tech, Bio-tech, and more,’’ he said.

Furthermore, President Buhari noted that his administration had made tremendous progress on railway projects in the country, noting that upgrading of the railway network is being extended with the recent completion of the Lagos – Ibadan line.

‘‘The Itakpe-Ajaokuta rail line has finally been completed and commissioned after 30 years of its conception.

‘‘Work is expected to commence very soon on the Port-Harcourt Maiduguri line and Calabar – Lagos Coastal Line to connect the Southern and Eastern States of our Country. Progress is also being made on the upgrading of our Airports, with the state-of-the-art facilities in line with world class safety standards,’’ he said.

On the economy, the President said the nation witnessed three consecutive quarters of growth, after negative growth rates recorded in the second and third quarters of 2020.

‘‘The GDP grew from 0.8% in 2017 to 2.2% in 2019, but declined in the first quarter of 2020, as a result of the downward trend in global economic activities triggered by the COVID-19 Pandemic.

‘‘As at Second Quarter 2021, GDP growth rate was at 5.01%, the highest since the inception of this Administration.

On security, President Buhari announced that the Ministry of Defence has been instructed to create a modest military industrial complex for the local production of weapons to meet some of the requirements of the country’s armed forces.

The President explained that the establishment of the industrial complex would address Nigeria’s over-dependence on other countries for military equipment and logistics.

He said the project is being implemented under the Defence Industries Corporation of Nigeria (DICON), a military department responsible for arms manufacture.

On other efforts to strengthen national security, the President said it was gratifying to note that Nigeria has received six A-29 Super Tucano.

He said the propeller-driven aircraft are being used for training, surveillance and attack by the military.

‘‘As part of the efforts towards strengthening our national security, we have increased investments in arms, weapons and other necessary equipment; expanded the National Command and Control Centre to nineteen states of the Federation; and established a Nigerian Police Trust Fund, which will significantly improve funding for the Nigeria Police Force.

‘‘We have also approved the sum of N13.3 billion for the take-off of the Community Policing initiative across the Country, as part of measures adopted to consolidate efforts aimed at enhancing security nationwide,’’ he said.

On the Power Sector, President Buhari noted that the implementation of a ‘Willing Buyer-Willing Seller’ Policy has opened up opportunities for increased delivery of electricity to underserved homes and industries.

He expressed the hope that the execution of critical projects through the Transmission Rehabilitation and Expansion Programme, will result in achieving the national goal of improved power supply by 2025.

On the Petroleum Industry Act signed into law on 16th August 2021, the President reiterated his directive to the Implementation Committee to complete all processes for the successful operationalization of the Act within 12 months.

On efforts to empower the youth and other vulnerable groups by enhancing investments in the Social Intervention Programmes, the President said he has approved the expansion of the National Social Register (NSP) by 1 million additional households.

The NSP is the official database for the implementation of the Conditional Cash Transfer programme.

‘‘We have established the N75 billion Nigerian Youth Investment Fund created to boost the Nigerian economy through leverage and access to finance for youths.

‘‘The Fund should serve as a catalyst to unleash the potential of the youth and to enable them to build businesses that will stimulate economic growth and create jobs. These accomplishments are a testament to the fact that all hands are on deck in establishing a solid foundation for even greater successes in future,’’ he said.

The President warned all ministers and permanent secretaries to take seriously all issues relating to the implementation of their mandates towards the attainment of the laudable objectives of this Government.

The President concluded his address at the opening of the retreat with the unveiling of the Presidential Priorities Performance Management System.

He explained that the Performance Management System and Dashboard, which has been in effect since January this year, had provided him the opportunity to track projects in real-time with live data.

‘‘In our continuing drive to ensure accountability, we have incorporated a Performance Management Framework into the functions of the Central Delivery Coordination Unit for ease of tracking of the Ministerial Deliverables along the lines of the 9 priority areas of this administration.

‘‘This initiative has provided me the opportunity to track the performance of all Ministries and by extension my Administration.

‘‘ This process has been in effect since January 2021 and today it gives me great pleasure to unveil the Performance Management System and Dashboard to track projects in real-time with live data and early warning system to proactively resolve bottlenecks,’’ he said.

In view of the importance of this year’s retreat, President Buhari announced that he would sit through all the sessions to listen to the cumulative assessment of this administration’s performance over the last 2 years.

Equally, the President would join in discussions on the best approach and strategies to implement planned policies, programmes and projects that can significantly diversify the economy away from its dependence on oil revenue, while sustaining the current economic growth trajectory.

In his reaction to the demise of paramount ruler, President Buhari said “the passing of Shekarau Angyu at this time when the country needed his immense wisdom and knowledge in its efforts to overcome its challenges, is a great loss for which I can’t find the right words to describe.”

“The late Aku Uka of Wukari was a simple man who avoided publicity and controversy throughout his life of service to his people and the country.

“Though death is inevitable, we cannot forget the immense contributions of the late Aku Uka to the promotion of peace, harmony, unity, tolerance and peaceful coexistence in his community and the country at large,” the President said.

PRESIDENT BUHARI CONDOLES WITH LONG-TIME AIDE, SARKI ABBA, ON LOSS OF MOTHER

President Muhammadu Buhari has expressed his shock over the death of Hajiya Aishatu Abba, mother of his long-time aide Sarki Abba, the Senior Special Assistant Domestic, House Hold Matters and Social Events.

She died in Yola after a protracted illness, leaving behind two sons and several grandchildren at the age of 96.

The President, who was represented at the funeral ceremony by a delegation made up of his personal aides said: “We have lost a deep-rooted community leader, kind and generous whose entire life was devoted to worship and the welfare of the poor and the marginalised. Her life of giving has inspired many and she leaves behind several memorable tales of lives she had touched. My thoughts are with Sarki Abba and his family who have lost a strong pillar of support. May Allah bless her soul and accept her good deeds.”

He also sent condolences to the Adamawa Emirate Council as well as the government and the people of the State.

President Buhari was represented at the burial by Senior Special Assistants Ya’u Darazo and Garba Shehu, the State Chief of Protocol, Ambassador Lawal Kazaure, his personal physician Dr. Suhayb Rafindadi, the Chief Security Officer, Idris Ahmed and the Permanent Secretary State House, Tijjani Umar.

Others are the Commander of the Presidential Air Fleet, Air Commodore Y. A. Abdullahi and a Special Assistant in the Presidency, Abdulmumin Bello.

The burial ceremony at Jimeta, Yola on Sunday was attended by thousands of people including the former Governor of the state Jibrilla Bindow, the Galadima and Dan Iya of Adamawa, representing the Lamido and officials of the Adamawa State Government.

Cut N26bn presidency budget for medical center, travels, meals, SERAP tells Buhari

 

 

Socio-Economic Rights and Accountability Project (SERAP) has urged President Muhammadu Buhari “to cut the N26 billion presidency budget for the construction of the presidential wing at the state house medical center, local and foreign travels, meals and refreshments, ‘sitting allowance’, and ‘welfare package’, and to use some of the savings to address the growing level of deficit, as well as improve public healthcare facilities across the country.”

 

SERAP also urged him “to send to the National Assembly a fresh supplementary appropriation bill, which reflects the reduced proposed spending on the construction of the state house medical center, local and foreign travels, meals and refreshments, and ‘welfare package’, for its approval.”

 

In the letter dated 9 October 2021 and signed by SERAP deputy director Kolawole Oluwadare, the organisation said: “Many Nigerians will find it quite odd, unfair and unjust that the government is spending so much money on many of these items in the middle of a public borrowing crisis. The proposed spending could be better allocated to improve access of Nigerians to basic public goods and services.”

 

SERAP said: “The government would continue to borrow to fund the country’s budget until there is a substantial cut to the cost of governance. The government should stop spending so much money on these items. Persistent borrowing is neither sustainable nor fair to the Nigerian people.”

 

According to SERAP: “Your government has a responsibility to ensure the interest of the well-being and prosperity of Nigeria and its citizens. The growing budget deficit and debt problems threaten Nigerians’ access to essential public goods and services, and will hurt future generations if not urgently addressed.”

 

The letter, read in part: “SERAP also urges you to publish details of spending on construction and repairs of the presidential wing at the medical center and office furniture and fittings since May 29, 2015.”

 

“The proposed spending figures highlight the lack of political will to cut the cost of governance, starting from the presidency. This spending is unsustainable, and would take away critical funding to provide access to quality healthcare and education.”

 

“This would leave the poorest and most vulnerable people without access to these essential public goods and services, and burden the next generation.”

 

“According to our information, for the Office of the President, you recently proposed in the 2022 appropriation bill to spend N24,835,805,231 for the construction of the presidential wing at the state house medical center, local and foreign travels, meals and refreshments.”

 

“The construction of the presidential wing will cost N21,974,763,310. N2,309,066,788 is proposed to be spent on general travel and transport while N301,138,860 will be spent on food stuff and catering materials supplies. N250,836,273 is proposed to be spent on refreshments, meals, honorarium, sitting allowance, publicity and advertisements.”

 

“For the Office of the Vice-President, N1,136,717,757 is proposed for local and foreign travels, meals and refreshments, purchase of office furniture and fittings, and other expenses. The details are: N778,261,411 is proposed to be spent on general travel and transport.”

 

“N168,210,826 is proposed for office stationeries/computer, consumables, printing of documents, uniforms and other clothing, food stuff and catering materials supplies. N2,350,626 is proposed for cooking gas and fuel cost.”

 

“N99,795,229 is proposed to be spent on refreshments, meals, honorarium, sitting allowance, publicity and advertisements. N31,909,380 is proposed for computer software acquisition while N30,817,085 is proposed for the purchase of motor vehicles. N25,373,200 is proposed for the purchase of office furniture and fittings.”

 

“We would therefore be grateful if the recommended measures are taken within 14 days of the receipt and/or publication of this letter. If we have not heard from you by then, SERAP shall take all appropriate legal actions to compel your government to comply with our requests.”

 

“SERAP is concerned that the huge spending is neither necessary nor in the public interest, especially in the face of the country’s dire economic position, the scant allocations to education and health, and the growing level of borrowing by your government to fund the 2022 budget.”

 

“Spending limited public funds on the construction of the presidential wing at the state house medical center, local and foreign travels, meals and refreshments, honorarium and sitting allowance, and welfare packages at a time the government is borrowing to fund the budget would undermine your government’s constitutional and fiduciary duties to ensure a responsible budget spending.

 

“The country’s fiscal situation must be changed – and changed quickly – through some combination of cuts in the areas highlighted above. Cutting waste and apparently unnecessary spending would go a long way in addressing the budget deficit and debt problems.”

 

“The recommended measures would also ensure that your government is spending the country’s maximum available resources to respect, protect, promote and fulfil the rights to basic needs of the poor and marginalized groups.”

COVID-19: STATE HOUSE PERMANENT SECRETARY RECOMMENDS FOUR NYSC MEMBERS FOR DIRECTOR-GENERAL’S AWARD

State House Permanent Secretary, Tijjani Umar, has recommended four members of the National Youth Service Corps (NYSC) for the Director-General’s Community Development Service award.

The Permanent Secretary disclosed this at a send-off dinner in honour of the retired Head of Nursing Department, State House Clinic, Habiba Ahmed, and some outgoing corps members, who served in the Clinic.

Umar lauded the contributions of the outgoing and serving corps members posted to the State House Clinic in maintaining essential health services amid the COVID-19 pandemic.

He noted that the corps members were at the frontline of implementing measures to limit the spread of coronavirus as well as reducing public health risk to workers and visitors to the Presidential Villa.

He, therefore, announced that in appreciation of the exemplary work done by some of the corps members, the State House management will officially recommend them for the Director-General’s award.

Relishing his experiences as a corps member in 1985/86 in Ilorin, Kwara State, the Permanent Secretary recounted that he had a satisfying experience serving his fatherland.

He told the corps members that the one-year NYSC programme shaped his understanding of the nation, its diversity and potential.

‘‘I loved the service. My first encounter at the orientation camp which I enjoyed was serving as a member of the War Against Indiscipline (WAI) brigade. President Buhari was then the military Head of State.

‘‘I was also a member of the quarter guard in camp and I loved everything that we did. We also received N90 bicycle allowance at that time,’’ he said.

He thanked the outgoing and serving corps members in the State House for serving the nation with respect and dignity.

He urged those still serving to always take pride in having the opportunity to serve the nation, contributing positively in their places of primary assignment.

The Permanent Secretary later presented gifts to some corps member including Dr Godfrey Okpe, Dr Idris Keji, Chukwueloka Maduegbuna, Abbas Hassan Bala, Casmir Nwachukwu ( Nominee for DG’s Award), Samuel Iko Ojo ( Nominee for DG’s Award), , Muhammad Ma’aji ( Nominee for DG’s Award), and Onwumah Onyelukachukwu ( Nominee for DG’s Award) .

In his remarks, the Medical Director, State House Clinic, Dr Munir Yakasai, announced that a molecular laboratory to test for coronavirus at the Clinic will be activated by the National Centre for Disease Control (NCDC) before the end of the month.

The Medical Director said the laboratory, which increases the number of NCDC approved molecular laboratories in the country, would also handle urological investigations, among others.

He commended the Permanent Secretary for prioritising the repositioning of State House Clinic for effective service delivery.

‘‘We now have a Special Care centre; the Dental wing which was moribund for over 10 years has been completed and now functional, drugs are available and staff welfare has greatly improved,’’ he said.

He wished Matron Habiba and the outgoing NYSC members the best of luck in their future endeavours.

Also speaking, the immediate past Head of the Nursing department thanked the Permanent Secretary and State House staff for the honour accorded her on retirement.

‘‘I feel loved by God and it is a privilege to be honoured by people you have spent a greater part of your life working with. When I meet people in the market and they reach out to me and call me Matron, it gives me pleasure and reminds me that for the rest of my life, I will always want to be a Nurse,’’ she said.

PRESIDENT BUHARI CONDOLES WITH LONG-TIME AIDE, SARKI ABBA, ON LOSS OF MOTHER

President Muhammadu Buhari has expressed his shock over the death of Hajiya Aishatu Abba, mother of his long-time aide Sarki Abba, the Senior Special Assistant Domestic, House Hold Matters and Social Events.

She died in Yola after a protracted illness, leaving behind two sons and several grandchildren at the age of 96.

The President, who was represented at the funeral ceremony by a delegation made up of his personal aides said: “We have lost a deep-rooted community leader, kind and generous whose entire life was devoted to worship and the welfare of the poor and the marginalised. Her life of giving has inspired many and she leaves behind several memorable tales of lives she had touched. My thoughts are with Sarki Abba and his family who have lost a strong pillar of support. May Allah bless her soul and accept her good deeds.”

He also sent condolences to the Adamawa Emirate Council as well as the government and the people of the State.

President Buhari was represented at the burial by Senior Special Assistants Ya’u Darazo and Garba Shehu, the State Chief of Protocol, Ambassador Lawal Kazaure, his personal physician Dr. Suhayb Rafindadi, the Chief Security Officer, Idris Ahmed and the Permanent Secretary State House, Tijjani Umar.

Others are the Commander of the Presidential Air Fleet, Air Commodore Y. A. Abdullahi and a Special Assistant in the Presidency, Abdulmumin Bello.

National Leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu has taken his first outing since his return from the United Kingdom (UK) last Friday night.

Tinubu, on Sunday, reunited with his political associates and protégés at a welcome-back event and prayer hosted by Lagos State Governor Babajide Sanwo-Olu, at the State House in Marina.

At 2:45pm, the former Lagos State Governor was received by Sanwo-Olu in company of his Deputy, Dr. Obafemi Hamzat, and Chief of Staff, Mr. Tayo Ayinde.

The simple event was attended by all elected office holders and political appointees in Lagos, including the Speaker of the House of Representatives, Rt. Hon. Femi Gbajabiamila, and Speaker of the Lagos State House of Assembly, Rt. Hon. Mudashiru Obasa.

Members of the State Executive Council, Governor’s Advisory Council (GAC) and council chairmen were also in attendance.

Sanwo-Olu said Tinubu’s return was more than cheery news for his supporters across the country, noting that the APC leader had been rejuvenated with renewed vigour for his next political move.

The Governor said: “We have countless reasons to be grateful to God for bringing Asiwaju back home, fully rejuvenated. Since Friday when our leader and father came back, it has been a joyful moment for the teeming residents of Lagos, his supporters and Nigerians across the country. We give glory to God who brought you (Tinubu) back with sound health and stronger vigour.

“On behalf of all political office holders, party leaders and faithful, we welcome our leader back and we give praises to God on his behalf that the intention of evil-minded people who spread malicious rumour against our leader did not materialise. This event shows Asiwaju is healthy and possesses more energy to embark on his next move in politics.”

Tinubu, clad in dark grey kaftan and blue cap to match, said he was highly elated to return after his three-month absence from the country.

The APC National Leader said the prayer event was an emotional one for him, saying he was overwhelmed by good wishes from Nigerians while he was away. He said took all prayers as valuable compliments.

Tinubu said: “I’m a little emotional now but I’m happy. God is the giver of life and the only one who can take life. And he (God) says, if I grant you power and the privilege in this life; I am the only one who can take it from you if you don’t use it in the way and manner that promotes humanity. God can give power to anyone he wills.

“It is the same God that has spared us till today and has given us the privilege. I give glory to God, because I’m standing before you hale, hearty and well. Today is a day of joy for me, having fixed today for this great event. We are here giving praises to God. May God bless all of you in attendance. I am grateful. I cannot say more than that today. Thank you all.”

Dr. Hamzat said Tinubu’s return deepened his associates’ belief in God, stressing that the APC National Leader’s full recovery from the knee surgery was a sign of strength and favour from God.

“Now that Asiwaju is back, we are ready for work. The work has started and we are committed to doing it,” the Deputy Governor said.

Gbajabiamila, who spoke on behalf of the National Assembly members, described Tinubu as “an eagle”, who is focused and always ahead of the game.

The Speaker wondered why a “simple knee surgery” became a national issue, but the solidarity shown towards Tinubu across ethnic divides indicated the APC National Leader is an enigma.

Obasa called Tinubu a teacher and benefactor, saying his return had put malicious rumour against him to rest.

Chairman of Conference 57, who spoke on behalf of the council chairmen, said members of the Conference were ready to join Tinubu in his next political move.

Others who spoke glowingly about the APC National Leader included the lawmaker representing Lagos West in the Senate, Sen. Olamilekan Adeola, and GAC chairman, Prince Tajudeen Olusi.

Prayers were offered for Tinubu by Muslim and Christian clerics, while party leaders at the event took turns to welcome him back to the fold.

Williams, through his book, ‘African Power Girls’ seeks to underscore the notion of positivity, diversity, and inspiration among young girls who are daily faced with inequality, chauvinism, and misogyny.

 

“I got the inspiration for this book while trying to purchase inspirational publications for my goddaughters,” said Williams. “I realised that I was unable to find a suitable African story book that told the stories of women who had conquered their world so that young people can emulate.”.

The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has said that the National Assembly would “ensure exhaustive consideration” of the 2022 budget that President Muhammadu Buhari presented to the federal legislature on Thursday.

The Speaker, who said the National Assembly was committed to the timely passage of the Appropriation Bill as it did in the last two years, noted that the next two to three months will be for the strictest scrutiny of the budget estimates and emphasized that lawmakers would hold government agencies accountable for the previously appropriated funds.

In a remark at the budget presentation before a joint session of the National Assembly, Gbajabiamila recalled that upon inauguration, the 9th Assembly committed itself to pursue long-awaited and critical reforms to the appropriations process for better delivery on the promise of national development.

“Over the last two budget cycles, by the joint effort of the executive and legislature, we have made significant progress in this regard and achieved reforms that will stand the test of time and count in our favour,” he noted.

Speaker Gbajabiamila added that while working to deliver the previous budgets, the lawmakers worked “through the day and night, forgoing all other considerations in a joint effort to deliver a national budget that meets the highest expectations of the Nigerian people.

“Therefore, I am confident that the National Assembly will give this Appropriation Bill the prompt consideration it demands.

“However, let me use this opportunity to say to the heads of ministries, departments and agencies of the Federal Government of Nigeria that the determination of the National Assembly to deliver a timely budget will not derogate from our responsibility to ensure exhaustive consideration of the Bill.

“We will demand a thorough accounting for the funds previously appropriated, disbursed and expended. And we will take steps to hold to account those who fail to provide the records we need to make informed decisions on the Appropriation Bill. This is the responsibility of the National Assembly, and we will live up to it.”

The speaker noted that the reforms introduced by the 9th Assembly in the appropriations process, “including establishing a January to December budget cycle, improving oversight procedures, and ensuring greater fidelity to the letter and spirit of our appropriation laws, have led to measurable improvements in public infrastructure, access to education and housing, healthcare and transportation, amongst others.

“These improvements, which have had a positive impact on the lives of millions of Nigerians across the country, inspire us to do more.”

He said innovations in technology, the changing nature of global trade, the challenges of cross-border insecurity and the increasing interdependence of nations have continued to “present challenges we must overcome and opportunities we must embrace.”

As legislators and leaders in government, the speaker said, “we have a continued obligation to ensure that in considering this Appropriation Bill, we make all deliberate efforts to ensure that we continue to make critical investments in education and healthcare, public infrastructure and national security.

“Through these investments, we can hope to build an economy that provides enough well-paying jobs for our young population so that we can, in our lifetime, end endemic poverty in our country and eradicate the social ills that derive therefrom.”

The speaker said the House has, in the last one year, passed several important resolutions relating to healthcare, primary education and national security that require actual funding.

“Where these resolutions have not been included in the Appropriation Bill, the House will work with the Senate and with the Executive to see to it that the final version of this Appropriation Bill includes necessary allocations to implement these resolutions and give full effect to the best wishes of the House.”

Gbajabiamila thanked President Buhari for coming to present the budget estimates personally as usual, and commended the Vice President, Professor Yemi Osinbajo; the Secretary to the Government of the Federation, Mr Boss Mustapha, the Budget Office, Honourable Ministers and all those who contributed to drafting the Appropriation Bill.

“The National Assembly will build on your efforts. Together, we will deliver an Appropriation Act that provides real solutions to national problems, unlocks economic potential, secures our country and brings a future we can all look forward to and be proud of.”

He also paid glowing tributes to senators and members of the House for their “unmatched determination to delivering the annual budget on time, in line with our commitment to a January to December budget cycle.”

Ikeja – the political unit of the National Leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu – literally stood still on Thursday for the formal launch of Southwest Agenda 2023 (SWAGA ‘23) in Lagos State.

 

Governor Babajide Sanwo-Olu joined full political machinery in the State to host the carnival-like event held at 10 Degree Event Centre in Oregun and attended by political leaders from all divisions of Lagos.

 

SWAGA, a group being led by Senator Dayo Adeyeye, is a political movement building support base for the former Lagos State Governor in anticipation of his interest to contest for president in the 2023 general elections.

 

Sanwo-Olu was accompanied by all members of the State Executive Council, lawmakers in the State House of Assembly, and members of Conference 57 to formally unveil the political group.

 

Declaring total support for the group’s agenda, Sanwo-Olu said SWAGA was formed based on the belief in Tinubu’s vision and political philosophy that prioritise development of human capital and economy.

 

The Governor described the APC National Leader as a “core political thinker” of the contemporary generation, noting that Tinubu’s constituency in progressive politics stood him out as a beacon and rallying figure capable of delivering directional leadership to the country in the next dispensation.

 

He said: “Asiwaju Tinubu’s story has been a legend in vision, passion and action. These three values stand him out among his contemporaries in national politics today. It is no wonder the man stretches his arm of fellowship beyond Lagos, the State he led for eight years as a Governor and in which he bequeathed the legacy we are building on. He is nationalist in thinking and progressive in action.

 

“The SWAGA we are launching in Lagos today is a demonstration of Tinubu’s enduring political principles and strong vision. Those behind the movement took the three values and push them with passion. What we are witnessing today is the action from the vision and passion; this is what SWAGA represents. By the grace of God, we will drive this agenda to logical end and we will all witness the inauguration of our political icon come 2023.”

 

Sanwo-Olu assured the proponents of the movement of his continued support, promising to mobilise more political support for the group. He said he would join hands with SWAGA coordinators to take the agenda beyond the Southwest region and make it a national movement.

 

Deputy Governor, Dr. Obafemi Hamzat, said Tinubu personified the progress the Nigerians had been yearning for, drumming support for the APC National Leader.

 

“If we want true progress, employment, security and development, we all know who is capable of creating these opportunities for us. He is Asiwaju,” Dr. Hamzat said.

 

Senator Adeyeye said Lagos was the last State to be visited since the movement started last December, noting that all political and traditional rulers across the Southwest were in tune with the agenda being pushed by the group.

 

Before the formal launch in Lagos, the Ekiti-born ex-lawmaker said the group met over 80 traditional rulers in the State to establish SWAGA as a grassroots movement.

 

Lagos SWAGA official, Mrs. Kafilat Ogbara, said it was time Tinubu let the cat out of the bag, urging Southwest Governors to unanimously join hands with teams of supporters to make a clarion call on the APC National Leader to declare his interest in the presidency.

 

She said: “Today we are launching a national machinery for the advancement of our nation and rescue it from the challenges of insecurity, banditry, unemployment. Today is a clarion call on all of us that we will break through if we organise ourselves to focus on the goal and give our total commitment to Asiwaju’s vision.”

 

Former member of the House of Representatives and chairman of SWAGA in Lagos, Hon. Moshood Alao, described Tinubu as “highly visionary”, noting that the former Lagos Governor possesses all attributes to make a great leader.

 

“Tinubu is unique and he is incomparable under the current political dispensation. The current situation in the country requires the leadership of an individual with a wider network and support base. No other person fits in that position other than Asiwaju Bola Tinubu,” Alao said.

 

The keynote speaker, Prof. Otitoju, who spoke on “Credentials of the next president of Nigeria”, listed qualities to be possessed by anyone vying for president in 2023.

 

He said a thorough analysis of political issues in the country indicated unrivalled political sagacity and good understanding of economic issues in terms of wealth creation remained the most important attribute to be possessed by the next president.

 

Tinubu remains the most qualified person, Otitoju said, adding: “He is a political tactician who rules over the most diverse State in Nigeria and ensures every ethnic group has contributions to the affairs of Lagos.”

Decaying State Of Education Under Godwin Obaseki’s Watch

GOOD education is the best legacy any parent, guardian or government

can bequeath to the next generation and young ones. The reason why the

late Sage, Chief Obafemi Awolowo is still revered thirty-four years

after his demise is because of the free primary school education he

introduced in 1955 when he was the Premier of the Western Region.

 

Dr. Nnamdi Azikiwe who went through hell and high water in getting an

American education established the University of Nigeria Nsukka with

the motto ‘To restore the dignity of man.’ It was the good education

that Chief Anthony Eromosele Enahoro received from Kings College Lagos

without a university education that made Azikiwe appoint him as the

Editor of the Southern Nigeria Defender in Ibadan at the age of 21 –

the youngest ever editor in the country.

 

It is tragic that education has been thrown to the dogs under the ill fated administration of Governor Godwin Obaseki who doesn’t give a hoot about the extremely poor state of education in the state. Edo

State has Edo College which produced many illustrious sons in the

state but which is now a shadow of its former self due to criminal

government neglect. How many of its alumnus would gladly send their

children or wards to the school that ironically made them who they

were today?

 

The level of youth unemployment is extremely high. The National Bureau

of Statistics puts it at about 33%. A way to tackle this societal

malaise is to re-introduce vocational and technical education which

was abandoned when the nation was awash with petro dollars. Igarra

Technical College, Afuze Technical College, Uromi Technical College

and Government Science and Technical College (GSTC) have been left to

rot without any critical governmental intervention.

 

The level of unemployment is extremely high in Edo State due to the

fact that the state is largely a Civil Service State. Edo State with

its large land mass has what it takes to be a heavily industrialized

and agricultural driven economy. Sadly, over the last four years the

Governor has shutdown all the Colleges in the state in the name of

renovation, including College of Agriculture, Iguoriakhi which ought

to be at the vanguard of agro-preneurial training and production.

Governance has been absent since his swearing in last one year and he

is just naming his cabinet after over a year of his winning his second

term.

 

Despite his acclaimed robust private sector experience which saw him

establishing a Securities Dealing Firm – Afrinvest, he has failed in

innumerable ways to industrialize the state. Imagine if many

industries were functional in the state, it will lead to the

concomitant high demand for highly skilled technical labour as their

services will be needed to effectively run these industries and

factories! It is bad enough that these schools have been left to rot,

it is worse that even the few that manage to survive the rigours of an

education there have no jobs to look forward to due to a visionless

and rudderless leadership that is ideas bankrupt.

 

The state of many of the government owned primary and secondary

schools leaves much to be desired. The schools lack good toilet

facilities, fields for sports, high population in the classroom, few

teachers. The students study under the most excruciating conditions

not even befitting for animals.

 

We currently live in a globalized world where the world is now flat

according to prominent American Economist, Thomas Friedman whose New

York Times bestselling book ‘The World is Flat’ exposes the reality of

globalization and how your nearest competitor could be someone

millions of miles away. The covid 19 pandemic which changed the world

of work to remote working is a lesson for our political leaders to

adequately prepare the young minds for a fast changing world of work.

This is an era where secondary school students in former war torn

Rwanda learn about the use of drones. Yet, the students in Edo don’t

learn with computers. How will they be able to compete in the future

against their peers from all over the world? What sort of future is

the Edo State Government under Obaseki preparing the children for?

 

Despite the dictatorship of Cuba’s Fidel Castro which spanned over

four decades amidst many assassination attempts and embargo by the

United States after he defeated the US backed Cuban forces in the Bay

of Pigs Invasion, his greatest legacy was his sturdy investment in

education. He ensured that medical doctors in the country got the best

training and created a system whereby they are exported to the rest of

the world. Today, the exportation of medical doctors from there is

their largest revenue earner dwarfing sugar which was their previous

economic mainstay. Cuban doctors helped Italy effectively tackle Covid

19 which badly hit them.

 

Crude Oil exports will be irrelevant anytime from now. Smart leaders

are preparing their citizens to be relevant in a knowledge driven

economy. The legendary Lee Kuan Yew prepared Singaporeans for this

reality as he moved them from being a third world into a first world

nation in less than three decades. Saudi Arabia has already saved up

over two trillion dollars to be managed by Global Consulting Giant,

Mckinsey in their preparation for a post oil economy. The UK has said

that by 2030 they will completely phase out fossil fuel run cars in

favour of electric cars. Imperial College has scrapped the Masters

Degree Program in Petroleum Engineering because of the irrelevance of

crude oil in the nearest future. What is Obaseki doing about this new

trend? How is he preparing Edolites sons and daughters to compete in

the knowledge economy that our curriculum is ill prepared to address?

What are his educational legacies as he will be out of office in less

than 38 Months time?

 

It is sad that Edolites have the stereotype of prostitution as the bad

policies of the leadership have pushed many of its young, pretty girls

to prostitution abroad especially in Italy. A good education will

equip these emotionally battered and financially emasculated ladies to

a life of financial independence where they will be able to live their

life solely on their own terms and not being dependent on male beasts

for their sustenance.

 

The Edo State House of Assembly is supposed to question him on the

sorry state of education there but alas it is yet to be fully

inaugurated since last year which has now transformed him into a full

blown dictator.

 

We call on the Civil Society and Public Spirited Individuals to mount

pressure on this Pharoah of a leader to do the needful and rescue Edo

State education from the mire and ensure that our students who will

take up the mantle of leadership someday are well prepared for this

challenge which will prevent them from perpetually playing the second

fiddle both in their country and in the Diaspora.

PROTOCOLS

  1. It is my great pleasure to be here once again to present the 2022 Federal Budget Proposals to this distinguished Joint Session of the National Assembly.
  2. Distinguished and Honourable leaders, and members of the National Assembly, let me start by commending you for the expeditious consideration and passage of the Supplementary Appropriation Bill 2021. This further underscores your commitment to our collective efforts to contain the COVID-19 Pandemic and address the various security challenges facing our country.
  3. I will also take this opportunity to thank you for the quick consideration and approval of the 2022-2024 Medium-term Expenditure Framework and Fiscal Strategy Paper. Our hope is that National Assembly will continue to partner with the Executive by ensuring that deliberations on the 2022 Budget are completed before the end of this year so that the Appropriation Act can come into effect by the first of January 2022.
  4. The 2022 Budget will be the last full year budget to be implemented by this administration. We designed it to build on the achievements of previous budgets and to deliver on our goals and aspirations as will be reflected in our soon-to-be launched National Development Plan of 2021 to 2025.
  5. Distinguished Senators and Honourable Members, in normal times, I make use of this opportunity to provide an overview of global and domestic developments in the current year, a summary of our achievements, and our plans for the next fiscal year.
  6. However, these are exceptional times. The grim realities of COVID-19 and its lethal variants are still upon us. From President to Pauper, the virus does not discriminate.
  7. This is why our country still maintains its COVID -19 guidelines and protocols in place to protect its citizens and stop the spread of this disease.
  8. Over the past few days, we have consulted with the Presidential Steering Committee on COVID-19 and the leadership of the National Assembly on how best to present the 2022 budget proposal keeping in mind the deep-rooted traditions in place and the guidelines for safe mass gatherings.
  9. We ultimately decided that the most responsible and respectful approach was to hold a shorter than usual gathering while allowing the Honourable Minister of Finance, Budget and National Planning to provide fuller details of our proposals in a smaller event.
  10. I am sure many of you will be relieved as my last budget speech in October 2020 lasted over fifty minutes.
  11. Still, over the next few minutes, I will provide key highlights of our 2021 performance as well as our proposals for 2022.

PERFORMANCE OF THE 2021 BUDGET

  1. The 2021 ‘Budget of Economic Recovery and Resilience’ is based on a benchmark oil price of 40 US Dollars per barrel, oil production of 1.6m b/d, and exchange rate of 379 Naira to US Dollar. Furthermore, a Supplementary budget of 982.73 billion Naira was recently enacted to address exigent issues in the Security and Health sectors.
  2. Based on the 2021 Fiscal Framework, total revenue of 8.12 trillion Naira was projected to fund aggregate federal expenditure of 14.57 trillion Naira (inclusive of the supplementary budget). The projected fiscal deficit of 6.45 trillion Naira, or 4.52 percent of GDP, is expected to be financed mainly by domestic and external borrowings.
  3. By July 2021, Nigeria’s daily oil production averaged one 1.70million barrels (inclusive of condensates) and the market price of Bonny Light crude averaged 68.53 US Dollars per barrel.
  4. Accordingly, actual revenues were 34 percent below target as of July 2021, mainly due to the underperformance of oil and gas revenue sources. Federal Government’s retained revenues (excluding Government Owned Enterprises) amounted to 2.61 trillion Naira against the proportionate target of 3.95 trillion Naira for the period.
  5. The Federal Government’s share of Oil revenue totalled 570.23 billion Naira as of July 2021, which was 51 percent below target, while non-oil tax revenues totalled 964.13 billion Naira. The poor performance of oil revenue relative to the budget was largely due to the shortfall in production as well as significant cost recovery by NNPC to cover the shortfall between its cost of importing petrol and the pump price.
  6. The National Assembly will recall that in March 2020 the Petroleum Products Pricing Regulatory Agency announced that the price of petrol would henceforth be determined by market forces.
  7. However, as the combination of rising crude oil prices and exchange rate combined to push the price above the hitherto regulated price of 145 Naira per litre, opposition against the policy of price deregulation hardened on the part of Labour Unions in particular.
  8. Government had to suspend further upward price adjustments while engaging Labour on the subject. This petrol subsidy significantly eroded revenues that should have been available to fund the budget.
  9. On a positive note, we surpassed the non-oil taxes target by eleven (11) percent in aggregate. The sustained improvement in non-oil taxes indicates that some of our revenue reforms are yielding positive results. We expect further improvement in revenue collections later in the year as more corporate entities file their tax returns and we accelerate the implementation of our revenue reforms.

Improving Revenue Generation and Administration

  1. We have stepped up implementation of the strengthened framework for performance management of government owned enterprises (GOEs), with a view to improve their operational efficiencies, revenue generation and accountability. The 50% cost-to-income ratio imposed on the GOEs in the Finance Act 2020 has contributed significantly to rationalizing wasteful expenditures by several GOEs and enhanced the level of operating surpluses to be transferred to the Consolidated Revenue Fund (CRF). I solicit the cooperation of the National Assembly in enforcing the cost-to-income ratio and other prudential guidelines during your consideration of the budget proposals of the GOEs, which I am also laying before you today.
  2. On the expenditure side, as at end of July 2021, a total of six point seven-nine (6.79) trillion Naira had been spent as against the pro-rated expenditure of seven point nine-one (7.91) trillion Naira. Accordingly, a deficit of four point one-seven (4.17) trillion Naira was recorded as at end of July 2021. The deficit was financed through domestic borrowing.
  3. Despite our revenue challenges, we have consistently met our debt service commitments. We are also up to date on the payment of staff salaries, statutory transfers, and overhead costs. As at (4th of October 2021, a total of 1.732 trillion Naira had been released for capital expenditure.
  4. I am pleased to inform you that we expect to fund MDAs’ capital budget fully by the end of the fiscal year 2021.
  5. Capital releases thus far have been prioritised in favour of critical ongoing infrastructural projects in the power, roads, rail, agriculture, health and education sectors.
  6. We have made progress on the railway projects connecting different parts of the country. I am glad to report that the Lagos-Ibadan Line is now completed and operational. The Abuja-Kaduna Line is running efficiently. The Itakpe-Ajaokuta rail Line was finally completed and commissioned over thirty (30) years after its initiation.
  7. Arrangements are underway to complete the Ibadan-Kano Line. Also, work will soon commence on the Port Harcourt-Maiduguri Line and Calabar-Lagos Coastal Line, which will connect the Southern and Eastern States to themselves and to the North.
  8. Progress is also being made on several power generation, transmission, and distribution projects, as well as off-grid solutions, all aimed towards achieving the national goal of optimizing power supply by 2025.
  9. I am again happy to report that we continue to make visible progress in our strategic road construction projects like the Lagos – Ibadan expressway, Apapa – Oworonsoki expressway, Abuja – Kano expressway, East-West Road and the second Niger bridge. We hope to commission most of these projects before the end of our tenure in 2023.
  10. The Pandemic revealed the urgent need to strengthen our health system. Towards this end, we constructed 52 Molecular labs, 520 bed intensive care units, 52 Isolation centres and provision of Personal Protective equipment across 52 Federal Medical Centres and Teaching Hospitals.
  11. We continue to push our expenditure rationalization initiatives which we commenced in 2016. For example, on personnel costs, the number of MDAs captured on the Integrated Payroll and Personnel Information System increased from 459 in 2017 to 711 to date.
  12. The recent passage of the Petroleum Industry Act 2021, and consequent incorporation of the Nigeria National Petroleum Corporation should also result in rationalisation of expenditure, as well as increased investments and improved output in the oil and gas industry.
  13. Distinguished Senators and Honourable Members, you will agree with me that a lot has been accomplished over the last year but there is still much to be done. I will now proceed with a review of the 2022 Budget proposal.

THEME AND PRIORITIES OF THE 2022 BUDGET

  1. The allocations to MDAs were guided by the strategic objectives of the National Development Plan of 2021 to 2025, which are:
  2. Diversifying the economy, with robust MSME growth;
  3. Investing in critical infrastructure;
  4. Strengthening security and ensuring good governance;
  5. Enabling a vibrant, educated and healthy populace;
  6. Reducing poverty; and
  7. Minimizing regional, economic and social disparities.
  8. The 2022 Appropriation therefore is a Budget of Economic Growth and Sustainability.
  9. Defence and internal security will continue to be our top priority. We remain firmly committed to the security of life, property and investment nationwide. We will continue to ensure that our gallant men and women in the armed forces, police and paramilitary units are properly equipped, remunerated and well-motivated.
  10. The 2022 budget is also the first in our history, where MDAs were clearly advised on gender responsive budgeting. These are part of critical steps in our efforts to distribute resources fairly and reach vulnerable groups of our society.

PARAMETERS AND FISCAL ASSUMPTIONS

  1. Distinguished Members of the National Assembly, the 2022 to 2024 Medium Term Expenditure Framework and Fiscal Strategy Paper sets out the parameters for the 2022 Budget as follows:
  2. Conservative oil price benchmark of 57 US Dollars per barrel;
  3. Daily oil production estimate of 1.88 million barrels (inclusive of Condensates of 300,000 to 400,000 barrels per day);
  4. Exchange rate of four 410.15 per US Dollar; and
  5. Projected GDP growth rate of 4.2 percent and 13 percent inflation rate.

2022 REVENUE ESTIMATES

  1. Based on these fiscal assumptions and parameters, total federally-collectible revenue is estimated at 17.70 trillion Naira in 2022.
  2. Total federally distributable revenue is estimated at 12.72 trillion Naira in 2022 while total revenue available to fund the 2022 Federal Budget is estimated at 10.13 trillion Naira. This includes Grants and Aid of 63.38 billion Naira, as well as the revenues of 63 Government-Owned Enterprises.
  3. Oil revenue is projected at 3.16 trillion, Non-oil taxes are estimated at 2.13 trillion Naira and FGN Independent revenues are projected to be 1.82 trillion Naira.

PLANNED 2022 EXPENDITURE

  1. A total expenditure of sixteen point three-nine (16.39) trillion Naira is proposed for the Federal Government in 2022. The proposed expenditure comprises:
  2. Statutory Transfers of 768.28 billion Naira;
  3. Non-debt Recurrent Costs of 6.83 trillion;
  4. Personnel Costs of 4.11 trillion Naira;
  5. Pensions, Gratuities and Retirees’ Benefits 577.0 billion Naira;
  6. Overheads of 792.39 billion Naira;
  7. Capital Expenditure of 5.35 trillion Naira, including the capital component of Statutory Transfers;
  8. Debt Service of 3.61 trillion Naira; and
  9. Sinking Fund of 292.71 billion Naira to retire certain maturing bonds.

Fiscal Balance

  1. We expect the total fiscal operations of the Federal Government to result in a deficit of 6.26 trillion Naira. This represents 3.39 percent of estimated GDP, slightly above the 3 percent threshold set by the Fiscal Responsibility Act 2007. Countries around the world have to of necessity over-shoot their fiscal thresholds for the economies to survive and thrive
  2. We need to exceed this threshold considering our collective desire to continue tackling the existential security challenges facing our country.
  3. We plan to finance the deficit mainly by new borrowings totalling 5.01 trillion Naira, 90.73 billion Naira from Privatization Proceeds and 1.16 trillion Naira drawdowns on loans secured for specific development projects.
  4. Some have expressed concern over our resort to borrowing to finance our fiscal gaps. They are right to be concerned. However, we believe that the debt level of the Federal Government is still within sustainable limits. Borrowings are to specific strategic projects and can be verified publicly.
  5. As you are aware, we have witnessed two economic recessions within the period of this Administration. In both cases, we had to spend our way out of recession, which necessitated a resort to growing the public debt. It is unlikely that our recovery from each of the two recessions would have grown as fast without the sustained government expenditure funded by debt.
  6. Our target over the medium term is to grow our Revenue-to-GDP ratio from about 8 percent currently to 15 percent by 2025. At that level of revenues, the Debt-Service-to-Revenue ratio will cease to be worrying. Put simply, we do not have a debt sustainability problem, but a revenue challenge which we are determined to tackle to ensure our debts remain sustainable.
  7. Very importantly, we have endeavoured to use the loans to finance critical development projects and programmes aimed at improving our economic environment and ensuring effective delivery of public services to our people. We focused on;
  8. the completion of major road and rail projects;
  9. the effective implementation of Power sector projects;
  10. the provision of potable water;
  11. construction of irrigation infrastructure and dams across the country; and
  12. critical health projects such as the strengthening of national emergency medical services and ambulance system, procurement of vaccines, polio eradication and upgrading Primary Health Care Centres across the six geopolitical zones.

Innovations in Infrastructure Financing

  1. In 2022, Government will further strengthen the frameworks for concessions and public private partnerships (PPPs). Capital projects that are good candidates for PPP by their nature will be developed for private sector participation.
  2. We will also explore available opportunities in the existing ecosystem of green finance including the implementation of our Sovereign Green Bond Programme and leveraging debt-for-climate swap mechanisms.

Enhancing Revenue Mobilisation

  1. Our strategies to improve revenue mobilisation will be sustained in 2022 with the goal of achieving the following objectives:
  2. Enhance tax and excise revenues through policy reforms and tax administration measures;
  3. Review the policy effectiveness of tax waivers and concessions;
  4. Boost customs revenue through the e-Customs and Single Window initiatives; and
  5. Safeguard revenues from the oil and gas sector.
  6. Distinguished Senators and Honourable Members, I commend you for the passage of the Petroleum Industry Act 2021. It is my hope that the implementation of the law will boost confidence in our economy and attract substantial investments in the sector.

Finance Bill 2022

  1. In line with our plan to accompany annual budgets with Finance Bills, partly to support the realization of fiscal projections, current tax and fiscal laws are being reviewed to produce a draft Finance Bill 2022.
  2. It is our intention that once ongoing consultations are completed, the Finance Bill would be submitted to the National Assembly to be considered alongside the 2022 Appropriation Bill.

CONCLUSION

  1. Mr. Senate President, Mr. Speaker, Distinguished and Honourable Members of the National Assembly, this speech would be incomplete without commending the immense, patriotic, and collaborative support of the National Assembly in the effort to deliver socio-economic development and democracy dividends for our people.
  2. I wish to assure you of the strong commitment of the Executive to strengthen the relationship with the National Assembly.
  3. Nigeria is currently emerging from a very difficult economic challenge. We must continue to cooperate and ensure that our actions are aimed at accelerating the pace of economic recovery so that we can achieve economic prosperity and deliver on our promises to the Nigerian people.
  4. The fiscal year 2022 is very crucial in our efforts to ensure that critical projects are completed, put to use and improve the general living conditions of our people.
  5. It is with great pleasure therefore, that I lay before this distinguished Joint Session of the National Assembly, the 2022 Budget Proposals of the Federal Government of Nigeria.

Lagos State Governor, Mr. Babajide Sanwo-Olu has taken his commitment to the promotion of inclusive society a notch higher as he formally endorsed the Nigeria Skits Industry Awards and gave consent to the nomination of Lagos as the Host City of the first edition.

The Governor said this is in demonstration of his belief that the society will be built with everyone contributing their quota in different ways.

He stated this on Monday when the promoter of the NSIA, Hon Bimbo Daramola paid him a visit at the Lagos House, Marina where he presented the Governor with the Awards insignia.

Governor Sanwo-Olu added that the creative sector continues to be an area of interest to him therefore necessitating the many support for arts development in Lagos State, particularly because Lagos is the entertainment capital of Nigeria, with the State providing the launch pad for many successful artistes and a city of hope, where dreams are realised for the budding ones.

Declaring his love for the emerging Skits Industry, Governor Sanwo-Olu commended the organisers for thinking of giving formal recognition to the artistes who have used the medium of skits to give expression to their various talents.

The Governor said the creativity, passion and determination that they have shown has made skits a significant feature of the Nigerian entertainment landscape, agreeing that giving the skit makers the recognition they have earned is proper and thoughtful.

He urged them to continue to use their talents to promote the wellbeing and the advancement of Lagos and the country at all times, because as great influencers to millions of people they must realise that they also have responsibility to ensure that their talents and creativity is deployed responsibly at all times even as they use the vehicle of humour sometimes to deliver such messages.

REMORSEFUL TRAFFIC OFFENDERS GET SANWO-OLU’S CLEMENCY TO PAY REDUCED FINES

…Governor pays unscheduled visit to Taskforce office, assesses outfit’s operations

…Warns erring motorists against traffic violation

Respite came the way of some traffic offenders in Lagos State on Wednesday, when Governor Babajide Sanwo-Olu made an unscheduled visit to the holding facility of the Lagos State Environment and Special Offences Enforcement Unit (Task Force) in Alausa.

Sanwo-Olu was at the Task Force’s office for an assessment of the security outfit’s operational activities. But, the sight of people crowding outside the facility caught the Governor’s attention.

They turned out to be offenders waiting to be arraigned in mobile court for various traffic offences.

The offenders surged towards the Governor’s convoy as the fleet moved into the Task Force’s premises. They pleaded with Sanwo-Olu to intervene in their cases.

The Governor took time to ear out the offenders. They all admitted to committing the offences for which their vehicles were seized and begged the Governor for clemency.

Reprimanding the offenders, Sanwo-Olu replied that their explanations were inexcusable, reiterating the State Government’s zero tolerance for traffic offences.

He particularly chided those arrested for driving on one-way, saying their action usually endangered the lives of law-abiding residents. The Governor said it would be out of place to make the offenders escape penalties stipulated to their offences.

Sanwo-Olu directed men of the Taskforce to avail him the full list of all vehicles seized in the last two weeks for traffic offences, granting reduction in the fines for each offence.

He said: “You all (offenders) have admitted to flouting traffic regulations and you are here because you don’t want to be arraigned for your offences in our mobile court. I have requested for the list of all vehicles in this facility and I will be meeting with the Taskforce officers on it. We will still get judgement on your offences but we will grant you the opportunity for reduction in the fines to be paid.

“If I give you this opportunity, you must not be caught again for flouting the traffic rules. The laws are there and no one is above the law. I will intervene to reduce the fines for you and you must be remorseful. Anyone caught again would have his vehicle completely impounded. You must be law-abiding and respect the lives of our fellow citizens.”

The offenders, in excitement, thanked the Governor for the gesture, promising to turn a new leaf and abide by the laws.

Sanwo-Olu made independent findings on the process followed by officers in the Taskforce to arrest, impound and auction vehicles confiscated for traffic violations.

Taskforce chairman, Mr. Shola Jejeloye, a Chief Superintendent of Police (CSP), intimated the Governor with challenges faced by his men in enforcing the traffic laws and getting the offenders prosecuted.
